Scam-era Carnival

The circus came to Marty-roo court today when retired APD Captain Sonny Leeper decided to fight his scam-van citation. You see Captain Leeper decided to bring along a few friends from the local media and their video cameras.

Our Eyes tell us that channels 4, 7, and 13 showed up along with 770 KKOB and wanted to witness the proceedings. At first chief hearing officer Roberto Albertorio tried to deny access to the local media and relented after discussing whether or not the city has the authority to deny access to a public hearing.

Shortly after granting admission to the Marty-roo scam-era circus, APDs media goon John Walsh showed up with a number of police officers primed to defend Marty's scam-eras. The Eyes have it that the hearing was a short one as the presiding "judge" dismissed the citation without comment from the defendant.

Captain Leeper later told 770 KKOB radio that this was his second hearing over the citation for driving 42 MPH in a 40 MPH zone and that he fully expected to be found "guilty" by the sham court but things changed when the media showed up. Apparently, hearing officer Horata blamed the wind for the dismissal (and his dog for eating his homework).

maybe it's the same officer's that didn't show for the firearms training! Shame on them for missing one of the most important training they can get. Also, shame on Walsh stating a LIE when one of the reasons for the increase is the increased number of officers the department has seen. Contradicting a Journal report. This administration has no confidence from the public.

I must say though I was recently stopped by an APD officer and even though I received a ticket he was very professional and had a great attitude.

Kudos to him and the rest of the professionals on APD who can turn the cheek and treat the public with dignity even though their administration does not.

Hang in there Officers, we support you, just not your administration!

Got to see blotter finally, There are several csas on that list as well as a terminated cadet, along with some retired folks, so that whittles it down to 12 people or so. needs to be fixed, absoloutely, theres no excuse for missing quals. but it is 12 out of 900, or 1000, or 1100, or 880.......anyway it looks like they didnt even check the list to see who is on there,which means this was a smokescreen to draw some attention........total desperation from the fifth dimension

Why is hanging onto this sacred cow money maker SO DAMN important?
They are fighting to the bitter end to keep this sham in place.
Are there kickbacks involved here? Is eveyone getting little brown envelopes each Friday? Why does the fifth floor spend so much time in protecting this fraud than protecting the citizens of this City against crime. Why?
What happens if they loose this thing? It's not public safety. They could care less.
How much money is skimmed each month and going into their pockets.
It's called Graft.

What business does the chief hearing officer in a civil court have in calling the police to the hearing room. Why were they there?
To intimidate the folks that had hearings.
Yes, the press was there to make sure nobody got screwed. The police showed up like a bunch of Nazi bastards coming to harrass the Jews.
Robert Alberterio flat lied.
Nobody's being notified about cases been dimissed nor is anyone getting any automatic refunds. He has to protect his job or that son of a bitch would have to go back to shuveling shit somewhere.

Captain Sonny Leeper was a great Boss. He treated all of us with a great deal of respect, unlike the current Administration. He never let his rank go to his head! He would always take the time to talk to us.

Chief Schultz, with all due respect, you and your staff should take a lesson from Captain Leeper, he really knew how to care for his troops!

APD is falling apart. They can't recruit, morale is in the pisser, the public does not believe them when they make announcements(lying weasels), they are hiring and firing their cops faster than you can blink an eye, they have double digits of officers who are about to be uncertified, they are unwilling to state how many full time sworn officers they have, etc etc. It all starts at the top. APD's is falling apart and it all started with Gil, Paul, Ed, Fowler and Ray. They own the current state of affairs and except for Gil, they are all back! There needs to be a house cleaning from the top on down. Who ever the next mayor is the mandate needs to be honesty and integrity from APD Command staff. Nothing else is allowed. No spinning to the media, no chasing women, etc. Ed, Paul, Fowler and Ray need to resign so we can close the book on this sad chapter in APD's history.

APD has seen its worst in the last six years than in its entire history.

Did you see how John Walsh stated on the news that the range qualification are required for Captains on down.

That is a bunch of bull shit lies, as the Chief and Deputy Chiefs are all required to Qual at the range four times a year as well! State mandated for everyone, no exceptions!

I'll bet there were a few Deputy chiefs/capts that did not Qual. The 5th floor would always leave off the high brass from the bad list of officers that missed their quals or failed to qualify. It's a double standard!

I know for a fact that Deputy Chief Castro has missed his qual in the past, as a capt and was never disciplined! I'll bet he and other high ranking officers missed this year as well.

I retired from there years ago and reading this blog makes me question something. Are there or were there any commanders in the past decade that were respected? Like non-politicians, say LTS & CAPTS (not the DCs everyone talks about). Put some names of good folks out there, maybe some politician in the making will call on them for advice, tranistion teams, or a job as the next chief?

It's possible, but I don't think you're looking at the appropriate magician's hand. The money is not made on the intake, that's too obvious.

It's made as it's spent, in the form of kickbacks and brother-in-law deals then. That's why profits, err "excess money"-whatever- goes into the general fund (behind the magician's curtain).

Then, PRESTO- the city budget looks better than it is and we have "excess" for car wraps and trolleys and (panda) bears...oh my!

That wasnt a job interview -- it was curiosity as to if you guys ever liked anyone who had any power in that dept. Frankly, this small minded age-ism is growing tiresome. I am not a rehire nor will I be, however I seriously believe you could use being punched in the head.

The so-called hearing officer was Stanley D. Harada, a member of the City Legal Department. How does a City lawyer get to be a City hearing officer?

After the Leeper (the signs must have blown down) "hearing" Albertorio told the press he was issuing "refunds" to those who shouldn't have been fined. Quail & Coors, how many refunds? I-25 and MLK, maybe more than 1300 non-violations, how many refunds? And now Academy near Ventura, how many refunds? The answer to each, approximately none. So does Albertorio ever tell the truth?
