Funny how things seem to be not what they seem in Albuquerque under the mess created by Berry, Perry, Eden, Banks, and last but not least RAYMOND SCHULTZ. You see we have a little blast from the past. In the days following DOJ's announcement back in November 2012, then APD chief Ray Schultz had the following to say to APD's supervisors and command staff. He presented during his weekly "Chief's Staff" meeting on November 27, 2012:

If I'm reading correctly, isn't the Mayor requesting that the DOJ appoint a monitor? Wouldn't a monitor be above the chief, and thus "control" the department? These are real questions, I don't know much about what's happened in other cities.

So I read the letter from the mayor to the D.O.J.. So lets read between the lines all of the great leadership team the mayor talks about cant figure out how or what needs to be done to fix things. Your great leadership team including the mayor need the D.O.J. to tell them how to fix things. Funny but sad that the mayor yes you R.J. Berry allowed things to get to this state, and just before the D.O.J. report is due to be released you and your brain trusts come up with a bunch of smoke. From our homeless. drugs, mental illness, businesses closing at a record pace, bleeding jobs, airlines leaving the Sunport that soon at this rate the Sunport will be used to land crop dusters. But of course you and your leaders have the answer, raise the parking rate at Sunport. The city is awake and the only real answer is to recall you. What are you prepared to do ALBUQUERQUE ? It is interesting to read this in the context of the arc of events regarding the DOJ investigation. When the news first broke nearly everyone in the department was convinced that the DOJ was here to not only find nothing, but to tell us how great we are. As time progressed it seems that people started changing their tune. People began to say that they might find a couple of things regarding the promotional process and a couple of other minor details. Now as the DOJ investigation becomes one of the longest in history the mayor is making a transparent effort to "invite" them to oversee the department. In light of recent events, regardless of how people personally feel about them, the DOJ is going to find major problems with APD. A consent decree is virtually guaranteed at this point.
Thanks mayor berry for being so generous as to invite them in before they take over. It's a little like inviting the SWAT team in as they kick in the door with a warrant.

Whatever did APD use the $741,000 that the CIty Council gave them two weeks before the Feds announced the DOJ visit ?(Nov. 5 2012) It was supposrd to go towards drug crime, but two months later APD explained through their spokesperson (KOAT) that they disbanded the Narcotics division (?). Guess it's harder to find the dirty money trail then.
Always follow the $. What fuels a corrupt, gangsta police force? Excessive force is a RESULT of an already degenerating system, NOT a cause.

In other words fiscal dept of city can't purchase anything. I especially want to thank those officers that had to work on Sunday and deal with the frustration and humiliation of a small portion of our community that does not support us. I know the negative media comments and coverage also does not help. The lack of support from our Mayor and City Counselors also adds insult to injury. I realize there were some people upset with the comments that were made in Channel 4's story on April 1 at 10 PM.


I want everyone to know that was not the message I gave the reporter. I advised him that the Mayor does not allow our Department Administration to lead this department effectively. I also stated it was unfortunate that he discredited Chief Eden's ability to be a leader in the media and in the journal. The Mayor said, "He (Chief Eden) acted prematurely and it will not happen again". I emphasized to the reporter that when the Mayor made that statement it was a disservice to the community, the department and the rank-and-file by discrediting Chief Eden in that manner. If I upset any supervisors or members I apologize. Please know that that interview was recorded and I am more than happy to share my actual statements with you.

I am extremely sad to inform everyone that Gil Vigil has been terminated from the department. There is no explanation or justification for this decision. It is unfortunate that Rob Perry went before the media so early on and stated heads would roll. This is one of many reasons that should show you that Mayor Berry and Rob Perry are the decision-makers for this department.

As you read in the paper they are offering 4% and wanting to use $1 million to add to our training budget. This would come at the cost of sacrificing five things. You will be sacrificing your union time, vacation time to fund union positions, retention bonuses, no longevity, and only allowing one representative to assist in any type of investigations. There is a lot more work that needs to be done with this in order to be able to present you a reasonable contract. Based in the last survey conducted during the last contract vote in January 2014, we know this offer will not be enough for the membership.

Cops should be familiar with PATC as they offer plenty of good training and info for officers. Here's what one of their articles had to say on a DoJ consent decree:

To request closure, the agency usually must meet the specified criteria goals for a period of 2 years."

I have noticed that there are a lot of posts blaming Berry and Perry for ruining APD. I don't see how Schultz is getting a free ride from this mess. Our downfall started 8 or 9 years ago when Schultz came back from Arizona. Schultz tore us down all by himself. Lets remind ourselves of who got promoted Freeze Frame, Feist, Mason, Banks, and the list goes on and on. Schultz created this monster by his lack of leadership. But I can only assume he got lots of head and everyone swallowed his lil load.

The Mayor made statements asking the DOJ to expedite their investigation and requesting to have someone from the DOJ monitor the Police Department. A written statement was sent to all new stations and the Journal.

Local TV aired video of Sunday's protesr including footage of the guy pulling a gun from his car, then holding it up for all to see. Some people in the crowd turned around to look at him. Then they inhesitatingly moved closer, speaking to him calmly, gently. The man then turned and put the gun back into his car.

So please, show some respect for the protesters. Don't give us that crap about "You don't know what it's like on the streets". The Hell we don't.

Has anyone brought up the issue of "officer induced jeopardy"? No matter the organization, there are reprobates, this does not mean the whole is bad. Rid the organization of the flawed and it should heal just fine. This is what is needed of City Government and the APD. If this is not completed, many of the good will leave. There is currently an exodus of caring and law abiding officers from the APD. The 11th and 5th floor are unaware, reality will set in a few weeks/months when officers leave for other departments throughout the country that pay better and have a chain of command that cares about the officers and the community. Just wait and see.

That was not meant to offend people. With all due respect, you are in absolutely no position to make judgments about any of these officer involved shootings. When you are either directly involve, or have the chance to review all the reports and see all the evidence available to investigate, you can decide what was juatified and who is gutless. My comment was directed towards other cops, so the "stupid 10 code" was appropriate.

There is a PR problem and the least of which is the shootings. We are seen as aggressive bullies and that doesn't help the public we serve "hate" us any less.

At the end if the day, while your opinions are valid and important, they're not helpful. Let us handle this internally, so cops like me can go do our jobs in peace. It's a pipe dream to want to go work, help where we can, and get home to our families.
