The Road to Invalidation

Tonight was the first meeting of the Albuquerque Police Officer's Association since the recent narrow approval of a controversial three year contract designed to lure more new officers to the beleaguered department. The contract itself incentivized joining APD at the expense of staying with APD. We believe that there's a deeper play here. The Almighty One would only benefit by getting rid of the department's more senior officers that know better in favor of less experienced officers who frankly... don't.

In tonight's full house, the issue of the contract was sure to come up and indeed it did. Following an impassioned speech by 20 year Sergeant Paul Heh, the streetwise sergeant made a motion to invalidate the recently approved contract based on the numerous irregularities surrounding the contract and its approval process.

More specifically, Sergeant Heh moved to declare the approved contract null and void. A new approval process would then be instituted with the new contract to be distributed to the membership for review. The review period would last a week to ten days and then the membership would vote on whether or not to accept the current contract.

We don't know about you, but we won't sign a FedEx tablet without reading it first, yet the officers were asked to vote on a three year contract without having a contract to review and voting began immediately after the contract was presented (read it here). In addition, non-union members and probationary officers were allowed to participate in the APOA vote - something that our Eyes tell us has never happened before and could easily explain the 59 vote approval margin. Particularly when you take into account the fact that no one had seen the contract.

Sergeant Heh's motion was seconded and eventually tabled for 30 days to allow for notification of the APOA membership.

We find it amazing that the APOA would present a contract that affects the financial futures of some 800 officers and ask them to vote on acceptance immediately when almost every other motion requires a 30 day membership notification.

At present, the only thing that will stop this divisive contract the passage of the sergeant's motion and a subsequent "no" vote by the membership or a city council intervention. Since this is a multi-year deal, it requires the approval of the council; which we believe they would be wise to withhold if for no other reason than the current contract is dividing the department and putting the general public at risk because of that division.

Prior to the Lawrence Torres's regime the vote for the contract was always delayed 7 days in advance with copies passed out to the membership by the board.

I spoke with a former APOA President who confirmed this fact. He said he had never heard of a contract being voted withing 48 hours and not providing copies of the contract for the membership to review. He went on to say that it was not a violation to pass copies of the contract to the membership after a TA (agreement?), it never has, and in fact is a violation not to properly inform the members of what they are voting.

He also said that he had never heard of non union probationary officers voting for the contract. On the face of it, the vote was manipulated in favor for the ones who have more to gain by it, you would think it was an election taking place in Venezuela or Cuba.

We just wished one of these idiots would have spoken with one of the former APOA Presidents that have some integrity to get direction, other than the self serving Torres, duh!

This whole process was a travesty, an injustice and a disgrace. Ron O should do the right thing, resign immediatey, he has lost the confidence of the membership!

Thats hillarious, Paul Hey and Mark Garcia are just mad because the younger Officers who actually do the work will finaly be payed for it. They are trying to destroy the future of hundreds of good Officers and their families because of their lack of "personal gain" from the new contract. City Hall is not dividing our Officers...our senior leadership is.

APOA is in trouble. Just look at the posts. The police are fragmented and fighting with themselves. Who is to blame for this? Sure Ron and the APOA Board owns some of it. But what about Mower isn't he paid the BIG money to make sure things are done right? How about Ray Schultz, he sat at the contract table and worked on this for the city. Lawrence Torres has never had APD in his best interests. The officers need to stop just blaming each other and look at the entire picture. Schultz is supposed to be the leader, but all he has repeatedly done is fracture APD.

The contract was voted on, and it passed! The membership has spoken. Seniority does not give you the right to reject the democratic process. You didn’t get your way, tough. We will not let you Usurp this Union for your own personal gain. You’re not the only officers on this department. The union leaders based the contract priorities on a survey taken of it's membership last year. A base pay increase is what we asked for, and that’s what we got. If you want more money, work more overtime or get promoted. Stop stagnating and avoiding work while thinking about more reasons to bitch.

Doesn't the APOA have bylaws that would have prevented this mishap? Such as a certain amount of time for the membership to be informed, IE: 7-10 days and must be presented with the proposed contract?

I'm not a saavy union person so I'm not sure. If so, the contract vote could be overturned without all of this formality.

If they didn't get to review the contract and voted on it, and non union members were allowed to vote, then yeah, it needs to be reviewed. That's only right. If it's good, it will get voted in again. If it's so good, what does anyone have to lose by letting it be reviewed? What is being hid?

I usually agree with the eye, but on this matter I do not. Per this logic, junior officers are to dumb to know what is good for them. Hmmm, perhaps we should only allow the senior officers (who are not so ignorant of the ways of the world) to vote. Surely they would look out for everyone's interest and not just their own (I hope my sarcasm is evident).
The notion that a junior police officer is fully capable to going out on his own, making life and death decisions and arresting people, but can't cast a rational vote on a contract is just absurd. The idea that people can’t be trusted with their own vote is a socialist concept. I am disappointed that the eye would suggest such a thing.

Wow! I can see the division and can't help but become more concerned.

Does anyone know if Ron Olivas is still doing the "dignitary protection" for Marty Chavez? It's only rumor at this point, but word is that he does continue to do "dignitary protection" on an overtime basis. Does anyone truly believe that Ben Baker is working for the APOA and putting APOA interests first, despite working directly for Ray Schults in Operations Review?

This is not the jilted senior officers versus the greedy younger officers? But that is exactly what the puppet masters want you to think. There is absolutely no fairness, honor, or integrity is this contract, nor the way it was presented/ratified. The 5th/11th floor interfered in the voting when they saw the vote going against them. The secrecy surrounding the details is nothing short of corrupt.

As far as the posts referring to the senior officers... I truly hope to see those who write such comments here long enough to retire. I doubt they will have the staying power. They will chase the next higher dollar and be gone. I guess that's not such a bad thing...

I voted for the contract. This is some guys that area not happy that they didn't get what they wanted for themselves and no one else. I was an officer at 19.00 and numerous officers made more than me even though I had more years on the job. There are nine million pay scales and that is the problem. This contract puts us on the same pay scale. None of these guys was crying when the 19.00 got hosed last contract. They said this contract is not fair? One guy at 19.00 with ten years on and another at 21.00 with ten years, can anyone see the problem? We voted, get over it.

We voted. You guys area hosing the whole department for your gain only. You don't give a crap about anyone else. Yeah the city is a problem, but so are the guys that are trying to block this passed vote. Younger guys should not have to pay for your past screw ups. This is a good contract. Not a great, but good. One guy with ten making 19.00 and another making 21.00 with the same years on the job is dumb. Fair, Fair, get over yourselves. I for one is happy about my pay hike. I got 12 years on the job and make 19.00.

Above post..Kudos! Couldn't agree more. How on earth can anyone think it's fair to give raises to the younger officers, while completely ignoring the senior officers? The senior officers are the foundation of this department,(minus a few arrogant a**holes who should be taken out behind headquarters for a long overdue flogging). How unbelievably arrogant for the younger officers to think they are more deserving of a raise than the senior 34's. You can bash Paul Heh all you want, but at least he had the BALLS to stand up there and lay it out. Senior 34's deserve just as much respect, if not more, than you rookies. And BTW---Paul Heh doesn't work? How many DWI's do you stop in a week? A month? How much time do YOU spend in court ensuring the people you arrest don't walk free? Do your research before you open your mouth and show your ignorance to the world.

Its funny how you Sgt's stood in briefings and told officers not to vote for the contract. You had those younger officers so afriad to do anything. The contract passed, so get over it. I got ten plus and voted for it. Now it doesn't help you (more than anybody else) and your crying. Stand up for your guys for a CHANGE. ONE PAY SCALE, not 18. I thank city councilors and the public for the pay hike. Hey people out there most officers thank you for this gesture.

Notice the APOA President is silent in the midst of all this. Just an observation.

Also, I see 34's with less than 2yrs on and when I ask them how things are going I get, quite frequently, some sarcastic comment like "Another day in paradise". I may have 14 years on but I'll tell you this much, I occasionally know that feeling but I generally have a good time. If you've been here 2 years and you have that attitude, do us a favor and leave now. Are there senior guys that are loafs? Damn right. Are there junior guys that are still wet and dumb, absolutely. The point is having a contract where 1/2 gains significantly and another 1/2 gains modestly is poor policy. And what you saw last night is fruit of that policy. Frankly, it's 5th Floor logic and I'm disappointed but hardly surprised.

It's about Us and Them but not amongst P 1/C's. It's P 1/C's vs. executives. Why some of you posters here don't see that is frustrating.

Please get your facts straight...everyone got a raise...some (the younger officers) recieved more than others (the older officers). The goal of the contract is obviously for recruiting. Say what you want, but recruiting is a problem for everyone...from the patrolmen who are swamped with calls and unable to take days off, to the detective units who cannot fill their open positions because the field is short staffed, to the citizens of the city who have to suffer because their calls don't get answered in a timely manner due to the manpower shortage and have to bear the brunt of the crime problem in the city. Everyone recieved a raise...and to the Sgt's and Lt's who are complaining about their pay raise...and to those who intimidated their younger officers into voting against a contract which would help them out...thank you for your leadership by example and seeing the future of the department. The vote happened and the results are final...the contract passed.

No one has yet to answer the question as to why non-union members and probationary officers were allowed to vote. These officers are fair shares dues paying members, they are allowed to vote on any contract that affects them monetarily. However, they are not allowed to vote during elections. Fair share members are also represented by the Union during disciplinary hearings with the exception of probationary officers. And why does the Union refuse to pay for professional negotiators to go against the City's professional negotiators, but instead drop $40,000 on a political endorsement that bit the police in the buttocks, without a vote! And where is Ron Olivas? He certainly is not acting like a Union President should. We need a leader, not a puppet.

Again, if the contract is so good, let it stand on it's own merit, let all the membership read it in its entirety, and then let only the non probationaries, and union members vote on it. It gets voted in again, then it's done. Done and done. If not, you go back to the table. I don't think the problem was the money, but how it was done. And at least SOMEONE had the balls to stand up and say what they thought and to hell with the consequences.

I am reading a lot of inuendo about threats and intimidation, yet no one has gone to IA to file a complaint. I really wish the money grubbers (ie. younger employees only out for the money who lack integrity, honor, solidarity, or loyalty) would go back to the McDonald's they were recruited from. I was at the poles and did not hear anyone make threatening statements. Talk about whining...

I have been shot at (multiple times), been beat on, been injured and bled for this community and get the short end of the stick. You very new employees get the bulk of the contract dollars and say you deserve it...? Pay your dues...both to the association and the career first. YOU are the whiners. If you are afraid of the senior officers and supervisors that is only because of who you are and not where you are. Be adults and act like cops.

As for lead by example... we are! We are standing up for what is right despite the corruption stacked against us! You'd be well advised to listen and learn!

It is NOT the APOA's responsibility to recruit. That rests on the hands of the city. The APOA's job is secure better conditions for all....not just one group or another. Equity. Look it up.

I agree to that we need to thank all public, Mayors Office, and City Council for the raise. Most of the officers are appreciative. I have 18 years on this great department and am proud to be a cop. The Chief has made alot of mistakes, as the moral continues to drop, but its his perogitive to change it. The 5 eights and 5 tens are in the contract people. Like it or not, It passed. The contract passed by a slim margin, let it go. We are divided and the 5th and 11th floor are rolling around in laughter. Get over it. Actually you 20 or so people who have not found a life since retiring are mad that you left when you did and now the everyone can finally make some moves towards real progress. I dont know any of thise board members or the president...but your accusation of silence is way off base,much like your attempt to keep the department down. I saw those guys take a severe beating and act like professionals. the only ill will I saw was in the very people who claim to be supervisors on our department. Get a life, quit being haters because progress passed you by. Not only did I vote for this Ten years into my career, I joined the union because finally it had the guts to do what was right. To all of you anoaymous that are leaving comments criticizing me first let me say my name is Paul J. Heh. I am happy to address your issues. First those of you that want to call me lazy , I would ask Officers that have worked for me. In my squad laziness in any form is not tolerated and I lead by example. Officers bid for me for two reasons, respect in my work ethic and I believe for me. Second Officers know that I have their back and will never turn my back on them , no matter the situation. You accuse me of wanting to revoke the contract to benifit me. Let me explain to you that this contract has no effect on me. I have my top three years, I have 21 years of service with A.P.D. and will retire soon. This by all accounts will be my last bid. I heard one of you say at the last A.P.O.A. meeting that I have to get rid of my WORLD WAR II attitude. You stated its a new generation its about us and how much money we can make. HOW SAD. Have you ever heard these words, HONOR, INTEGRITY, ETHICS,AND COURAGE. I Honor the WORLD WAR II generation and what they did for the world. It was never about them. They lived their lives by these words . I am proud that my Dad and Mom drilled passed these words to me to live by. My friend it is not about you and how much money you can make. That Badge you wear on your chest was placed there by the Citizens of Albuquerque in trust that you will take care of them, Not for your personal gain. You have a responsibility to our city and to your second family the men and women, brothers and sisters of the Albuquerque Police Department. My motivation for reworking this contract is very simple. In my opinion the morale of the Albuquerque Police Department is at an all time low , it is a house devided against itself ! A house devided can not stand and will ony hurt the very people we are sworn to protect. This contract devides new Officers against experienced Officers. Yes the contract passed, but there will now be a revote next month. If it is indeed a good contract then it will pass again. It is the manner in which this contract was voted on that most of us have heartburn with. There is a huge appearance of dirty politics in this. If this is a contract that the mayor and 5th floor pushed down the unions throat, then there should have been a citywide to inform the rest of us. I heard yesterday that the negotiations team was told this is your contract, if you dont accept it, the money will be reduced significantly. If that is the case, and we were forced into this contract then we need to file a lawsuit. If the city gave us X amount of money and the union decided to dispurse it in the manner that they did, then now everyone will be able to read the contract and make an informed decision. Like the fact noone gets much of a raise until 2010, what happened to a raise in in July 2009??? What about comp time being reduced to 150 hours and not being able to carry an excess over that in the pay period. There are a lot of things in this contract that were written by the city, do we not have a say or do we just bend over and take it again. I understand both the junior and senior officers opinions on this contract. The mayor and the chief said this is soley for recruitment and they dont care about the rest of the Dept. It has devided the department and we need to fix that. Like a previous poster said, this is cops against the administration, not eachother. There are no cops on the 5th floor. They have all forgotten where they came from with the exception of Kevin. We have until July before our contract expires and we dont need to be in a huge hurry to ratify a contract that affects all of us for the next three years. Please my brothers and sisters, take a step back and think about whats best for all of us and unite against "them". This is "their" contract, not ours, dont let them win this battle....And thats all I got to say about that.

As a 34 I'm amazed at the hostile divide between 34's. I can only imagine how the public will view us now. Morale is at an all time low and the rank-and-file are divided and fighting amongst themselves. I appreciated Sgt. Heh's speech the other night he has been in Law Enforcement for years and has seen numerous city leadership changes. Unfortunately, at the end of his speech it all came down to the fairness of the contract, I was hoping he was heading to a "No Confidence" vote against our current "Chief of Destruction". As long as the "COD" is at the APD helm following the Mayor's every whim we will continue to drift from one morale crusher to another. Leaders should lead their people/organizations towards success, to bad our COD is a follower of the mayor and not a leader to APD. To my fellow 34's, hang in there, we love this profession, we are a family, and we will survive the current regime.

So this is the plan:
Give up a huge raise, wait six months for a new contract and then sue the city so we can drag this out for a couple of more years. By the time we sort this out it will be time for a new contract. Some people on this department need to stop trying to force their will on others. We voted, it passed. If you want a law suit, go slip on a wet floor in Walmart...

The proposed contract that I heard of months ago was this: Take all officers at $19 and put them at $21.07. We all deserve the same base pay, just like what they did with the Sgt's. Then they combine the longevity scales so we all have one instead of Remingtons brainchild. I'm sorry if young officers dont think longevity is important, but I do and that is my opinion. Longevity was guaranteed unlike steps and with this city, it was a raise every couple years and it should stay. After all the base pays are equal again, give everyone (even Sgt's and Lt's)an across the board raise with the rest of the money. Yes the junior officers will get more of a raise than the rest of us, but that is only fair that they have the same base pay. With this package we would still be one of the best paid agencies in the state and maybe our morale would not be in the toilet. How about we join together and be productive instead of name calling and all the BS that has gone on in here. This contract was written for snot nosed high school students who arent even old enough to vote yet. Lawrence (our ex APOA pres. who now works for Marty) had his hand in it and it was pushed through in less than 24 hours.........think about that. Lawrence, Louie, the mayor and the 5th floor are all happy, which means something is rotten. We are the ones who protect this city despite them, lets not forget that.

Please tell me you weren't surprised by that officer's comments at the meeting. He has less than two years on, brags that his step-father is Councilman Ken Sanchez's step-son.

Of course he is giving the mayors spin on it. Why wouldn't he? The only time he gets to see step-daddy is when the Mayor farts and step-daddy's head pops out for five seconds.

That kid has lost all respect on this department, he will have a long 18 years that is for sure.

Hey kid, you never play the "it's about me" game in a public service career or else ehen you need some backup it will be only about you.

My advise, look elsewhere, Vegas is hiring. I am sure your step-daddy has political connections there. You know the same kind you used to get on this department.

If the motion passes for a revote on the contract then another motion will be made (and seconded) to rescind the earlier motion. It will then require 30 days of posting prior to a vote on the motion. This will continue until the end of time or until the newly voted contract is in place (which ever comes first).

While were at it why don't we request that a new election be held on every person currently serving in an elected position until we get the person we want elected.

Let's start making plans now to request a second election for the Presidency of the US just incase the person elected is not the one we want.

Who cares if a majority vote won the election, we can make unsubstantiated/unproven claims and state that not everyone benefits equally from the results. Many believe this is the American way and they hide behind self-righteousness and their upbringing. Damn anyone who can have it better than I did when I was in their position.

One last thing...we have more supervisors then leaders in the APD. That is why the current situation is what it is.

Then we are all going to sit back and watch the backlash from the public when they find out you are turning up your noses to 10-40% raises when most Americans would be pleased to keep their jobs in this economy.....You spoiled brats go right ahead..

The reality is that the City negotiated in good faith as well as the APOA. The contract is until 2010. It was ratified and signed by both the city and APOA. Its done. No motion can change that. Hopefully you all did your homework before we all look like fools. I was not at the meeting , but I sure hope Fred gave some good legal advice. Pride cometh before the fall. Drop the issue before its tooo late.

No matter what happens with the current contract we (APOA members) must make sure the next contract we vote on is posted for 10 days before we vote.

This rule should have been put in place by our wonderful attorney (God knows he has been with APOA since Jesus was passing out fish), why didn't he ever advise us that we needed this change? What are we paying him for?

Again, where is the police department? If the rest of the city goes into contract talks good for you. I don't care.

If the city wants to fuck around with a shell game contract, split the ranks, demoralize everybody, and continue to LIE about statistics and personnel numbers let them. The fact is there will be tragedy and some poor family will lose somebody because of the piss miserable planning Ray and Marty have done. This is a good move by the membership because the APOA is not representing its people well. You wanted engagement, you got it because you failed at representing us.

As far as the Teamsters go, do your research because if you talk with other departments like I have, they will tell you they are very good at getting money for wages but not good at working conditions/policy issues.

Sorry this is our fight and IMHO it may be time to hire additional resources to deal with this. Oh and Ray, thanks for selling everybody down the river with your comment about some officers still not going to CADS training. Every consider end-user analysis? Must of forgot about that while getting your degree at on-line U.

I can't believe this contract has turned 34's against each other. But then again,the majority of 34's in APD back stab each other constantly. What a shock to me when I first came here and saw that 34's here do not stick together. I came from a dept. where it was 34's against the world. That was the mentality. Over here it is me, me, me! This contract is not the best, most fair or what everyone wanted, but it was voted on ( democracy at work ) and passed. It benefits 80% of this department, the entire city and the recruiting pool. There was a independant study commissioned by Chicago P.D. a few years back that showed a direct correlation between pay and the quality of worker. We can't turn back the clock and fix all the wrongs done to the most senior 34's in terms of lack of pay over the years, but we can focus on the future of this department. Stop the name calling. Paul, you work your ass off and I know you take care of your people. Anyone who says differently dosen't know you very well. For you young guys, it was once very, very hard to get accepted into APD. Much harder than it is now and that's why the older 34's take exception to any and all barbs directed at them. We need to stick together and move on. The motion for next months meeting will in most probability be a futile attempt. The majority of the city council is behind putting more officers on the streets and by upping the pay, their goals will be met. We will begin to atract a hiring pool from in state laterals, out of state laterals and out of state new hires. No more scraping the bottom of the barrel in order to put together a academy class.

This 5th and 11th floor administration are trying to divide up the apd officers. they like nothing more than to create problems for the rank and file.

Chief schultz is dirty, look at what he did with APD's Evidence Unit. He ran it when money and drugs started to be stolen.

He was the DWI SGT in 1992 that was padding his overtime illegally and should have been fired! That's all this chief cares about is money!!!!!!!!!!!!! His money!!!!

The 5th floor gives classes on integrity and ethics and have none.

He did nothing to all the corrupt high ranking chief's that were covering up the evidence room thefts! These guys should have all gone to jail, but Schultz was given the job because Nick Bakas knew he would cover it up! Then Schultz hired them all back!

Even the deputy chief that held a gun to his girlfriend's head in his own office. Yes, an APD Lt took a recorded tape from the victim and the chief still refused to look into the case. Schultz covers up all the corruption of his high ranking officers.

You werent there when we were lied to by marty in reference to our raises. We just want fairness. Did you get to look at the contract before you voted on it? thats all we are asking. We didnt even have a union rep come and explain it to us, we had a dry erase board with no one to answer our questions.

Chief Schultz should be in jail for the crimes he has covered up, not to mention what he has done to the APD! The guy steals overtime money while he was a sergeant. This is not the type of person that shouldd be the APD chief.

Now he hands out discipline like it's going out of style. What a hypocrite. Discipline coming from a crook who stole overtime money from the citizens of Albuquerque under Chief Stover. Chief Stover should have FIRED this guy!

That is a very good question? Why didn't this chief go after his former deputy chief's? One for holding the gun to his wife's head and the other for illegally stopping topless dancers and not calling it out on his police radio, as they ran from him calling the police for help against the deputy chief.

Chief Schultz knew all this, but did nothing!

I am disgusted with these personal attacks. Ron and Ben fight each and every day to save your ungreatful asses. Ask any one of those guys who have had their jobs saved from the Chief's reigh of terror. Ben is leaving the 5th floor because he was tired of all the political bullshit. Paul Heh was on the right track when he began directing his tirade at the Administration...that is who has been handing down excessive discipline...continuously lying to the public...and who handed us 5-8's to support their own political gain.

Nobody can understand our problems or needs unless they've done the job. Enough with the petty crap...let's take this fight to the Chief's doorstep...NO CONFIDENCE...embarrass him and the mayor. Jacking with city council and this re-vote bullshit will only make us look like whiny babies. Let's man/woman up and kick down the chief's door...then the mayor.....Start cleaning house. No confidence on the chief...then once the pot is stirred....start dropping all that "rainy day" information that you have on the criminal activities between the two. Next step is to pressure the city to change the charter to require that a Police Commissioner be elected...thus creating autonomy for the department! Until that happens....the mayor will have a puppet who's strings he can pull from six floors up!

This department is designed not to be able to stand up for itself...let's change that!

To all the senior guys on, i totally understand why you are all upset, and yes i honestly think they should of had a carbon copy of this contract before we voted.Or at the very least given us a couple days to read over the contract to make a better educated vote. there are pro's and con's in this contract, the pro's is that the newer guys coming on will make more money, and its a great recuritment tool. the con's is that the more seasoned officer's are forced to make a choice, either help the department in the numbers game, and loose some pay, but help build the city to what it should be for the number of 34's we put out there. I don't know i just want better pay for the whole lot of us, and to help staff this department with 34s.

To the 34 with the great idea of "NO CONFIDENCE" get it started. Pick a date, talk to every 34 you know and pick a date and time and do it. You all need to stand up for what's right. Rookies included, because like one of the above posters said, you will be there one day too, you will have experience, and just like in the private sector, you should be paid for your years of experience. The City does it, and you all are city employees.

Do it, pick a date, Say Thursday April 3rd 9:45, every 34 get togtether and stand together, united, you deserve WAY more than you are paid as it is, you deserve respect for what you do day in and day out. Go stand up for your rights since nobody will stand up for you!

Kudos to Steve for speaking his mind. In my mind, if they guy is given a badge and gun he is a fellow cop. Its crazy how we turn on each other so quickly. Maybe some of the older guys should just sit and talk to explain why they don't like the contract to younger officers. Maybe they will see where you area coming from instead of blaming them. When I came on many years ago, older officers helped me survive everyday. We (me included) need to get back to helping our younger officers become wiser older officers. We don't have to like and agree with each other, but we should respsect each other. How are we going to tell some crock to respect the uniform if we don't ourselves. I will 82 any 34 who needs help when called, just for the reason that we are brothers and sisters. YES, I think this issue has turned into a mess. But there is a reason that I came here, and that is because I wanted to work with the best at the best.

What happened when all the academy staff decided to put in for the field when Suazo got removed for no reason? The brothers and sisters of the academy stood in union with one another and said "NO" you can't just remove someone for no reason. If you stand in unity with one another, maybe for once something can be done. If not, you are right, have your attitude and just get over it and continue getring screwed. You will be an experienced 34 one day, and you will too understand.

Ok. We are forced to pay Union dues weather we like it or not. The Union leaders are elected and most if not all leave the Union with a promotion soon there after or in a better situation than before.That would mean the City has alot of influance over the Union doesnt it? Im not an expert in this by any means but shouldnt we pay someone who doesnt answer to the Mayor and never will to negotiate for us?

Yes, lets get together, listen to our points. We have been walked on for a minimum of 10 years. Marty had a citywide briefing promised all sorts of things.. LAwrence Torres came in and screwed us to no end. NOW we are given a contract, correction, we werent GIVEN the contract, we were told about som eof the things in the contract and told to hurry and vote. Because of my longevity. I will be forced to work overtime to get any sort of raise. I dont work it now, dont want to work it ever. Steven, you had some good points, but i think some of things you said werent valid, and were overheated. You owe us an apology for calling us whiners, and further more i could give a rats ass if you are "good friends with marty". Some of us considered marty a friend until we got sick of being stabbed in the back over and over.

Steven, when you went to college, did you look around or did you just go to any college you wanted to, site unseen? All we want is timme to look and absorb the contract.

Of course the newer officers arent complaining, why should they.. they are getting a SWEET deal!!!

Wow Steven, you are so "Stand up"... Our hero! Please, you are entitled to your opinion, but it doesn't mean anything when you drag everybody else through the dirt. You hardly have enough time to know your 10-code much less give a stand up fight, fight, fight cheer. SENIOR officers to YOU have given their blood and sweat long before you even learned to wipe your behind and they deserve to gripe to get a fair contract. So until you have walked long enough to even break in your 5-11's boots, take a step back because you can learn a few things from the SENIOR officers you slammed at the meeting!

What the academy staff did as a unit is a fantastic example of rallying behind a true leader!

I wish all of our leaders were worth doing that for. It seems to me that now, our leaders are only worried about themselves. No one will back them the way they did Commander Suazo.

Kudos to the fab four who had the courage and integrity to leave the academy with their true leader instead of becoming the all too familiar puppets we see in leadership nowadays. That move paid off big time and brought them even closer as a unit. A true force to be reckoned with.

Imagine a union leadership capable of that kind of power.

Steven instead of putting so much effort in attempts to convince the senior 34's to accept an unfair contract, you should spend more of that effort to get a contract that is fair for everyone. Is not about who makes the best argument but making it equal for everyone. You are supposed to represent all members of the APOA not just a segment, if you can’t figure that out, you are more of an idiot than I thought.

The Mayor in essence responded to the media that it was necessary to take away the longevity from the senior Officers in order to afford the 47 percent for the rooks. I guess Ron Judas Olivas made sure the City got their way at the expense of the senior officers and has secured his inside job while the officers who have 11 to 17 years left will have 3 long years of this contract to remind them how Ron screwed them over.

We senior officers are not whining but demanding equal pay and a fair process, it is the union responsibility to ensure this, we don’t expect the city to do it for us.

Ron O will leave a legacy of selling out the senior officers, the captains who were not asked if they wanted to leave the union, all the Lt's and Sgt's and we all know what he did to all the rehires.

Ron O has better not sign the contract until the issue that was brought up at the last meeting is resolved. If he did sign it after the last meeting, then we need to file a law suit against our own union who is supposed to represent everyone equally and fairly.

THE FIFTH FLOOR!.....we have a male P.I.O. who sits around earnign 80k plus ... we have a female P.I.O. that gets whatever she wants (stays a motor officer, while on teh 5th floor collecting all teh OT).... we have a chief who screws whomever he wants. we have sgts getting promoted that have no business in the field, so they get to go right inside..we have P2/cs that are being shoved inside, just for the numbers. we have a chief that will allow anyone to new officer stay employed, yet he stabs teh loyal 34 int eh back over and over again...

we have officers with 2 yrs on that think they have a sense of entitlement, just because of who their family is...

To the senior officer berating the newer officers as McDonald rejects; you should consider how ignorant your comments and (ultimately your logic) appear to be when you cannot even utilize the correct words to express your thoughts. The proper word in reference to the election is "polls" not "poles;"unless you voted at the North or South Pole. "Look it up!" Most of you senior officers sound like a bunch of spoiled children. Your longevity is rewarded. You get to bid for the best shifts and you have a recession proof job. There is not any other career that gives individuals a raise for continuosly occupying space without producing significantly greater value to justify increased compensation. Talk about a SENSE OF ENTITLEMENT! If you disagree go look for work in the private sector and see what you are offered and how the system of bonuses or raises are performance based. Finally, I commend Steven Arias for his articulate and rational perspective YOU DESERVE A RAISE. The rest of you disatisfied senior officers show some maturity and leadership (especially those with titles like sergeant). Don't you get paid extra to do that. Consider the alternative there is always McDonalds or a transfer to Rio Rancho P.D. To all officers putting your lives in danger every day--THANK YOU! YOU DESERVE TO BE COMPENSATED AT THE SAME LEVEL AND HAVE A LIVEABLE WAGE FOR YOUR PUBLIC SERVICE AND FOR CHOOSING SUCH AN HONORABLE PROFESSION.

How long have you been an officer, a year? YOU go work in the private sector and then you can talk about if you are fairly compensated for your longevity. The more time on with a company, the more you make. Why should APD be any different? You put your time in and you are rewarded with pay and a better shift. That's the name of the game. Of course you are happy about the pay, you just jumped your salary by 10k and the officers with 11-17 just lost their longevity, what do you care?

Yes go ahead leave the department and go work in the private sector. I DARE YOU! one day you will get bored or fired in the private sector and just come back to APD.

I know of at least two current employees that left APD to go to Intel for example. They are both back! One was laid off recently one just saw how good it was here and came back. Not to mention all the laterals and rehires that left and came back.

The grass is greenest right here at APD. This is the place that everyone sees as the best and wants to come here. Most who leave APD see how life is not better anywhere else.

All you whiners who think they have it so bad here, need to just ask the ones who left and came back what the REAL WORLD is like. Most of you should be charged with timesheet fraud after turning in timesheets with hours you DIDNT EVEN WORK.

How many of you drive around in your city owned take home cars and run your personal errands on duty? (especially inside officers).

Stop whining and do the job your actually paid for, because I know shopping, visiting friends and family on duty is not what the citizens pay us for.

Steven had some good points. I agreed wtih a lot of them. HOWEVER, i think he was completely out of line to stand up and state the accusations against unnamed sgt(s). First off, were you there, did you hear exactly what the sgt said? You made an accusation that has now landed several innocent and uninvolved superiors in I.A. Second, If you were not there, then what you said was heresay, rumor. Was it your sgt?

Second, since it is now on record that junior officers were intimidated by the vote, then the vote should be null and void. i guarantee you that no court will allow a vote that has been accused of using intimidation tactics. You had no business making that recorded information, without being completely sure. You have now sent officers to I.A. What happened to going directly to the source, instead of ratting them out to I.A..... way to go! way to stand for your fellow brothers.

Why is everyone so rushed for the contract? If you are so sure of it, why wouldnt you want everyone to know about it?

Go ahead, continue with the contract. Once the media grabs hold of the fact that officer arias has accused sgts of intimidation, they will throw it out....

everyone talks about "its been voted, get on with it"..... it wasnt voted in a democratic way. You want the officers to stand together, yet you dont think twice about stabbing them in the back.

Congratulations to those officers that are brave enough to come out from behind the shadows instead of scattering like cockroaches in the night when lights are turned on. Its a beginning of sorts to show that 34's are tired of being bullied. How about working together for common goals. Two man issues APD is facing right now are lack of leadership from the Chief and the contract. How about actually supporting each other in making these two goals happen. A vote of no confidence cannot happen unless there is a majority support that way no one person or small group becomes a target. If there are 200+ officers voting no confidence they will not make everyone targets. Younger officers can help the more senior officers in this. In the reverse Senior officers would then give their support in the younger officers with the contract. If your all working together towards goals you can succeed. Time to start looking at places like New York and the Teamsters and how they get results. They are successful because they support and work together.

Weak, weak, union representation because it is a "right to work" state.....the private sector here can chew up and spit out their employees without cause. and it looks like the city is trying to do the same by further weakening the union. Hey APD, 11th & 5th are messing with your union, same as 11th is messing with the blue collar, white collar, and clerical unions. BUT we're all too busy when it comes time to go to the meetings, or we don't get time off from management in order to attend. What the hell is all that about?

If your an APD officer who likes the contract, make sure you are at the next APOA meeting to hold Paul Heh and his cronies at bay. They will try and get the votes to reconsider and renegotiate the contract. You will end you with nothing, rest assured, you need to vote his motion down and say NO at the next meeting

5/8's or 4/10's have been in the contract for years. It's a decision that has always been in the hands of the chief. If you've been on this departement for any significant amount of time and haven't read that in the contract then doom on you for not being informed earlier. Waiting to the last minute to bitch about issues is pitiful. Why haven't the sergeants ant LT's gone in force to the chief to address concerns for the majority. The APOA is in place to negotiate contracts and ensure that fair labor practices are followed. Issues that are in the hands of the 5th floor need to be addressed by current leadershipe in the department. Supervisors...instead of bitching about the APOA show some leadership and go directly to the 5th floor about concerns that are not in the contract such as morale and quality of life issues. Quit complaining that you did not get the same percentage raise as junior personnel and earn the higher pay rate you now recieve. If you don't want to then give up your stripes and bars and join the followers. If you don't want to lead then let someone else get promoted who is willing to.

Remember when we use to wait months to get the contract signed? Well, I heard the APOA in collaboration with the City rushed to sign the contract after last Thursday meeting to avoid the potential of reversing the vote. Can someone verify this?

What is the APOA afraid of? That better informed and more participants will vote down this one sided contract?

Also how can we demand fairness from the 5th and 11th floor, when our own union practices dirty voting tactics and one sided representation?

A 24 hour rush job to vote for a contract when you have officers fragmented all over the city is inadequate and not allowing officers to make an informed decision by providing the proposed changes was an injustice.

I was expecting for some of these rookie officers to band together with fellow senior officers and demand that all members get a fair process and all get equal pay, but instead we got "arrogance" by some greedy self serving officers. But we must understand this is the way of the new breed when today most officers join purely for the $$$ and not for the passion of the job.

Shame!

Senior officers, you have given your life to this City and have done it for a lot less, and it looks like you will continue to do so under this contract.
Let them have their huge pay raise, hope it brings them happiness!

Me: "No, you got a 47 percent pay raise I got less than a 12 percent pay raise."

Me: Not only that, they took away my longevity to fund your 47 percent."

Lazy guy: I've been with this company for 17 years and I believe I should get paid more than anyone hired after me.

General Public: Is your job requirement different then those hired after you?

Lazy guy: Sure it is...I get the choice of shifts so I pick the ones that have the lesser work load. When I get an assignment I milk it so no other responsibility is placed on me and other junior personnel get assigned it.

General Public: Is the job assignment the same for you as the new guys?

Lazy Guy: Sort of, but I'm senior and know how to work the system so the new guy gets a heavy workload. He should because I'm senior to him and that's how it was when I was hire.

General Public: Aren't there promotion possibilities for you?

Lazy Guy: Yeah, but if I get promoted then I become the junior guy for that level and I'll get crappy days off and have to supervise junior guys...it's to much responsibility and change in my schedule.

General Public: Won't you get a pay raise if you're promoted to the next level?

Lazy Guy: It pays more but I'm content with my current senior position, getting the choice of shifts and minimal responsibility plus getting paid more than the newer guys who are doing the majority of the work. Heck, it was that way when I got hired 17 years ago so it should be that way now.

General Public: You find logic to this argument?

Lazy guy: Of course I do..If I had to go through it than everyone else has to.

General Public: Where to you work?

Lazy Guy: I'm a veteran officer with the Albuquerque Police Department.

Yea show those junior officers how to get away with staying logged on & milking calls long enough for the younger ones to take all the calls holding. Show the rooks how to be disgruntled about anything and everything. Show those youngsters how to get out of writing DV reports and changing them to simple calls. Show the rooks all the little ways to cheat the city while your at it.

Waaaaay to go you senior guys. Looks like we all get thrown under the bus!

Also, yes the veterans do get to bid for better days off because they have all done the work long before you even dreamed of doing the job just to look cool. Remember what you all said in Chiefs, "I want to be a police officer to help people". Start by remembering that there is a lot that can be learned from the "old guys" around you. They are old because thet have survived to nasty that plagues the streets you vowed to protect. "Helping people" doesn't involve thinking that you are above anybody. Stop the nonsense and remember that we are all brothers and sisters because the arrogance is disgusting.

If the commments on this blog are from real APD officers, senior and rookie, I am ashamed of all of you.

The rookies should not be upset with the senior guys working within the system to correct what they think is an error.

The senior guys should not berate the rookies for accepting a contract that they thought was good.

Each of you are APD officers, therefore respect each others different opinions and let this play out. The APOA goofed up by the way this vote was presented. That needs to change and this will make it happen.

You guys slamming on each other should not be officers. Both rookie and veteran, above all else you back each other up and respect each others views.

To ABQ Animal Control...I am a Law Enforcement Officer...I don't know how you made the determination that you are, other then by wearing a uniform and a badge. How about you guys show up within 15 minutes when LEO's call for you instead of 2 hours later

You're better off claiming that you're uniformed security at best....go find those hardened criminals violating the HEART ordinance and summons them into court so you can get overtime. Call me when the insane owner comes out with a gun in his hand yelling profanities at you.

I just want to say that as the aforementioned animal control officer in the earlier post, I am saddened that my fellow brothers in blue see me as a security guard?
I would like to point out to the skeptics that I fight what you fear...I do it unarmed...and I do it with no back-up.

It is interesting that you guys call for me a lot more than I call for you! For those of you who complain about my response time...Do you realize that there are days that your response times are just as long - like to car accidents, burglaries and grand theft autos?

I would also like to point out that about 90 percent of the time I deal with more dangerous elements than you do..and once again I do it unarmed and with no back-up.

For those of you who support AC I would like to say "Keep it blue," and keep fighting the good fight!

For those of you who have had your daily dose of "Hater-ade" I would like to say...If you don't like the Animal Control, next time you need us...call a crackhead.

I love animal control officers! they along with the fire dept recovered my young kitten from a tree in my back yard after being up there for 6 hours.
