The Proof is in the Pudding

For those that don't know, every Tuesday, APD's Chief Schultz holds a weekly staff meeting with all of his commanders, lieutenants, many sergeants, and senior civilian department personnel like Karen Salazar and Bill Slauson. Occasionally there are guest attendees like Nate Korn, proprietor of Kaufman's West, or others as well at this "Chief's Staff" meeting. This meeting has a set agenda which includes weekly reviews of significant events, unfolding challenges, new issues, and of course there is a weekly review of personnel. As anybody who works, or has worked with, Schultz knows that he is a stickler for certain details. Nobody can say that Chief Schultz does not involve himself in all matters of APD. From the MDT on his desk (which is more commonly found in an officer's patrol car) to the constant spread sheets with data, APD's Chief Schultz has a vast array of sensitive department data at his finger tips.

In addressing personnel concerns there is a weekly memo drawn up that identifies how many sworn officers in total there are on given week. Then there line items that address how many officers are on extended leave, are on injury duty, are on administrative leave. Directors of the the police academy also provide an update as to how many cadets are still in basic training, how many applicants have applied for the next class, how many applicants are having their background investigation being done, and how many conditional offers of employment have been extended for prospects to enter the next academy.

The point is, at any given week, Chief Schultz knows exactly how many officers are employed in APD, how many are leaving, and how many are coming in. Likewise, Chief Schultz knows exactly how many incidents of force there are pending bubble sheet review by his Operations Review lieutenant--this includes shootings.

Over the last week or so, our Eyes have been flooding us with internal memos and documents from recent and past "Chief's Staff" meetings. And what we have learned is alarming at least and shockingly frustrating at worst. Documents show us that when Mayor-elect Berry started his transition shortly after his election, Mayor Chavez's former Public Safety Director Pete Dinelli provided Mayor-elect Berry with a transition report. This report details that on October 13, 2009, APD had a total of 1,094 sworn officers. Then in a memo provided to us from the August 24, 2010 Chief's Staff meeting, the total sworn count of officers had dropped slightly to 1084. Now the latest personnel memo provided to us from the September 4, 2012 meeting shows us that 997 sworn officers. Our Eyes tell us that over one hundred additional officers will be retiring before next year's officer bid in late March/early April. In addition to these officers will be many high ranking officers including virtually the entire command staff will be leaving out the back door for greener pastures we are told.

While all of this manpower is fleeing APD like the sinking ship that it is, the department is not attracting many new candidates. As evidenced by this past Friday's graduation where not even a dozen new officers now go on to OJT training with Field Training Officers, the freshly minted officers are not being instructed under accepted standards of basic police instruction. Instead of an environment where the new officers will be trained to operate together as a unit and to experience stress so that they can cope with the experience out on the street, they are being handled like "students." While the APD Academy must follow the state's DPS curriculum in order to gain certification by the state, the delivery of that curriculum is at the discretion of the agency. Unlike NMSP or BCSO, or even docile DPS, APD's new approach is to create a learning environment absent of stress and structure. No longer do you here "Yes Sir" or "Sergeant" or "Lieutenant," but you hear "excuse me" and supervisors called by their first names! No longer is there "stress days" to help build cohesion or even D & C at lunch to identify weaker cadets. The current model is more akin to the FBI academy model where college graduates are turned into investigators who, when they need help, call upon the local police for the hands on work.

We at the Eye are not surprised about this at all. We've been addressing this concern since last March when we charted out that this year's patrol officer bid was a shocking step back from prior years. As any officer knows, the number of patrol officers at the start of the bid only dwindles as the months go on. As our intrepid friends at the city's paper noted as an after thought in a recent editorial, there is a manpower crisis looming upon APD. Well this manpower crisis is not looming--it's here. With less than 1000 officers currently employed, over a 100 leaving in the next few months, and upwards of two dozen command staff officers leaving as well, APD will be functioning with less than 900 officers very soon.

The city has grown, the department's budget has spiraled out of control (and not because of labor Mr. Perry), citizen confidence in the department is as bad as its ever been, and personnel staffing has fallen off of a cliff. Yet Chief Schultz stands there saying all is well and his assistant Mayor Berry boasts about APD's accomplishments. Albuquerque's city leaders have either failed to anticipate this challenge or they have been chronically indifferent about it. We think its a bit of both. Of course this will not be addressed by the local paper because that would mean criticizing their own. While we're sure Mayor Berry will "unremember" this as he likes to say. Our response is, we'll see.

Mr. Berry and soon to be Mr. Schultz, the proof is in the pudding and this recipe is losing its primary ingredient: sworn officers. To the rank and file, we say thank you! To Mayor Berry and Chief Schultz, the writing is on the wall.

I agree with much of what you say here...the military is on the same track by the way, with regard to basic training.

I do question your insinuation that the chief shouldn't have an MDT on his desk. That sounds like some stupid union craft argument or something. He better damn well have one...he should run some calls every month too (just hope he won't need 82).

Yea, the proof is that a puddin head like the one we have now, can't lead water to it's lowest point! Where is the media on this?
With a fair estimate of 100 officers leaving and 60% of the command staff out the door with their stolen pensions, you could estimate with the matriculation of those to fill the missing do nothing command spots, there will most likely be 700 to 800 officers. That is not officers in the field. You will most likely see 300 officers bidding next year if APD is lucky. That's 300 officers for three shifts in six area commands! You do the numbers. That doesn't account for all the officers detailed out, on military leave, admin leave, out hurt, on fmla, vacation and sick and days off. That's 50 officers per area command in a perfect world. Divide those by three shifts and you have 16 officers per shift assigned. That's maybe 8 officers on the street per shift considering the above conditions, and that's being optimistic. The amount of officers tied up in court on daywork wasn't even factored into that! So that's maybe 30 to 48 officers per shift with some area commands at zero car on days where everyone is in court. Wow, yea, it's looking real good, Gotham! Ray is a liar and a spin doctor. That is all. HE says anything that sounds good for the minute. APD has already crashed, it's just time to see just how much it will burn now! Thanks to a bunch of lying cowards. But thank God he's so secure in his manliness that he dosen't mind liiking like a mallcop. He is a mallcop.

The polygraph unit is a joke that ends the process for many good applicants a guess by Mark "I am burned out" Johnson. So many good applicants have been washed by Mark saying "you are manipulating the test". That's it. No other information, no investigation nothing. We need to drop polygraph and place those two lazy people back in the field. Rumor is Johnson was caught shopping on duty at a Wal Mart, in his department vehicle, a few months ago at 1 pm on a Thursday afternoon. He believed this to be OK as he can't be defined as a Monday through Friday 8 to 5 worker. What a joke. But did Ray do anything to him, NOOOOOOOOOOOOOO. Because Mark is his buddy and he will do his bidding at Polygraph.

Do away with Polygraph and put those two people back in FSB.

Today in the news today due to the vast number of officers leaving the Detroit Police Department, they asking to please not visit the city and if you do, visit at your own risk. Due to low wages for officers (low wages for officers in the second worst crime infested city in the nation!), their Chief quitting in disgrace, low morale and lack of adequate training has resulted in officers leaving in droves and finding work elsewhere. This senerio looks a little familiar Could this be Albuquerque's future fate???

It seems that their DPOA has a few things that our union doesn't. A set of balls between their legs and the ability to use them to get their point across. The sense of right and wrong. The guts to stand up for their officers. No ball washing chief's cabin boys (Fat Boy).

The above story was just covered on KOB. We don't hear much about Alamagordo, yet this kind of study was done there. APD has been headline news with the escapades of Chief Schultz and his deputies, yet it is ignored. The biggest city in the state and they do a study like this in Alamagordo.

Just how many "trips" has Ray and his command staff taken this year? He seems to be gone more than he is here. This is a blessing, but it is also a waste of taxpayer money. APD has problems and leaders should stay in town and lead. Not go out of town with all their buddies on the taxpayers dime. The city council needs to stop all out of town trips for Ray and friends for the next 12 months. All he is doing is using these trips to go to job interviews. This is how messed up this department is. Valley Area Command gives the Officer of the Year Award to a Sgt. SERIOUSLY. They couldn't find a single P1/c who had better stats than a Sgt?

In case the Chain doesn't know, a Sgt and P1/c are not the same. You will never get the work you did outta your people. We battle downtown drunks Thursday thru Saturday and we don't see the Sgt of the year down there.

In police work, many don't choose to be cops. They want to wear makeup, costumes, and fantacize about being some CSI television cop while wearing their badges on their belts exposed with their 2 spare magazines and their cool 1911 because all the tactical cool motherfuckers who don't know jack shit have one. That's right folks, we have cops who think that shiny trinkets make them cops. That's why they can't make a decision on the street when it needs to be done. Nothing like making yourself the first target to be shot in the back when a bad guy picks you because you want to be cool and impress everyone with your undercover cool guy copness. The point of being in plain clothes is to be inconspicuous. Nobody wants to be inconspicuous. That is the problem here. APD is full of individual jackasses who want to make a name for themselves on the backs of everyone else. This phoney baloney bullshit is the basis for alot of crap around here. We have PIO's with absolutely no experience, who every day thought that court was a fucking fashion show. Go be a peacock at the fucking biopark if you want to do that shit. Nobody cares. What do they know about being a cop? The only things they are saying, is what they are told to say. Does that feel good being someone's puppet, knowing that the reward that you will attribute as an accomplishment came from letting someone put something in your mouth? Funny, isn't it? When you get something you don't deserve, it is always the result of letting someone put something in one of your orfaces whether figuratively or literally. We have other ones who are known back stabbing shit talkers, you wouldn't trust with taking out your trash. We have people running inside the first chance they get. We have people licking the boots of the occupiers of top positions on the police department when they aren't even qualified to shine boots themselves. Where are the cops? They are gone. When you don't have the balls to speak out against the nerds who were failures as officers on the street, and now take their feelings of inadequacy and impotence out on those they took test to oppress, it's over. What is failing to be realized is that when you strip these pussies of their stars and gold trimmed pussywear, they are more feeble than the weakest uneducated moron hanging on a street corner. Take it all away, and they are absolutely nothing. A negative number in the graphing equation. A fucking zero. They are nothing but a puddle of piss. In the end, all you have is your reputation and what you were. This is where APD has failed. Some of these people are the biggest groups of armed highschoolers there are. There is no excuse for pulling your pants down in stairwells, evidence lockers, in offices and in patrol cars with your scum bag training officer, a commander or anyone else for that matter. A blind eye is turned to all of this. No, actually it is all rewarded. The perpetrators of all of this disgusting behavior are rewarded with plush assignments and promotions. One of the motherfuckers is in internal affairs. What we have here folks is a vicious circle of enabling behavior. This micricosm of a department, with limited life experience, and a culture much like a fucking fraternity led by fools is the issue. The slate needs to be wiped clean from commanders on up, in order to end this nonsense because those wharped individuals standing next in line thinking they deserve the spots that are coming up are just as bad, if not worse.

The quiet isn't going to save you.

The problem is systemic. You cannot pin it down to any one person or any group of people. The whole thing needs to be scrubbed down with bleach and exposed to sunlight for complete disinfection. Anything less is just asking for a chimera affect. You like to blame one group and then you blame another group and then you blame one person but you don't identify the problem. Please tell me you are joking? I sit and read this and only wonder what will happen in the form of liability for APD. I can picture two scenarios playing out here. #1) New recruit gets out on the streets and confronts an angry citizen. Citizen tells the APD, now rookie, to go to hell. APD officer gets in his car and leaves the scene leaving the citizen to feel impowered to raise his level of violence and hurts someone. #2) APD, now rookie, arrives on scene and angry citizen tells him to go to hell, rookie feels a sudden surge of rage come over him/her and beats the crap out of someone because they weren't taught how to control their emotions when being yelled at. Thank goodness APD will have some veterans who have been on long enough to smack the rookie up side the head. Thank goodness I will be gone from this state when those veterans start to retire and the full effect of choices like this won't hit for some years to come.
Hang in there Officers of the APD, I recognize that your Chief is a temporary employee and that the lower rank and file are the true APD.

The scum that are running APD (into the ground) are setting in motion a death sentence for the city of Albuquerque with their attempt to cover the shit they have been doing by throwing the blame on training, and pissing in the academy training. This city is the largest in the state, and this is a boarder state. When these half assed sissies graduate with absolutely no survival skills and run into cartel (yes they are here) it is all over. Schultz sold out the safety of this entire city with his bullshit academy of peace and love, in order to hide from the DOJ coming in and finding out about all of the corrupt bullshit he's been up to since his dirty ass has been here.

The next chief needs to come in, fire the academy head, place an experienced street cop in there,(not some asshat with 5 years in the foothills and a couple caliber press seminars under their belt) hold integrity as a priority, and move forward. This chief is a failure and his failures fan out like the ripples in a pond effecting everyone, even when his worthless ass is long gone, in another state, collecting his pension that he surely didn't earn. What a disgrace.

One only has to ask to know just how fake they all are: Why all the changes now? This lying chief has bragged since taking office that APD has had the best training in the nation. NOW, there is a problem. Give us all a break chief moron. Resign like half a man, walk away, and let someone competent try to salvage what you have destroyed and defiled. You arrogant punk.
