The Closet Candidate

We've been watching his honor the Almighty Alcalde for almost 12 years of his stewardship of the city. One of the most obvious patterns is Marty's propensity to show up for good news. Parks, new buses, the opening of an aerospace facility... all are places where Marty's bound to be seen. In fact, be careful not to come between a camera and Marty's "winning" smile.

On the other hand, when things aren't going so well the mayor is either a no show or arrives with a "solution" designed to simultaneously create the perception of action and innocence. As we've noted before, there's more to leadership than favorable photo-ops.

The mayor is the only candidate who has managed to gather the necessary $5 contributions qualify for public financing. He is also the only candidate - well... that isn't a candidate. Which begs the question... why?

The answer to the question is found in Marty's long history as mayor. Look no further than the recent headlines - "Body Count: 13"(Subscription) or if you prefer Larry Barker's "Paper Retirees." The last thing his honor wants to see is his smiling face next to either of those two headlines.

Our Eyes tell us that the main reason that Marty has not officially announced - even though he's sued the city to keep his seat and used city employees as his own personal campaign crew - is none other than the negative headlines themselves. In fact according to our Eyes, Marty and his 5th Floor henchmen are furiously trying to brush Albuquerque's serial killer under the closest rug in order to avoid publicity that would reflect poorly on the mayor.

We can't begin to tell you how reprehensible it is to ignore the existence of serial killer for the sole purpose of creating positive press. Marty's image is of no importance compared to the security and the lives of the citizens of Albuquerque.

Monday's announcement that the city will no longer "allow" double dipping (subscription) is part of Marty's plan to get negative news off the media front page. The concept is to appear to address the issue - "fix it" if you will - then move on to positive news and a public announcement of his candidacy. Until that time, look for candidate Marty to remain firmly ensconced in his 11th floor closet.

Its getting worse for APD, now the two murder cases against the magazine salesman, Rowley and Lee have been nolled. Once again, APD at its best. Everyone start blaming the DA's Office, as usual and everyone in law enforcement knows it comes down to the investigation or in the case, the lack of investigation. Now, we will drag our feet on the Civil Rights Violation lawsuit, as usual. APD's 5th floor, here is a clear indication that there needs to be changes in violent crimes. The Detectives are not the top notch detectives that should be there. There are plenty to replace them. Rowley's statement was going to get supressed. Lee's first statement, oh, we forgot to tape record that one, and the next statement, he invoked his rights for an attorney. Shame Shame, and those are our experts. come on, Chief and your assistant, or lack of there of, McCabe, you have to make changes to save face. Not to worry, we all know you wont, dont have a set, either of you.

The show "Breaking Bad" is perfectly suited for this City. Drug dealing assholes running amuck throughout the city in their Escalades and all Marty has to worry about is bad press; his image?
He needs to worry about what's going on 300 miles south of us and his 'soft on drug dealers' and his cousin gang banger illegal aliens that he's protecting. This city certainly is "Breaking Bad"

There is AT LEAST $1,000,000 in salaries that could be eliminated.
(about 10 worthless, campaign payback jobs)
That would do away with another $600,000 per year in double dipping (Theft) as well.
No wonder he got his $5 contributions so fast. Every city employee wants him re-elected to keep that theiving gravy train going. Citizens need to just stop paying taxes.
Fiscal hookers are what they all are. And that's an insult to those who walk the streets. At least
they actually WORK.

Larry Barker's sensational "journalistic" expose of all these "double dippers" is just horses**t!!! OK, you pay into your PERA retirement account for 20or 25 years, you retire as is your right, you wait for a while and you go back to work because the economy tanked!! SO WHAT..!
PERA dues are being deducted from your current paycheck and you paid into PERA for a long time, so what's the problem/issue?
Marty's knee-jerk reaction to all this is what concerns me.

Anyone paying attention to the 4 bodies found in Las Vegas? Anyone paying attention to the pleas of one of the girls' mothers to see if her daughter is one of the 13 found here?

Aren't hearing much about that here. What in the name of God is wrong with the "journalists" in this town? If there would ever be any investigation done on anything, there is for damn sure no followup.

I think that the Mayor might be holding back in delcaring his candidacy for Mayor in the expectation that he might get a job in WDC. He's been back there 3 or 4 times this year alone. We can only hope.....

Correct me if I am wrong, but whom ever is responsible for the 13 bodies is actually Alb.'s second such serial Killer. Clifton Bloomfield is one and then our anonymous vigilante. The Mayor could sugar coat it by telling the public, all the bodies found were criminals and that when ever the culprit is caught, he will be charged with Misdemeanor Homicide.

To the person who said Barker is horse####. Get your facts straight, the double dippers do NOT pay into PERA, we the taxpayers cover 100% of their contribution. And a number of the double dippers did NOT wait the 90 days before coming back. They lied about their status so they could come back immediatley, in violation of the law.

I will agree Marty just had a jerk off reaction to save his career. He needs to drop the ones who did not sit out 90 immediatley.

They should just fire all the cops and then you can all just take care of business yourselves. That would make things so easy and so much better. You could even work it out kinda like the phone tree on a snow day. "Hey, we have a guy that just shot his wife and is barricaded in his house". Bill calls Jim and Jim calls George and so on and so on. I bet things would be perfect in the city in under a month.

The intent of rehire was to bring APD numbers up and only for APD. The city has more than bucket fulls of rehires working for other depts., because they’re Marty buddies, gave money or helped with the campaign.

AFD supply, Bakas at the airport (doing WHAT?), Environmental Health, 11th floor... A lot of the cop comebacks are in cake positions show up whenever and have nice take home vehicles.

The corruption will continue. Now Marty will just take all of his at will buds and put them under the umbrella of APD. Nothing will change and the midget looked good to the public again by lying. The reason until December? He may not be our next mayor and the double dipper friends can keep up there shit till then, they wouldn’t be back after December anyway.

The entire point of being able to go back to work with state Govt. was for someone to return, but not in their capacity they were before they left. Work your way back up to the top.....get off your knees and show you can do it because you are a hard worker, not because your good under the desk. Promote others that may have good ideas...obviously the old ideas aren't working!

First lets visit the ideas about the Lee Rowley case. The DA Office long before Brandenberg has made a living on blaming the cops for thier inability to put a case together. First of all for you idiots that dont know any better...the DA Office is involved in every intricate detail of high profile cases from the initial callout through the prosecution. Lets remeber that there was a confession...this crap about it being in admissable is just that. Its not like they were water boarded. Secondly who would replace the detectives....you...or maybe Lee since he so bravely stated that was his future career path. Wake up and realize that they were held for a year...the DA office could have released them at any time if the case was bad but chose not to. Read between the lines...if you can read at all. POLITICS.

It will be amazing to see what happens to the magic number of 1100 officers if APD has to put the rehires out to pasture . That is about 200 cops that will need to be hired and trained, at competitive salaries, right in the middle of a recession (in a town that isnt exactly pro-law enforcement).
So the "good" part of double dipping, and the reason it exists, will be taken down by the fat cats in the patron system who took atvantage of it in NON PUBLIC SAFETY positions.
Please, Joe 6-pack, save your anger for the fat slobs like Shah and all those toads and not cause police depts to lose 10% to 20% of their workforce.

There are 110 full time rehires at APD. There are 25 part time hires. APD, with the current class in session, will be over 1100 officers by May. APD will run two classes a year of about 50 each and not have any problem replacing the rehires. In fact the good news is a number of closet and desk jobs will open up for younger officers. There are plenty of good people knocking down the door to get hired by APD. There will be no problem replacing them with good people. In fact so many officers are getting laid off in California that I would not be surprised to see some lateral over to APD.

You would be crying more than you are now because you would not have been hired because all of those old timers would have taken your job. You guys are a bunch of selfish officers. Shameful. I have been part of a Law Enforcers family. My brother is gone now, but I still will always respect our men in blue.

You cannot convince me, coming from that backround, that there are not dirty politicians and cops linked together. I saw much of it, even in the small town that I lived.

There is no need for your sarcasm used by your generalization of our public forum comments. I read at least one comment stating that the new talent should be allowed to take their places after all their hard work and get what they have earned.

The fact that there is so much attention on this particular issue is evidence enough that something is wrong in the works.

What about Mark Shepherd? Lied on his application to get his job as a rehire, the city paid out to the tune of 50 k to shut up the people who were better qualified, and he is still employed as a rehire running the security division. THEY are public safety, but as their manager, he is not. He also was the one responsible for allowing the supervisors to take their vehicles home to Belen and Cedar Crest, costing taxpayers thousands, is corrupt, double dipping, playing fast and loose with the taxpayers money, claiming that he has bought all these things and made working conditions better for the officers. No, it's not better for the officers, but damned if the supervisors that cover up his wrongdoing aren't using all new equipment, in their all new offices, and driving all new vehicles, while the officers don't even have radios that work, and it is THEIR ass on the line when it counts. He is another one who needs to go....now.
And if you think Marty didn't know? He was Marty's bodyguard when he was a corrupt cop. Cleaning up Marty's messes, covering Marty's ass. He is an appointed employee, and as such is double dipping, and not covered under public safety.
And now his supervisors are telling the troops that they may all be laid off, but THEY are public safety. His supervisors, (one to every 8 officers, 4 lts, 7 sgts, for a crew of 90 +/- and they have empty slots for two more that they are looking to hire!) are not. Start at the top in security, thin out the supervisor herd, and allow the officers to do their jobs, instead of kissing all the directors asses and not backing your people.

I know a lot of officers may not feel for the command staff however Ill throw this out; why did all of a sudden this administration go back to a sheer political appointment for new Captains? Didn't Ray swear that there was going to be a "process" that included interviews, resumes and professional writing samples etc. etc.? Not that I blame the Chief solely for this decision, as former (and better) chiefs before him were also swayed to make nonsensical political promotions. There is NO PLACE in public safety for ANY promotion to be made on criteria other than a valid testing process to identify the best all around candidate. It would be horrible to learn that a future promotion within both APD and AFD all happened to relatives of major Mraty contributors.
Now before someone jumps all over me for taking up sides with command staff, remember that this is where all your future Chiefs and DCOPs comes from. Promotions should not be made on the basis of politics or the fact that someone makes a great, HR compliant, recruiting photo-op.

I remember seeing APD officers on the local news standing in the Civic Plaza and holding signs that read, "Anyone but Baca". Marty was their man. Marty in turn promised to appoint a new chief from the ranks in appreciation for APD's support in his run for Mayor. Once Marty won the office of Mayor, he appointed a double-dipping Chief by the name of Gallegos. Are you going to get fooled again?

To the March 14th at 11:30 poster who took issue with my "Phone tree" post. I am not a rehire and don't like the program. I have been on over 10 years and all I ever hear from citizens is how corrupt the department is and it needs to be gutted. If all you wonderfull citizens can do better, then step up and do something instead of standing on the sidelines and whining about it. People wonder why there is an "us vs. them" attitude when all you get is citizens saying your corrupt and shouldn't have a job and the courts saying getting hit and spit on is part of your job and not a crime. I am angry at the land of entitlement feeling here. Noone wants to work for anything and expects it to be handed to them.

It used to be. It was a great profession when it was just about catching being doing dastardly deeds. Now, it's all about the politics.
