Welcome to the Garden of Eden!

Richard Berry appointed Gorden Eden to the top position at the Albuquerque Police Department in February 2014.  Berry said after a national search Eden was the “best man” for the job.  It has been ten months and what brilliance has Gorden Eden shown us?
March 21, 2014, Eden holds a press conference regarding the Boyd shooting where he announces the shooting appears “justified” and then incorrectly names a Supreme Court case as the reason why.  This sparks riots in Albuquerque and protests around the nation. (this was during the 8 days Richard Berry went AWOL from Albuquerque).
April 8 2014, Eden names his friend retired APD SWAT command Robert Huntsman to the rank of Assistant Chief of Police.  Huntsman created the same SWAT team that is now the subject of damning comments by the DoJ.  Huntsman, when asked by KRQE, how he can now clean up the SWAT team when he created the current SWAT team, was silent.  Huntsman has not agreed to be interviewed since.
May 6, 2014, Eden cancels the National Police Memorial service on Civic Plaza.  This service had been done yearly to honor those local law enforcement officers who died in the line of duty.  Eden tells those who wish to attend to drive to Santa Fe and attend the service there.  Later in the month Eden and Berry do hold a small / dysfunctional service at the police academy.
May 2014, Eden hires PR expert Janet Blair to help his tarnished image.  In August 2014 Janet Blair quits amid controversy that she is at odds with Eden and his command staff over the releasing of public documents, as defined by the IPRA statute.
May 2014 Eden promotes Tim Gonterman to the rank of major.  Tim Gonterman cost the city $300,000 in a civil suit where he tortured a citizen with a Taser gun, burning the citizens’ ear off.  The DoJ blasted APD in their investigation for Taser abuse. Eden ignores outrage by the citizens, saying Gonterman has learned and now is a better officer.
June 2014, Eden bans APD officers from speaking to the DoJ without his permission.  Eden apologies, again.
July 2014, Eden sends an undercover officer to spy on citizens protesting police shootings.  This officer was also involved in a police shooting.  Again this sparks outrage among the community.
August 2014, Eden announces that he is postponing a new cadet class, even though APD (at this time) was below 940 officers and it is budgeted for 1,000, because APD didn’t have the money.  Richard Berry has to countermand this decision by saying APD is budgeted for 1,000 officers.
August 2014, Eden gives the Academy Director a letter of reprimand for falsifying documents of training that were sent to the state academy.  He gave the officer who blew the whistle on this crime an 80 hour suspension.  So much for protecting the whistleblower.
September 2014, APD and Eden are sued in court by KRQE and other news agencies for violating the IPRA statute pertaining to the release of documents.
October 2014, Eden / Berry put forth a proposal to retain senior officers with a retention bonus.  Richard Berry announces that APD has 891 sworn officers and could go below 800 by the end of 2015.  Eden says it is not his fault APD is losing officers faster than they can recruit, Eden says the fault is with changes to the retirement system.  Eden states that morale amongst APD officers is very high.  The state retirement PERA warns Albuquerque that the retention bonus is pension spiking and will cause a $6,000,000 unfunded liability.  Eden doesn’t respond to PERA.  APD continues to lose officers.
November 2014, Eden fires Officer Jeremy Dear for repeatedly not using his lapel camera, even though evidence supports that the Taser Axion Lapel Camera was defective.  During this same time Eden does nothing to Huntsman’s SWAT team members who continually ignore his orders to run their lapel cameras.  It seems the only lesson SWAT learned after the Boyd shooting was to make sure no cameras are running.  Nothing happens to SWAT because Huntsman provides his favorite officers cover.
November 2014, the Albuquerque Free Press reports that Reynaldo Chavez, APD Records Custodian, has cost the citizens $48,000 in settlements for illegally denying public records requests.  Eden does nothing.
December 2014, Eden gives the officer who crushed a citizens testicle 240 hour suspension.  Even though this officer is on camera destroying video evidence of this incident, Eden doesn’t fire him and does not request a criminal investigation into charges of evidence tampering.  The State Certification Board rescinds this officers police certification.
December 2014, APD leaks an investigation to their friends at the Journal that District Attorney Kari Brandenburg is being investigated for bribery of a witness.  This investigation started in October 2013, yet the NM Attorney General was not asked to take it over (because of conflicts of interest) until November 25, 2014.  The DA was never interviewed by any APD detective regarding these allegations.  Eden refuses to answer any media questions regarding the leaked investigation.  The IPRA statute allows law enforcement to not release documents of an ongoing investigation, yet APD handed the Journal everything regarding the Brandenburg investigation.  Eden won’t comment as to why.  Eden has not opened an investigation into who leaked this investigation to the Journal.  Eden will not comment as to when he knew about this investigation.  Eden allows a inflammatory, weak, investigation to be leaked to the press, making unsubstantiated allegations against the current District Attorney, but he won’t answer any questions about it.
(side note.  There is speculation that the District Attorney had hinted to Eden that she was going to recommend charges be filed in the Boyd shooting.  This may answer why one of the APD shooters retired right away, to protect his pension.  The law currently allows for PERA retirees to keep their pensions, even if convicted of a crime, but if they are not retired they could lose their pension.  This may also explain why the allegations against the District Attorney were leaked to the media.  This is just speculation as of now, but APD does not have a stellar reputation and this has further damaged it.)

Brandenburg of course came back swinging saying that, to heck with a grand jury, we're going to present the Boyd case before a judge. (this led many to speculate if DA Brandenburg won't be "Mary Han'd").

December 2014,  Without any comment by Eden, APD's police union independently comes out and says:

"... the New Mexico PERA board has taken legal action against the City of Albuquerque to prevent this pay increase from benefiting any officers top three retirement percentages, the PERA board is accusing the city of unlawfully spiking the retirement averages. This is an absurd reaction by PERA and the City of Albuquerque is planning to take this fight to court, to ensure that officers will benefit from these increases. The executive Board also gave authorization for the APOA to assist the city in defeating this frivolous clam made by PERA. Our assistance will be, that of an ingested party and we will not be providing the city any monetary assistance for this litigation." --APOA President Stephanie Lopez.
These are just a few of the mistakes Eden has made in just ten months at the helm of APD.  Do we think he was the “best” or “most qualified” man for the job of Chief?  No.  Do we think it is time for Richard Berry to dismiss Eden?  Yes.  Will Richard Berry do anything?  No.  The next three years are going to damage APD and it will take years to repair the injury.  Eden is not the chief to lead APD into 2015, he should be replaced and a real qualified officer hired.

What the hell is wrong with the APOA? I just received the newsletter and Stephanie basically tells 27
APOA members to go to hell, that even though the MOU says they should receive retention bonus, that is not what she and the city actually meant. So those 27 APOA members will get no representation from the APOA on this matter. Yet, Stephanie says the City of Albuquerque will represent folks like Roseman who want to spike their pension. But didn't Berry and the APOA sign an agreement this summer that prohibits doing union work on city time? Will the City of Albuquerque Attorneys have to take vacation time to work on the APOA / PERA lawsuit?

Who is running this city? Berry doesn't have a clue what is going on and I by threatening PERA I believe Berry has sealed his fate with getting double dipping back during the 2015 legislative session. Berry should be recalled, or better yet, RJ Berry why don't you disappear like you did after the Boyd shooting?

It was obvious then and even more obvious now that Eden was only hired to be the fall guy for the mayor and governor. Who in their right mind would hire him over two other highly qualified out of state candidates. Anyone who has ever heard him speak knows he is not qualified to hold this position. And Eden hiring Huntsman just because the are friends from church is a slap in the face. Any other agency would have fired Huntsman. The 5th floor is supposed to be the cream of the crop, but they aren't even allowed to speak to the media anymore cause they keep screwing it up. The DOJ can try and fix the department, but they can't fix stupid.

KOAT is reporting that Eden, Huntsman, Roseman, Gonterman, Garcia, Montano, ALL the command staff is going to receive the retention bonus! How the hell does Eden and Huntsman get this? Eden hasn't been here 17 years (oh my mistake, The APOA is now screwing the officers with 17 years it was a mistake in the MOU!!!!). Huntsman retired and came back, so how does he get this bonus? By the way Eden already makes $160,000 per year and Huntsman makes $112,000! How much more money do these people want? Now we know why Roseman wrote the retention MOU, instead of using the deferred comp bonus that worked back in 2008. Back in 2008 that MOU specifically did not allow Captains, DCOPs and the Chief to receive a retention bonus. Marty understood that he didn't need more command staff, he needed the money to keep officers and sergeants. Now we have Roseman, Eden and Huntsman being so greedy that they wrote this just to give themselves a huge pay raise. APD and Berry make me sick. Retiring December 31, this city is run by greedy fools.

The APOA admits this retention bonus MOU is horribly written. 27 officers will lose this bonus, but Eden, Huntsman, Roseman and all the other chief, captains and majors they don't have to worry. They will get to keep theirs! APD is run by some of the most corrupt people I have ever seen in my life. How does Eden and Huntsman even qualify? And didn't the City Council approve this for the officers and sergeants, not for the command staff? We need to fire the entire command staff at APD. They are nothing but a bunch of greedy fools.

The real issue here is that the community wants the Chief, and the majority of the upper echelon gone for incompetence and the officers that are truly needed are the line officers taking calls and responding to the needs of the citizens. Any true Leader would ensure his troops are taken care of first, that is integrity, character and an understanding of leadership. What is being demonstrated here is the worse kind of self serving, self centered move I have ever witnessed at that level of status from individuals that were entrusted to make this city safer. I can not believe that the city council fell for this. The greed and lack of even a hint of caring for the officers astounds me. I hope they are proud of their true nature and character and none more than Chief Eden who should know better. I guess he and Huntsman need to pay more attention in church.

The 27 APD officers who are being screwed by Eden and the APOA please contact Tom Grover or any attorney and file a complaint against the city and the APOA. They are screwing you over so that Eden and his command staff can have YOUR bonus! Don't let this happen. Stand up for your rights. The original MOU gave you this bonus and it was only taken away because the Eden realized there was not enough money to give you the bonus and to give Roseman, Huntsman, Garcia, Montano, Gonterman, etc a bonus. So you get screwed and the rich get richer. Stand up for yourself, call Grover and let him file with district court on your behalf and reinstate your bonus money! No one can do this but you. Stand up for your rights.

A great military leader once said that a true leader teaches those under them everything they know, then retires to allow those they have taught to move up and become great leaders themselves. I guess the APD brass missed that lesson. (Especially Huntsman)
They think a leader kisses ass, milks the system for max retirement, takes the credit for good work and transfers blame to anyone but themselves. But I guess it's their leadership that got us into this mess so transferring it to other officers wouldn't be the best idea.

Lopez is obviously in on this because they tried to squeeze the MOU through then revised it when caught. Lopez is full of shit. She is owned by the administration because she agreed to play their way to save her LE certification. It is obvious now Stephanie, you fat little snake. Any other officer would have been terminated for any one of the things you have been disciplined for.

Why didn't you redo the Bonus MOU and remove the command staff instead of your officers from it? Back in 2008 to 2011 the command staff was not allowed to receive the retention bonus. Now you and Eden come in 2014 and screw your members over so that Eden, making $160,000 per year (and only her for 10 months) can grab another $12,000 that should belong to the officers.

Fire Stephanie Lopez as APOA president now! We need to move immediately to recall her and put in place a president who will represent the officers, not the command staff!

Demand that the APD Senior Officer Retention bonus be given (as originally promised) to APD officers, detectives, sergeants and lieutenants who have 17 years or more with APD. Demand that NO MEMBER of the APD Command Staff (Eden, Huntsman, Roseman, Deputy Chiefs, Majors, Captains, Commanders) be allowed to get this bonus money that was always meant for the regular officers. This is greed to the Nth degree by Eden and his staff. The citizens need to stand up and support the beat cop. This money was meant for them. Support the beat cop! Do not support APD Command Staff greed! Make the call!

Berry got the APOA to concede that no union business can be done on city time, well I think the APOA suing PERA and being represented by the city attorneys is a violation of the APOA contract. I do NOT want my tax dollars going to pay the city attorney to represent the APOA. And I just heard the city attorney already contracted this out to City Councilor Brad Winter's wife, Nann. WTF! Talk about violating the contract and a conflict of interest. Who the hell is running this city?

I'm betting there's still plenty of real men left in APD. I can't say I understand completely, since I'm not an APD officer, but I'm betting that there's so much entrenched apathy or outright cowardice, that there's really nothing to be done about the many, many internal problems. At least, not on the individual level.

I also get what you're saying with your diaper washer analogy, but it's incorrect on several fundamental levels. First, diaper washers don't have legal authority to detain, arrest, or kill citizens. You see, if that power is given to someone that's a racist, uneducated, and poorly trained bully that possesses no critical thinking skills, you can imagine how much more dangerous to everyone that person would be than someone who steals diapers.

Second, the diaper washer, even the thieving one, likely shows up for work and puts in a full day. If they should get caught stealing diapers, they're fired. They don't get investigated by their friends, and they don't get to move to another part of the company where they do even less work, then retire before they get in trouble.

The bright side to that is, if you're not already one of them, I hear APD is looking for people, and you'd fit right in.

Mayor Berry, The APD retention problem is not a PERA problem. The economy of Albuquerque is not a nationwide problem.

APD is the only agency in the State having these issues. Albuquerque is the only economy in the nation having these problems. Third quarter economic growth for the nation is the strongest it has been in 11 years! Pick a city and it is doing betters than us.

Detroit has a stronger economy than us! Detroit, with its bankruptcy and its Mayor who was federally charged for corruption has more economic growth then us.

Maybe with all the pending lawsuits and your shenanigans we can now aspire to be Detroit!

Hell even Juarez reported stronger job creation than all of New Mexico put together!

This isn't New York or anywhere else in the Free US for that matter. This is Albuquerque. A place where people get disciplined and retaliated against for speaking up or standing up. If an officer turned their back on the mayor or spoke out on social media, they would be fired or the Chiefs would make sure that person never held a position out of the field. It's easy for everyone to talk tough about leaving or taking a stand., but when you have a family to support it's better to just shut up and cover your own ass until something else comes along.

I feel your pain. I want to encourage every single 34 who has experienced or witnessed potentially illegal acts to contact the local FBI office. Start by requesting to be anonymous. They WILL honor it. Then request to get your statement documented now so that it can not be used to retaliate against you. It is very important you explain your legitimate fears of retaliation because there are federal laws that WILL protect you.
We all know what we've seen and we all know what we saw.
Let's take back our streets by taking back our Department!

It is easy to talk about leaving when your integrity matters more than a job. And no offense, but being a cop in Albuquerque isn't exactly a high dollar proposition unless you're hustling on the job or otherwise. If you're afraid of losing that little bit of money, I truly feel for you.

More importantly, your attitude is precisely why retaliation is the norm and exactly why it will continue to be so. Everybody has an excuse about why the department is swirling in the bowl and why they haven't bailed and why they haven't stood up and why this and why that.

The 27 cops who Stephanie and Eden screwed over so the Command Staff could steal their retention money need to come forward and call them out. Eden needs to resign. Huntsman needs to be fired. The entire command staff lied to city council. Wouldn't a beat cop be terminated for this kind of conduct? Roseman, in his testimony to city council, never once told them he and his Command Staff buddies were going to benefit from the retention bonuses. They all deserve to be fired for lying to the city council.

The city council should immediately suspend any payments to the APD Command staff. The city council should order an investigation into the APD Command staff. Hold them accountable!

Just because you didn't tell the city council that you were planning to write up the MOU in a way that would benefit yourself doesn't mean you didn't lie. An officer would be fired for much less.
