APD Officer's Behavior called into Question

The local media has been taunting a story concerning the twitter postings by APD Officer Pete Dwyer. Is Dwyer a problem officer? Has the Police Department been ignoring the problems with this officer? Why would the Police Department commit nonfeasance of duty if they did know? Let’s review some of the issues and concerns that have been brought to our attention.

Pete Dwyer is a former Albuquerque Police Officer’s Association (APOA) President. Our Eyes behind the badge tell us that Dwyer was forced to resign under pressure during his tour as the APOA President due to unaccounted debt that Dwyer charged up without the permission or authority of the APOA. Our Eyes tell us that the APOA Board decided not to prosecute Dwyer on the condition that he resigned. Our Eyes also tell us that the Police Department had knowledge about these alleged improprieties’ and did nothing. The Police Department allowed Dwyer to be assigned to a cushy job that Dwyer wanted after he resigned from the APOA. Dwyer dodged the bullet on this one.

Most recently, the Police Department was looking at Dwyer for his MySpace Page. According to the Journal (read it here), “Police Chief Ray Schultz said Detective Pete Dwyer wouldn’t be disciplined for an ‘inappropriate’ comment on his MySpace page…” Dwyer barely dodged another bullet.

And now Dwyer has set himself back in the line of fire. Dwyer’s twitters; although they are distasteful, are protected under free speech and do not violate APD’s policy.

According to the Journal, “Dwyer’s name has also come up in the midst of another controversy, one that he mentioned on his Twitter account.”

The Journal stated, “APD Criminal and Internal Affairs investigators are looking into how a vehicle identification number plate from a truck once owned by Dwyer ended up on a truck owned by former APD cop and wife-killing suspect Levi Chavez.” Our Eyes tell us that Dwyer was assigned to the Department’s Auto Theft Unit at one time and dealt with vehicle identification number plate as a detective in the Unit.

Schultz did a knee jerk reaction to the media’s pressure and panicked. Placing this officer on desk duty over a possible department SOP violation which only carries a penalty of a verbal reprimand or at best a written reprimand is simply ridicules.

It appears that Schultz has already played the part of the hangman and has already decided the guilt of Dwyer without an investigation or any legitimate proof. In the Journal story, Schultz stated, Dwyer “has been told to show up at 8:30 in the morning (today) at Internal Affairs with his badge, his gun and his car,” Schultz said late Thursday. “Obviously we have some serious problems here.” When Schultz spoke about “serious problems here,” the Eye wonders if he was referring to his leadership.

The Journal quoted Schultz as saying, “We respect and value the right to free speech, but comments that impair our officers’ ability to perform their duties and brings discredit to the Albuquerque Police Department will not be tolerated.” In this statement by Schultz, he ties “performance of duties” and “discredit to the department” together. Even if there was a violation, it is doubtful that Schultz will be able to prove the “and” part that he has asserted.

Dwyer never said or represented that he was a copper or even a City employee. If Dwyer is going to get hammered for this, Berry better have another hammer ready to do Schultz for his rant on twitter against the District Court Judges. Oh, that’s right; Darren White was shooting off his mouth against the District Judges too. Berry, you will need to run by Sears and buy out their stock on hammers.

With all the violent crimes in this City; With 18 police involved shootings; and all this administration is worried about is violating protected free speech. Do the job you were hired to do and get back to work.

The stink is in the air, no doubt. Pete Dwyer is one piece of the entire mess here. Lt. O'connell is hovering around this story i believe. Lt. O'connell now working in the field (WS), was former and joint Lt. ship of the APD records section. When the smell of shit leaves the pile, it always rises. In this case to and through the 2nd floor (auto theft) and up to the 5th floor (APD suites). Long story short, APD Auto theft validations are assigned to the records section. This process should be closely monitored and is not. The leading of ignorance is most often lead by negligence or in this case manipluation and injustices by the Albuquerque Police Department. This picture is much bigger than a manipulated VIN # and the death of an innocent wife/mother/daughter, by a jerk officer.

Hey Eye, why didn't you post my comment? I posted a single sentence early this morning: Some APD cops are alive simply because killing them is illegal.

I did it to illustrate a point, a play on Dwyer's comment, "Some people are alive simply because killing them is illegal." I find Dwyer's comments offensive and potentially a bad deal for taxpayers given the potential for use in litigation should Dwyer end up shooting someone or pulling over a Muslim.

So tell me Eye, was my comment offensive, thus a reason not to post?

WOW, EYE!!! I thought you were Pro-Cop? Way to throw Pete Dwyer under the bus (in the 1st half of this "story")! I will no longer view this blog as a credible source for information since the information you placed in this blog is CRAP!
If you want to write a blog on APOA President's "misappropriation of funds", how about you take a look at the current APOA President. Like how about the time he went to WA,DC (on Union business) with his girlfriend, while his wife stayed home. This trip was paid for by APOA Members.
Pete Dwyer is a man of integrity, something the current APOA President knows nothing about.

Pete Dwyer is a GREAT cop. He has served his city for 17 years, saved many lives, took plenty of criminals off the street and risked his life while doing so. How dare the Eye print garbage such as this! What type of credibility do you have now? This is worse than what the journal has said. ALL of it LIES. He had nothing to do with the Levi Chavez thing, never misappropriated funds from the union, and is not a racist. Which side are you on Eye? Did Darren get to you too? All you did was endorse the idea of Darren White to out Schultz so Baragiola could take his spot. You really want Sal Baragiola to be chief? You want a crook running your pd? He is worse than Darren. You just cut your nose off to spite your face. Shame on you!

I re-read the story. It appears that you are upset with the messenger when it's the message that bothered you. In other words, “hate the message not the messenger…”

If Mr. Dwyer is a good guy and all those twitter posts are not his, I am sure he will prove his innocents.

As for the other issues with Mr. Dwyer, no one has said why he really left the APOA president position. Does anyone know firsthand the real facts?

There has been a complete breakdown of leadership, work ethics and morale at APD.

Are there no mature, reasonable pillars within the APD?

Every day I go to work and just shake my head and hope for the best.

We have a bunch of idiots putting crap on the computer for all to see and it only hurts the department. Same goes for officers ratting each other off all of the time. Makes me want to go to a different department and start over.

I don't even know for sure who is running things White or Schults. Just a few more years then adios.

I'm sure some hacker got into Mr. Dwyer's myspace and twitter accounts. Then the hacker's cohort found Levi's stolen truck in Mexico and put Mr. Dwyer's old truck's VIN number plate on it. Happens all the time. All I can figure is that you 34's have gotten so used to lying to us civilians, that you are starting to believe your' own BS. Way to go Eye, call'em as you see'em no matter how the chips fall. Oh, and I'd like to introduce you to my fiance, the lovely Morgan Fairchild...... Un-freakin-believable.....

Everybody needs to take a step back ,look in the mirror and remind yourself who you are. I hate seeing what is going on at A.P.D. because I know how honest and hard working the officers are. Don't let the media get you down,they are in business to sell their product, if the truth is bent so be it.You all have the right to express your opinion,but dont do it as an officer. I may hate what you say but I will defend to the death your right to say it. Remember when you pin on that badge to start your watch,remember your oath and that that badge does not belong to you. The badge belongs to the citizens of Albuquerque and represents the trust they have in you.I am in the winter of my career,needless to say I have seen it all. All of you need to be filled with self pride. I am proud of each of you. I know your quality and your dedication.Remember you are that thin blue line between the criminals and our citizens. The Deparment of Justice needs to investigate APD and the Bernalillo County DA office regarding the Michale Lee and Travis Rowley case.

These guys were allowed to sit in jail for 15 months, even though the DA and APD Detectives knew that the DNA evidence cleared them of murder charges.

Now the city has settled and we, the taxpayers, are coughing up another million dollars.

What is sad is two innocent men lost 15 months of their lives, when those entrusted with law enforcement knew they were innocent.

Where is the FBI and DOJ? Someone should be charged with a civil rights violation!

Paul Heh, I know you. With all the service time you've put in, I hope you don't believe the BS you put up on here. Yes, there are some good officers out there, I'll give you that. I'll be kind and only say lets look back the past 5 years and the issues this department has created. For every BONEHEAD incident, there are 10 that are not reported through the media. APD has turned itself into a cancer and its time to face the music. Internally you have mayhem in the comm center/records section/evidence unit/and the field. If you don't see it Paul, You're just as blind, but thats expected of a short timer i guess. The truth will come out in time and I'm gonna help make that happen. The BLUE protects the BLUE right? APD, your dictatorship and your mini-dictators are gonna need 82. You see, the citizens are somewhat ignorant to what really happens in your APD home, so you use this as your power. Knowledge corrects that problem of power. The eye also sees the power (and problem coverups) issues you as a department twist into the public. The whole diseased temple will be brought down on your head Shultz. That is if you can handle the heat and don't chicken out and run and hide like the cockroach that you are when the uniform is off.

It all starts at the top. The Chief should hold himself accountable and resign. He has lost all ability to lead. APD is in a leadership crisis. We have been since Gil Gallegos was appointed. The men and women of APD deserve better. The citizens deserve better. We all deserve better.

I don't think we have another million to pay out for Ray's lack of leadership. So what say Mayor Berry? Will he step up and remove Ray and show some leadership? Or is he still trying to get camera time by walking around the Bosque asking citizens what their vision of Albuquerque in 25 years will be?

Why do cops defend other cops when they are breaking the law. You all don't like it when one of your own tells the truth about some of you. Let's face it, not every cop is a wonderful/honorable gal or guy. If the "Eye" can't report the truth and it is always one-sided then why bother to report anything. Integrity comes when you report the TRUTH, not just stick up for bad cops. Dwyer put that s**t out there, so too bad for him. He's a liability to the taxpayers who pay your salaries. I say he should be fired for being a racist, ignorant and bad cop. The cops on this site blast the media for one-sided coverage and yet you expect the "Eye" to slant a story. Dwyer sounds like Wiener - a hacker did it!

It is clear that Mayor Berry is unfit for the role as Mayor. The tone that the Mayor sets presents many problems in society for people. Police shootings etc.... I went to the Community Center and saw Mayor Berry's personal security take in a loaded gun. I could see the gun tucked in his back shirt and pants without a holster. This is very dangerous and I felt threatened and other people's safety threatened by Mayor Berry's personal security officer.

Ray and Darren need to go. That is the first step to bringing APD back to having the respect of the citizens.

Ray had to settle the civil rights violation against one of his own officers, and he wonders why he has no repect from the rank and file.

Berry needs to replace both of them. If he doesn't, the city council needs to recommend that he replaces them, and call for the Department of Justice to investigate the command staff at APD. The only thing that can turn APD around is a total leadership change.

When officers have brought wrongdoing of officers to the chain of command, shultz and his administration has retaliated as soon as they could. When Costalas testified against other officers Shultz went after him. When Ahrensfield testified for Comacho when shultz pushed to get him indiated, they went after him by keeping discovery away that would of proved he was a free man. Comacho's dad filed complaints against officers and that is why they targeted him. So why bring up the wrong doing of others when you are putting your career on the line. It's better to keep your mouth shut. Sad isn't.

Imagine.. heres another sociopath carrying a GUN & a badge to cover his ass within APD. I had the misfortune of encountering Officer Economidy in person. Please dont get any ideas(I was innocent as well as aquitted of the charges placed against me)as to my being some criminal. Both my parents are career law enforcement. This whack-job said things to me and my fiance that simply dropped my jaw. at some point during his "scum-of-the-earth" tirade, I cut loose and said things I wont repeat here. I do not excuse my actions (being raised with law enforcement)but the situation lent itself to my mouth going off. Truthfully? I believe with all my heart that were I not being carted off to jail with my fiance in the same vehicle that Hitler Economidy indeed would have caused my harm. In fact, while in booking, I was having trouble removing my jewelry due to hand injuries. I politely asked for help several times- at which point he slammed my head down on the booking desk and ripped my jewelry off me. The asshole also stole my BRAND NEW pair of Adidas shoes. These types of people are medically defined as having severe psychiatric disturbances. History has proven this point. People such as these 2 walking time-bomb serial killers have NO BUSINESS in law enforcement because to them its a legal permission slip to go human hunting. They should be in an asylum for the criminally insane. APD has dropped the ball by not digging deeper and more thoroughly into their prospective employees backgrounds. Get the justice depantment involves! The only thin that will cost $10s of millions of dollars are the lawsuits APD will continually be getting hit with because they hire murderous psychos! GET THES LOONIES OFF THE FORCE!!! Im considering myself lucky to be alive every time I hear another story like this...
