Who's Watching the Watchers Watch?

In recent weeks our Eyes tell us that APD's Real Time Crime Center has been under major scrutiny because of the disaster involving the Christopher Chase shooting.

You see, as we all know, the RTCC was recently ousted APD chief Ray Schultz's brainchild on his unfinished list of things to do with APD. And while the merits of such a centralized information gathering and monitoring unit are debatable, we do know that a former beat journalist from a failing local newspaper is low on the list of qualified candidates. Yet give the current director's lack of experience, APD continues to present TJ Wilham as the maestro of how the RTCC gets things done.  Or not get things done. Here below is a pic from an APD presentation boasting about the RTCC and Wilham's public leadership role before a meeting of police chiefs and managers earlier this year:




I think we'll let the bullet points concerning TJ Wilham speak for themselves. "High energy" "Creative" "Savvy" In this presentation, APD's personnel crisis was of course put on full parade. After all, if there were plenty of officers in the field there really wouldn't be a justification for the RTCC:


So what does this all have to do with the Chris Chase incident? You see in many ways it was the tragic result of APD's near total mismanagement. Here you personnel and funding being poured into a unit that is supposed to be for the immediate benefit of patrol officers. Much has been pitched about the RTCC increasing patrol officer's "situational awareness." But none of this matters when you have somebody who has more experience in violating officers and citizens rights than law enforcement as is the case with Wilham. But hey, when you "know how to work the system" and are politically connected, what does one need qualifications for?

One last thing, an image was sent to us that is very revealing about the RTCC's failures. You see the blue dot in the picture below? That is an APD sergeant. You see, our Eyes tell us that for sometime now the actual locations of patrol sergeants and field personnel have been monitored by the RTCC. So while our officers are out watching the streets, Wilham-Banks-Willoughby have been watching you. Maybe it's time APD and Berry step up and show us how many officers were deployed in the field on the day Chase went on his tragic rampage, and where they were...

Wilham is an indolent lard ass who had to be put on suicide watch after Dave Campbell FIRED him. His connections to the Journal and Darren White are the only things that keep him on his $90,000 a year gravy/slop train. Total incompetent waste.

These pieces of dog scat, rat shit and snail dung survive by being filthy underhanded liars. They hide behind their positions like cowardly little bitches. They gather information to use against people, and do things that if they were done to them they would lose their minds AND they use tax payer funding to pay for their private vendettas. And this is honorable? "Able to work the system" is a positive attribute?!
No wonder why it is impossible to comprehend the things these assholes do, and why they do it. Their perverted ways are so unbelievable, and they've been going unchecked for so long they think they can do whatever they want. The funny thing is that once the feds pop one of them, they are all going to go down. One person IS/HAS spoken already and that is all that is needed. This is because these people are extreme cowards. They would burn their own families to save their asses. Most of them never served their country and like this asshat have never been a police officer. The ones who have occupied a uniform have betrayed their oath. They should have been checked to see if they had crossed their fingers while being sworn in. They have made this place their own bank and playground. Justice would be the feds kicking in THEIR doors with arrest and search warrants on after hours search warrants and dragging them out of their homes while they piss their pants and vomit all over their nighties. The pleas of "why me?.... What did I do?... Ahhhhh, the cuffs are too tight! Call my wife... Please, do we really have to do this??? Can I just get dressed?... I think I shit myself!!!" Would be music to the ears. I think the feds found more than their wildest imaginations let them to believe was here.
Let them walk around with their raises and smirks because they will be needing the money for lawyers when the DOJ wipes the smiles off their faces and destroys their lives. Time will tell.

Not true KOB has covered it already. Back to the DOJ investigation, I have a strong suspicion this camera thing will contribute to the UN-doing of the suits (to name them all is redundant). The suits think saving money is a justification for TJ's position. That sends the message "hey, we don't have enough money to hire a qualified person,or enough sworn police officers, because we just gave Liver Man a $33,000 raise, so we just threw Fat Boy in there to save taxpayers money...money that they're glad to give Rob Liver Man Perry."
Nah...DOJ don't like shit like that..DOJ is a liberal organization..standing up for people's rights..people like Treyvon Martin. This shit ain't gonna stand under DOJ scrutiny....hey, ain't nobody got time for that shit!!!

Gee, in this latest shooting a man reaches into his pocket and gets turned into a bullet sponge. Banks then brings up his criminal past. I remember an incident a while back where two officers didn't shoot a fleeing wanted homicide suspect who reached for a weapon several times had threatened to kill cops and was armed.
Schultz then goes to the media and lies about it and says criminal past has nothing to do with use of force. As a matter of fact, everything they do now to shine the best light on shootings, they hid and lied about in that case.
The feds are going to have a field day with IA and the entire bunch that ran away as soon as they started their investigation. And that was before they found out witnesses were threatened, evidence was witheld from experts to garner a more favorable outcome for schultz, police reports were falsified by Ryan Buckner and testimony under oath has changed by investigators. That doesnt even scratch the surface on their efforts to tamper with hearing officers.

Now go ahead and say it all comes back to this case.
Mary Han is killed after gleaning information from her clients about a prostitution ring involving officials. All the corruption going on with Schultz and gang. The DOJ announces they are thinking of coming in. Then Schultz lies to the media about a felon who was one of the most dangerous ones out there, calling him only a suspected car thief, slanders two officers without an investigation being completed and fires them the day the FOIA request from channel 7 comes through. Why channel 7? So he could control the information put out like he thought he could control the evidence and witnesses. Schultz lied to 13 the night he released the video for this reason, saying he had no new information about the case.
Then Zane Reeves gets fired when Officer Robert Woolever was one of his next cases.
The DOJ has the transcripts from Kenneth Ellis shooting where city attorney Levy contradicted herself saying that an officer does not need to see a threat to use deadly force, but in Officer Doyle's case he needed to have a gun pulled out and pointed at him before he could even use the physical force he did.
This is what happens when you have people who don't know how to do the right thing.

The monies paid out to TJ and Lush are peanuts compared to what the city did with the savings from not giving you a raise.

Also interesting that Fed monies were used, did the city misappropriate these funds too??

Is there something wrong with tracking 34's? Making sure they're not chilling out at home all night, taking 61 out of area, staying logged on a call for hours when really they're somewhere else. With all the misconduct in the department not only by the brass, but also by the everyday beat officer, whereabouts should be tracked.

You can turn off the iPhone tracking. You just have to remember when the RTCC gave us the app. The first day he said how to turn it off then he refused to repeat it.
Didn't the Eye do a story about him giving an endorsement to the company that makes the app? Doesn't that violate rules and regs? And what about the free equipment the company then gave in return? That same equipment was used during Berrys reelection not by police.
TJ only has one IPad and one work PC. Hey FBI dig thru that one for all the dirt and all the proof city resources were used. Quick before it gets sold like his old cell.

The local ACLU needs to see what else the RTCC is doing. They monitor cell phone messages, emails, twits, etc of all citizens. They have the capability to do this in their software. They can take a geographic area of the city and start monitoring personal messages and calls with a couple of keystrokes. Makes you feel happy to live in Berry World where big brother is watching your every move. Who needs freedom anyway?

Not me. I just say they are not and explain it lime this: You can wear a uniform and collect a check and shit your pants when someone points a shiny object at you, but that doesn't make you a cop. That's the difference. There are a whole lot of uniform wearers and goateed tattooed infliction shirt wearing pussies trying to pass themselves off as cops.
