"Thug Life" Wanna Be

Lately it seems Albuquerque City Council meetings are more dangerous for citizens than 4th/Central at 2am on Friday night. And it's not that city personnel are in danger from upset citizens, it's that citizens are in danger from high ranking city officials.

You see this past Monday, a citizen who regularly attends and participates in our system of open government was accosted and victimized by two of RJ Berry's top lawyers. While another citizen was speaking during the public comment portion of the meeting, Mr. Charles Arasim was documenting various high ranking city officials including CAO Robert Perry, City Attorney David Tourek, and interim self described minority chief Allen Banks.

While Mr. Arasim was videoing these people, Mr. Perry appeared to be dozing off. And as the sequence of stills below show, realizing that he might be caught on camera Mr. Perry decided he'd act upon what his inner thoughts were saying to himself.

"You lookin at me?" "Well I'm lookin at you pal!"
Mr. Perry got up out of his seat in the back row of the chambers where he was sitting by himself and then ambled on over to where Mr. Arasim was. Mr. Perry then glared at Mr. Arasim, interfered with his camera and then decided he'd stand in front of Arasim's camera to keep him from documenting Banks and Tourek.
"You wanna take a picture of me? Well here I am beotch!"
As Perry heard his name dropped by the speaker he just couldn't help but grin in satisfaction to his little effort of standing up to a citizen. Then as if things weren't weird enough, they got bizarre. And dangerous. You see, little did Mr. Arasim know that he just walked into The Twilight Zone.

As Mr. Arasim and some friends left the city council chambers and walked to their cars, who did they encounter in the underground parking garage? None other than Rob Perry and his sidekick Greg Wheeler. Our Eyes tell us that Wheeler called out to Mr. Arasim and called him a "chickenshit motherfucker" causing numerous other citizens to stop and look in dismay including Mr. Arasim. Wheeler then closed in on Mr. Arasim while yelling at him and raised his arm as if to punch him. Perry stepped in and pulled Wheeler back.
"Aint nobody gonna dis my homie!"
Folks, we're not talking about a group of private citizens in a dispute. We're not talking about drunk college kids stumbling out of Maloney's. We are talking about a top city lawyer and the top administrative officer of the largest city in New Mexico. A city whose very own police department is under intense scrutiny by the US Department of Justice

We have to ask the obvious questions, if this is how Perry and Wheeler respond in public to minor scrutiny, how do they behave behind closed doors? How do they behave under intense scrutiny? Is this the behavior we expect city leaders to model? And did Wheeler violate any criminal laws? We think he did. It seems to us he committed assault and disorderly conduct. Imagine how the city would respond to this if an APD officer did this while on duty? Because let's face it, Wheeler and Perry were not at the meeting as citizens, they were there on duty and as representatives of Berry's administration. Perhaps their boss, David Tourek bares some responsibility with this mess as well.....

Ok DoJ you were giving a briefing at the same time this occurred. This is what we have under Richard Berry. A bunch of thugs who abuse citizens. Will the DoJ step up and investigate this incident? They should. Could Wheeler be charged with a civil rights violation? Impeding free speech? Or how about Perry. Standing in front of the camera at the council meeting, on purpose. Hey Ken Sanchez are you going to let top City Administrators intimadate the public and scare them away from making comments? This is what is wrong with Albuquerque. Maybe we need to recall Berry, he is not doing his job as mayor. This is just a continuation of the Darren white mess

Perry and Wheeler, both thugs with serious anger management problems but they always get away with it. Wheeler likes to bully women in that he cost the City some $30,000 about 12 years ago as a result of a sexual harassment and slander claim when he went around City Hall falsely bragging he had sexual relations with a woman who worked for the City Attorneys office. Wheeler claimed he had a drinking problem. Wheeler has now managed to become Perry's good friend and confidant. What a pair these guys make feeding off of each others egos and personalities. And Berry actually thinks Perry is worth $180,000 a year. Pathetic.

Berry is the ultimate person responsible for this thuggery at city hall.

Perry comes across on the news as "intervening" to stop Wheeler. Hmmmmmm wasn't it Perry who started the entire mess? He is the boss and his actions sent Wheeler into action. Perry should be suspended while this is investigated. It reminds me of a bunch of drunks at a bar. The ringleader drunk shoots his mouth off and pushes people around. Then when one of his drunken buddies takes it too far the original instigator steps in to break everything up and be the "big man".

Well Perry owns this. This entire incident is his fault. Actually it belongs to Berry but I don't think anyone in Albuquerque even knows he is the mayor.

Just one more national embarrassment for Albuquerque since Berry has been mayor. Let's look at some of Richard Berry's highlights.

1. Darren White, Perry, Banks, Fiest, Wheeler etc trample the Mary Han crime scene. Afterwards Ray Schultz makes all the cell phones and records disappear.

2. $50,000,000 in judgements against Albuquerque paid for by Richard Berry. No accountability.

3. The White, Schultz and Perry press conference regarding how White spirited his wife away from an accident where the officer thought she was impaired.

4. Levi Chavez.

5. Nature at Play compliments of Ray Schultz.

6. We are slowing down our response to 911 calls on purpose, compliments of Alan Banks.

7. 400 Intel families leave Albuquerque.

8. DOJ investigates APD.

9. Paseo / I25 started 2 years late because Berry tries to tie it to his ABQ The Plan mess, which the voters vetoed.

10. Abortionists come to Albuquerque, get the petitions to have a vote and Berry's city clerk just can't seem to count the petitions in time for it to be on the mayorial election. No one shows up to vote for mayor and Berry is re-elected. A month later everyone shows up to vote and the Abortion ordinance is voted down. Connect the dots folks.

11.Rob Perry and Greg Wheeler threaten freedom of speech rights at a city council meeting. Ken Sanchez needs to demand a law enforcement investigation and pull Berry before the council and read him the riot act regarding Rob Perry and Greg Wheeler.

This is why the DoJ is here. Corruption and abuse. It starts at the top. Ray Schultz and Alan Banks at APD. Rob Perry at City Hall. Berry should be recalled.

Damn straight. every time something goes horribly awry(or every four hours or so, for those of you not following ABQ down with the spiraling sewage and into the annals of "regrettable places lost to retards") all these people do is clamor for a couple days, blame one another, refuse to blame one another, promise something is being done, and then move on to the next press conference where they've been asked to explain the next batch of retardy currently in the fore. I wish people would get that in a real, honest city, it's not normal for people in positions to have to answer for things like thins. these should be things that MAYBE, MAYBE happen three times in a mayors' term in office. the people should be able to see all the fuckuptuals recapped at election time in about forty seconds, and those should be concerning, but easily outweighed by the good a group of city leaders does the city THEY WORK FOR. You'd have to make a five-part mini-series starring the guy who played the asshole principal in Ferris Bueller as Berry, with Perry played by (pick your irresponsible, fat drunk actor-type) to flesh out the sort of damage these people are doing, actively, to the city. what about whatever that crap was on Coal/Lead? Why did it shut down businesses and destroy traffic for however many years that was, anyway?!And why do I read about how we have no cops, and we are reliant now on a super-criminal reactionary force to keep us safe, and then I go to Costco near Christmas, and two angry cops are swearing and stealing the "Please Help" sign of a homeless guy the cops couldn't catch, guilty of asking for a little help to stay warm around the holidays?! Of course, we can't all meet up and start taking meaningful action in a public forum about these idiots, or it'd be like the barn in Braveheart, where all the smart,willful people were found hung before they could mount a resistance to the evil despot. Or could we?

If everyone starts showing up with their cameras the city council will change the rules and not allow them inside the chambers. Remember when you could sign up to speak and give your time to someone else to allow them to address the council longer? That was changed when Sgt Heh tried to bring up some good points to the council.

City Council meetings are open public meetings, it would be against the law for them to try and stop citizens from video taping. Besides every newer cell phone can also take video...not happening....

It's now up to we citizens, The Eye On Albuquerque, The Alibi, Joe Monahan, the former Quote Unquote people, etc. The DOJ needs to be advised about this situation and local activist groups need to be more vigilant and get this information out to the Associated Press. My God I feel like we're being held hostage in some Dictatorship country....when you're at the point where the citizens have to feed news stories to AP so the truth will come out, you know it's beyond horrible!

Why are cops shooting at tires? Who teaches this stupidity? Bullets will not promptly deflate a tire. Hitting a moving tire is almost impossible. Even if you hit it, where is the bullet going to?

What training are these officers receiving? Or are they just out of control? Where is Banks and Berry?

KRQE quotes APD as having him under continuos surveillance when they attempted to approach him. Get out the checkbook again.
The US Supreme Court has been slapping hands for doing this without a warrant. That's why thousands of dollars in gps trackers have been collecting dust while sid did it manually for overtime. They wont bother with a warrant because then they dont get ot for work a judge wouldnt agree to.

Check out KOAT. Anna Velasquez is bringing the thunder down on Banks and Berry regarding Omaree and APD's missing reports.

Banks just issued what has to be the worse press release in response to Velasquez questions. He didn't answer a single question she had and she is promising to not let him off the hook! Yea a real reporter in TV news! She deserves a pay raise. My entire family is now watching KOAT.

Eye, you should post Banks response to Velasquez and disect it like only you can.

Why didn't Banks / Berry / Schultz implement the PERF policy that prohibits shooting at tires? Well that veteran APD officer, Tasia Martinez, said APD needs all the tools to stop fleeing felons. She should know I am sure in the 6 months she spent in uniform she might have arrested one felony. Why I bet Tasia is a regular Annie Oakley when it comes to shooting her gun.........

APD needs to prohibit shooting at tires. Anyone outside of the wacko APD Chief's office would use common sense on this and know that bullets do not stop cars and that discharging your gun is deadly force. Oh what am I saying, I expect crazy comments from Banks and Tasia, it's all they know. I also expect silence from Berry, it is all he does.

Shooting the rim of the vehicle with a RIFLE punches a hole in the rim itself which quickly deflates the tire. It is a has been a recognized and sanctioned technique for stopping a violent fleeing suspects around the country. It is not opening fire like the moron from State Police did, so please shut up unless you know what the hell you are talking about.

Shooting one carefully placed RIFLE bullet into the rim of a vehicle will punch a hole through it and quickly deflate the tire. This is a widely known and sanctioned technique used by law enforcement all over the country. It is not "opening up on a van" full of scoflaws like State did with his pistola. So, unless you know what the hell you are talking about, drop it and move on. Noone got hurt and bad guys in jail, find something else to talk about now.

Well Smart APD guy with a rifle riddle me this. Where does your rife round go once it hits the rim of the tire? Have you practiced monthly at shooting a rifle round into a moving tire rim? If so let's see the documentation, oh that's right you don't practice this so there is no documentation.

So take your "tactics" BS and fully comprehend that we don't believe the crap anymore. APD and RRDPS are lucky someone outside of the Walgreens, Smiths, Samons, etc didn't get hit with the stray rounds. Rifle bullets or pistol bullets it is BS to shoot them into tires. Odds are you will miss and even if you hit the round will travel through it. Oh and I have seen many cars drive at high rates of speed with a flat tire. So disabling a tire does not disable the vehicle.

Your logic is flawed but you fit in prefectly at APD. Remember dischargin a firearm is deadly force. If you feed that threatened end the event by putting the rifle bullet into the head of the driver. If you don't think you can shoot the drive then don't shoot the tires, the citizens appreciate not being shot.

The .55 gr soft point hit the metal at about 3,000 fps, which punched a hole in the rim causing the projectile to break apart upon contact. Anything else?? Make sure you take the fries out before they burn, asswipe.

4:01pm: When (and if) the 55gr soft point bullet (if that is actually what is being fired) hits the metal rim (fat chance on a moving vehicle, especially considering the poor marksmanship these losers demonstrate over & over), IF the projectile breaks apart, where do the sharp jagged pieces go? They still have momentum, even if their direction of flight has been disrupted. Do you suppose it's possible that a very hot little piece of metal might be deflected up and penetrate a gas tank, making crispy critters out of everyone anywhere near the vehicle? You might be "educated and well read on military/police tactics", but this sounds like it came out of a Marvel Comic Book. You're not very bright and I hope the other guy burned tour fries.

Your still full of shit. Not a cop but you know so much about military and police tactics? Sure keep telling yourself that. You never did comment on how easy it is to hit a moving tire rim, so since I am a cop let me tell you. This is not practiced. It does not work. At the range years ago the rangemaster showed how difficult it is to be successful shooting at a moving vehicle tires (or in your case the rim). So since you didn't address this let me. No one trains for this because it is too difficult to hit a moving tire.

Next point. What happens to all those little pieces of bullets you speak about? Do all agencies only carry .55 soft grain? No they do not. But let's give you the benefit of the doubt. So where do the smaller bullet pieces go? That's right, all you have done is create fragments that can still kill and maim.

Next point that you didn't address. Deflated tires don't cause a car to stop. I was in a chase where the guy drove at over 30 mph on 4 rims for another twenty minutes. Shooting a tire doesn't stop the car.

Discharging your firearm is deadly force. Since you are not a police officer or military person I guess you wouldn't know that. If you think you have the right to discharge your guy your best bet to stop the bad guy is to shoot him in the head. That is if you think you are good enough to hit a moving target. If you are successful that stops the car pretty quickly when the driver is incapacitated.

So you are still full of bull shit. Go back to your wanna be "military tactics manual" and tell yourself how great a shot you are.

PERF is correct and most agencies agree. You don't shoot at tires. I hope this clears it up for you. Now if you want to respond try addressing the facts. You might ask what type of ammo officers are authorized to carry. You might also want to be "well read" in the "real world" and not your BS mercenary magazines.

These two idiots who are employed by the mayor make the city of Albuquerque look like shit, they work directly for the mayor whoever that shadowy guy is and nothing is going to happen to them. But if they worked anywhere else in the city they would get bent over and screwed for their violation of standard operating procedures. Come on Berry man up and hold your people responsible, that’s what’s wrong with the city in general; the higher ups maintain the mantra “do as I say no as I do”. From the police dept to the fire dept and all organizations in between, all have inept leadership. They promote morons who could not survive in the private sector yet they flourish in the government sector. Most of the PD leadership have bought and paid for degrees from degree mills and are actually no smarter than your average NM high school dropout. I don’t need to name names just look around at 75% of the lieutenants and above, fifth floor included.
