Incompetence or Corruption?

So which is it? Chief Schultz would have you believe that no one knew that reserve officer David Young was out there making illegal arrests, yet the Journal reported Monday that Lieutenant Rob Smith recommended him for the "Civilian of the Month" award back in June (ABQ Journal - Subscription). The nomination included the little tidbit about Young making misdemeanor and felony arrests.
Schultz on Friday said that he receives "letters all of the time" nominating people for the award and that, when he received the letter from Smith, he turned it over to a nominating committee.

Schultz said he didn't know Young was earning overtime to do police work.
The first thing this reminded us of was the Chief's reaction two years ago to the news that Albuquerque was indeed a dangerous city where Schultz opined "I feel safe" (read it here). Our second thought was of the character in the classic sitcom "Hogan's Heroes," Sergeant Schultz. That's when we realized that the real Chief's reactions were not too different from the fictional Sergeant's - "I hear nothing, I see nothing, I know nothing!"

Apparently, in addition to not reading state law regarding powers and authority of reserve officers, and time sheets, he also doesn't read his mail.

Meanwhile, David Young is out getting paid to fondle perps and make illegal arrests with the full knowledge of his supervisors. He was even put up for an award.

Our Eyes tell us that The 5th Floor actively tried to shall we say... loose the memo but it surfaced and a copy was given to the Journal's T.J. Wilham. Remember folks it's illegal to destroy public documents. More importantly, it's a violation of someone's civil rights to arrest them illegally. At best, detaining someone against their will without the proper authority to do so is a crime - a crime called kidnapping.

All of this potentially illegal activity is bound to draw the attention of outside investigators like the FBI or the Attorney General's office - perhaps both. Neither investigation would be particularly welcome to a mayor seeking re-election.

Last time The Almighty Alcalde faced an APD scandal before an election there was enough time for him to fire the Chief and effectively bury the story. This time around the timing couldn't be worse. Absentee ballots go out September 1 and our Eyes tell us that Young playing cop at the behest of his sworn superiors is just the tip of the proverbial iceberg.

But let's be clear... Chief Schultz and his cronies either knew about Young and are lying or like Sergeant Schultz knew nothing, heard nothing, and saw noooothing! You choose... incompetent or corrupt. In either case, Marty is responsible and there's no one else to share the blame.

Come on people,,,, who is Schultz trying to fool! Every one here at APD, even the civilians know the memo went up the chain of command. Every supervisor read it and then signed off on it and sent it to the next highest level of supervision. I don't think most people would not sign something that cames across their desk without first reading it! At least scan it! This memo was sent by Lt. Smith, the chief's good friend/ golden boy, as well as a good friend/golden boy to the entire chain of command, they all worship this guy. You know they read the memo from their good friend Smith!

Commander Hudson loves Smith, Deputy Chief, McCabe thinks Smith walks on water. Smith is the tough jock type they all would like to be. All these NERDS wish they could be like Lt. Smith, so they worship him, letting their golden boy do as he wishes without questioning his actions. He is their golden boy who can do no wrong! They all would like to be that big tough guy, especially Pie Face Hudson, super nerd!

So, do you really think Schultz will want to bring down this golden boy and his chain of command for fraud when they all knew about it!!!!!

So much for a fair investigation!

Chief Schultz is a sorry excuse for a police chief. He is a hypocrite and liar. He has sold his soul and integrity for power and money. I personally have no respect for the man. He constantly lies to his officers and the public but yet he is quick to fire someone for lying. How does he sleep at night?

Maybe the FBI should get involved. They could not only investigate APD they could take a look at Pete Denali and Marty Chavez as well. God knows there is a lot of dirt there.

There is a lack of REAL leadership within APD. There is a lot of rank but very few leaders. We have all seen the worthless officers that get promoted and then all of a sudden they become micro mangers and want you to make them look good. Chief Schultz when an officer’s lies remember this, “Leadership by example”. You just taught those officers to lie. Take about a double standard…

Maybe Chief Schultz should read the report that led to the scandal in the LAPD Rampart Division. Phrases and words used to describe problems that led to the scandal are contained in the report are: "breakdown in managerial oversight", "false arrest","unethical behavior","instances of perjury". Anyway, we all know there will be finger(s) pointing in every direction. Best way to deal with this is to fire every one of them (from Young all the way up to the Chief), start dealing out paychecks to the perps (the scum bags will be happy with whatever cash they get), take Mary Hann out to dinner at the Petroleum Club and tell Mayor Marty to cross his fingers...Again!

If he gets elected again, you know there are powers beyond human control involved!

One thing about the management philosophy of this chief is that everything is the supervisor's fault. Not knowing is never an excuse that thE superior officer is allowed to use because they should have known and it becomes " failure to supervise". Funny how when it comes to him and his DC's there is a double standard there. By the way, I just heard that Rob Smith and some others were just quietly moved out of SID last night.

What is wrong with you negatively dragging other Agencies into this, face it, APD by far has produced more criminal cops, more illegal actions and more adulturers than SP could imagine, not even close...and it should be BCSO that takes it over according to statute but no one would want to because it is so corrupt that a generation will come and go before this gets cleaned up.

The Petroleum Club I thought was no longer in business, but I could be wrong (to the person who said take Mary Hahn to the Petroleum Club). The Petroluem Club used to be a happening place overlooking the city. So, that person must not be getting out at night to socialize much. There are tons more restaurants in the City. A place to be seen is the Elephant Bar at ABQ Uptown. I thought I saw City Councilor Benton there and also somebody who looked like Barbor running for City Council, but it could have just been a look a like.

APD does have cops that lie I seen it and heard it. makes me sick. we need someone who comes in from out of state who cant be manipulated and all law enforcement are told not to have any contact with the investigators and make everything available to them.

The telephone number for the Petroleum Club used to be 247-0525, but now the number is to "The Abbey" which used to be an old church turned into dormotories for mostly CNM and UNM students because so close to campus. That's the trend... downtown... is to turn places like the old Hospital on I-25 into a really great Hotel and Spa.

Albuquerque needs a local television show similiar to Ashton Kutcher's show, "You Got Punk'd."
Channel 7, 13, or 4 news could air a two minute hidden camera of Romero, Berry and/or Martin and/or Chief Scultz, former Chief Gil Gallegos and City Councilors etc... getting punk'd.

The first episode would involve.... ? goes to a City Hall and is told to accompnay a security guard.... Security guard shows ? public toilet and says that ? damaged toilet and that the City must reimburse for toilet. ? is perplexed until told he "has just been punk'd."

The second episode would involve...


any suggestions, any ideas......

"You got punk'd," is a show that although a little too mature for 5 year olds.....(obviously) can be entertaining for adults. Didn't you see that show where the female pretends to be pregnant to a famous singer and he was like, "no, this isn't happening?"

Your the guy who drops his kid off at the Skate Park and ignores when the Pastor across the street complains that the Church sign was vandalized or the luxury apartments next to the skate park had the residents cars spray painted. Now, who is childlike in their fantasy that Skate Parks don't create more headache, more property damage, more property deappreciation and overall decline.. and more crime than there worth? YOU ARE!!!! Those parents that accompany their kids and supervise their children at the Skate Park I can respect, but not the ones that dump their kids off to go off and have a beer.

Maybe the guy, David Young would like to pay the City back the 12,000 he took from the APD payroll. Or, since the Chief signed off on that and his buddies, then maybe make those in command that signed off on that pay
12,000 deducted from their paychecks... that way... to avoid criminal prosecution.

The FBI has the City and/or people go through the City Channels first... then, waits to see what happens. For example, was there an attempt to reward the DA's Office? Even if Kari did't have intent, then it just is something that the FBI looks at in determing how those individuals were handled by the City, what happened, who did what and how etc.....

An APD officer who raped a female can walk the streets and get 5yrs probation when in the statue book it states they get prison, his victim who has no privious criminal background unlike the officer is fighting to stay out of prison from charges that happen that night of the incident. So my vote is CORRUPTION
