Meanwhile....Over at AFD....


You remember a few weeks ago how it came to our attention that the brains running AFD had required personnel to deploy on their engines in below minimum staffing requirements. And then how one of the chiefs in charge of that order told his troops to remain silent or otherwise face certain retaliation even though he knew that it was his own department's failures that was the cause of putting his firefighters needlessly into harms way.  Well it seems things are getting worse for the beleaguared AFD deputy chief currently known as Victor Padilla.

One of our followers informed us of a few more items AFD Deputy Chief Vic Padilla would prefer the media not to know. It has come to our attention that in 2003-2004 Deputy Chief Padilla practiced as an AFD paramedic for approximately seven months without a license. AFD Deputy Chief Padilla broke the law and practiced medicine without a medical license! From our view point, AFD's administration is looking more and more like APD's administration everyday! How many patients were treated by Mr. Padilla and were injured as a results of his malpractice or were needlessly not treated.....

In addition to practicing medicine without a license Deputy Chief Padilla is now facing multiple Federal EEOC complaints. We understand that these EEOC complaints have teeth and because of that Chief Padilla is now looking to jump ship. Our eyes tell us Chief Padilla is attempting to purchase time to be able to retire. We here at the Eye wish Chief Padilla all the luck in the world with that endeavor. AFD will be a better organization after his departure.,,,,

KOB just announced that Berry is paying a private investigator to figure out how Jasper the Taz died at the zoo.

Shouldn't this be done by APD if it was an intentional event?

Shouldn't this be investigated by the experts at the zoo if it was an accident?

Just who is this private investigator? What experience do they have in this type of investigation? How much of our tax dollars are being used to pay this investigator? Why can't this be done by city employees?

I smell a rat.

"Practicing medicine" refers to Medical Doctors. If he worked as a para without a license that is a prob but a decade ago? You're gonna need a bigger boat.

The more things change, the more they stay the same. Where is Fire Chief Downey in all this mess. Nice leadership here; allowing the deputies to bust the balls of firefighters while allowing the department to spiral into hell, and do nothing to the command staff. If a firefighter did the same things as Padilla, an investigation would be launched and discipline enforced. This administration is so quick to hand out reprimands that the disciplinary process has become a joke. These same chiefs must not have studied the same promotional material about leadership and overuse/abuse of discipline that everyone else read.

If they went the private route they control all the info of the investigation and they can avoid a criminal case.For instance, the spin will be important if they discover this was an inside job. They have animal rights people from all over the world watching them so they are closing the door as fast as they can. Now they can get those wanna be cops over at the PI firm to dirty someone up.

Why would Berry hire an outside investigator to do something the zoo (working with APD) could do?

This sounds like a cover up job. Berry is afraid of more bad press. In this case the probability that Jasper died because of a defect in his pen is very high. Berry knows that in Albuquerque you can kill a bunch of mentally ill poor citizens and no one cares, but let a large rodent for the land down under die and holy crap. The poop storm over Jasper will bring Berry down.

Jasper's death smells of cover up from Berry's office. We need to demand that APD and the Zoo investigate, not a private detective. Well unless it is Ace Venture.......

Stealth will never be able to step into those shoes because his Daddy is not friends with Berry. If there was a test to promote into this position, which there isn't... its chosen by the mayor...I mean chief, the majority of the individuals that occupy these spots would never have been promoted in the first place. See previous promotional lists for their testing trends. It's always a good practice to not look at someone's rank when judging them... you just may find out that your rank in make believe AFD land doesn't translate into your rank in the real world on your days off or after you retire. It helps keep things in perspective.

Apparently, in the current version of APD, "Study"=determine whose ass to kiss for the most benefit. "Test"=see what more hands & knees services you will have to perform to get ahead.
"Promote"=the reward for being proficient at the above. "Rank"=what you gain when you have been "promoted" to the level that you no longer have any fear of taking responsibility for the fuck-ups who are "studying", "testing" and improving those skills in order to "promote" while you have "rank" and are coasting with your "high three". Speaking from an outside (PD) observer, I find it hard to believe that there are no good leaders in your organization. There seems to be hatred for the brass, and it usually to me sounds like sour grapes. In the SO, getting to positions of leadership (up to LT) is a fair and unbiased process that tends to promote the most quailified applicants. Is your process not similar? I understand that when it comes to commanders and chiefs that this may change, but its the LTs and SGTs especially that are able to effect the most influence on the troops. You mid level supervisors need to step up and make changes in your agency. Our promotion lists expire after two years and you have to go through it all over again. You have perpetual lists. Get on it and bide your time. If you choose not to promote and make change happen then you probably should stop complaining and go to work and do your job, quietly. Not everyone who promotes is trying to top three and coast into retirement. SOme of us really do care about our people and work to make thier jobs better, which should be what leaders do.

So the Mayor has hired Caswell and Associates to investigate Jaspers killing. You would think the hundreds of thousands of dollars (literally) that Berry pays this group of retired cops already to gut city personnel claims would be enough for this greedy group of retireees, but no, they have to make another $15,000 to $20,000 to investigate the killing of an endangered rat. Come on Eye, report what Caswell gets paid to do investigations for the City.

That the most untrue statement I have ever heard. I know of at least a dozen officers from APD who latereled to Oklahoma, California, Florida, Colorado, and Arizona in the last two years. Yes its because of the top brass. These agencies want some NM cops because for the most part the physical standards are higher. NM academies (NMSP, BCSO, APD) on average are 5-6 months long and are very tough to endure. Most agencies around the nation have a 3-4 month academies like the fire department.

These local agencies procuce some of the best training in the SW. Problems plaqued by APD are to blame at the Mayors office and the Chiefs office. Not the officers on the streets. Most want to do their jobs and are dedicated day in and day out while you sleep cuddly in your fluffy bed. Your pathetic to even speak of such nonsense.

APD Transparency. Try looking around the website. You have to dig to find out who yhe DCs are. There is no link saying who the Majors are. There is no page saying who the Commanders are over the specialized units.

In other news, civilians will now decide when a case should be investigated. Just look at the child abuse liason position they are advertising "screen incoming referrals from the general public, law enforcement officers, amd CYFD" What the hell is going on thats a civilian, not the Sgt, not a cop, not even a rehire, is screening cases!!! DO NOT APPLY FOR THIS JOB
If a civilian, when a civilian, screws up and another kid dies, you do not have the same legal protections against jail and lawsuits because you are not a cop and you are not trained to do this, no matter what the idiots who made this decision tell you.... shit, this may just be the only job out there where a rehire CSA is totally justified, if we can't get the Sgt to do his job. (It is in the Sgts kob description after all.)

The sad part is now at the SO we have a QUACK for a sheriff who, thankfully will be gone in a month, we can't wait!!!! He's a corrupt POS that uses our money for his own personal gain. Our promotional process is fair, just like your, but after the Lt's rank, the QUACK picks the capts, chief's and undersheriff's. This last one we had was a total loser, no education, arrogant, and very self serving, always taking care of himself and his friends. We were lucky he retired in July when he found out that his butt buddy had lost his bid for re-election. He couldn't leave fast enough. Funny, he really would bad mouth Baird and Gonzales, now I'll bet he'll start kissing ass, it's what he does best, swallows!

Where in my post did I blame the cops on the street? The top brass are the problem and the stigma they brought to this department is the reason other agencies think this place is full of fuck ups. I know plenty of officers who are in the 90th percentile who are worthless on the street. It is one aspect out of many needed to be a balanced officer. Please do not tell me about the training. The academy is in the process of trying to cover up the biggest training deficiency scandal in the history of APD while I write this. Your example may have been true 20 years ago, but it is not the case now.

Seems the PD is also going down that path of promoting people that should not be in a position of authority. These guys as some of ours, have no business running a command, they don't lead by example, it's sad. They were promoted based on being a golfing partner or someone's crush/fantasy.

Matt Gonzalez was one of the reasons that the sheriff lost his re election. Matt brought absolutely nothing to the table! No one liked him and he had a very checkered past here. Drinking and chasing women seem to really count for promotion to a higher rank, just ask Matt.

Once again, the pure hatred that I mentioned comes out. I, my friend did ALL my time in the Field before I chose to work toward promotion more than halfway through my 20. So in no case did I hide from police work. Ever. ALso, I am not saying that officers cant make change, its just that on this site, they seem to blame all the problems on the brass. Too much complaining and not enough doing. If you want to change a culture you can do so, but it gets easier to make change with the increase in influence you achieve by attaing rank. There is nothing special about me, although I like to think that I have always treated my co-workers fairly regardless of whether or not I happen to agree with them or not. I have had plenty of people that worked for me that I did not personnaly care for but that did not make me treat them any less professionaly than others. And your prognostication is wrong a second time. I do know the pointy end of the stick. Remember I work for the SO. This administation has not been the smoothest. I keep my focus on my people. Period. I use my sphere of influence, as small as it might be and make my units the best place that they can be. I stand up for my guys. If that is not leadership, so be it, but its how I work. As far as making it in a top ten city, I have no idea what you mean. Top ten in what? You dont make sense. I happen to think that my agency is pretty good and I have been all over this country. I would put SO deputies against any other LE professional in this country.

To answer your question, it appears fair on the surface but talk to anyone and you will find it is not.
If you are friends with the right person they ensure you get time off to study. (Before you say study on your days off, please know we are so short staffed that many patrol man have not been able to get one day leave in over a year and many are madatory to work three out of four weekends a month. When is the last time your kid cried and screamed because you can never be at whatever thing is important to them.)

Then there is the test prep. While all are given study materials, which are hundreds of pages, Lts and Cmdrs routinely have study groups on the clock. They use the shortage of manpower as an excuse for why only their friends can come in from the field to study.

So while one group is trying to read and learn hundreds of pages in their off time, the other group is using your tax dollars to not take calls, and have bosses say skip this skip that because question #1 will be page 57....

Lt and Cmdr claims to test but when is the last time you saw someone promoted who did not serve directly under someone from the 5th floor in investigations.

What is the current experience requirement to be an FTO? How many years are you required to have been on patrol? Is it still only 2?
How many years are you required to have to test for Sgt? I am being told it is only 4.
How many years do those who are not Sgt or above have on average? I am hearing it is less than 7.
Are any of these true? If your career should be 20 years what is going on that these numbers are so low?

Dim-witted, marble mouthed Sherman McCorkle once again shows up as part of Berry's inner circle with lots of influence over Innovate Alb. McCorkle was recently the featured speaker on "leadership styles" where people paid $50.00 for lunch to hear this fool mumble and speak. Sherman McCorkle is no leader, he has never run for office, always works in the shadows like a roach and is the classic good old boy, wealthy Republican political oerative.

McCorkle headed up Berry's transition team 5 years ago, he is the one that pushed to get Darren White appointed Chief Public Safety Office and Rob Perry appointed City Attorney and then CAO. McCorkle also was instrumental in getting Gordon Eden appointed Chief and still defends Gordo within the business community as being the right choice. There is now talk that McCorkle is thinking about running for Mayor or helping the snake Bob Murphy to run for Mayor. Bob Murphy is the President of the Economic Forum. The Republican business community are desperate to keep City Hall under Republican control and will have no problem raising one million for the race. Berry raised one million in five months and the Republican party will be looking for some one to continue Berry's destruction of city unions.

Sine Tanner and the brain trust of APD cannot do math to save their lived I will do it for you.
You say the SE has adequate staffing with 17 officers and in the same breathe say we also had 115 calls for service in four hours, 20 of them were priority 1.

Now 115 calls in four hours works out to a call. That is 28.75 calls every hour or one call less than every 2 minutes!

Now 17 guys for 115 calls, really all calls require 2 man teams down there so i will give you 9 teams. Thats a little under 13 calls per team divided by four hours. That works out to a little more than three calls an hour. That doesnt even factor in that 20 were priority one and those take 2-3 hours a piece.

plus it was a monday. How many of the 17 were in court?

There you have it readers. From Tanners mouth to your brain is the real reason that Officers are leaving.

Priority One takes at least an hour but you are getting reassigned less than every 20 minutes.
