On June 22, 2013 APD Officer Gil Vigil and Scott McMurrough from the Northeast Area Command were dispatched to a priority-1 call involving an in-progress event where a child was in danger. The officers were relatively new to the department and worked for Sergeant Bruce Werley on a dayshift squad.  The dispatch involved a 911 call to emergency at 1:24pm and the cell phone line was open where the dispatcher could hear and relay what was going on in the background.

The dispatcher diligently transcribed the horror she was hearing as two adults verbally and mentally abused a small boy. They taunted him. They mocked him. They cursed at him. They degenerated him. They hated him.

Because the call came in on a cell phone, the dispatcher's supervisor frantically worked to identify who the owner of the cell phone was to relay this information to the two officers dispatched to the call.

In the call the dispatcher relayed the information to the officers as it was an on-going event and she kept them updated and she updated the computerized dispatch with what she was hearing. When the officers arrived.......they did nothing.

As you know by now, this call was yet another plea for help by a young boy we know as Omaree. The dispatcher informed the on-duty sergeant of the call and he answered over the radio, "10-4" at 1:38pm. Officers Vigil and McMurrough logged their arrival at 4909 Commanche NE at 1:47pm.

And then they did nothing. They didn't say they made contact with anybody at the house. They didn't run anybody for warrants. They didn't inform their supervisor with an update. And their supervisor didn't ask.

When the dispatcher checked on them at 2:10pm, they said they were OK.

When the dispatcher checked on them again at 3:14pm, they again said they were OK.

Then the officers closed the call out at 3:31pm. They did not update the dispatcher with ANY information. They did not file ANY report about the incident.  They never said if they contacted ANY body. They never updated anybody about the WELFARE of the child.

Now of course, because APD cannot police itself, they are being forced to with a story breaking tonight on KOAT. These two officers are now on leave our Eyes tell us. And we're sure we'll hear how Rob "33K" Perry will get to the bottom of this.

Spare us please. Because it is not the bottom of this that concerns us. Sure, there are about a dozen SOP violations Vigil, McMurrough, and Werley are in violation of and are probably facing significant discipline if not termination. But this coverup, and that what it is, goes all the way up to soon to be former Chief Allen Banks.

The murder of Omaree happened on his watch. And while this incident occurred under Schultz's watch, it is Banks who hid behind IPRA requests instead of doing the honorable and right thing. The tragic history of 4909 Commanche NE is well documented in APD's records and in the minds of the neighbors.

Why would Banks keep this information concealed one asks? Maybe that is a question best asked of the city manager of Round Rock, Texas. Mr. Norwood, if you knew that a prospective candidate for your police department omitted significant information regarding a high profile child murder, would you have hired him to lead your police force? If you knew a prospective candidate put his career first and in front of justice to determine how such failures led to the death of a small child, would you still hire him to lead your police force? If you would, then you get what you deserve.

For almost two hours, Officers Vigil and McMurrough "milked" a call and did nothing. And that is what Omaree's last impressions are of the people who are supposed to come ensure safety.

Nothing. Just like what we and the business community see from the city's mayor RJ Berry. Nothing.

Schultz was too busy taking his trips with Karen Fischer to all the awards banquets in San Diego and Atlanta etc. Schultz was never here, the Journal reported that last year.

Then it comes out that when Schultz was here he was too busy finding loopholes for his harem girls so they could double dip, in violation of the spirit of the double dipping law repeal.

Schultz owns this as does Berry. Schultz milked this city and department and Berry allowed him to do it. Berry should have shown some balls and fired Schultz but Berry has no courage to do this. That is why Berry is not seen anywhere on TV right now. He is cowardly. Hiding from the cameras because he is why Omaree received no help.

Had Berry done his job and fired Schultz for not doing his, a better chief would have been leading APD and Omaree might be alive today. Berry and Schultz failed him.

I would add more about Banks but the Eye did enough. Banks, Mr. Religous, covered up this story so his application in Round Rock would not be tossed out. Banks stonewalled KOAT for over a month on the Omaree case, hoping he would be in Round Rock before it broke wide open. Well you didn't make it. Round Rock would be smart to rethink him becoming chief. Albuquerque would be smart to fire him and Perry. None of them have done this community or Omaree a service. Accountability folks, time to hold Berry accountable for cowardice and inaction.

So Rob Perry is ordering an IA investigation to get to the bottom of what happened with the cops involved to hold them accountable for their failure to act. The same Rob Perry, along with Allen Banks, Darren White and TJ Wilhham, who desecrated the home and death scene of civil rights attorney Mary Han. Who is ever going to hold this clown Perry accountable for his own actions?

The Journal reported that the June 22 incident came to light when Omaree's death was being investigated, almost 2 months ago. Yet all Banks did was stonewall KOAT for months, Why? So Banks could move on to Round Rock, that's why.

And Perry is now saying he has ordered an IA investigation into the June 22 call! If Banks is such a great chief why didn't he order the investigation back in December when he found out about it? Or why didn't Perry order the investigation when he found out about it, probably the same time.

Berry needs to come out of his hole and fire Banks and Perry. Take responsibility for his train wreck of a police department and hold Banks and Perry accountable.

Nothing less than firing the top people will do. They caused this. If we could go back and first Schultz he should do that to.

Says Perry, "“There are many aspects of this call which are extremely troubling,” Perry said late Tuesday in a written statement. “In consultation with the Mayor, I have directed that Chief Banks conduct an immediate and thorough internal affairs investigation in order to get to the bottom of this case as quickly as possible. If it is determined by the internal affairs investigation that officers involved did not respond in accordance with proper procedures, swift action will be taken to hold those individuals accountable.”

OK BIG SHOT, THE AG ALREADY HELD YOU IN VIOLATION OF THE SAME SOPS AND YOU AND BANKS OF THE SAME MISCONDUCT. TIME FOR SERVINGS OF CROW ROB, ALLEN, RJ, TJ, DARREN, PAULS, ...

It is very sad that Omaree was abused for so long, only to be murdered. What is also very sad is the lack of conscience that city officials and APD have for the public. Its time for them to held accountable for their crimes.

Someone from the inside needs to drop a dime on them with the AG for violations of New Mexico statute, section 10-16-3.

The citizens who care about Omaree and other children like him should protest on Civic Plaza every day, demanding that Berry FIRE Rob Perry and Allen Banks!

Is the Sgt Bruce Werley on Administrative Leave also!! He had a very long laundry list of IA cases and SOP violations.....Omaree would still be alive off that shit bag Sgt Werley had been fired years ago! Thanks Shultz and then Banks. Omaree's blood is on your hands. Would someone like to discuss the lawsuits against Sgt Werley???????

You need to protect the whistlerblower on the Omaree case. Rumor is Perry / Banks / Berry are investigating the leak harder than they investigated Omaree's death and APD's inaction.

Anyone know for certain what information was given to the officers by dispatch? I wanna know a little more about the dispatch end of things as well. Sounds a little fishy on that end... Why was it stated yesterday that it was a non priority call and now today it is stated that it was a priority 1 call

You have got to be kidding me. I agree they should have written a report but dont blame APD for the crazy MOM who killed her son. The officers could have called CYFD but there is no crime for screaming or belittling thier kids. LEOs hands are tied on this one sorry. Lets be real here nutcrackers. I dont care for this ADM but how in the world can you say "this kids blood is on Banks hands." Give me a break.

Typical APD spin. You caught us on Omaree. Here have the shooting lapel footage. Oh that isn't enough. Here have a couple "civilians". Oh, you know one of them. He was an Officer we paraded in front of you before for needing help with the medical bills for his brain cancer treatment. Now we are going to parade his name out as someone who should know better than to do what he did.
Don't ask us why we now call him a civilian! Don't ask us how distraught he wasn't that he couldn't heal well enough to stay a cop! Don't fucking ask us why he would follow what other civilians are doing as the right thing!
Trust us God damn it! We know what we are doing. How dare you question us! Only a fellow Chief can question us!

I also would like to know where the information defending dp came from. If it was a priority 1 call then why did it take officers 25 minutes to respond. I personally hold everyone in contact with this case responsible. Starting from dp, to the kids teachers, 34s that responded and cyfd. They all failed this child and his desperate pleas for help.

The DP gave more than enough info to the 34s. Apparently even saved the voice recording for them. Gil has always been a lazy POS and I hope the media takes a good look at his CAD history. The Sgt should be bent. How can u let ur 34s be on a call for 2 hours without inquiring? Typical NE bullshit.

Why did it take so long to respond to a priority 1 call? You're joking right?
Shots fired have been coded priority 3 because the offenders left the scene. Possible actively cooking meth houses are closed not answered due to no available 34s. Citizens sit in stations hours before they give up and call from home instead.
Someone check how the number of cancelled calls is skyrocketing.
Citizens are giving up on our ability to help them. Then these two show up and do nothing.
Why did the call wait? LMAO

The dispatcher should have requested the sergeant call him/her when the officers did not, so at least someone would have known exactly what the step father was saying. " Having a bad day.?" That is down right BS. All involved will have to live with the knowledge of knowing a hell of a lot more should have been done. Poor little soul.

Haha, what certification? All the dept does is ask for whoever wants to be paid extra for being an FTO and then give them a so-called FTO class. There's no stringent protocols or requirements to qualify and pass testing to become a FTO. Once again it comes down to the old saying, 'it's not what you know, but who you (blow) know,' to be an APD fto.
