Average Cop Speaks Out

Below is a letter sent to the Eye.  For anyone who cares about this community and/or the Albuquerque Police Department, this letter is painful to read.  The letter appears to be from the prospective of a regular "Joe" or "Jane" cop...Folks we all see the dangers of having an inept chief.  Is everyone including our Mayor going to sit and do nothing until Schultz kills the entire community of Albuquerque with his incompetence?

 Remember; the Paseo Del Norte re-build would not be an issue if the City still had the Thirty MILLION dollars Schultz has cost us all in liability (this is just one issue)...

When I was a rookie 34 in the early 2000's every TO I had told me to always make copies of my reports, copy my evidence tags, and if possible copy my evidence before I submitted anything. When I asked why to each of these veteran and wise cops who have since retired or transferred and who have forgotten more than I will ever know, they told me that frequently the department will lose things and when things are lost it will fall on the officer to prove he turned it in. I was told if you didn't have a copy you were SOL. And that the department would break it off in you. Over the years I have heard many stories about how tapes, audio, evidence, and reports have disappeared for important events. We all know how somewhere out there there is a tape of a 10-15 at Mayor Marty's house. And that there are photos somewhere of Margaret Chavez De Aragon (or whatever her name is) showing injuries of having been beating up. Of course these items have never seen the light of day and are probably buried deeper than the Arc from Indiana Jones.

Now over the last few months I've seen that all my fears are coming true about hidden evidence and missing reports. we have bullets and casings "accidentally" being released to officers falsely accused of murder, we have video of 34s acting stupid that Schultz does everything he can to keep hidden, evidence in the warehouse gets contaminated and destroyed by neglect and last weekend we have Schultz and Banks, our Segway Soldiers, "forgetting" to turn on their cameras. Or did they? Now we have officer Grover's report showing up. Of course the department will say it didn't exist or was mistakenly filed. But I'm pretty sure I know what Lieutenant officer Grover spoke with, and while he is no longer with us, I can say that if that is what he thought happened with Mary Han, than I would take that to my grave. That Lieutenant was one of the best cops in APD. He was as solid as Corvino and Guillmette. And anybody who worked with, for, or around him know this is true. May he rest in peace.

When I took this oath to wear the badge I still wear, it meant something more than APD and more than the city of Albuquerque. It was to God, Country, and the Constitution.
If anybody knows/knew Grover, you know that he fought (and from what I hear continues to fight) for cops in trouble and being unfairly treated by IA or their supervisors. And I know he rep'd several sergeants also. I also know that officer Grover is far from perfect, but to be a cop, nobody is. APD is in shambles and with so many experienced people leaving as soon as they can it is not going to get better. This soft style academic academy they are doing is going to get cops hurt and cause more shootings because the cops coming out of this academy will not know how to deal with stress. They will panic and when people panic they go to the biggest stick they have....their gun.

Good for Sgt. Grover for standing up and doing the right thing. Good for CH13 for showing the report and bringing this issue to light. A.P.D says it is unclear if the report by Grover concerning Mary Han's death was ever turned in. Well here is a clue for you A.P.D. as shown on CH 13 the report is time stamped proving it was turned in ! So was the death of Mary Han murder ? Iurge everyone to read Joe Monahans Blog. Like Mary Han or not she is entitled to justice and a real investigation into her death . As Joe Monahan states this will not go away ! In the near future you will all see what A.P.D. top brass did at the scene of her death. I am sure you will all be discusted. Mayor Berry you own this !

It's funny, how many times have I been asked to rewrite a supp for call-out because it got lost. Think of all the supps that disappear whenever there is an Officer Involved Shooting...

Ooops, did I just say that? Yep, whenever there's an officer involved shooting we don't do CopperFire reports because then they become public reports instantly.... HARD COPIES!!!

Got to make sure our ducks are in a row. Or story is straight. Or...well oops, my bad.

Interesting open letter but it does not give that much insight to what everybody already knows is going on. The officer brings up the report involving Mayor Chavez and his wife which occurred under Chavez's first term when Polsar was Chief, which is over 15 years ago! Why even mention it. Schultz has been Chief the last 7 years and in the last 3 years he has completly destroyed the Department with Berry as Mayor.

You just nailed it. It is customary, and has been customary forever, that all supps from a police involved shooting are handwritten. No exceptions, and due ASAP after a shooting. This is done so that the copperfire reports are not in the system and subject to public record request. They can sit on them until THEY want them ot be accessable or until they are all on the same page. No pun intended. It is a quality control issue to make sure everything jives. How's that for transparency? If that isn't latent hiding things, even if only temporary, I don't know what is. And they have been doing it that way forever. If everything is on the up and up, why hold back? Let the chips fall where they may. Submit the reports. Makes you think, just what happens if one of those supps is out of line with the rest? Does it get sent to the circle file? Mistakenly misplaced? Damaged beyond comprehension?

The mere practice of this is laced with dishonesty, though the 5th floor will explain this as being some phoney baloney way of being more efficient by the detectives having everything in their hands before leaving the scene. That is a load of nonsense. What better way to have something more accessable than to log onto a central network where the reports are sent and stored and then pulling them up from the comfort of your office? It doesn't matter anyway. They will just make another excuse up when asked about it. And if that excuse doesn't work, they will make up another one based on what they think you know and will ask them. They think they are chameleons, but they are nothing but snakes. When you really catch them they will just run, hide, and try to ignore you.
The things cowards do.

All of this is set in stone. Every shooting has the supps handwritten since copperfire has been started. They can't deny that. THAT is a patern that is only done for shootings. EVERY SINGLE ONE AND EVERY SUPP, ALL THE TIME. Explain that away.

To 732, it does actually because most of the cops in Apd were hired since 2000. Think about that for a minute. This shit of hiding reports or, excuse me "losing them" wink wink nod nod, has gone on for years. How about making up reports?! Dumbass rookies are just figuring this out....

That 49 regarding OIS's is accurate. I bet DOJ didn't figure that out yet. Oops. And how bout this bombshell....34 LK named in another 1983 claim for the butter knife shooting. You wanna throw records Ina tailspin? IPRA all those 42s and see what you get. And oh yeah Gonterman, we know you were on scene even though you keyed up and said you were not 56. And BM, it was great of you to be on scene, but next time make sure your holster has a gun in it!!!

@712....crapperfire was dropping reports. And it was rushed in without any field testing before it went 10-8. But how on earth do you make the connection between those valid concerns and the fact that OIS reports are deliberately kept off-line???

It is your fault that the system may not have worked, but all officers are ordered to handwrite OIS supplementals. Don't pull that damage control bullshit now. Talk about short memories. I don't think anyone claimed the system is a success, but it is a known fact that those reports are ordered to be handwritten at the scene, and anyone who claims they were ever told otherwise, or taught diferent is a liar. Just whay is this taught in the academy? Watch how fast this practice stops now! What will be your excuse for the drastic change in statistics on how many OIS reports will now be done on Copperfire after this exposure if you think nothing was wrong with it? If nothing is wrong with it, why will it now stop because you got caught? Why hand write them, when cars have printers in them? It's because they purposefully don't want them in the system. They want to go over all of them for their reasons. The evidence is there. Every single last one of then are written. Let the 5th floor explain why. Yea, a minute amount of other types of explainable reports get handwritten because of equipment failure, system failure or not having a KDT. That is explainable by the stats, but it is not explainable when every report concerning every officer on a shooting scene is written by hand. There are orders out there stating that copperfire WILL be used for all reports, yet officers on the scene of OIS's are ordered to write theirs by hand. The burden of explaination lies with you, if you feel the need to defend this. I see it as an integrity issue. Maybe you don't. But maybe you lack integrity also. We'll see who has a short memory.

This administration, and anyone covering for them or making excuses for their mess are going to be exposed. Either exposed or you can run away. Your choice.

Like someone said here a waile ago, You can't screw this many people, and expect to get away with it. It looks like everyone is fed up. People on the inside, people on the way out, and people on the outside.

When these people get caught, they just sling all kinds of nonsensical bullshit all around the place to try and get out from underneath of it. The excuses I have heard from these people defies all normal thinking. The key word being "normal". You see, they are not. They are deviants, and they don't give a living shit about anything or anyone but themselves. What idiot thinks they can hold a public position and have their actions not be seen. This is the insult they cast upon the citizens of Albuquerque, and their employees. They insult their intelligence with everything they do.

True observation about cops being misstrained now. We are do for one and I swear having Schultz preside over a memorial service is about as disgusting as anything can get. Remember how Schultz screwed the kids names at the last service? Remember how Schultz had no personal knowledge and merely reflected on an employee file. That's the chief liar for you. If you read the criminal complaint, the officer who wrote it stated that HE broke out the window. Which is it? The rag journal made the mall cop out to be the window smashing princess. This place is like a house of mirrors and nothing is done about it. Lets see who perjurs themselves next and avoids prosecution next. I also heard that there are two other civilians who recorded the whole thing and it differs a whole hell of alot from the saving private ryan version told by Waly Disney Gibbs.

The case will not go to trial the guy will plea at the insistance of the arresting officer or the case will be dropped due to someone not showing up for a pretrial or a hearing. Or of course that wonderful 6 month rule... Just wait.... The entire thing was a joke and will remain one.
