The simple, however less economically beneficial, solution is to increase the yellow light timing and to add a one second red-light overlay....having a red light in all four directions for a full second to clear the intersection. This is a simple solution that could be implemented at all of the "dangerous" intersections within the time span of the day and would only cost the man hours of the traffic engineering staff adjusting the lights. This means that non-camera intersections are less safe, and would be safer with a camera. It is therefore incumbant upon the city to make ALL intersections as safe as they have claimed that camera instersections are.<BR/><BR/>Should a collision occur due to red light violation or speeding in a NON-camera enforced intersection, THE CITY SHOULD BE HELD RESPONSIBLE FOR GROSS NEGLIGENCE. The city has known for 4 years that camera enforcement increases safety, and the city has the responsibility to its citizens to make ALL intersections as safe as the camera enforced ones.<BR/><BR/>As the victim of such a collision, you should sue the city for their negligence in not putting up a camera. They know that if a camera was there, the likelyhood of a collision is far less.<BR/><BR/>As the perpetrator of such a collision, you should sue the city for the same reason, gross negligence. If there was a camera, you would be driving significantly safer, and therefore probably NOT caused the collision. <BR/><BR/>In fact, I don't think a collision has to occur at all. For example, I drive as much as possible through camera enforced intersections, because I feel comforted by the increased safety the cameras perform.
