Your Union Dues at Work... and Play?

Officers for the APOA have a few perks - one of them is a "company" credit card. The card is conferred upon the elected officer to pay for union related expenses. We assume that those cards are not issued to be used for personal gain or for some sort of compensation.

Our Eyes sent us the Bank of America credit card statements for three of the APOA's officers from mid January through early may of 2007. It's interesting reading to say the least. In fact, from the expenditures on the statements it looks as if there were at least a few shall we say... questionable purchases.

Let's take a look at APOA President Ron Olivas. In the four month period covered by the statements he spent $9,712.92 averaging $2,428.23 a month, that's over $29,000 a year.

There are a couple of things that jump out at you when reviewing the statements. The first is that President Olivas loves his coffee. With 27 trips to various coffee houses it's apparent that coffee is an important part of his day. His favorite coffee house appears to be the Tazza Coffee Bar.

In addition to coffee, Olivas seems to be spending an awful lot of union money on food and beverages with over $3,000 spent at places like Capos, The Flying Star, Bravo, DG's Deli, Conrad's, The Standard Diner, the Carom Club, and even McDonald's.

In addition to the curious use of union credit cards for food, beverage, and coffee, President Olivas bought 7 airline tickets to Las Vegas for $246.80 each and apparently 5 rooms at the Flamingo Hilton for $147.15. Curiously, there were seven airline tickets and only 5 rooms... We'll let you draw your own conclusions here.

After reviewing the credit card statements it looks an awful lot like Mr. Olivas is using his union credit card to support his everyday life. Things like trips to Wal-Mart, food, and coffee are almost daily occurences. We understand that part of the job description of union officers is to schmooze elected officials. However, we have a hard time believing that schmoozing includes multiple trips to the Tazza Coffee Bar or $497.23 outings to Conrad's.

APOA members have a right not only to know what their elected officers are spending their dues on, but to make sure that these expenditures are in fact union related. From the looks of the four months of credit card statements that we've gotten a look at, it appears that Mr. Olivas, Christopher George, and Benjamin Baker have been spending union money on non-union goods and services.

We believe that in light of these somewhat questionable expenditures, it might be wise for the APOA membership to dig deeper into the use of union funds by APOA office holders. If they can't be trusted to steward union dues, why should they be trusted to negotiate member contracts? After all, they're your union dues and the membership should determine whether they are used to work or for the board members to play.

Yesterday we didn't post the documents that we reviewed for this post. There's something about posting credit card records that makes us uncomfortable - even when those records are not our own. After further review, we've come to the conclusion that there's no information in the statements that would allow some unscrupulous soul to use the information for their own gain. So... we'll let you decide whether or not the elected representatives of the APOA have already used these credit cards to fill more than just their coffee cups (review the documents here).

Remember, an elected union board can be just as corrupt as any elected government official. In fact, some union officials have even been connected to organized crime. It really doesn't matter whether or not they're wearing the union label. Anyone that has access to your money needs to be monitored and monitored closely lest they take the opportunity to make their cup runneth over.

The credit card receipts are available for all members to review. It's funny how the manager of this site is a senior member of the Bernalillo County Sheriffs Office yet no blogs are posted concerning the hint of unethical practices there. Probably because it's a violation of BCSO SOP. This site is no different then the National Enquire. Shame on you, your spineless.

That's crazy, can anybody/agency look into the spending and determine if it is criminal. Ron Olivas is stealing our money!!!!!! We need to see who can investigate this and send these crooks to jail. That spending is out of control. No one should be able to blow that much of the hard earned Union money, especially since we are forced to even pay if we don't want to be Union members.


I always knew these guys were crooks. Talk to some of the people Olivas worked with in the Reserves. They all knew he is a major scamer! Olivas is a guy you never turn your back on. He smiles as he stabs you in the back!!!!!!!!!


Investigate these guys! Lets send them to jail!

Well its funny,when the contract was presented Ron and Ben kept talking about how they were losing money on the contract. They were doing it for the good of the Dept. Well its easy for them to "Give up" longevity when you are supplementing your income with union dues.

Where was the APOA account and attorney during all this? Aren't they supposed to also be watch dogs for the association?

The APOPA needs a total house cleaning and this should include EVERYONE. Our attorney and account have gotten too comfortable with the everything and it is time for new people.

This post simply sounds like some senior APD officer who is upset with the new contract and was looking for a way to shake things up. Perhaps the incompetent waste of life who posted this thread should become familiar with the terms "libel" and "defamation of character" because unless they have solid proof of what they are saying, they are going to be subject to a lawsuit and rightfully so. It's easy for outsiders to immediately criticize what appears on a credit card statement for public servants, yet they do not have a fricken clue of as to what's really going on. I'm sure you won't hear complaints against the mentioned APOA representatives from the younger APD officers. This posting doesn't hold any water and chances are that it was posted by some worthless, "deadwood" APD officer who doesn't have the leadership skills, knowledge and motivation to have progressed in his or her career to make Seargent, Lt. or Capt and like all liberals feels entitled to more pay just because the amount of time they've spent on the force. There's a reserved place in hell for individuals like the one who posted these comments.

Nobody seems to complain when the APOA provides food or drinks for the meetings, burritos and pizza for the bid, training money for officers, legitimate conference expenditures for Police Union seminars..which happen to take place in Vegas or San Francisco, sending officers to National Police Week, buying coffee for different functions or meetings, offering snacks and drinks to officers who stop by the office, providing supplies for the daily workings of the office, providing McDonalds for all of the officers on the SWAT callout at the DELUXE INN....How about you ask what that money is being spent on...instead of just looking at line items and picking it apart. These expenditures are being spent for to members of the Association. Your dues being spent for you.
Thank you to Michael Martinez, who requested all of the statements, for providing this information. I am glad that you have nothing better to do than cause dissent and attempt to stir controversy where there should be none. How about you worry about your own work?

This is how cities and communities change, when someone has the balls to bring crime at the top to light. As the saying goes, "Who will guard the guardians?" How can the public help? This is just more ammunition for management and administration to UN-UNIONIZE ALL CITY POSITIONS. I work in another city department and all I know is that management really gets off telling us about all the crooks in the union. They love reporting back to us when a union official is caught cooking the books or embezzeling, whatever. Having said that, yes I agree it's a disgrace and its illegal, etc. etc. All I can say is the union better gets its act together or it will be gone and I for one, don't want that. I feel that a good, strong union is all we have to stand up against the "machine." So I speak for all union city workers when I say STOP GIVING ADMINISTRATION MORE REASON TO OUST THE UNION!!!

Why are some of you "clueless?" Corruption in APOA has been rampant for the last couple of years. I resigned as an officer of APOA because of the corruption and all the unethical practices. A lot of others who had knowledge of corruption have been fired too (the secretary, Rudy, etc, , , ). Did you know that Ron has been running all the union finances without a Treasurer as outlined by the bylaws? That is right, the Treasurer resigned because he got orders to Iraq months ago and this board failed to get a new Treasurer as mandated by the bylaws. Ron told me then he could not find a replacement he could trust so he was going to run the finances himself. Don't be fooled the boards know all this but some of this board is corrupt to the max. I can prove it.

The President before Ron embezzled hundred of dollars from donations given by the public for slained officers King and Smith. He opened a separate account under his name and deposited donations given to him. He then would withdraw the money for his own personal use. The union finally discovered this when he could not explain the absence of numerous checks. He was confronted in a secret meeting and confessed. They told him if he resigned they would cover up everything and Ron O was moved up to President from Vice-President. All you have to do is question all these officers under oath and some of them will spill their bean for fear of getting fired or indicted. Some of the White Collar Detectives who are also APOA members need to attend the next APOA meeting and confront some of the board members about these facts (God have mercy on them if they lie).

Hell, I’ll be willing to testify since I longer work for APD. Back then some of us confronted Chief Schultz, but he ignored our plea for an investigation. I think that everyone that was involved in covering up all this is guilty of fraud, conspiracy and embezzlement. This is not something the accountant or the APOA attorney have a duty to fix, we as members have to do the right thing. I have a hard time sleeping at night thinking about all the corruption back then and it looks like the corruption continues today.

Just a group of hurt officers on their way out, looking to wreck the department and association before they go...just to prove a point...NICE WORK....I am glad that you can sleep at night knowing that you are willfully leaving the department in worse shape than when you came. Thank you for your integrity, honesty, and desire to do something for the good of the order. All of you who are perpetuating lies and spreading these rumors...and causing all of the dissent amongst the membership...we will remember you. We, the officers who will be here 3 years from now when you are gone, will not forget all of you who sat on the sidelines instead of actually stepping onto the field of play.
All of you backseat drivers who do not possess the courage, skill, or brass ones to put your neck out there and become a part of it. APOA board elections are coming up....if you think that you are so much smarter, tougher, politically savvy, etc than the current board...please step up, put your nomination in, and be part of the solution instead of being the problem. Man/Woman up and get involved...and involved doesnt' mean standing at the back of the meeting and just screaming at people. Put in your time away from your family, your energy, and your future career on the line for what you believe in!

Wasn't this the same period of time that the APOA office was being remodeled....and the Pres/Vice were busy trying to obtain the 2.1 million and trying to get the politicians to use that money? The same period of time the APOA was having meetings to prepare the advertisement that was placed in the Journal on Balloon fiesta weekend...
I am disgusted that the EYE, whom i have been very entertained and informed by in the past, has stooped this low . How about instead of making a statement like "We'll let you draw your own conclusions here." You actually get valid information. I have a pretty good idea that Paul Heh's recent request to the APOA for the APOA's bank statements was simply a well intentioned member wanting to help out....and there was nooooooo malicious intent therein.

Doesn't it state in the APOA By-Laws that if the President resigns or is removed, that the Vice President is moved up on an interim basis....which Ron was....and then he was elected during the subsequent elections. Wow...looks like the rules were followed. What a bunch of idiots on here!

Exposing corruption within the union will not lead to "un-unionization" any faster than a self defeating corrupt union.

The current state of affairs rests with the false leadership of the union. If they had spines, they would have stood up to the administration YEARS ago.

NO currently serving officer can possibly serve two masters (the union AND department). Get wise, elect an OUTSIDE union president (Maybe a retireee or former president of a union that has actually BEEN effective)

Lots of anger here. I'm not APD, but I can tell just by reading these posts that something pretty bad really went on. If nothing happened, why are you so outrageously pissed off? I don't have to be an "investigator" to see that the raw exposure hurt quite a bit. It's human nature. You're striking back because you didn't want us in the public to know. Too bad, so sad. Now we know. But we're not surprised. Deal with it. The game is over. I discussed this issue with the board at at meeting that I attended in July. I did this because I stay involved and try to keep up with events, not spread lies and rumors and attack an honorable persons integrity. The following monday I was allowed extensive time to review every and all financial documents concerning the office remodel and every other statement. I have been crtical of the board and the president with many issues, some I agreed with. The reason I have been allowed to get involved is something was finally happening, things were moving again, the union was being kickstarted. It was on life support from 2002-2006. I will continue to be critical and stay involved as long as those guys keep making it relevant. Yup, I have some issues with the contract too, But I would never stoop as low as a few of you have. This is an outright lie. Please stay retired and move on with your life. The small group of you who just hate the dept. and your job, and are willing to conjure up lies and rumors to attack someone crazy enough to try......please leave. we know who you are.

I think is time we place a neutral person or organization in charge of APOA until we resolved this mess. I suggest we bring in the FOP (minus Rudy) or as mentioned above, a former President that can be trusted, I can think of two off hand.

Right now the membership has no faith in the APOA, except for some board members who are the only ones posting here in defense of APOA. It is hard to defend incompetence, the evidence is overwhelming. Some of the rookies are blinded by the extra pay and many of them lack the loyalty to do what is right.

Can all of us please stack the next meeting and reclaim the integrity of our union?

A nobel idea, while it could also be used, is not what the phraseology is for the idea the writer was trying to express. The best way to solve this for everyone is to conduct an investigation. If the union has nothing to hide than it should be ok and welcome an audit. However, if they have something to hide they will fight it off to the last and be mad at everyone.

That's the best way to solve the problem. Do the audit!!!!

If you look at history. Those that have something to hide will get mad and attack everyone else. Case in point was your APD Evidence Room. They tried to hide it, saying that Chief Gallegos was not dating and letting those girls steal money and drugs. Gallegos would not let any investigation continue.

Now, everybody knows why. Gil Gallegos and his chief's had affairs with the girls in evidence and were powerless to stop the thefts. They did everything in their power to try and cover the crimes up, although they took an oath to stop crime! They even tried to discipline the officer conducting the investigation, imagine that!


Conduct your audit, if it is all legal, the union should not be worried and welcome it. However, if the embezzeled money, they should be worried.

So, if you supported the contract or not, you have a right to know how your union dues are being SPENT! The contract has nothing to do with this, so don't let anyone side step or cloud the issues. BOTTOM LINE, WERE THINGS DONE LEGALLY!!!!!

As a taypaying ABQ citizen, I am in favor of the new APOA contract vision by it's present leaders. I recall too, your union getting the $2.1M raise, but never recieved by the APD. I was impressed by the APOA moxy(testicular fortitude)when it ran the Journal ad.
Now, the personal attacks (swift boating)by the upper ranks that hide behind a sheriff's dept name, is not surprisng(spineless& petty) while you create inflammatory personal comments, I wonder if you work or Blog on city time$(my dollar). Quit whining,5th & 7th floor. Pride Integrity Guts (PIG).So sad not to see it from the upper ranks.Signed, Very Unhappy taxpayer & conservative in favor of THIS union.

I am an unhappy mother, grandmother, tax payer of Albuq. Those of you out there tearing down APD, do you not realize that a strong corporation is built from the foundation up. I'm glad the new officers got a raise, this may finally keep new recruits here instead of seeking jobs elsewhere. I expect to be protected by a large police force out on the field not by a group of retired officers returning for an inside desk job. Maybe if the Mayor and city commissioners released more money higher ranks can get the raise they want. BUILD FROM THE BOTTOM UP, NOT TOP DOWN!One last note: Why verbally and hatefully tear down the APOA,why not VOTE to make a change or better yet, run for the office yourself. That's the Democratic way. Your nasty comments don't sound like Albuquerques' finest to me.

Has far has bad unions go this one has nothing on IATSE local 423,its run by nothing but Union Thugs that spend more time herassing its members than anything else . Hell their B/A even has the local paying his utilty bill so that he can grow pot at his office/home and refuses to report his spending of union money to the body. this time last year we had over $30,000 in our bank and now less than a year later he has embelzed so much we have less than $5,000 left , and the NLRB and DOL have said that there is nothing we can do about it

I agree with your good foundation; however, how will an organization hold up without their steel beams and rafters?

This contract will most likely attract more to join the lower ranks of APD, unfortunately the veterans will leave; therefore, causing the numbers to stay the same and the experience to disappear.

Doesn't seem like a very good plan to me.

My name is Paul J. Heh. I think everyone knows me. Since the last A.P.O.A meeting I have been receiving information from an anonymous source of misspending of A.P.O.A.funds. To be honest I thought it was someone trying to set me up over the battle of the contract. On Friday April 4th I went to the A.P.O.A. Office and saw Ron. I explained to Ron that I have been hearing rumors about A.P.O.A. misspending and would like the expense report for the past year. Ron told me he would get it together for me. Ron also told me, this is not an exact quote, that there are always rumors that since he took office everything is on the up and up. Ron went on to say that the problems were before he took office. It now looks like we as A.P.O.A. members have to look further into the past A.P.O.A. spending. To be honest I had the information that was posted on the Eye. No I did not send it to the Eye.I did as stated go and saw Ron on Friday. We will see what the members of the A.P.O.A. have to say about the situation at the next A.P.O.A. meeting.What now really concerns me is the post that money was stolen from the Smith / King account. If that is true please forward me the informatin. I am graveyard Valley and will be graveyard Northeast at the bid. I PROMISE YOU, IF YOU HAVE PROOF, THERE WILL BE AN INVESTIGATION. As we may disagree on alot of things at his time, I dont believe that there is one Officer that would not back me on this investigation. I have come forward, I have put my neck on the line. I see a lot of people complaining but nobody is doing a damn thing to fix it. I have been on this department for five years and am proud to be on it. I busted my ass to get this job. It sickens me that all we are doing is tearing each other down.
Sgt Heh at least has the moxy to step up and do something. I don't see anyone else doing anything. I'm just a patrol guy so I don't know what, if anything, I can do. I would support anybody who steps up to make a change.
As far as the citizens go. I understand your concern when you read stuff like this. It disgusts me as well. Officers are forgetting why they took this job in the first place. We swore an oath to "Protect and Serve" not "Bitch and Whine"! I for one love my career, not crazy about Albuquerque, but I'm doing my best here.
So, basically it boils down to this, "Crap or get off the pot"! Quit complaining and get off your butt and do something.

To the posters calling themselves mothers, grannies, citizens, whatever you have no idea what's going on.....you just think you do! This fight is an inside fight and no matter how much you want to "belong" and giveyour 2cents worth, you have no idea.

Heh has a valid point: where the hell did the Smtih/King donation money go? That, at the very least, needs to be investigated and NOT BY T.J.!!!! We can find an outside reporter/journalist that can source this story.

The thin blue line will take a big a hit on this, however, it could go national on the level of a Baltimore/Detroit thing.

No matter, we still stand strong and to stay strong and to be safe, the unjust and the corruption needs to be ferrited out, much like Heh said.

mis appropiations of funds throughout City Government, take their que from it's leaders. What examples are set at the top levels (5th & 11th floors)surely will filter down and follow throughout to the Directors down to the lowest levels of management.
In other words, no morals, no ethics, no code of conduct, no accountability, spell diaster and deteriorization of government.
Kind of like the fall of Rome, only difference is that the prostitutes are all on the City payroll.

I have now lost any respect for this blog. This blog was about known character traits of little turds and to expose the BS that is hidden within this cities adminisitration. I once thought that this was about fighting the good fight, true corruption at any level within the city governemnt.

If one would have done some real investigative reporting here then he/she would have realized that wow, maybe those credit charges are legit. Now this post makes the entire blog have a credibility problem.

Just Further Info.: Our President has explained the charges and they make sense and he has OUR, yes OUR confidence with OUR ASSOCIATION finances.

Now we are holding outreach(campaign) events at malls, trying to convince the public that your elected officials really care what you have to say.
What a fraud this whole thing is.
What's more, we the taxpayer can pay for this "traveling City Hall",
( Mayoral campaign)as if the voting public doesn't know what this is all about.

The allegation of misconduct by a past president is pretty serious. If this is true and police officers, police chiefs, APOA's attorney and the APOA;s CPA knew about it and didn't do anything then I think there is a big problem within the APOA and the police department.

Who enforces the law when those who are supposed to don't?

As a citizen, these allegations concern me. Are these the same police officer's that are responsible for ensuring our safety?

The anger I have read here tells me that all the stories about police abuse, is true.

If this has any truth to it, the Chief should be replaced immediately and the position given to a competent person to control our Police Dept.

Many of the comments on this blog obviously come from persons unfamiliar with (legal) civil uprisings and their benefits. You must have grown up here with the land-grant, don't-rock-the-boat mentality. (Or you are APOA officers pretending to be citizens.) This is the way such changes start. It is one of the great precepts of our democracy. There is nothing bad or wrong with it. Such actions keep corruption in check, and boy could we use that here in NM. For your information, it's the way all those other states out there (you know - the ones with a hell of a lot less corruption) do it. Get on board, and stop dissing those who are pushing for change. In this case, change is vital to our protection as citizens of Albuquerque. If you're going to blog here, at least pretend that you understand how this kind of change works! Albuquerque is growing up, and it's about damned time.

There needs to be a formal investigation to either clear everyone or uncover any wrong doing. Thats the way its always been done. If officers are implicated then an investigation is conducted. If the allegations are fals then they are cleared. If they are true then they are delt with fairly. End of story.

Check out what being "dooced" means, she wrote a blog that her employers found and while it was NO where near as specific as this blog, she was fired. I believe she also sued to get her job back, and that would be why people post anonymously.
(That would be pronounced as in deuced, not dooched.) She is well known in blogger land, and an example of just what can happen if you are not careful with using your own name.

In regards to the credit card transactions.. why is Chris Georges charges different? It looks like Flamingo Hilton has different charges for rooms. Why did he charge to a limosine company in Vegas? I see numerous charges by Baker and George that are suspect.

Reference the Smith/King thing. I had heard rumblings way back when Pete was president. It was all swept under the rug.

If it didnt work that way union presidents would be bankrupt at the end of their terms since theyd still have to do that shit but apparently some of you want them to do it out of their own pocket, nonsense.

Yeah, I agree with the poster ref: the "non-issue" I had to go for a training session out of townfor steward training and they covered the hotel expense, but I did have to use vacation days for the days I was out for training.

To the board, as long as you answer the phone in the middle of the night for all shifts, show up to 400 IA interviews a year, handle the discipline for those interviews,get people thier jobs back, protect them from management, buy food for shootings and crime scenes, meetings, grease politicians who give us money for raises, meet with the judges who get us what we need in divorces and lawsuits, provide money to get promoted and for training, provide an office for us to handle business all the time and food if were hungry, protect us at the bid, get rid of a vindictive IRO, go to the poc meetings, handle weekend and evening questions on the phone, protect a whining sniveling minority who are trying to screw the majority, and listen to whining and complaining every day....oh and meet with the 5th floor(biggest hassle)...please...try and spend more money to keep this up..we the grateful thank you for having all of these things..Thanks!

Due to being marginalized it is time for a total overhaul of APOA along with it's affiliation with the FOP. Since the executive board created and allowed this travesty to occurr then it is time at looking at the options to salvage what is left. Maybe it is time to affiliate with another state/national labor union or perhaps it is time to call for a decertification vote and start all over. The first sounds more appealling and requires less work, I hear from fellow cops from Rio Rancho that they are very happy with their affiliation with the New Mexico Coalition of Public Safety Officers. I have also spoken to the president of that organization and he would provide what ever assistance is needed. He recommended that perhaps an outside Executive Director be hired. I think all options need to be placed on the table since current abilities have been marginalized by this contractual rift. It is also time for the AG's Office to come in and make sure things are on the up and up and put all the allegations to rest one way or another.
