Perry, Berry and Schultz: The Puppet Master's


On Tuesday, May 22nd, KRQE-13, aired a story detailing corruption within the Albuquerque Police Academy that involved elements as far as APD Deputy Chief Allen Banks and Mayor Berry's police chief, Ray Schultz. The story detailed the exceptional favoritism granted to a cadet and cadet candidates. KRQE posted the story after it aired on website and was listed here:

First there was Cadet Carlisle who was reported to be in such poor physical condition he failed out of the last APD class and was given a city job as an assistant police service aid assigned to the valley area command. Between academy classes APD, our Eyes tell us, provided Carlisle with a complimentary personal trainer from the academy so that he could improve his fitness level to publicized APD minimum standards. Our Eyes tell us that despite Carlisle's hybrid job description, a police service aid's aid (call sign "PS21a"), allowing him to train while "on duty," Carlisle still had problems keeping up with the fitness routine in the current class. Carlisle also took out his frustration upon a female cadet and, reports and Eyes indicate, he was commonly offensive in a sexual manner to her to include staring, improper comments, and hand stroking gestures. Despite the female cadet bringing her concerns to her squad supervisor and the basic academy sergeant, her pleas for relief were not answered. At some point APD Commander Tim Gonterman came down to his academy and, in the best of management practices, addressed the class en masse and demanded concerns be raised publicly. When no cadet ventured to raise concerns in such a public and chilling setting, Gonterman declared the issue resolved. Yet, upon DCOP Banks being replaced by DCOP Steve Warfield, it seems Carlisle lost the protection of Banks as Warfield quickly had Cadet Carlisle fired for multiple sexual harassment offenses.

Then there are the family members who desire to be APD cadets. Namely the son of retired Captain Ron Hetes and the wife of Commander Harold Medina. The son of Hetes, we are told, failed his first polygraph and then, when given a second polygraph, the polygrapher determined Hetes was employing countermeasures to defeat the test and immediately failed the candidate. Routine practices at APD’s academy would have resulted in a “never to be hired” memo entered in Hetes’ personnel file. Our Eyes tell us this candidate is being pushed forward with another class.

Reports indicate that Commander Medina's wife does not satisfy the 60 credit hour educational eligibility requirements. Yet, despite these automatic disqualifying factors, the candidates were being pushed through by orders from the 5th floor to be included in a future academy class. In the best of spousal loyalty, when a reporter asked Cmdr. Medina about this issue involving his wife he said it was a matter "between her and the city."

Perhaps our readers saw this story Tuesday evening. Perhaps viewers saw the video interview with the APD officer who confirmed these and other issues on camera. Perhaps viewers also saw how the APD officer had to have their identity and voice modified because they are in such fear of retaliation by the department that they have to have protection as if a witness against organized crime. That's an amazing consideration: an officer sworn to uphold the law speaking out against apparent department misconduct is in such fear of retaliation that their identity must be concealed.

But the reality and veracity of the officer's fear were confirmed shortly later. KRQE's story was up on its website briefly Wednesday morning but then disappeared. It was posted at LINK. Then the story disappeared. Gone. Remnants of the story can still be found IMAGE. But on KRQE's site, there is no record of it.

Our Eyes tell us city CAO Rob Perry took a lesson from Darren White and demanded the station pull the story. Our eyes tell us, Perry, whom we all know lacks any form of finesse, threatened to sue KRQE. Instead of challenging the city's threat to deny the station's First Amendment protected freedoms, the station folded and deleted the story.

Our Eyes also tell us there is an effort of unprecedented proportions within APD to identify the brave officer who stepped forward to tell the truth.

Once again, in the face of having the truth revealed and there being full disclosure to what really is going on, Rob Perry and the mayor's police chief, Ray Schultz, coerce compliance in ways that violate the law and the rights of others in efforts to suppress the truth. If this is how they act with matters of patronage and nepotism at the police academy, what will they do when faced with even more volatile issues involving deadly force or human rights? If this is what they do to a private news station, what limits do they respect with their own employees? If this is how they act in public, how are they in private and to what ends will they work to injure private citizens?

The Eye applauds the unnamed officer for stepping up and encourages them and others to forward information and facts anonymously to this site. As only the truth will set one free and provide much needed sunlight to the actions of city executives that apparently know no limits to their wrongful actions and are comfortable threatening the media.

ALBUQUERQUE (KRQE) - Albuquerque Police vowed to raise its standards and hire better officers, in the wake of recent police shootings. However, KRQE News 13 has learned a few unqualified recruits are being pushed along because of who they know.
Standards lowered, rules bent and exceptions made. That is what sources say is happening in the Albuquerque Police Department and some of the allegations go all the way to the top.

“Most people don't hear about this stuff outside of the department,” a source said.

KRQE News 13 is protecting his identity. He is an Albuquerque cop, and he knows things the police department may not want you to know.
“Trust me everyone knows life is not fair, but that doesn't mean that the selection process shouldn't be,” said the source.
According to the source, special treatment for Cadet Gary Carlisle made him come forward.
Gary Carlisle was a police service aid, who tried to become a cop before but could not pass the physical test.
“But because he was already in the system so to speak and had connections inside the department he was allowed to start the academy over the objections of a lot of people,” said the source.

A source says Carlisle knows two deputy chiefs and was not only allowed back into the academy but was also given an APD personal trainer.
The source also says another cadet then made sexual harassment claims against Carlisle and newly appointed Deputy Chief Steve Warfield kicked him out of the academy just recently.

There are other cadets with high connections.

According to the source, former Commander Ron Hetes' son failed two polygraphs; one because he tried to use something to help him pass the lie detector test.
Deputy Chief Allen Banks said Hetes will have to wait a year before re-applying but sources say he's been told he won't have to wait. Sources also say lying should have disqualified him for life.

Also according to the source, Commander Harold Medina's wife is going to get a chance in the next class, even though she lacks the requirements.
“Sixty college hours basically an associate’s degree or three years military,” said the source.
Commander Medina did not want to discuss his wife's employment because it's between her and the city and has nothing to do with him. APD says it could not respond to these allegations because questions were personnel matters.

The department did send a statement saying the process to become an officer is rigorous.
APD also said the cadet accused of sexual harassment quit the academy and was not kicked out of the academy.

No person, group, state, municipality or government has the right to abridge the right(s) of a person or the media to speak freely. The Eye On Albuquerque hopes the citizens of Albuquerque remember these filthy acts when it comes time to VOTE!

The Eye got this one RIGHT! How disgusting is it when our City leaders think it is okay to stomp on the graves of all of our fallen HEROS! Those brave men and women gave thier lives in defense of our freedom; including the freedom of speech! I wish the election was today! I would send all of these pukes out the door. This story was in fact viewed considerably by those in and out of APD, believe me!!!

All that I could think of that motivated KRQE to pull the story, aside from threats made by Perry, was that the information that provided to them wasn’t verified beyond that. However, if KRQE takes the time to browse though the various comments to their stories that have been made regarding these same issues there would be more than adequate supporting verification, which before may have been dismissed as speculation. The media has an unbiased obligation to the public as do we as police officers. Although as police officers, who by the way are also tax-paying members of the community, we lack a public voice and fair representation. The media in general will sensationalize their broadcasts and are latched to public safety because, for better or worse, it is public safety that makes local headlines. Here was a story that clearly demonstrated the very “suspect” practices of the APD/ABQ administration, yet it was pulled. Does the local media really believe that there is no media beyond them. Do these facts and information need to be disseminated beyond them? Local media has blatantly failed to do their jobs in broadcasting as it pertains to APD and although requests have been made, their “investigative reporting” has also failed in even taking on the task. Instead, they have all taken on the practice of only presenting the filtered and spun information that is provided to them by APD/ABQ’s administration. This story, and those like them, are credible and their concerns have merit. These issues go far beyond being personnel matters brought forth by disgruntled employees as the financial consequences of this administrations actions fall squarely on the shoulders of the tax payers, and WE can't stand for that to happen!

On 9/6/09 at 03:30 hours Joey Sigala's Wife went to her neighbor, Sgt. Ty Morgan's residence to tell Ty that Joey had held a handgun to her head and beat her leaving visible marks that Ty stated he saw. Rio Rancho Officer Rogers Met with Ty and wrote the report. The Rio Rancho PD incident number is (09-6675). RRPD took the report at 04:30 pm. Ty Morgan is a squared away sargeant who is well respected. In the police report it is stated that Ty notified his chain of command, at which time Joey's wife fled the residence back to her home with an open container of beer. That open container of beer was photographed by the responding RRPD officer for corroboration of the story that she had stopped by the Sergeants home to discuss her battery over a beer.

Here is where things get fixed for Joey. Commander Warfield was the NW area commander over Ty Morgan. There is no doubt that a sargeant like Ty documented the matter with a memo up the chain. The Chief's henchman and dirt burier, Doug West was head of internal affairs. Why was this not investigated? There is no way an incident like this did not reach the chief's office. There is no way the chief did not know. This was a significant event. A man that was head of the APOA was accused of placing a HANDGUN TO THE HEAD OF HIS WIFE.

Now Warfield gets promoted to DCOP. Chief Schultz denies knowledge of Sigala's domestic past with his wife. They are handling Joey's situation now with kid gloves, tiptoeing through eggshells. Why is it that everyone who is connected with the dirt in APD gets pushed up the chain or groomed for future positions? WHY?

This administration has done things that the government has prosecuted the mafia for. Extortion, retaliation, intimidation and threatening of witnesses, tampering with investigations, and LIEING LIEING LIEING. You motherfucking liars!!!

So I urge everyone to call KRQE 243 2285, search the directory for Ian Monroe, and leave a message asking that this story be reposted with an explanation for why KRQE took it down in the first place. If KRQE will not respond, or they will not repost the story, boycott KRQE.

News stations live on advertising dollars from viewship. If they become #3 in Albuquerque maybe they will think twice about allowing city hall to censor them.

The NMSP needs to clean house here. Joey should have been fired upon arraignment at the latest if not the day of his arrest. This guy is accused of multiple felonies. Are shitz and company hoping to GOD that his wife doesn't show up for court and the case gets thrown out? Was a deal made to tamper with a witness? The complainant is not needed in a domestic violence case. If there is a statement given by the complainant and a witness the state presses charges because it is common for women to not show up then get killed. If the state drops charges in this matter, the fix is in. They are supposed to proceed complainant or no complainant. I will bet they are stalling like motherfuckers hoping the case comes up before the heat gets too hot to fire this asshole. The 5th floor DCOPS and CHIEF received $500 dollar gifts from the APOA for what???? That is inappropriate. Was that a bribe to keep an investigation off their backs? If Joey's DV case gets thrown out, there are definitely political favors being handed in. My spouse and I had a "DV" back in 2007 and the cops were never called (because it never rose to that level) . Being a naive individual at that time, I called my spouse's Sgt, JJ Griego ( 2 days after the incident) to ask for help in the way of counseling from the department, for our situation. I was told that he and Lt. Romero would come out and "talk" with me so they could hear the whole story. After everything was said and done, DV charges were filed against me and my spouse and no help was ever given by the deptartment. We were both told that if we decided we would not show up to court for each other's cases, that my spouse would be fired. This is when I learned that APD has no interest in it's officers or their families. This is when I learned that the APD administration was self-serving.

Both my spouse and I had to serve 6 mos probation and our cases were dismissed. We served 6 mos probation for something that was never called into the police as a DV to begin with. Mind you, our "charges" were misdemeanor. They certainly were not felony charges and our feet were held to the fire. No one ever called 911..no one ever wanted a report. The only thing that was ever asked for was counseling.

Furthermore, I was required to go to IA and do an interview regarding the matter. At that time, I had asked to make a formal complaint against Lt. Romero (acting commander at the time) and I was advised by Nick Montano that I was well within my right to do so, but yet he strongly advised me not to if I wanted my spouse to be "comfortable" throughout the duration of his career.

First time I was ever threatened by APD and their brass, but not the last.

With all this being said, again, if Sigala doesn't have his ass handed to him on a silver platter for this DV, heads are going to roll.

Rumor has it the City served KRQE with a cease and desist order regarding the news report on APD Recruiting irregularities. Instead of backing their reporter and the brave officer who exposed what was going on, KRQE ran for cover. I will never watch their newscast again. I never thought Dick Knipfing would allow something like this to happen. Well it is over to KOB and KOAT for the news, I hope censorship is worth the cost.

I find it interesting that any media source would succumb to such a meager threat considering this story potentially could be more than most other story's combined. Connect the dots from one APD issue to another and it is easy to see why APD is so broken right now. This story detailed the unethical practices at APD from their infancy (recruit/cadet) status which evolve into much more when these individuals implant themselves within the ranks uncorrected. Imagine the feeling that individuals like these share when they are provided such preferential treatment. It is of no surprise that when they become the “law” (police officers) they believe that they are above the law. And unfortunately, there are so many like these who have already made it up the chain of command who will surely continue to operate in these ways even when schultz is gone. KRQE waived their Constitutional Rights for the purpose of what, to get future stories based in diluted facts and information? Pathetic… had these three recruits/cadets continued in the process (BTW who says they still won’t be ushered through at some point) it is a safe bet that their career paths would be laid out for them. Hetes’ kid would likely wear the “golden halo” early on and would be protected by the 5th floor. Carlisle would somehow avert similar sexual harassment claims, yet continue in his ways. Why not, it has worked for so many others, including current supervisors and command staff at APD. And Medina, she would most definitely find her way inside almost immediately and become the modern day Michael Martinez. Medina, like Martinez, a female closely related to an APD captain/commander. Who needs transparency when APD is so damn predictable.

There is such a disparity at APD pertaining to the treatment of personnel it is rediculous… How many senior Lieutenants and Commanders were looked over for promotions so that certain individuals could move up in the ranks? Really, were Camacho and Rowe the best candidates, or just the right type of candidates since Paiz retired and Banks was proven to be a LIAR and was no longer viable? So much like the recruitment and training process where it is far from being fair and objective. How could it be when APD recruiters, instructors, & administrators are engaged in sexual relations with recruits and cadets. There are so many IDENTIFIED scenarios @ APD to support this (should we name names???), yet APD continues with its’ traditions. PATHETIC!!! But, APD always seems to move forward with less than adequate “types” so that it maintains compliance with unsaid /unwriten policies and expectations to hire and promote. It is too bad that berry is sucha frkn idiot that he does not recognize or acknowledge the inner-workings @ APD as being flawed for the very least, but immoral, unethical, and illegal to be more appropriate. Harold Medina is a fraud and a bully who uses his rank not intelligence to get what he wants. Medina commands others to never disagree with him and if they do then he finds BS charges and tries to disipline them. Medina has told people that he never in his career violated the SOP. What BS, he was always in trouble and others bailed him out but now the fraud and hypocrate demands is piousness. Medina needs to do the right thing for the people working for him not just continue blowing his way to promotion.

I laughed out loud. That's not saying much since his intelligence doesn't amount to much more than a box of rocks. Maybe I'm looking at it all wrong. He should be looked up to and commended since he looked like a happy kindergartener telling the camera it was his wife's business not his, and yet he made it all the way to captain with that infantile logic!

One has to wonder his motives...I know for a fact that Gary Carlisle was a super star football player who received a scholarship to play football..he was in Albuquerque papers..and was an upstanding citizen...the other officers in the video are substantially out of shape compared to Mr. Carlisle....so one should think why will Albuquerque police go so far to use him as a scapegoat? KRQE should check their sources before slandering!

It was Scott Lopez a few years ago, but maybe not the one the other poster is referencing. Regarding Carlisle, not accurate 49...I saw him huffing it bad at the academy. He couldn't do a mile without heartache and whining.

I agree 100% that Carlisle is being used as a scapegoat here. But, I also recognize that he bought into the APD ways that led to his dismissal. Why wouldn't Carlisle think that his conduct was okay when the same exact behavior runs rampant @ APD. This is about APD, not Carlisle. He is but a body and a name that is easily replaced by this broken dept.

Sergeant Smith was temporarily (1 week) in HS until the field spot created by the CIT Sergeant transfer. All applicants to CIT are field sergeants. She will fill that vacancy. Wow. Commander Camacho will be in charge by name only. We all know who makes the Balloon Fiesta run as smoothly as it does... It's the hard working officers, PSA's and civilians. How about allowing them to get some OT instead of adjusting hours and days off. They are there 24/7 during the Fiesta throw them all a BONE will ya??? The Mayor and 5th floor always make an appearance but it sure isn't at 0430.. How bout we get the 5th floor out there to direct traffic... Camacho has no idea what she is doing it's a shame...
