Sgt. Heh Speaks

We received this interview conducted by 770 KKOB's Peter St. Cyr. It was conducted yesterday before Sergeant Heh spoke to the City Council. In it he talks about his reasons for opposing the narrowly passed APD - APOA contract.

It's not often that you get the opportunity to hear a full interview. Most of the time you're limited to 3 to 4 second sound bites whizzing by you at the top and bottom of the hour. We'd like to thank Peter St. Cyr for sending over the link to the entire unedited interview and we'd encourage you to take the time to listen to it. Thats interesting, they left the part about Paul Heh making 110000 dollars last year, all on the backs of field guys. This is weak and you are digging yourself in deeper

He contradicts himself constantly. "I don’t want officers to come here just for the money." But yet, his entire gripe is about veteran officers losing money. He wants recruits with "fire in their belly" to come to APD just for the sake of being an APD Officer. News flash, even people with a burning desire to become a cop have to put food on the table. He says that officers are telling potential recruits to go to other departments. Yeah!!! Because the pay sucks. He is trying to give his argument some kind of moral direction to disguise the fact that it is all about the senior officers not getting a big enough raise. How can he argue that this contract is driving a wedge between the officers in this Department when it is really HIM? Most of the senior officers have chosen to go back to work and accept that the contract was voted for and passed. Oh, and I don’t buy for a second that he is postponing retirement to "fix the problems with this contract." I would imagine that it is likely because of the 18k retention bonus he is eligible for under the new contract. Which, by the way, he forgot to mention in his interview. Of course he also forgot to mention the raise he got 8 months ago (which none of the regular officers got). He makes a poorly conceived argument that transparent in its true intention. It's all about the money.

After listening to Sergeant Heh I can't believe the crap that goes on within the walls of city hall! It is time for this mayor and all his cronies to go. He is ripping you guys apart for his own personal gain. He wants to recruit more officers on the backs of the ones that have been loyal to the department for years and will then announce to the citizens how fast he has recruited new officers when he runs for mayor. At that point we will have all forgotten he did this by literally stealing from Peter to pay Paul. I find it disgusting that the city would dive this low. Everyone deserves a raise but I can't understand how your union officers would agree to this. What are they getting in return? Unfortunately the city will probably get what they want and we the citizens will be the losers as experienced officers leave to retirement. I have always supported the police and fire departments as a citizen and thought this would be a good thing but after learning more about the issue it just becomes clear that the city and the police union both lack respect for their employees and members. I can't believe some officers will actually lose pay with this "wonderful contract." Hang in there and thank you for the jobs you do!

Sgt Heh did not make all that money from getting longevity or a high hourly wage. That salary is indicative of many hours of overtime. He works hard and is always in court. He also works Chiefs Overtime. Maybe if the city provided good wages, officers could spend more time at home than working overtime.

"Senior Officers will lose pay" is inaccurate. The contract has everyon e getting a raise in 2008 and 2009 with longevity be phased out (but they will still get longevity during this time). In 2010 an additional raise takes place and the longevity is gone. Officers are not losing money from what they are receiving now. Having LTs lose $8 a pay period after they have gotten a $7 per hour pay raise is ridiculous and shows the state of leadership within the department. This formula also applies to Sergeants, with the exception of them receiving an overall hourly pay increase of roughly $9 per hour. Complete one hour of overtime at time and a half and no money is lost. Supervisors should e supporting their subordinates and stop being selfish because they never received pay and benefits similiar when they were patrolman.

You go Paul. And while he makes good points about all of it, all that needs to be done is to have a new vote. How hard is that? Especially when it's the only way to keep lawsuits from being filed against the union for violating their own constitution and allowing probies and non union members to vote. What is the big deal? If there are so many 34's that want the contract, it will pass again, no biggie. If not, then you just go back to the table.
Either way, love him or hate him, Paul is DOING something which is alot more than the people who just bitch about the union, but don't get involved in making the union theirs.

You know, I'm sick and tired of this crap about Heh making his money off the backs of other 34's. What a crock of shit. I don't like him....I think he's an obnoxious toad, but the repeated statements that he dumps his 47's on other 34's is just plain ignorrant. The fact is, EVERY 34 calls for a 47 unit. The 47 unit does the fields, takes your sups and cites, and books the drunk idiot. THAT'S HOW IT WORKS! Heh spends just about every off duty hour in court...it's his job...and yeah, he gets overtime for it, and righfully so. I seriously doubt ANY of you would spend your off duty hours in court for free. And another observation...the majority of 34's don't go out of thier way to hunt down 47's because they DON'T want to spend every waking hour in court and DMV hearings. So don't sit there and bitch and moan because Heh gets a shitload of overtime...he's an arrogant jackass, but he earns his money.

As a citizen I believe my tax dollars should go to better pay for law enfocement. They serve and protect the community and its families. But at the same time these rookie officers need to wake up. You decided to get into law enfocement knowing full well what the pay was, if you want more money go into entertainment, the public pays more to be entertained. It's sad but true. At the same time I believe every officer has the opportunity to make just as much money as Sgt. Heh, ya, you rookie officers show up to the call but do you show up to court, go without sleep, miss out on family? I am pretty sure Sgt. Heh does, that man probably never misses court, sleeps very little, and misses out on his family. While rookie officers don't take the opportunities given to them. It is called over-time or Chiefs Overtime, if the city can't get off its ass and do the right thing, screw them and work the hours that Sgt. Heh does. I don't mind my tax dollars going to over-time for you guys. But nope, rookies think they can come in at Captains pay, guess what, we all start at the bottom and have to work our way to the top. Without the Senior officers you rookie officers wouldn't know your asshole from a whole in the wall. They are the ones that take the time to train and teach you how to survive. They have worked a lot longer than you have been alive. As children we never listen to our parents because we think we know it all and are too immature to see the future, and then, guess what? Your parents were right. You should be listening to Senior Officers, believe it or not they are looking out for your tomorrow, not today. Quit living in the now and plan ahead or guess what, just like when you are a teenager, you'll screw yourself. It just goes to show how imature you rookies are, vote on something without knowing full well what it states, thats dumb. It is pretty sad that you guys are not only fighting the streets but you are fighting each other. No one will win, you guys will loose and will have no one to blame but yourselves. The public sees this and doesn't feel safe. Wake up and fight the city, not each other!!!

Thank god someone had the guts to stand up to the 5th floor idiots! We are tired of getting hosed by this dept

Our infamous leader, Schultz is now taking the only type of stress relief outlet we have, working out. That's right, the dumb ass is now taking our academy gym privileges away. We can NO. longer work out at the APD Academy 24/7 with all the nice equipment.

Well, they can stick their physical assessment where the sun doesn't shine, I'll walk! Maybe, I won't even show up! They want us to try to hit other gyms, well they are either to far to go for lunch or they don't have good equipment.

Again, our chief is so smart, rather than punish the few officers that were hazing cadets, he will punish all 850 of us! Real smart for building morale and physical fitness chief! No one gets to work out, except his fat A*s and his butt buddies some of which are retired!

Again, way to go chief, another hit for our morale!

I'm not with APD but I must give Hey a lot of credit for standing up. If only a handfull of officers showed up to the Monday meeting that means about 500 officers were represented.

So many city workers are in fear of showing up, speaking out or trying to right a wrong. Retaliation runs deep in the city's administration. Whether it's through IA or the ever so popular covert retaliation. City workers are in fear of standing up. They will allow someone like Hey to speakout for them.

Retaliation could be anything from a daily hostile environment, a letter in your jacket for a minor infraction, making a work day so miserable they quit, up to fearing for your life and retaliation against family members that also work for the city.

Good for you Hey, you did the absolute right thing. Just watch your back.

Fact is K9 and DWI are the hardest USED officers in this dept. I know there are other officers who work their butt off on shift and are legitimately in court a lot, but K9 and DWI get owned by this place and you know what "thank you" to you guys.

And oh yeah, you college edumacated types threatening to leave, watch out for that door, it slams hard...

If HEH is going to to conduct traffic stops so he can pass on a 47 to other officers then why doesn't the little toad take some calls for service? Because he wont get the overtime! 34's pass the 47's to 47 34's so they can clear and take calls for service. That is the difference. He's supposed to be a Supervisor not the highest paid 34 in the Department!!!!!!!!!!!!!

Paul and the greedy Sgt's have split this Dept not the contract. I saw the contract the night before voting and I saw it today. I still would vote for it and I have been here for 11 years. There area a lot of people between 6-10 years on that voted for the contract, because we were getting hosed at 19.00. If he had his way we would still have two different pay scales for two officers that have been here the same time. We would only go up to 24.00 after three years..WOW...In three years we would be the 10th highest dept in the state..Rio is 25, SF is over 25, BCSo will be 23 in july, SF County is 26, Sandoval is 23...the list goes on and on. Heh does not spaek for me...the contract passed...so deal with or file a lawsuit and shut up...oh that's right no one will take your case for free..sorry..I used to think the 5th floor was evil, but now I know they have partners. Heh keeps telling the TV, "they didnt get to look at the contract". I think over 350 of us liked what we saw.
