Schultz Defends his Incompetence by Blaming Others

“Property crime is up, the Department of Justice is here, APD is below 1,000 officers, there are only seven cadets in the current academy class, 911 response times are up, APD has lost over $30,000,000 of taxpayer dollars and counting in (police misconduct) lawsuits (since 2002,) and (a police union) survey says the officers don’t have faith in Chief Schultz” –Retired APD Sergeant Dan Klein

There is a great benefit to spending time with others in the law enforcement community and attending conferences, but what did we really get for it? Was Chief Schultz out padding his résumé? Or was he bringing tangible benefits back to the city and the department?”—Retired APD Lieutenant Steve Tate

I’ve been chief for 8 years but that’s no problem.” “We are under investigation because of the force encounters in 2010. That’s it.”—(current) APD Chief Ray Schultz. Schultz then dismissed Klein’s criticisms, saying he had no direct knowledge of what it takes to be a police chief [and] that Tate was a “mid-manager” who has been gone from APD for several years and said he wasn’t qualified to assess the work of a police chief.
 
In Monday’s paper, Chief Schultz was confronted with his extensive travel and vacation time over the last couple years. In addition to the data in the report, in at least 16 trips covering over 51 days of travel, Schultz went hobnobbing with others to conferences and conventions. In his interview with the Journal’s Jeff Proctor, Schultz got very animated in his discussion regarding officer body cams, vendor discussions, and technology. For those that have interacted with Schultz, we all know how he gets very excited in talking about how technology will solve this or that. Except that we know ideas are worthless when they are not implemented or are implemented by people that have no skills involving law enforcement (for instance self-anointed “smart police” commander TJ Wilham).


But what is truly stunning, is Schultz’s continued denial of accepting any external criticism. As the above quotes indicate honest concerns relevant to APD current state of affairs, Schultz is more interested in discrediting his very critics. Yet despite all of Schultz’s endless posturing about how he’s implemented 95% of these ideas, or unique approaches, DOJ is very much here investigation a department that is in crisis. About 12 officers have graduated from APD’s new training “university” and there are less than 10 in the current academy. The date for the next academy is unknown. But while new recruits trickle in, officers retire as soon as possible and outpace new hires. A whole class of officers have now been determined to have been targets of discrimination. Crime is up. Costs are up. Lawsuit costs are up. Now we have a fatal accident involving a sergeant over the weekend that already smell bad given BCSO’s PIO putting their thumb on the scale comments about why the sergeant may have been running code (really so a person was killed while he was ATL’ng for a drunk driver…really?). Now even one of Schultz’s protected sergeants is in trouble with a domestic violence related arrest in Sandoval County.

Funny how no other department in the state, or region, seems to have so many daily problems. But Schultz will be pointing the finger at somebody else. But there’s one thing Schultz can’t deny, he knows how to use his time to his own benefit. In 2012, there were 240 working days. However of all those days, Schultz was on “work” out of town for 31 days and took 29 days of vacation. So out of 240 days of work, he spent 180 days, or 75% here in Albuquerque. So 1 out of every 4 days, he was somewhere else….And we all know that while Schultz boasts about working around the clock, there is a rotation of duty chiefs. So even Schultz gets to be off and out much more frequently than he states. And it seems he has a favorite companion….and a future trip already planned……..a revisit from last year’s show it seems:

And lastly, Lieutenant (Ret.) Steve Tate responded to Schultz's comments with his usual accuracy:
I would like to point out that this "critic&qu­ot; is concerned with the value of the trips and conferences during a time when APD is involved in turmoil. What do we have to show that improved based on these trips and conferences? They may have been a benefit to the city, but what was the return on that investment? This is a valid and deserved question since tax payer money was used . It is a true embarrassment to the entire police department and community that the DOJ is even in town looking into APD. Do the DOJ investigators happen to be qualified to assess the "work of a police chief" since they most likely were never police chiefs themselves. What a ridiculous response by Schultz to valid criticism. I find it very telling that Schultz's response is to claim that his critics are not qualified to assess his work because they never held the position or have been gone for a few years. This shows how disconnected Schultz is. Who knows what his definition is of "work of a police chief". What does that mean anyway? I would rather focus on his performance as a leader. If we do this, then everyone in the APD, city and entire community is more than qualified to assess his performance. Let's ask if the department is in better shape during his tenure and see what the facts show. Let's ask about department morale......and about community relationships. A real leader would be very concerned with morale since it will ultimately impact how the department is viewed by the community. If you treat your department employees the right way, then you can expect them to treat the community the same way. Is it a coincidence that department morale is at an all time crisis level low and at the same time the DOJ has seen fit to come to Albuquerque? Successful organizational leaders understand this relationship with employee and customer (community) satisfaction and put in place initiatives to ensure they can impact this relationship in a positive and effective way. I find it interesting that Schultz has never proactively created an anonymous employees satisfaction survey to gain insight into department morale. The police union did their own survey and when the overwhelming numbers showed they had no faith in Schultz, what was his response? He attacked the critics just like he did in this case. A real leader would have been very concerned and taken steps to work on that relationship internally. A real leader would not blame everything and everyone else as Schultz had done for his almost 8 year tenure as chief. However, Schultz isn't an effective leader and that is what APD needs now....a leader running APD............­not someone just doing the "work of a police chief". Schultz should have stepped down years ago and when he didn't, Mayor Berry should have removed him. APD and the entire community has suffered because of Schultz's ineffective and plain lack of leadership. Don't take my word for it.....especial­ly since I've been gone for 6 years.....ask anyone currently with APD or that has recently left and see what they tell you.....you will be shocked.

The funny thing is that not only does he not but he attacks others. And that idiot Mayor let's him get away with it while looking more feeble and inept with each passing day.

This election will be between Heh and Dinelli. Period, nobody cares about Berry...total failure.

With a mayoral election fast approaching in ABQ, the political ride is a bit bumpier as some ripples are seen over the economy as well as the troubled leadership of the ABQ Police Department.

Will APD Chief Ray Schultz still be around come October when voters cast ballots and decide whether to re-elect Mayor Richard Berry?

The noose could tighten on Schultz as the Department of Justice investigation into the practices of APD picks up speed. This week Schultz, chief since 2005, is being questioned by the media about his out-of-state-travel expenses. It doesn't look like as if there were any abuses there, but one of the Senior Alligators poked through the report and came with this:

One of the more intriguing aspects of the Journal story detailing Chief Schultz's extensive national travel (while many would argue the police department he's charged with running was falling apart) was buried:

"On some of the trips, other city officials accompanied Schultz. Their names were redacted without explanation from the documents provided to the Journal."

Why did Schultz not release the names of his travelling companions?

At least two women who work for the Chief--Karen Fischer and Joanna Hammond--accompanied him to the International Association of Chief's of Police conference in San Diego, CA just a few months ago. The conference ran from September 29 - October 3, 2012 with Fischer and Hammond leaving the morning of September 27 and returning the evening of October 4. Everyone attending the San Diego trip received full city pay.

Why this information has to be dug out like it was a state secret speaks to the culture of APD. It's not just the numerous fatal police shootings that brought the US Justice Department here--it is the culture of a department that lurches from one misstep to another.

This story could be the business and media establishment finally signaling that it's time for Berry to throw in the towel on Schultz. The DOJ probe is a major black eye for the city and it is not good for business--especially when the city has the worst economy in generations and trying to bring business in here.

We see this long and deep travel story on Schultz as the first gentle push toward the door. If Ray doesn't take the hint, watch for shoving to begin in earnest.

Monahan again hits the nail on the head. Why is APD hiding a public record containing information of city employees going on city trips?

Two problems here. First APD and the City are famous for not being transparent. They fight every step of the way on providing public records. A judge needs to hold in contempt whoever it is at APD/City Hall who keeps stonewalling public records requests. Toss this person in jail for a day or so and I bet APD provides public records with no issues.

Second, why blank out the names of females going with Schultz on out of town trips? HMMMMMMMMMMMMMMM

I hope all those 57 units that dropped Ficke off this past weekend look real hard and deep at themselves. Like nobody knew this was gonna end up the way it did. And where was his 82 to help him keep this from falling apart. So much for the fuck'n brotherhood. I bet some of you fuck'n scumbags were quietly hoping things would fall apart for Ficke? THIS is the culture that the chief AssHat has created. We all walk around and look like "brothers" and talk a great game but in reality this department is staffed by low life snakes and vermin that will lie, cheat, and break laws to do whatever it takes to hold on to what he got or get what we want.

Fuck'n disgusting. Then the few that actually step up like Tate or Klein get bad mouthed by the biggest LIAR of all.

Everybody knows that the APOA is talking about raising our dues again. And in light of the fuck'n mess Joey and Olivas saddled us with, $350K is still not enough. Only in a place as fucked up as this do we sit around making situations worse than they already are. Weber and Willoughby, SCHULTZ punked you guys out in his interview, stand up and respond and tell him how full of shit he is! Have some fight in you.

Whats the MOST enlightening is that RET APD S. TATE and Shultzy used to be buddies. Ray must have really screwed up to have TATE confronting these issues. TATE always appeared to be a stand up guy while at the Academy. At least it was a real Acadmey under Candelaria, Leeper, and Tate back then.

As a retiree from APD I for one am truely sickened by what is going on with what used to be a GREAT agency.

The managemt is the worst I have seen in 25 years.

So essentially each man or woman must look at themselves in the face and ask WHY DO WE TOLERATE THIS... I do not work for APD, however I have worked closely with so many of you, and I speak both from experience and having been through the same non-sense within the ranks of SP. At the end of the day we must listen to these words "YOU DESERVE WHAT YOU TOLERATE"!!!!

Political puppets can never been changed because that is what they are "Puppets on a string", in these cases you have what is known as a "Puppet Master", you men and women in the trenches that don the uniform each day and strap your boots on, stand to do the best you can in spite of this type of "TYRANNY", and "CESSPOOL", of puppets that destroy rank and file from within. The last thing the BOOTS IN THE TRENCHES want to have to worry about is the office poges sticking them in the back. It is a scary thought that we each face day after day as we put our lives on the line. Is'nt it amazing that we will run into a gun fight, and take the chance to lose our lives leaving those we love behind to fend for themselves, but in cases like this its those FEW AND I MEAN FEW, that will stand and voice their concerns. While the rest stand in the shadows, whispering "YA THATS RIGHT YOU THEM".... Maybe if all who have the courage to don the uniform and go to that gun fight, would look deep within their soul, and realize it takes more couarge to stand up and VOICE the true concerns, and not allow it fall on those few. Then and only then can and will things change. Unions or Police associations are merely a tool, not the solution to the problem. What is the solution to the problem is ORGANIZATION, pulling the courageous boots on the ground in, and not asking for change BUT DEMANDING IT....What does it take to get the POLITICAL MENTAL MIDGETS, and PUPPETS to wake up and admit "HOUSTON WE HAVE A PROBLEM". It takes COURAGEOUS MEN AND WOMEN, to take the stand and make the necessary waves, to bring in the proper attention and light to the problem.

Why is that we will turn over every rock and work till we can go no more to find the key to puzzle to solve the crime, yet we allow the same "MENACE" to administrate our political offices and key positions within our departments.... As officers trying to solve a crime would we stand for being stone walled by requests for documents???? As officers who took and oath and given the job to investigate a crime, would we look the other way and say "ITS OK, OR NO ONE LISTENS TO US", while trying to solve that narcotics case or homicide. When the crook stonewalls us do we throw our hands in the air, and say "Damn lets go home and sleep because this crook stone walled us". NO!!! WE MOVE FOWARD AND KEEP MOVING TILL HE IS BEHIND BARS....

So why then when faced with morale issues do we merely sit back and let it hang on so few vocal men and women and take the backseat cross our fingers and say "OH I HOPE I MEAN I REALLY HOPE SOMETHING CHANGES". COURAGEOUS MEN AND WOMEN TOGETHER WILL BRING DOWN POLITICAL PUPPETS.... Promoting those ill willed and cowardly yes men, is no different than organized crime pay offs. Essentially if Im the chief I will promote you becuase your my golden boy who will do as I say.....

APD men and women there are many of you whom I have worked with and walked the trenches with, but look back at the tyranny we once dealt with over in SP....the power of the media, and the paper trail these puppets leave cannot be covered, but it takes all coming together to rid the elements that be.... You cannot and should not rely soley on a few to do the job, nor should you fully rely on the union...

FSB 34, I usually agree with your comments, but not on this one. PF suffers from pride and alcoholism. He was going to go off the deep end no matter what. Please dont blame 57 units for his downfall. Everyone knew that he was hooking up with Garate, I'm sure you did too. Why didnt you stop him from doing that. Everyone saw him downtown in the company vehicle having a few drinks then driving home. Why didnt you stop him from doing that. Even if you did talk to him his pride wouldnt listen to you. Yeah maybe the 57 units may have been able to stop him one night, but you cant babysit a grown man all the time. Dont push the blame on anyone else for his destructive habits.

We are our own worst enemies. He just gave APD another black eye. As if the whole Garate sexcapade wasnt bad enough.

APD is not the only agency with incompetent fools. The entire upper echelon at AFD, minus a few good field commanders, consists of liars, cheats, civil rights violaters, and backstabbers. Going to be interesting when AFD gets pulled into the DOJ investigation. Just look at all the prohibited practice complaints, lawsuits, and grievences that mire AFD. Breen and his cronies have destroyed what was once a leading fire department in this country. Personnel are so busy doing dipshit online memo reading, rediculous classroom training, moot station inspections, and forced to get college credits on their own time and dollar for future promotion, that they are losing the basic fundamentals as firefighters and EMT's. Stations, trucks, and equipment are in desparate need of repair. Did you know hose reels were removed fron the trucks? It is comical to watch them put out a dumpster fire now. Takes them forever to set up and then reload all the bigger hose. I watched one crew say fuck it and let it burn. Morale sucks at AFD just as bad as APD. Many of the FF's can't stand Breen. Most say he is biased, plays favorites, and only caters to Station 3 HTR buddies or wanna-be PJ's. Most personnel haven't seen Breen since he was appointed Chief. He and his deputies don't show respect for the troops or even shake their hands. Breen should have joined a real branch of service and learned how to lead. None of these so-called "leaders" have a clue on what the personnel need, want, or would like changed. All are on dingleBERRY's bandwagon and now trying covering up their stupidity without the balls to admit being duped. Even Heh has the ball's to admit being duped, and being a Sgt at that. What's Berry, Perry, and the chiefs going to do when DOJ finds out that employee civil rights were violated by suppressing contracts, dismantling personnel and labor boards, unilaterally withholding pay, and not following SOP, SOG, or rules and regs. Whole lot of ethics violations being committed here. APD wants colonelSHULTZ gone, AFD wants brokebackBREEN gone. All want strawBERRY and PERRYwinkle gone. At least all of the politicians, chiefs, and deputies can brag about being the worst administration in history. Do I smell another round of 'No Confidence' votes to Berry, Perry, Shultz, and Breen as the mayoral campaign goes on, with the DOJ in town? I know AFD will do it. They obviously weren't afraid of snowWHITE during PEACHESgate. It would be a good idea for APD and AFD not to approve any contracts until a new mayor is place. I hear Breen may have lied once again to personnel in his convention center "please-keep-me-around-while-I-try-to-bullshit-you" meetings by stating he would be Chief for the full 4 year term. Word on the street is, he might leave early for another job. Might be beneficial for the horndog to leave before the shitstorm starts. My guess, he goes to work with his HTR buddies at the base.

If anyone suspected I drove my unit drunk they'd be up my ass so fast my head would spin, long before I beat my wife or tried to eat my gun! What the hell is happening that every year one or two get that desperate. Thank God none have succeeded recently but how many times are we gonna watch a brother spiraling and not say enough, get some help or get out the door because you clearly can't handle life right now.

Pat resigned before he turned himself in to Rio Rancho. Did he do this in person? Was anyone at APD told what happened before he turned himself in? Did RR tell anyone at APD he was wanted? Did he have face to face contact with any 34? This needs to be answered - to ensure no one let a wanted person go based in trust that their friend would turn themselves in. No other fugitive gets to drive themselves to other jurisdictions.

Maybe Ray is actually Tupac back from the dead. Remember Tupac had all those posters that said

Well in Ray's world only another chief can judge him.

Is this guy arrogant or what? I agree with the paper, if these are not the standards by which you judge the chief of police job performance, then what are they? Schultz's performance based upon all that has gone wrong at APD is horrible and he should be held accountable and fired. Everyone needs to be held accountable from the officer on the street to the chief in his office. If they are not doing their job they need to be let go.

Looks Ficke had special treatment by Rio Rancho Police he was able to resign then go in at his own convienance to turn himself in. He was considered armed and dangerous and refused to get him that night.

What a fuster cluck. If this is accurate the RRPD failed to make an activation when an armed felon barricaded himself in the house that night then whoa Houston we got issues. Did she report the incident to her chain? Assuming she DID, we know it went right to the top and Schultz knew about it. Did Schultz call RRPD and ask them to stand down? Did Schultz then call Ficke himself and wrap thing up so Ficke could get his cash together, surrender, get arraigned in hours upon arrest and then be out before the day is over? Sure seems like a LOT of special treatment for a guy that IF NOT one of Ray's favorites would've had the house thrown at him.... Something stinks and as usual Ray's paws are on it....

Ficke was an individual who frequented the range after his graduation from the academy when i was there. I could have told you his issues were present then. After he and another 34 threw my cousin on the roof if his own vehicle for no reason (this I know after confronting Ficke)proves his lack of control when things aren't his way or he thinks he can do things his way and get away with it. He's a younger version of the speck of shit named Schultz. The sad part about all this is that their are many more cockroaches in the system and its time for the good 34's to flush them out. Save the ship because the Chiefs are gonna bounce and leave you behind. Some of them are better off with their gun in their mouth, it saves the do-gooders lives, even when their just trying to live life at a street light!

You are right, we should all leave Ray alone. After all, when he was a rookie, he got his ass beat by Lt. Larry Ward in the parking lot of Blue Spruce Lounge right in front of about 20 drunk patrons and a squad of 34's. That was a Lt. that ruled the streets and policed his own. Too bad he passed away, or he would probably beat Rays's ass again. Ward has a son that is a LT. in AFD and has a strikingly similar personality. His peers nicknamed him mad dog. I can only imagine why.
Yes, some of us have been around for awhile and have some great stories.

THROW SOME SALT ON IT Part 1

You know, sometimes I like salt on a tomato. Sometimes I don't. But a slug never likes salt. Do you know what happens when you throw salt on a slug? Do you want to know what happens when you throw salt on a slug? If so, then just watch the interview contained on the Journal's website Titled Interview With a Slug...Oops I mean chief.

I know, I know, it is painful on the eyes watching this pasty faced, sloppy, asshat talking while looking over his pervert glasses. I know it is painful watching this baggy faced halitosis mouth liar spew nothing but lies, but take it as a learning experience and watch the slug squirm. I myself only see a pair of buttocks with a waddle, and pair of glasses, flapping back and forth spewing out nonsense.

Observations:

While watching this video, you can see the slug nervously glancing over at the camera anticipating being embarrassed or caught in a lie with every pause in between questions. Not only does he do this but every time he thinks he pulls one over on the interviewer you can see that glimmer of a smirk of duping delight that this filthy slug is famous for. We already know this. He is a liar. We already know this too. Add in these non verbal cues, and this liar shows that he is not only concealing something but he is afraid of getting caught. But this slug just can't resist hiding the truth in plain sight by constantly trying to get in front of the camera with his lies and false atempts to emamor himself to a world already disgusted with his vile, lying, filthy, face. I say keep it up mister homeless liar. Keep giving us videotaped evidence of your inability to contain your nonverbal lying indicators. We will use it as a training aide for future chief's of police so that we may weed out the bad apples.

There are many key observations that you should note from this video.
Note that this is an ignorant slug. He likes to point. He gets irate. He loses his concentration. He loses control and almost shouts. He is extremely fidgety. He can't even assume a position for longer than a minute. HE invades teh interviewer's space and is constantly making counter accusations.

The Frothy Mess: Part 2

During this interview, the slug digresses once the salt is tossed to the point of losing his mind. During these bouts of insanity, You can see the slug sprout arms. When the slug is asked if HE is the reason why the DOJ is in town. HE reaches a point of frenzy where he makes an admission that he really does not know why the DOJ is here. Yes folks!!!! After all the lies and affirmations, after all the pointing of fingers and blame, after all of the green eggs and ham this WHO has "FED" the public, HE DOES NOT KNOW! HE DOES NOT KNOW WHY THE DOJ IS HERE. During the first part of this video he blames the officers for poor choices, and he blames the shootings. He then admits that he does not know, while throwing his hands up and turning pink (I did not know that slugs could do that. You know, I mean turn pink. I thought they always stayed pasty grey) Maybe this slug has a virus like the that of the strains of tulip where by his pigment is affected? Has this slug been around the tulips? We know his history with mushrooms. The mushrooms are scattering though. This tantrum does not fool the Tremendous one. No matter how tremendous. Now on down the slippery slope we go..... Or, should I say slimy slope?

After a while, the glasses come off, and the slug seems to mean all business, except this slug wouldn't know business if his dog was doing it on his back. It gets even more amusing as this slug tries to put up a defense. This defense is called slime. Watch the slime come out folks.

As the slug writhers in slimy salt filled corrosive lie after lie, he takes credit for the work of others while pointing up in the air like a juvenile slug amazed at a hot air balloon. This my friends reminded me of the three stooges rope-a-dope trick of distraction. Woweeeee. The chief has a shiny trinket on his wall that he got! A trophy, for yet again, someone else's ideas and work. LOOK AT IT HE SAID!!!!!!

My favorite part of this interview is when the slug says that NOBODY knows the pain he's seen. He also says that there is no low morale in his slug slimey world. ANOTHER BLATANT SLUG LIE. HE says that that everyone wants money and money is the only thing that makes them happy. He says you have to be a SLUG to know a SLUG. Not true slug!

Yes interviewer, Ask the APOA fellas.... Just give the slug a minute to threaten them first. Oops..... Not enough time???? Oh yes, the DOJ is tossing salt on the slug too. Better watch out because the slug was name dropping. HE said he has access to Eric Holder. We are impresses Mr. Slug. Do you lie to Mr. Holder too?

Conclusion:

When a slug is lightly salted, it can recouperate if it does the right thing, but when a slug is buried in it, things only become worse, and more of a mess when they choose to stay on their destructive crooked path.

This slug has obviously dug itself in among the mushrooms and tulips. This slug can't be taught ethics or morals, though the slug's brains use some of the same chemical methods to learn and store information as do mammals. In other words, the slugs' brains don't use a simpler method to learn and remember than do a cat or a dog's. Mammal brains and slug brains are based on the same design. Watching this video you do not see this. The reason is salt.

The slug lies, defames, deflects, throws tantrums, latently threatens, coerces, and makes things up while drowning in his own slime. The slug has a membrane. Not a skin. It is thin. This is why the slug reacts violently.

While I find slugs and snails amusing, I will not eat them like mushrooms. They are like feces or fertilizer. No matter how much they turn pink. No matter how much they bounce their heads up and down and try to talk in a soft bedroom voice at the camera, nobody is fooled. A slugs is a slug, or a snail only. They can hide out in your apartment, or they can hide out at a friends place. You will always know them because of the shiny slimy trail they leave behind. They can slither across paper and redact these people and places too. It's all in a slugs nature. When a slug wears out it's welcome in your garden, give it some NaCl.

Research slugs. Know them. Watch them, but don't get too close. You will only need a dry cleaner or a doctor if you step on one, because they are like bananas when that happens. They will take you down with them and you will still need that dry cleaner for not only the slime but the shit stains and patches to your ass.

If this was 5 years ago, Schultz would have flown into Rio Rancho on the city dime and bargained down the charges with the Rio Rancho Police Chief so that Ficke could have kept his job. He would then come back and tell the media that his trip was a fact finding mission, as if the arresting department isn't fit enough to conduct their own investigation. Then he would tell us all how great it is to have him back because of the investment the department has in this employee.
Funny how some time, and change of circumstance and political climate creates huge disparity in the way incidents are handled.
