No... it's not a new movie about the Persian invasion of Greece; it's the number of sworn officers that the Albuquerque Police Officers Association (APOA) claims are on the force at APD. That number doesn't mean that all of them are out there on the streets keeping us safe or even available to come to our aid should we be unfortunate enough to need their assistance.

MORE COPS MEAN LESS CRIME.
Crime is high in Albuquerque–ranked one of the most dangerous places
in the country according to the latest FBI statistics. And there's a very simple
reason—not enough cops. In city after city across our nation, when the size
of the force goes up, the rate of crime goes down. It’s that simple.

An FBI study says we need 1400 officers to secure our city properly—we
only have 900. On an average day there are only 75 cops on the street
protecting 550,000 citizens. At this capacity they can only respond to
priority 1 calls. That means no proactive force, no community outreach,
no neighborhood patrols.

Clearly we have a critical shortage of officers. And while our force is
the best trained in the state, their current base pay doesn’t come close to
reflecting that. So they are leaving for better paying, less dangerous
departments in other cities.

Above is the APOA ad as copied from newly created website fundapd.com. The APOA seems to be launching a campaign to increase the number of officers on the force and on the street. We're normally somewhat suspicious of organizations who advocate a position that clearly benefits their own bottom line. However, it's clear that crime is a serious problem in Albuquerque and it's also clear that we don't have enough officers to combat crime in our fair city, so it's hard to argue with a campaign that is clearly in the best interests of every man, woman, and child in Albuquerque.

Our Eyes tell us that the number of officers over at APD is in the low 800's. The APOA claims that the number is really 900. Regardless of the actual number one thing is sure, the number of sworn officers over at APD is not 1,033 - the number claimed by Deputy Chief Michael Castro and reported by the Northwestern.com - it's far fewer and wholly inadequate.

DC Castro will say anything to keep his job! Both, he and the chief are terrified of the mayor.

APD's numbers are not what the DC says they are, but yet again, APD's administration will lie and spin the truth, counting every person they can. They count the part time CSA's, the guys on early retirement and they even used to count Nick Bakas as part of the officers patroling the streets.

What a joke! QUIT LYING TO THE CITIZENS. TRY TELLING THE TRUTH FOR A CHANGE!

Schultz and Castro need to grow a set and tell the mayor that Public Safety should be the main priority, and the officers need to be given a significant raise.

The chief and the DC's sure got their huge raise, what about the OFFICERS????????

Quit being self-serving and take care of your officers. If you do this, your department's morale will not be in the toilet, as it currently is!

Let's see how long it takes the Chief and his staff to go after APOA President Ron Olivas for printing the ad.

We already know that Chief Schultz called and chewed Ron out!!! Just like he threatened him last time they were going to do the vote of no confidence on Schultz. The mayor even got in on that one, targeting Ron. That's why the vote was stopped!

We all know that this department will target those officers that speak out against them.

The media must know that if you are an APD Officer and you say something negative about the dept, Chief Schultz and his staff will go after you!!!

The officers need to all rally behind Ron. Stand up against this harsh ruler who does not care about his officers or dept.

By city council mandate APD has an authorized strength of 1100 FULL TIME SWORN OFFICERS. There are at least 70 part time officers. These part timers do not count toward the staffing number. They never have counted. Read the city council budget and you will see the words FULL TIME SWORN in APD's manning authorization. This fact is always glossed over by the mayor and chief. The Journal only once pointed this out and they got the administration to redo the numbers once they realized they couldn't get away with counting officers that the city budget does not let them count. If I remember correctly the numbers ended up being around 925, this was from May or June of this year.

Wake up Albuquerque! Can you believe this guy wants to be our senator!

The media needs to demand an exact counting of just how many full time officers we have and just where they are working. We still have officers working on computers instead of working on the streets. The public must demand a full accounting by Chavez and Schultz as to where each officer is at and not count the officers who don't count.

The mayor will be wanting to run for Pete's position, he'll do what ever it takes to get elected. Push that raise for your people. Stand up to the mayor and demand he release that money for the raise, as well as an increase.

Clearly, there is a major morale issue within APD, now is your chance to make it right.

Lastly, don't forget where you came from! Stand behind the Union, don't go after them.

1st posting. There MAY BE 900 cops?, but the majority of them are assigned to inside jobs, about 570 of them. The remaining officers are divided up between 5 area commands, each having 3 shifts. Now, account for officers being off, vac, court, and sick. Do the math, there really is not very many officers in the field. Every year, during the bid they have to spin the numbers just to staff the area commands.

Also, can you beleive that Mayor Marty and Chief Ray Schultz have CENSORED APD. We can no longer access the Eye on Albuquerque on our computers. That right! No more veiwing this web site at work, at least for us. The Chief's Office can still access it.

Can you spell double standard.

Why can't they be heros to the rank and file and the public for doing the 'right thing'
No, we have to withold money for the salaries for the officers so he can use it for personal or re-election purposes. But how does he do that? They have funny ways in which to move money around, you can count on that. A shell game, and the public or people out there that can stop it just sit on their hands, because somewhere down the line they think that going after these crooks will damage them politically.

The morale in this police department has been in the dumper for the last three administrations of this mayor's term.

They are all "inside" as detectives or supervisors...necessary for sure but a tad bit overstaffed.

And before the admin/mayor types start spinning their disinformation campaign....just prove everybody wrong and release the hard numbers to a third party for verification. In other words be transparent and quit lying by omission.

You won't have anything to lose because once the Mayor starts to see that his political demise is imminent he's going to blame you! Do you really want to end your career with the reputation that you ran from a fight???

Schultz has always been in it for himself. The only reason he was hired was so that he could be Bakas' puppet and make the Evidence Room scandel go away, and that is exactly what he did.

The public has no idea what really happened there, but several officers do!! There was alot more money and drugs taken out of the evidence room. However, the media was only told it was $75k. What a crock of bull shit. It was closer to $750k. Bakas spun that story around and never told the media, as his boys were up to their neck in that scandel. He did save them though.

Schultz, you sold us down the river on that one too. You should have fired all those dirty DC's like you wanted, except Bakas told you to lay off.

Get some balls for once..

Try do the right thing for a change.

What in the world could 570 cops on computers be doing??? Watching the traffic at all those camera equipped intersections in town (no, not the RLC's but the "tweety bird" cameras, the fish-eye cameras along Wyoming and along Paseo del Norte)??? I seriously doubt it. What ever they're doing, it could best be done by someone other than sworn officers. That some 63% of our "sworn" officers spend their time driving a computer instead of a patrol car is a scandal in and of itself, assuming that the time spent on the computers is even real police work. The cynic in me would suggest that it is something far less noble, but I have no proof.

So perhaps it is not more officers that Albuquerque needs but a better utilization of the 900 that they have.

So to the 570 dedicated, hard-working, members of that thin blue line I say....GET OFF YOUR FAT, LAZY, WORTHLESS, DUFFS AND GO CATCH SOME FELONS!!!!!!!! There are certainly plenty to go around.

Marty has been holdind all these press confrences just to get his picture out. He is never around for negative press, he makes Pearlman do that. You always see cops in the back ground, as well as firefighters. These fine men and women are forced to go to his press confrences and stand in the back ground when they could be out in the street taking calls for service.

What the media does not know is that the chief responded because there were no field units available to respond, so he had to go!

A classic example of not enough units in the field. It's like that every day, but the administration will not say a word of how bad it is.

Speaking of classic examples, Nick Bakas was in the paper again today. Seems like the guy just can't stay clean. The guy has a law degree, although he's flunked the bar mulitple times and has still not passed.

Everytime he can trade a favor for something he does. He uses he city position, he knows it's illegal, but does it anyway because the Chavez administration takes care of him because he brings plenty of Greek money to the Chavez campaign.

They moved him to the airport to keep him out of trouble, but now he's working his favors with all the vendors out there.

It was funny when APS called him for help on their evidence room scandel. Nick Bakas is best friends with Chief Gil Lovato, I'll bet he did not tell them that?

He was also responsible for some of APD's evidence scandle. He skated there as well. Patricia Madrid would not let her investigators interview him. They were pissed.

Seems like everytime something illegal pops up Nick Bakas' name is somehow attached and associated with it!

He said he paid a $100 dollars back for his 2 ring side tickets. Well, ring side tickets are about $200 dollars each, so he still owes another $300 to the city. How much you wanna bet they don't make him pay that. Bakas had a ticket also for his wife. Does she get the free gifts, as a result of his city position?

Bet if audit the airport Bakas has already given special favors to many of the vendors who have already given him gifts the public does not know about!


He claims he does not like the fights, but he goes to all of them, especially the cage fights, where he has been seen gawking at the ring girls and drinking beer.

The guy is a master liar.

Realistically, it's not up to the police to protect you. And while this is an issue, the real issue is that every man and woman needs to protect themselves. The supreme court has ruled several times that it is not up to a police force to protect you. No matter how big of a force they have, it is impossible for them to protect everyone.

Protect yourselves. Get a gun, learn to use it, practice with it regularly and protect yourself.

Being an outsider an concerned citizen, I may not always agree with labor unions positions but this certainly seems different. It appears the police need to have some sort of voice like this. I sure hope that the men and women of your organization would protect the person who had to stand up to the hydra.

Hi there is a huge problem with APOA. Did you notice that with all the media coverage something was missing???? There was not one interview or quote from our APOA President Ron Olivas. I heard the phone was ringing off the wall at the APOA office looking for Ron and he was not returning call, in fact he was nowhere around.

I spoke with a couple of board members, including the APOA Vice-President who told a few of us that Ron was hiding because the Mayor and Chief were mad at him. A few board members told us that the Chief had called Ron to the 5th floor and tore him a new ass.


That same day we happened to see the Chief in the tunnel and when he asked him shy he called Ron ot his office, he laughed saying that he had not seen Ron since the ad came out.

Later on after they finally got a hold of him, he said that some board members were out of control and he was trying to keep it all under control. What the fuck is that about???????????

Channel 13 showed up at the APOA office looking for Ron and they had to settle with the VP for an interview as Ron was in hiding. The medial all did their job, we sat on our ass waiting (hiding) for something to happen on its own.
We were willing to spend thousands of dollars in an ad in the paper, but we did not follow up with nothing, and you all know this is true. I am not making shit up, I am talking about the truth.

Ron used the telephone to ask for volunteers from some board members to do some of the media interviews, and they declined.

I would post this in the APOA website, but the union can also be vindictive, especially some of Ron's friends who are board members. The secretary had to post on the APOA website on behalf of Ron because he is hiding away from the main.

Guys I know Ron is a nice guy and he has a lot of friends on the board but we all need to look at what is best for the officers. You all know we have a problem here. I mean for those old times who were around, we use to have union leaders in front of picket lines and talking to the City Council during rallies.

Hope all the membership knows what is really going on.

The problem with the APOA is it's memebers. They are lazy. They are willing to complain about everything, but when it is time to act they are all invisible. In the old days we would have pickets at city hall, where are you APOA members? Are you going to let Ron get beat up on like you did Billy Pounders years ago? No wonder the only people who become president for the APOA do so for their own personal agenda. Case in point, how do you go from Open Space officer, and APOA president to the Director of Labor Relations? I will tell you how, you sell your soul.

So the APOA will get what it deserves, nothing. That is until all the members are willing to get off their lazy asses and start backing Ron on this. How about 500 of us show up this Friday at City Hall at 3 pm and do an informational picket? I am willing, will anyone else show up?

I recall back then the pickets were well organized by the APOA leadership; signs, t-shirts, press conferences announcing the pickets, and many politicians invited. Now we want to do a half ass by the cuff picket? I remember seeing over 400 officers all with signs walking city hall. Where is the leadership????? If our own union leaders are hiding how do we expect the public to take action?

The Mayor has already agreed to open the contract for negotiations via a letter sent to the APOA. This was brought about by the advertisement Ron had placed in the Journal (that the general membership voted for). For those of you blasting Ron and the APOA get your facts correct before you whine and start tossing around accusations you cannot prove or defend. Better yet, if you are a dues paying member attend the meetings and voice your concerns at the General Membership meeting.

Your idea that the media has to be fully involved to get results shows that you are behind the times. If you remain that disgruntled then retire, quit, or run for office. We have gotten benefits raises since 2000 but nothing across the board. In fact we gave up $2 per hour for some of this stuff. Our hourly salaries have be stagnant or have been rolled back over the last 8 years. This as other departments got some of the same benefits and were able to raise their hourly salaries.

If we get something prior to July 2008, when the contract is up, then the advertisement worked. If not then the proof is in the podding. And what will we get? If all we do is raise the $19 officers up to $21.07 then all we can say is our hourly salaries have been frozen since 2000. That is something I would not proudly display.

The proof is in the pudding. If we don't see anything until next summer we will know who won.

OK--fair point you make. By front and center as far as media standards go....I mean that it was addressed in the local press/tv/radio and then it went the way everything goes...to the side. Has there been public leadership on this....not really. Why? I don't know...maybe "things are in the works" but I doubt it. It's not like the media rushed to put forward any response from the city admin.

I'm not convinced having officers camping out would draw anymore than a few day's attention anyway. The people just don't care enough. That doesn't mean they don't support us, it just means they have about as much initiative as the rest of the department...

Keep in mind that the Angry Midget and his Puppet Chief still have a strangle hold on the media. The fact that any media coverage is given...that is a plus. It is an uphill battle to get media attention at all. The Midget has the balls of the top media men and squeezes them when he needs to. One day...two days...or ten days....all is good and the APOA will keep plugging away!

I can still remember when the past APOA president(Jeff) grabbed a folding chair and a sign and started the Civic Plaza camp out. No one told him to do it, he just did. He was fed up with Marty and the lies and he wanted to make a point. The great thing was how everybody came to his side and supported him. We had Captains on down sleeping out on Civic Plaza to make the point that Marty does not support police and he lies to the public over the number of officers on the streets.

I know if Ron started a sit in on Civic Plaza he would get the support and Marty would be shaking in his boots, because that is not the type of media coverage he would want for his senate campaign.

How long can the APOA just do nothing? The city keeps promising and then nothing happens. I think a sit in on civic plaza would get things started.

nice personal attack. You can't debate the fact that the APOA ran a full page ad and then did nothing to strongly follow it up. I have not personally attacked Ron or anyone, I am just asking why we didn't follow this up and do something more. EXCUSE ME FOR HAVING AN OPINION DIFFERENT THAN YOURS!

This is an exact example of what is wrong with APD and the APOA. When the facts stare you in the face you can only resort to name calling. No wonder nothing gets done and we never move forward.

The APOA placed the add and the Mayor responded by opening the contract for negotiations (which are currently taking place). Nothing further is needed at this time. It negotiations falter then the APOA has a plan in place to further inform the community via the media. What is a sit in at Civic Plaza going to do at this point in time? The APOA is at the table now attempting to change the contract that was put into place by many previous Presidents and Board Members that no longer is benficial to those currently serving. The contract and current conditions of the APD didn't just happen over night and they will not be fixed over night. Go to the meetings, get informed and voice your opinions (if you are a 34). If you're a citizen call your City Councilor and the Mayor.

If I were to bet, based on my past experience with Albuquerque, the APOA and this mayor, there will be nothing until July 2008. He will drag out the talks at the table and I just don't see the APOA doing anything more. July is only 8 months away and everyone will just figure to wait.
