Who is Watching the Watchers Watchers?

***Breaking News..Our Eyes tell us certain command personnel are saying FBI agrees with APD's investigation that Boyd shooting was justified....

Just like every other great idea coming out of the 5th Floor braintrust, our Eyes tell us that any day now, our sheltered mayor will be presenting the $50,000 report authored by a UNM professor about how APD should be using it's office mounted cameras. You see, this being the city of Albuquerque, Rob and Rich (that's Perry/Berry) have no problem robbing money from the general fund to make others rich. Especially when there are plenty of other example SOPs already in successful operation throughout the country.

But in the spirit of promoting Rob and Rich's transparency, we thought your loveable Eye should weigh in on the matter. Because an SOP that covers how officers "shall" use body cameras really isn't complete unless it truly is a comprehensive SOP. And with so much talk about officers, isn't it time that the leaders of APD step up to the plate and be required to model appropriate behavior? We mean, with so much questionable behavior by those wearing stars-n-bars, shouldn't they be required to have their own special set of SOPs as well?

Such additions we recommend to the Command Staff Body Camera Policy, free of charge we might add, are:

1. All officers SHALL operate their body cameras at all Chief's staff meetings.

2. All officers SHALL operate their body cameras when meeting with subordinates.

3. All officers SHALL operate their body cameras when sending text messages.

4. All officers SHALL operate their body cameras when in presence of TJ Wilham.

5. All officers SHALL operate their body cameras when in presence of Rob Perry.

6. All officers SHALL operate their body cameras when in the presence of cadets.

7. All officers SHALL operate their body cameras when in the presence of APD Academy director Joe Wolf.

8. All officers SHALL operate their body cameras when in the presence of city legal personnel.

You see the reasoning for these policies for command staff and above is simple. If these SOPs had been in place we wouldn't have had the department exposed to lies about crime rates & staffing issues, sexual harassment upon female officers, the sending of text messages with images of male genitals by lieutenants, the general embarrassment of TJ Wilham, the drunken rages of the city's highest paid employee, the hazing and sexual harassment of cadets, the endless misconduct of the city's academy director, and of course the gross lies of the city's legal office.

In short, and as we've been told by our friends on patrol, it's not the officers out taking calls that have caused the mess APD is in......it's its leaders.

So, here's some advice Rich-n-Rob....be the transparency model you advertise yourself to be, video it ALL!

Question. If the City does not want to pay employees to conduct union business, why are they paying employees to organize fund raisers on behalf of Uniited Way? Isn't that the same thing?

It's a do as I say attitude when it comes to the City. I recall years ago if you turned the United Way donation form in without making any type of contribution, a supervisor would hunt you down and threaten you to change the form. Then we got a look at those same supervisors paper pay stubs and of course they didn't contribute a dime. Hypocrites every last one of them, I am sure it continues to this day.

So when is a study going to take place on the work hours it takes to upload videos and make the evidence entries? There already is a database with evidence.com. Why the double entries? A simply search of the case number at evidence.com will list the applicable videos. Double work for the uniformed rank and file because the non-uniformed personnel are lazy and the upper management have no clue of the process. The 5th floor has no clue of what is going on in the field. When was the last time anyone with a rank of LT or higher responded to a call for service and witnessed the ridiculous administrative requirements placed on the field officers so life is made easier for those whose sole purpose is to support the field. This department is backwards at so many levels, that is why the higher ups refuse to go to briefings. The same goes for the specialized units, they were originally designed to be a support function to the uniformed patrol officers. This department resembles the Bizarro World of law enforcement. Stop stock-piling shit on the field and have those inside (civilian and sworn) work an actual 8 hour day and take some of the administrative burden away from field. Why are we still doing accident reports or sending the DA more than the original report. Let the DA gather the information, it is their job. Also, why are officers going to court for traffic offenses when the citation should stand as the officer's testimony as it does in other states? Take the sick, lame, and lazy from the RTC and staff the Telephone Reporting Unit 24/7 with specific policy that calls without solid offender information will only be handled by the Telephone Reporting Unit. Until such modifications are made staffing will decrease. And many wonder why more are leaving the department than applying. Glad I will be retiring soon, the city and the department are so fucked up that even if they attempt to make the necessary changes it will take years to realize the benefit.

Stop making recordings mandatory and the defense attorneys cannot use it as a means to have cases dismissed. A simple change to the SOP to use video as a means for solely personnel issues will do the trick.

Berry does not want to pay union city employees (union time) to negotiate for city employees saying its taxpayer money yet has no problem with city management being paid by taxpayers to negotiate. City management are also City Employees paid by the same taxpayers. Point: Both sides are City employees paid by taxpayers out of the general fund with one side (management) being given the an unfair advantage over the other.

Management? What management? Every person who holds the title of commander and above was hand picked because they won't rock the boat or criticize the administration. They don't have the knowledge for the necessary change. APD is no longer the respected dept it once was and the 6 ego maniacs on the 5th floor won't make the hard decisions this city needs to rebuild. Why else would you promote two majors 1. who was well known as the most heavy handed officer in the SE and 2. A guy who had affairs with suborniates in every supervisor position he has held. And there's not enough space to go after the DCs or the fraud they call the asst chief. Looks like we are stuck until a new admin comes in a revamps the whole system.

Defense attorneys are using the fact that there is no video or the video cannot be located, to get charges dismissed by the liberal judges since department policy states the video must be tagged.

So I attended a pre retirement seminar today. Place was packed, literally, i got the last seat and it was on the "panel" table where city HR was stationed. They were saying they've never seen the room so full. Can't wait to get away from the haters ..so many who are "dangerous" just waiting for one of them to explode in a fit of rage ..

I really hope Ronzone doesnt get into any trouble from his internal problems. Id also rather not see him get pummeled by a boyfriend who catches him with one of his numerous married girlfriends. Nature at play has always been flowing through that one. I look up to him and have learned lots from his ways over the years. If the department starts getting rid of guys like him then who will the younger officers look up to as I did to Ken?

Then that scum bag Wolf at the academy brags that they are ramping up recruiting. Sure, bring fresh meat in to fuck over and use. Talk about a bait and switch. The Albuquerque Police Department Recruiting are lying to everyone. If prospective candidates knew the truth about this place, they would avoid it like the plague. The liars, cheats, criminals, cowards, murderers, pedophiles, rapists, you name it, APD has it. And that was just talking about the command staff.

Every SOP directive is a knee-jerk reaction by the micromanagers to something gone wrong. And a convenient excuse to punish somebody or anybody they don't like or feel the need to control. Something called creating a 'hostile' environment. But since the police dept has been replaced with nothing but pussy whipped morons, it's 'yes, follow SOP,' since it doesn't mean anything but saving the lily white ass of anybody from sgts on up.

The same Wolfe who's done nothing in 2 years but talk about people behind their backs, take credit for everyone else's work and have affairs with his employees. Love the way they hire him to take over recruiting then he just hires other people to do the work and runs to the media and city hall to take the credit . The same old song and dance. They brag about applicants, knowing that only a fraction makes it then lowers the standards to ensure high numbers. I remember when they fired people for lying now they just move them to another spot to wait for the next class.

I get that SOP can get in the way. And I appreciate that, sometimes, things look different on camera than in reality. And I think expecting LEOs to be saints is fucking ridiculous. In my world, you mouth off to a cop, you get thumped (although then stacking resisting and assault charges is kind of bitch like). But these days, the spotlight is shining. Follow SOP, and let the chips fall where they may. Anyway, thanks for clearing that up for me.

Mayor WOODHEAD SMALLFRUIT was told by district court yesterday that his imposed city contract was illegal.
District court is where these assholes lose their control and traction. There is nothing quite like seeing a district court judge publicly slap the living fuck out of these criminals. They should give district court judges in Albuquerque baseball bats so that they can smash in the heads of these criminals who think this is a dictatorship. They should allow the bailiffs in district court to heave the city attorneys out of the courtroom windows down onto the pavement like a water balloon when they get caught playing their games.

RE: Journal's front page articles "Who Killed Jasper" (the Tasmanian devil at zoo) and "Boyed case turned over to District Attorney." Talk about a contrast of reaction by Berry and his top adminstrators. "Nuckle Dragger and Neantherthal" Chief of Staff Gilbert Montano, says Berry "Upon hearing about it, the Mayor was schocked, outraged, extremely concerned" about the killing of the Tassmanian Devil with "all hands on deck" by APD to find the killers. Berry was not even quoted
in the Boyd article with no reaction from Berry or deamnd that the DA expedite the review. Berry took a full week to react to the Boyd killing and expressed no "shock or outrage" then over the Department's killing of a homeless man, only saying he was extremely concerned and it was a "game changer".

Will Ray Schultz be there to testify or is he still hiding because he knows everything he says will be used against him criminally and civilly in the actions coming down the road against him? Every civil rights attorney in this city should be at every hearing Schultz is Scheduled to open his mouth at. These attorneys should all confer with the attorneys putting on the cases against him so as to catch him in lies, discrepancies and disparities.
Ray Schultz is scheduled to testify at district court in the Lea Kelly case on 10/27 and in a personnel administration case at the plaza del sol on 11/3. I am hearing that it is a 100% chance that he will either perjur himself or put other individuals in positions of further purjury at the Nov. 3rd hearing.

The Department of justice sometimes takes upwards of 2 years to conduct an investigation into official corruption and public fraud. I think a couple people here will be facing massive indictments, and I think Ray and a few of these dishonest individuals still in office will be facing the music on this one. It msy take time, but major corruption laws were broken here and it is all on paper. I know this, I wouldn't want to be any of them. Dusgusting looking aside, they stand to lose everything they have.

DOJ will not do anything. The Feds will just type up a stack of paperwork that will suggest how APD does business and file it in court. No one is going to get Indicted, no one is going to face any punishment. Period.
