Chief Ray Schultz: Disapprove

A few weeks back the much talked about (at least on this blog) no confidence vote involving Chief Ray Schultz was withdrawn by the APOA members that originally called for the vote. Our Eyes tell us that Chief Schultz and Mayor Chavez really didn't want risk the chief getting a vote of no confidence, so they quickly met with the officers involved and addressed their concerns. We believe that problems go deeper than the few issues raised by the no confidence movement, so we decided to do a little vote of our own.

In last week's unscientific Eye Poll of 261 voters, Chief Schultz got an approval rating of just 33%. Eye On Albuquerque readers overwhelmingly disapproved (60%)of the job Ray Schultz is doing as Chief of APD, while 5% didn't know and 2% didn't care.

We want to remind our readers that the chief serves at the pleasure of the Almighty Mayor and that any disapproval numbers should reflect directly on the policies of the Chavez administration as well as the leadership of APD.

This week's Eye Poll takes on the issue of making it harder to recall city councilors. We talked about it here. In October, voters will get the chance to make their opinion law. This week, Eye Poll voters will get to voice their opinion on what should happen in October. Don't forget to vote!

The "Lie on Albuquerque" pushed the poll. The Chief has more support than they wish you to know. A friend of mine works with these guys @ "Eye" & he told me that they let people vote against the Chief over & over by deleteing cookies.....I think he is doing a great job!

I have tried to be patient with Schultz but he has made some really big mistakes. He approved a pay scale that has divided the department. He pushed red light cameras without getting the public behind it. He has hired people who have no business being APD cops. He allowed the DWI sergeant to get away with domestic violence, when he beat his son up. He refuses to allow the public to see the actual number of cops and just where they are at. The department is no where near 1100 officers, but they keep getting caught fudging the numbers to make up the difference. He has cops working in non cop positions at a time when we need all of them doing cop work and not working on computers or as a media mouthpiece. The list goes on and on. Schultz will be here so long as Marty is Mayor. I just don't think APD will grow or do anything ground breaking during his tenure. Too bad he could make such a difference if he would just lead and not be afraid of his job.

Ray has a couple of good years ahead of him as Chief, be patient. He has not been in that seat very long and had to take over during a very ugly time in the Dept. Stay tuned.

Sounds like I must have hit a nerve, maybe you have something to do with the "Lie on Albuquerque" ? You protest too strongly to not have some type of connection to the "The Lie" so how is it that you know how to vote more than once? HUmmmm? I think we are on to something here folks....

How clever, "the Lie on Albuquerque". You must feel some sort of self-wealth when you come up with something so amazingly witty.

If I had to guess, this blog looks like the work of a single individual. I'm not a long-time reader so I'm not entirely sure. But I can't imagine it is some sort of giant news corporation who employs thousands of people willing to sing all about how they "pushed the poll".

I can remember reading that "they" do not claim the poll to be scientific or an accurate representation of overall public opinion. In fact, I can quote from this very blog where it was written that, "Eye On Albuquerque readers overwhelmingly disapproved..." Did you catch where the bolded text points out that the readers of this blog are the voters of the poll? kthx, 'nuff said.

I'm not what you would call a very learned individual so I have a question for those who have the right answer; not the jackhole trying to spin everything. Is it possible to start a no confidence vote for the Almighty Marty? Maybe it's the circles I am in but I can assure you that when Marty is the topic of conversation I have never heard somebody say something good about him. It seems to me that his public approval is dropping. And again, for the Marty lover, this is not a scientific poll and should be viewed as merely the opinion of few.

As a citizen it seems like APD is always in turmoil. Can someone tell me what is going right at APD and what is going wrong at APD. I am really curious what officers think about this.

Sorry to say Ray has no real control over the issues you guys are steamed about. NO chief has the power you (or I ) would wish he had to over ride the political hacks who are really in charge. Gallegos sort of tried to rule that way and one of the hack on the inside brought him down by using her own incompetence as a weapon. I am not a Ray lover by any means but I' ve been high enough in police organization to know he hasn't nearly the power to change the place. All he could do (and should do) is stand up and admit that the numbers arent as good as they are spinning, but he knows that the dwarf in charge would fire his ass the moment he said it.

hum... Nothing new or innovative? what about a police fleet that has never been better? A prisoner transport unit so officers do not have to drive out to the MDC? the creation of the COAST Unit helping people who are mentally ill and/or homeless? Allowing the public to directly interact with the department through the public safety committee? removing the black-eye caused by the Evidence room scandle? creating a quarter-master program where officers are now issued uniforms? increasing the number of police academies? hiring more PSA's then ever? actually holding bad cops ACCOUNTABLE?????????????????

Holding bad cops accountable? How about rehiring an officer that was never supposed to be hired back. Hiring a state police cop who was about to be fired by NMSP, but we took him anyway. How about doing nothing to some high ranking officers, who were found to be involved in the Evidence room scandal and were found to have porn on their city computers. Yep he is increasing the number of academies, but when you only graduate 7 isn't that more of a waste of taxpayer dollars? How about refusing to provide the public with the actual number of officers and just where they are working? How about letting retired rehires work in closet positions that should be done by civilians? Accountable? Was the officer who ran over and killed the old lady on 53rd street held accountable? He got 3 weeks off and the wreck was his fault. Accountable? Give me a break and wake up.

Allow me to point out the obivious for a second.....

Yes, you can vote once a day, because the voting site records the IP address of the voting computer---at the end of the day, the database of IP's is purged, and starts over.

So yeah, you can vote more than once on the "unscientific" poll. Does that mean that the Eye is pushing the poll? Hell No! ANYONE can vote more than once...even supporters of Schultz and Marty...but add the numbers up, even if they had, they still wouldn't have been the majority.

Well............ all officers who are hired back are State Certified I believe? Certified by the State of NM and meet all State requirements?
The NMSP officer had his case reviewed by the DA who said there was nothing criminal?
If I remember correct... command officers were disciplined? Plenty of them.
The number of Academies is more. I saw a class on TV Friday that graduated. Maybe smaller classes will produce a better quality officer????
Retired officers have been around for along time. Wasn't Bob Stover a retired officer? If they are doing jobs that need to be done, then great. Use their experience on inside jobs.
And for the Officer in the accident. Again, even the DA said it was just that an accident. If you are going to critize then do your research. This page links to the Journal. They have great archives.
Or as you state in your comments "We". Then i assume that you are an officer. Ask some of your fellow officers about all the mis-information you have? They will set you straight.

This chief is a piece of s---. He has a handful of as- kissers working directly underneath him. He doesnt back up his officers, he has his well-known temper tantrums and everyone but his 5th floor minions pays the price. The morale on APD has never been lower.
The academies are a joke. Schultz is in the wrong profession, he needs to be a politician... or better yet a used car salesman.

Three posts up. Using your logic we should hire any police officer fired from another department so long as our wonderful DA doesn't want to stick her neck out and prosecute. There is something about ETHICS in law enforcement. Maybe you should start watching Adam 12 and learn what it means. Oh yeah and Matt Griffin was another guy APD got from the NMSP. And just how much discipline was handed out to the higher ups for the evidence room. Ask sisi and others and they will tell you nothing. And smaller classes do not produce a better product. Smaller classes are an example of APD failure to recruit. Putting on an academy is so expensive it defies logic to run one with so few officers. Waste of taxpayer dollars. Stover was a rehire and he was Chief. Big difference between that and a certified police officer that only works on hard drives. That my friend is a waste of police experience. Cops do cop stuff, geeks do geek stuff. Lastly, just because the DA doesn't have the courage to prosecute does not mean the Chief has a pass. The DA opted not to prosecute the officer who was drunk and wrecked his car, he didn't hire him back. I think this other incident rises to a level that cannot be ignored.

Ethics in law enforcement. This chief wants everyone to think he holds officers accountable. Let him stand up and do it.

Sure is funny how a certain number of Police/Fire Dept. personnel got promoted into positions they had no chance of getting other than the fact they happen to be linked to "SAID" incidents.

Two posts up. You must be in APD's command staff because of the way you talk about the officers, it sounds like Us versus Them. News flash for you, be a leader. The officers are not your enemys. They are the ones who make you look good. The only reason the guy who killed the old lady didn't get fired was because APD's command staff feels if they fired him, the cost of the civil lawsuit will be higher. Geez man open your eyes. You talk about the officers not wanting discipline, well Schultz's command staff does not want any criticism, ever. Every time an officer or citizen is critical of the command staff the response is: OH MY GOD WE CAN'T ADMIT IT AND YOU DON'T UNDERSTAND. But you guys are God on earth to slam an officer doing his job who makes a small mistake. Then you don't slam the officer who killed the old lady.

Are you starting to see why we are frustrated with you guys in command? You guys view us as the enemy, and we are not. You refuse to be reviewed or questioned about your actions and there is no fairness in APD's discipline system.

the higher ups (ncluding the all mighty king)view officers as PAWNS,,,,,there is nothing wrong with discipline,,, but make it fair and make it just. The king sees everything in black and white. Its all about him....look at his "open door policy". Yeah its open door if you kiss his ass...its open door if you can get by the lynchmen (women) in the front. By the way--- 90K a year? Where in APD is any normal, non ass kisser making 90k?

its amazing how we got away from the comments on this blog about the chief. he rountinely slams officers that do wrong, to the point that he fires them. how would you like it if you screwed up on a memo or got a report in late at your office job, and the next day your boss walks in and tells you. you will be involved in an internal investigation, maybe even criminally. but all you did was forget to do something what you thought was minor. then after the invesigation gets drug out for weeks and months... meanwhile you dont kow if your gong to have a job when its all said and done. they put you in the janitors office for work until the investigation is through. then you get called in and handed down punishment. two weeks off without pay... you wouldn't like it would you? this is what is done to offciers on a daily basis, and it sucks. this chief is recklass. in the general orders it states. that no apd personnel will give any other apd or friends, any special favors, and according to the discipline if found doing that, should result in days off with out pay.... our chief does it every week he goes to work.... practise what you preach RAY D. and the vote of no confidence??? it was only suspended for 60 days so we could give the mayor and chief a chance to work out these problems, and get right with the officers out on the street.... it hasn't happened yet.... the vote could come back... it will be interesting to see this coming union meeting...

Discipline is recommended by the chain of command is it not? then reviewed by others? so the chief is not making all of the decisions by himself? The supervisors of the officer involved are! And after discipine is given...or as you say two weeks off without pay? then obviously someone did something they should not have done. So....suck it up. It sounds like some people don't like being held to the same standard that we the public are. The Chief is not being reckless, he is however not letting Cops get away with breaking the rules.

Lets tell the truth for once. discipline is decided by the rank of lieutenant up and they are afraid to go against king ray. the sergeant who knows all their officers are left out. when things go wrong however the sergeant is the perfect fall guy. do the sergeant for failure to supervise.go againts ray and you will never be promoted.

and to the deputy chief that commented on my comment four up... some one didn't do anything that bad. yes true the captains do have their inpute on the matter. but the final results go to the pawn ray d. so the captains have to recommend punishment that ray d will sign off on,, so they keep in constent contact with the 5th floor as to what punishment they can give. if they give something to little then it gets rejected by ray d. and that two weeks off without pay???? it was for a sanction 7... that was a verbal repromand was it not??? so as you read this comment from your 5th floor computer desk while on city time.... which you all are very quick to punish someone for,,, can you say hypercrite??? but as soon as somenone gets that brass shield they forget that they at one time did a lot worse to the citizens then what is being done now.... i can't wait to get a new 5th floor only one year left... give or take... then it will be back to normal... i hope... and if i don't leave before then for more money and less coruption from the higher ups...

That's APD's command staff. Instead of listening to criticism from their officers all they do is make fun with their elite attitude. Just look at the comments two past DCOP made regarding the Evidence Room whistle blowers. I am sorry to say that some of the command staff at APD views their own officers as their enemies.

Maybe if these commanders would show some leadership, there would not be so much talk about raising standards of new hires. How about we raise the ethical and leadership standards of the command staff?

okay.. well as a citizen. i would like to say a few things. i disagree that people go online and post blogs about how much they hate their jobs. if you hate your job so much than go either to another department or get a different job all together. i hear stories from other citicens, at my work,that have awful things to say about the mayor and the chief. but really, us bitching about it isn't going to solve anything. suck it up! ignore them and continue to do what is right. if you feel that you might get into trouble by either one of them then maybe you are doing things that you shouldn't be. we all have times when we hate our jobs and those higher up but until you do something about it like get promoted or leave the job, shut up!

i feel bad for some of the stories i read and hear about officers getting shot at and what not. albuquerque isn't a great place. there are so many disrespectful, inconsiderate and some just plain stupid people living here. so i can only imagine all the tough, and sometimes, life threantening situations that they experience on a day to day basis. and i can ALSO only imagine that it's tough when you work for people that you don't like or have respect for. i hear stories... but to all those officers that are "in step with our community" please suck it up, go to work, and take care of what you need to because your bad attitude doesn't help out the situation that you are in and it won't help out the situation you come across when you answer a call. for you or the citizen.....no matter how stupid some calls may be. :)

Schultz is politician not a cop! and most of his leaders of APD are bullies that think it is fun to pick on their officers and put them down instead of working on solutions to help the problems. they believe they are above their officers and the average citizens. APD will not change for the better with marty and ray in charge, this is why myself and others have left. the county leadership backs it officers and has less political issues to deal with, so officers can just do their jobs. even the guy who left the state have better lives and careers outside of APD's BS. Please remember we are here to protect and serve our community not to fight amongst the ranks. like in the military: Duty, Honor, Bravery,Respect: to do what is right for our country, state, community, one another, and ourselves. We are hear to serve the public, not ourselves. So please stop the fighting and always try to do what is right, even if the " leaders" don't always seam to do what is fair. We know what is right and wrong. Let us try to move on.
