"I Told You So" by APD Retired Sergeant Paul Heh

The Eye wants to once again thank retired APD Sergeant Paul Heh for stepping forward and calling it like it is. Below is a correspondence we recently received from him:

"Dear Eye,

Over a year ago I told the Albuquerque voters that APD was a wreck and the city's economy a disaster all thanks to nobody else but RJ Berry. I said that all of this was avoidable because during Mr. Berry's original transition he knew EXACTLY what the problems were with APD and how to fix them. But of course he did nothing. In an article I presented to City Council in 2010, I showed how they knew about what APD's problems were and what was going to happen if they didn't get a handle on it. Attached to this email is a copy of the report talking about corruption in police departments.


 But no, everybody said "Paul it's not that bad, go away." Well guess what, we had a chance to fix things ourselves but now that time has past. Now the DOJ is gonna make us fix things and boy is it gonna be expensive. In the report the author noted that corruption is only fixed by, guess what? Quality recruitment, quality FTO training, fighting political pressure, fair and consistent accountability, fair career survival training, positive leadership models, keeping officer morale high, high character role modeling, and leadership with integrity. APD hits 100% on this list of things and it's not a good list to be happy about.

Of course while these are all things built into DOJ's consent decree agreement, the fact is the lies continue and I suspect little will be done."

Manny Aragon and Toby Martinez went to prison for defrauding the taxpayers out of whole lot less then Berry, Perry, White, Schultz and Tourek have.

Maybe now that we have a real AG we will get a top to bottom audit of ABQ since Berry and his boys have been in office???

Tasergate is just the tip of the iceberg bearing down on these crooks and liars.

it is not the administration nor mayor that has shot and killed almost 40 people in the past couple of years..........that has been done by rank and file cops.

Berry and the administration may be adding to the problems but at the root of it all is dirty cops.

the ROP team has been dirty and corrupt since day one long before anyone in this city even knew Berry's name. they where dirty back in the day when Hey was on the force and what did HE do to clean up the mess?

When are cops going to take responsibility for their own actions? this constant blaming of everyone but their own dirty fellow officers is getting old.

To 1134 I believe all the damage had been done before Perry and Tourek took their position. We need to add Chavez and Levy to the list and probably Salazar. Its no wonder that ROP will have to be reorganized. The testing policy was not fair not only in that Unit but all of SID may I say Keith Sandy getting into VICE which started the ball rolling. Lets not forget Freeze frame was the Lt and Doug West the Commander. They were going to do "BIG THINGS" for SID they didn't do crap for us.

I like the way you try to minimize the correctness of Heh's observations by pulling the stupidity of ABQ voters into the mix.

You know what else doesn't change anything? Hoping that the people who caused the problem will suddenly turn around and fix the problem, especially when there has been proven to be zero consequences for them if they don't.

And before you break out that tired old saw of "Well go be a piece of racist, stupid, bully shit with a badge, like us, then you can criticize," know that I served 2 years of my life in southern Afghanistan. There I worked an actual dangerous job, still managed to conduct myself professionally, and since I had a few two-way rifle matches, I didn't look like a try-hard wannabe when I walked around town with rifle mags in my pockets or a drop holster.

It wasnt when Sandy got in. It was when Hudson got run off. He wasn't perfect by an measure but none of this bull shit fake swat wannabes were pulling crap when he was their.
Doug made his career with the IA of (not convicted) Levi Chavez then got rewarded for his work with an SID Commander post.
It all went to shit outside of SID when Ray got the bright idea to diversify his Commanders experiences by posting them places they had never worked. Roseman the good swat guy went to Property Crimes. West, with zero swat experience got SWAT. Bakas got FAC. Commanders who hadn't been in the field in 10 years got Area Commands. And people who were laughing stocks made Commander. (Like Dodi)
All because Ray Ray wanted his staff to all be Chiefs around the country some day. Who did Banks list as his official references?

Paul Heh and those that supported him really need to ask exactky what did he contribute in the last Mayor's race. The answer is very little next to nothing. Following is the vote break down:

Richard Berry 47,929 68%
Paul Heh 2,210 3%
Pete Dinelli 20,222 29%
Total Vote: 70,361

Only 19% of registered voters voted with the majority of the voters approching 60 years and older, anglo people. Berry got 96% of the Republican vote and 56% of the Democratic vote. Berry spent nearly $1 million dollars raised in just 4 months thanks to Republican.

Paul Heh can say I told you so all he wants, but the fact is no one wanted to listen to him, especially his own Republican Party.

You get the kind of leadership you vote for, and we got a coward of a Mayor with 3 more years left in office.

Before you take the longevity bonus you better ask questions. Like why is the MOU only good for 8 months (expires June 30 2015)? Will it count toward your retirement calculation? Will Berry get rid of it just like he did the last retirement bonus? Will it apply only to sergeants and officers in FSB? Or will everybody who sits behind a desk get it too? Will PERA use it in retirement calculations? Don't take the word of anyone at APD or City hall. They do not work for PERA. You better ask questions before you make a bad decision.

Lampiris Tremba on the sergeants list, kills a man, costs the city $9,000,000. And you wonder why we don't think Berry and Eden are going to change APD.

You can have all of the "have coffee with a cop" meetings you want but when Berry's mismanagement has 911 calls waiting for days to be dispatched and abusive cops being promoted into leadership positions, you can understand why nothing is going to change here. But does any one care? No

You can say what you want about how the DOJ has handled things here, but one thing is for sure, they forced out a lot of the shit. When the DOJ entered, shit heads like West and Buckner took off like bats out of hell. The greedy pieces of shit like Gonterman hung out like a toilet bowl ring lingering for that last high three because they are fueled by nothing but greed and selfishness. The chickenshits who knew what was coming and what they had to lose fled like someone lit them on fire. Beth Paiz, after lying to the media about Doyle and Woolever retired, and to this day still tells people that what the administration ordered her to do in that case was the last straw. The no good coward Feist followed her out the door months earlier than he intended to retire. Of course the ex chief and criminal responsible for all of this decided that he really wasn't the right man for the job and ran away too. In fact, he really wasn't even a man. We also had the hand full of replacements that couldn't hack it that came and went.
You can't fix a problem by having the problems addressed by those responsible for causing them.

Those calling out APD and the DOJ for allowing the ones in place now, who had a hand in causing this mess to stay in place are totally right. These ones clung on out of greed, and the knowledge that they would get their positions through promises for all of the shit they have done. They also knew that just out of attrition, they would eventually get promoted. These people care nothing about fixing the place and everything about their title, being the man, having their asses kissed and filling their pockets before lining up their next scam. These individuals should have never been allowed into this profession, because from day one they violated that sacred oath.

You want to know what the dirt is. The dirt is being allowed to go around unchecked and unaccounted for like individuals in SID who lie, and attack people who shine the light on them. The dirt is when these cowards vandalize innocent people's property in order to intimidate them or shut them up and it is evident in the arrogance and attitude that it is not going to stop until someone gets crushed. Certain people have set in motion a chain of events that has to result in what some may perceive as extreme to force change and teach a few people some hard lessons. There will be unhappiness and a lot of crying but the piper will be paid.

Nov 9 7:07, I don't understand a lot of what you are implying but something in the way it reads tells me you know what you're talking about. It's become obvious the criminal element in the coa and apd have decided to compromise their morality for comfort and power. What has yet to be seen is if the so called "good cops" at apd will continue to remain silent or rise to the occasion and take care of the criminals within it's own rank and file.

The new face of APD.

1. Watching Officer Simon Drobnik well up with tears when he spoke about those horrible citizens who telling the jumper on I40 to go ahead and jump. Those mean citizens. See APD knows how to cry on camera, APD has a heart, snif snif.

2. Watching KOAT we get to see the Crisis Intervention officer, on the Central ave SWAT callout, tell the barricaded man to come out and he will not be harmed. As soon as he finishes saying this we get to see flash bangs and tear gas go flying into the guys motel room. I about fell over laughing. APD tells this guy he won't be harmed and then immediately tries to harm him (yes flash bangs and tear gas cause harm).

At least mean citizens weren't telling the guy in the motel room to kill himself. Why would would Officer Drobnik do then? The elephant tears could fill the Rio Grande.

That would be Paul Heh today as Mayor had he won. Paul likes to shoot his mouth off and does not like to be reminded that he actually endorsed and worked on Berry's campaign for Mayor the first time around and then claimed he was lied to so he ran against Berry as a vendetta and to be a spoiler. Heh got on the ballot but did not qualify for public financing saying it was difficult to get 3,000 people to donate $5.00 to his campaing. Paul actually fits right into Berry's world as one of those old, white, conservative Republicans.

The more I think about it Paul Heh has visions of grandeur for himself and not really for the rest of us. He's out of city politics and this makes it easier for him to actually be vocal about the shitty situation, unfortunately, he helped get us into. No real blame on him, just don't think the man has a real plan. I have heard that the last election he ran against Berry, that those who really believed in him and supported him, have now been forgotten by him. They feel used. In other words, he is not much different than Berry, the man he supposedly despises. Pretty funny stuff!
