Where's "Two-Face" Schultz?

It’s become all too obvious that when there are controversies challenging APD policies and directives initiated by Chief Schultz, he’s seldom to be found to address those issues as, well, chief. In recent days, stories and allegations have surfaced regarding possible overpayment of retention bonuses to senior officers (our Eyes tell us that it is all but impossible to find any officers who has more than 19 years of experience within APD as so many are retiring as soon as possible). Our Eyes tell us these amounts are in excess of $500,000. Did Schultz receive this bonus? Where’s Schultz? Then there was a recent SWAT call-out where upon its initiation there was an officer involved shooting. This primary detail was omitted in APD’s press releases concerning the incident. Where’s Schultz? In the aftermath of the virtual destruction of the house SWAT softened and made entry on, APD and the City through its Criminal Nuisance Abatement Unit employed pressure upon the elderly owners to repair the house or face fines and penalties. Where’s Schultz? Over a year ago, there was the “Bringing Albuquerque Home” campaign to spend sparse public funds to survey and assist Albuquerque’s sizable homeless population to find residency. Now, APD promotes the arrest of homeless throughout the San Mateo and Downtown corridors. When asked about the sudden reversal in policy…again, Where’s Schultz?

However, we do notice when it comes time to lay blame on others or to boost himself, Chief Schultz cannot get in front of the cameras fast enough. In just a few weeks, one of Chief Schultz most public and controversial incidents will conclude. This case is the labor hearing involving former officer John Doyle. If you recall, Mr. Doyle was terminated by Chief Schultz (no DCOP Banks, it’s not the city of Albuquerque who terminated him) after a seemingly endless, and multiple, internal investigation stemming from Mr. Doyle and Mr. Woolever’s arrest of wanted violent fleeing felon, Nicholas Blume.

Initially, Chief Schultz said the force used by Mr. Doyle and Mr. Woolever was “of great concern.” Despite the fact that a chain of command of some of his most experienced officers had confirmed Mr. Doyle’s use of force as necessary, that it was consistent with training provided by APD’s police academy and it’s SOPs. While disturbing to the casual, and uninformed observer (and apparently the editors at the Albuquerque Journal), instead of backing his officers in their arrest of an armed, violent, resisting, and wanted felon, Chief Schultz “…immediately ordered a criminal investigation.” In the hours following Mr. Doyle’s final meeting with the chief, Chief Schultz grandstanded his termination of two officers who had apprehended one of APD’s most sought felons with minimal harm and under more dangerous circumstances where other officers have shot suspects. But knowing this, Chief Schultz oddly asserted it wasn’t what the officers did that led to their termination, it was what they didn’t do: search the subject. “The last thing they should do is turn their backs on the suspect,” Chief Schultz boasted to the Jeff Proctor of the Journal. We wonder if Chief Schultz watched the same video as everybody else? Prior to Mr. Woolever even getting his handcuffs out and on Blume, Doyle immediately stops his use of force. This cessation of force shows Mr. Doyle was in complete control and had a focused effort to do one thing: Assist Mr. Woolever in getting Blume in custody. Mr. Woolever then bolts from Blume and bends over in distress. At this point Mr. Doyle goes to check on his partner who appears winded from the experience of fighting with Blume. Mr. Doyle continues to check on his partner and then pats him on the back which somehow gets grotesquely twisted and promoted as a “belly-bump.” Mr. Doyle then goes back to Blume.

Chief Schultz apparently forgot there is one occasion when you leave a suspect, and that is to render aid. In other words, that is to provide back up to your partner or a citizen in distress instead of remaining focused on a suspect. But the irony of all of this is that it was Mr. Doyle who obtained the video from the hotel’s surveillance system. It was Mr. Doyle who agreed to waive his constitutional rights in order to be transparent during the criminal investigation. Incidentally, it wasn’t APD’s Violent Crimes Unit that did the investigation, it was Sgt. Ryan Buckner from APD’s Intelligence Unit who had promoted the apprehension and violent nature of Blume in the first place.

However, as much as Chief Schultz wants to omit and forget things that reveal his role and his awareness of this and all of the other controversial events facing APD, one cannot dispute this fact. Chief Schultz knew about how badly Sgt. Buckner wanted to catch Blume, he knew Blume’s history, and in fact he congratulated Mr. Doyle and Mr. Woolever’s efforts as the memo below reveals.

How does Chief Schultz transgress from telling the officers, "Great Work" to "You're Fired!" Is Shultz acting "two-faced" or is this a political act?

Mr. Doyle’s labor hearing commences August 1 at the city’s administration hearing office (the old SID building on Randolph SE). Any and all officers are encouraged to attend this public hearing in support of two officers who did the right thing when it needed to be done.

Those two officers are the ones that caught those other two murder suspects who shot and killed that teenager in the Southeast before the holidays that year. They caught that guy within hours of the shooting. They also caught David Banda who was robbing everyone in the Valley Area Command with a knife shortly after they caught Blume. I believe one of those officers is the one who caught that guy who stabbed two people on the Kirtland Airforce Base, and took him into custody while he was still armed with a knife after he drove his car through the front gates of the base. All those violent felons brought in without incident and that is the reward those guys got.
Schultz is a disgrace. Everyone involved in the travesty carried out on those two officers is a disgrace too. The city is going to lose it's shirt on this one.

From now on APD cops will be issued pillow sacks filled with fluffy chicken feathers to use as a less than lethal weapon in the war against crime. APD top officials say that firearms, batons, oc spray, handcuffs and physical force is too harsh & offensive to criminals and the news media.

Gil Gallegos is a good man, he was a real cop. Gil stood by APD 34's as he held post wit the FOP. Gil spoke out on behalf of APD 34's where the APOA and APD's administration failed. Gil fought for the rights of 34's and for fair pay and incentives. That being said, RJ will NEVER appoint Gil to COP. Instead, look at the newly appointed commanders to be called up to COP as the current DCOP's are tainted beyond repair. Banks and Feist are WORTHLESS LIARS... and, Warfield will be stimied by his civil rights case. Now we are left with a 5th Floor cocktail of Medina, Rowe, Christman, and (OMG) Camacho. How scary is that?!?!?!

The "Chat with the Chief" segment is a platform of which schultz, if he gave a crap, could easily convey supportive information and discussion as to SOP's, policies, procedures, laws, and criminal behaviors of suspects that would prompt an officer's response. But instead of standing for the men and women that he is charged to lead, he allows them to fall at the feet of uninformemed ignorance and politics. And, his stand-by of plausible deniability ("I know knothing") can only work for so long. At some point schultz will be held accountable to the training and expectations that he has of his officers. I guess it's a good thing that these guys didn't shoot this "fleeing violent felon", right. schultz would have had them criminally prosecuted from the get-go for sure.

Don't be too quick to love Gil Gallegos. He made APD look great, up until the time he messed around in the Evidence Room. One mistake like that and your entire career is tarnished. For everything good Gil did, he let the department go to crap when he was chief and being fired will always be a blemish on his record. I think he thought he was too big to fail, or get caught.

Sorry to burst your bubble but there are cops on this department who have arrested a lot of homicide offenders, more than you can one two hands. This includes arresting them without any ci and doing good ol police work; which I know is no longer a practice within apd. The department doesn't care about you're past all they judge is what is immediate and in front of them.

No common sense and no work ethic whatsoever. The only thing that she has going for her is a multi-minority status. And Medina, wow! He is a spin doctor in his own right. Polictics won him over long, long ago. As for current 5th floor occupants. Banks is a LAZY LYING COMPANY MAN, period! Feist is even a bigger LYER and COMPANY MAN, period. The shame here is that two officers here did their jobs, arrested a violent felon that had previously threatened a detective, and escaped police during various other pursuits, and protected an entire hotel from the wrath of this felon who by the way was staying in that hotel and trying to get back to his room, and they are fired. God knows how much grief, possible injuries or death was avoided by the heroic dedicated and determined actions of these men.

Instead, high ranking members of APD gather together with the help of a few of their order takers, and devise a story of what happened on a videotape that is grainy and of such a poor quality that it is almost worthless, and with no sound. These people in a position of power on a police department put elements of a situation into their story in order to frame officers, and accuse them of outlandish nonsense so that they could create an event that would take all the attention away from their corrupt selves and paint themselves the caretakers and do gooders of the APD who are cleaning things up, when they were and still are the corrupt problem. Their cleverly detailed plan backfired in their faces when Schultz covered up the fact that Blume was a suspect in a very high profiled murder case in a SE hotel where a woman was shot in the back of her head, he was wanted for armed robbery, agg batt with a deadly weapon, false imprisonment and aggravated burglary or home invasion and then this information started to trickle out. It was obvious that something was dirty. Then one of these slanderous political appointees fabricates a story about a belly bump. Now that is disgusting. One of those officers could have been killed. That felon had a loaded semiautomatic handgun in an inside the waistband holster in his posession that night. The one officer obviously looks distressed and over the radio could not even be understood when he tried to transmit. It was obvious to anyone watching that video that the one officer went to check on his friend. There is nothing wrong with that. Did anyone mention that there was another person in the truck with that wanted felon that night with a gun. Again, those officers are lucky that they were not shot or killed. The person who interjected that those officers celebrated is despicable, and it's obvious they have never been in a situation these officers were in that night or feared harm or death coming to their partner. It is evident that that was another blatant ploy just as the concealing of this felons wants and actions was to make a justified situation look bad in the media and public.

All in all, Schultz and his round table used these officers to fool people into thinking that they were doing something about the perceived issues plaguing APD that they themselves (Schultz and gang) are the source of. Ironic isn't it?

All of this when these guys were cleared by their commander who stood up and did what was right calling out these liars.

Like another poster said, thank God those officers used restraint, and didn's shoot. Others have been shot for far less. The only difference being that there was no video with which those with their necks in the gallows could use to release themselves.

When the rest of what the investigators did involving the one sided investigation surrounding that event, along with those directing their actions comes to light, and it's connections with others peripherally involved, don't be suprised if there are actions brought against those individuals criminally.

Way to abuse your officers.

That is a shame. Are you in agreement with the department doing that? Also, did those guys who have caught all those murderers do it during an in progress action? Did they do it without a team of officers? Did they catch them in a violent act? I was just wondering, because counting on more than two hands means that one guy caught more than ten murderers, and considering the homicide rate in Albuquerque, that means one officer caught all the homicide suspects in the last few years. WOW! Who is this superman? Hate to smash your balloon, but criminals are caught through CIs, intelligence, and teamwork. No there is not one officer who is the man. If there is I haven't seen him yet. There are alot of good officers though. The sad thing is just your philosophy regarding the fate of others. The "oh well, it wasn't me" theory and the "oh that's just the way it is" theory. Well, that is the problem, No one has the balls to stand up and make a change.

Last Fall, Thomas Perez from DOJ's Civil Rights Division came out here, met with families of folks shot by APD, said hello to Schultz, and bye to Berry, a quick speech, then he left. That was it. And guess what, that is it. That's all that DOJ is gonna do. APd is too fucked up for them to deal with. There's bigger and easier fish for them to clean. Why waste the energy here when they got Schultz to violate cop's civil rights as he sees fit.

APD's illustrious union president Joey Sigala is gonna go back on duty despite being involved in at least two violent felony level DV incidents AND is a suspect of embezzling tens of thousands of dollars of APOA money. Schultz seems to disappear at will whenever the heat comes on leaving his minions to take the hit...with Banks and Feist only to stupid to realize they're lying or being held in contempt and ridicule...promotions of a bunch of commanders are based on skin color and gender before merit...APD is swimming in a sea of lawsuits and huge cases grow cold because nobody really is interested in working them from the West Mesa serial murder to Mary Han's murder....and we're actually at the point where APD supports the shooting of unarmed unknown subjects attempting to flee but will push for the prosecution of two cops who arrest a Nazi wanted for endless felonies and possible murder.

If Perez sends in the DOJ to issue a consent decree and P and P review of APD I'll be surprised...the fact is, the place is too fucked up, and as of late, it seems all but a few really don't care....how long have we gone without a contract? What's the point of the APOA now?

All of APD needs to be audited. The city audit exposed the mismanagement of the retention program. I am here to tell you that there is mismanagement and corruption at all levels of APD. We need an independent audit of the entire department to expose it. The city council can order this audit, will they?

The Eye really needs to do an article on the relationship Kathy Levy has with Ray Schultz and the lengths she goes to protect him. She's been given an office on the 5th floor as well as a parking space at main station. She is never in her office at City hall and she acts like a "police groupie". There is so much to be written about Levy and how she rolls over to settle cases instead of defending them.

Pay very close attention here. This is a repeat of the early 90's, the 66th class to be exact, where another captain/commander had influence over a family member being accepted and ushered though to graduation. Former captain leslie martinez (academy captain by the way) made sure that her not so qualified daughter, michael martinez, was given "special" treatment through recruiting and the (then) para-military training and curriculum. As it turns out, michael was able to complete an entire LE career because she was allowed to graduate against the advice of former academy staff. Upon graduation she never really did function as a 34 as she hid in every nook and cranny that APD would provide. PATHETIC... Now, are the real men and women of APD going to stand idle and allow for another act of nepotism by APD's top brass. This is a very serious career choice that we all have made, yet it is APD itself who makes the unethical choices and routinely promotes unsafe practices to cater to those other than US. This is our 82 we are taking about...

Levy is going to take a legal beating for what she is involved in with those two officers. Hiding evidence is a no no. But she is the queen of legal game playing omissions, mirages, word games, and outright hiding the truth. If she ever rolled over she should walk away from the turd they created. Fighting something for the reason that your clients have stepped in it too deep, and are facing legal demise over it, instead of admitting wrongdoing, is corrupt. It is especially embarrassing for her when her own colleagues state that alleged illegal behavior should be indemnified while throwing officers under the bus for doing their jobs. What a contradiction. Does one hand know what the other hand is doing in the city attorney's office? Disparity, lies and contradiction. Settlement is going to be the city atorney's middle name after the next few months.

Is it no coincidence that feist, buckner, west, and a few others are in sensitive assignments, where integrity is in high question concerning investigations where it seems quite obvious that tasks were undertaken for the purposes of supporting their handlers, fathers supervisors and so called leaders? What other place would you have your people than in a place where they can do your dirty work and influence the outcomes of situations in your favor at your direction. Now that secret phone numbers are known, key dates where investigations were conducted, along with interviews will be linked to individuals who should have had no contact with the investigator in the listed matter proving illegalities and tampering and wrongful influence. Proceedural inconsistencies will show their motives. Evidence will prove their culpability.

If you have a problem with people's annual salary, have them do an audit in payroll. That place is a mess. Has been for years.

Justice always has a way of working itself out. It's starting with the city attorney. She's already under water in her multiple messes and attempts to mop up the messes she and her buddy Schultz have made. The creature from the black lagoon is under fire from so many directions she doesn't have enough king's horses and king's men to put things back together again. Sit back and watch the show. They are all on their way to a total collapse and meltdown. Funny thing is, nobody has to lift a finger to make it happen. They all did it to themselves. It's all over.
