Who was supposed to be In-charge?


Here is the million dollar question.  Why was a high ranking police lieutenant an active participant in a low-level drug bust?  This debacle may cost one of APD’s finest his life.
An APD undercover officer was shot multiple times by an APD Lieutenant who was an active participant in the drug bust.  The officer is now struggling to hold onto life.
The Eye On Albuquerque has made it very clear; we support our officers, however, we are still bound by the truth.  Here is what our research has shown.
The undercover unit was conducting a buy-bust operation.  The purpose is to remove another drug dealer off of our streets.  This makes our community safer.  The undercover offer completed the transaction and the arrest team started to move in, to arrest the drug dealer.  As undercover officers approached the drug dealer (seated on the passenger side of the car) realized they were cops and drew a gun.  We are told the lieutenant was approaching from the driver’s side of the car where the undercover officer was sitting.  It was not clear what the actual or perceived threat was discovered by the approaching lieutenant.  The lieutenant started firing his weapon striking the undercover officer multiple times.  To dissect this case would take a week and several pages to include everything from use of force to target identification to bullet placement to who was in charge of this incident?
The bottom line is this lieutenant has absolutely no business being an active participant in an incident he was supposed to be in-charge of.  If he would have maintained his position of authority as the Incident Commander the rest of the issues would be null.
Then there is any type of police situation the highest ranking officer is automatically in-charge of the incident according to APD’s Standard Operational Manual.  It talks about “Unity of Command” and   IC System (Incident Command).  The definition of Unity of Command provides that an employee is responsible to only one supervisor, who in turn is responsible to only one supervisor, and so on up the organizational police structure.   The Incident Command System (ICS) is a management system designed to enable effective and efficient domestic incident management by integrating a combination of facilities, equipment, personnel, procedures, and communications operating within a common organizational structure.  ICS is normally structured to facilitate activities in five major functional areas: command, operations, planning, logistics, intelligence & investigations, finance and administration.  It is a fundamental form of management, with the purpose of enabling incident managers to identify the key concerns associated with the incident—often under urgent conditions—without sacrificing attention to any component of the command system.”  (READ FEMA SOURCE HERESince this police lieutenant decided to be an active participant who was in charge?  Was there a captain, major, or perhaps a deputy chief out at this police situation?  The answer is no.  This lieutenant made a series of bad decisions with catastrophic results.
When a police officer starts to promote up the ranks they are removed that much more from the “action.”  This lieutenant wanted to play and be a patrol level officer and he acted as such.  This debacle ranks with the catastrophe involving Mr. Boyd.  In order for Mr. Berry and Mr. Eden to prove they are in control of the APD, accountable and responsible to the Citizens of Albuquerque; heads MUST ROLL.  This action should be swift, direct and decisive.  This case may actually warrant criminal charges.
The police administration must act immediately to ensure the continuum of public trust. This was not an oversight type issue or situation; this was a calculated and malice act by a high ranking APD lieutenant who violated every single fundamental and basic principal of management which resulted in an innocent officer being gravely injured. This incident may still result in criminal charges as well against this lieutenant.
Our thoughts and prayers are with the injured officer and his family.

Incompetence or malice, I hope that Brachle is done as an LEO. As far as swift and decisive, Adam Casaus kept his job with APD for 90 days after he was charged with a felony for killing a girl and severely injuring another. Those two were just lowly citizens, a group APD has shown they couldn't care less about. This being a cop seriously injured, if APD beats the 90 day marker, that's progress. The bar is so low they'd really have to work to fuck this up.

I hope the injured UC officer makes a quick recovery. I hold much less hope that any net positive change will be seen as the result of this tragedy.

The very beginning of justice is coming this week. The occasional poster who gets on here like fat fuck boy TJ, the puppy petter, and broom hilda city attorney who like to rub things into people's faces that NOTHING WILL EVER HAPPEN, will now have their face rubbed in it that NOW things are beginning to happen, and YES....people are going to be held accountable. That bread trail will eventually lead to them, because their former top guy will be next after these two. Hang on folks, the justice/karma train is rollin this way. You just can't lie this much and do this many dirty things to people without it catching up to you. ORANGE IS THE NEW BRASS MOTHERFUCKERS.

The eye appears to be claiming the drug brokers were armed. These weren't dealers, and referring to these low level hookups as dealers is disingenuous at best, particularly in light of the complaint. But it appears the eye is claiming the brokers pulled a gun. The eye then calls on management to act swiftly to send a message.

But what of the "officers"? What message does supporting the shooter at home send? Is it normal for cops to hang out with those facing potential criminal charges and support their actions? Because that's what's happening in this case, while many are simultaneously blaming everyone else......management, media, the public, whatever, anything to take the heat off.

Incidents such as these tend to expose hypocrisy on every level. The eye is certainly not immune from that reality.

Is the police officer who is in critical condition the Serpico of Albuquerque? No one with intelligence would believe this was an accident. Citizens need to DEMAND THE TRUTH and DEMAND JUSTICE in this situation.

Imagine being a good cop and having to go to work knowing that one of your own is part of the corruption and could kill you and possibly get away with it.

Imagine the wives and family knowing the danger their loved one faces, not from the criminal element outside, but inside APD.

This is what happens when manning levels decline. Narcotics went from 3 teams to 1 minimal staffed unit that cover the whole city's drug issues.
You now have Vice detectives assisting narcotic detectives for "buy bust" operations, and will have supervisors assist as well. Briefings are held prior to going out and it is the case agent's responsibility (who should NOT be in a undercover role), to make sure ALL areas are covered & responsibilities of the take down are covered. Communication must be constant in these operations, especially when the undercovers are in the "target" vehicle. (They are already in the disadvantage).
We are hearing a very minimal bit of information from Chief "I really don't know what I'm doing here" Eden, who spits it out to the media so they can fill in the blanks of what happened. How about get a full de-brief Chief by Eric " I have my dick in Karen Salazar" Garcia & Les " I am here to kiss your ass to get promoted" Brown. They are the true responsibility of SID operations & units. If they don't have any idea about what happened, get rid of them.

Just saw the Press release, it is clear to see why officers have contempt for this chief. He needs to stay away from the press as he continues to embarrass the agency. It is obvious he does not understand his role as chief. I've seen women behave more stoic in the face of tragedy than he did. I can't imagine how he would act if it really hit that fan. We all keep waiting for APD to turn the corner but instead it gets worse!

Why is a police LT participating in a drug op? Because they have a commander there that allows people to do whatever the hell they want. Les Brown is a joke. With everything that has happened in SID, and he is still in charge, where else in the country would that be allowed? Just another example of a chief that doesn't have the balls to discipline those around him. Being a leader isn't about making friends and ensuring their buddies receive promotions/bonuses, it's about making the tough decisions to keep everyone safe. Time for the chief to put his money where his mouth is and either get rid of brown or SID all together.

Once again a Peter Priciple'd Lt., who never learned to be a patrolman in the first place, illustrates the need for reforms in the dept. to actually have people who desire to be supervisors be given leadership skills classes, management classes, and communications skills classes. If the bad guys pulled out a gun, where is that stated in the criminal complaint and why were they not charged for a crime involving a firearm? ie: Aggravated assault on a PO, or Armed robbery?????? Not sure what occurred and we may never know the exact cause of the shooting, but the longer it is kept from us the worse it will look.

Les Brown interviewed by KOB tries to draw a comparison between the Golson shooting and the Brachle shooting. Les is lost. He does make one correct statement:

"He said details are limited, but something went wrong"

Yes Les, something went wrong the day you were promoted. The day you took over SID. You have no clue what you are doing. Eden should hold Les Brown accountable for Boyd (ROP is his guys) for Brachle (another Les guy) and the entire mess at SID.

Chief Eden have some balls and fire Les Brown, or at least transfer him to Records.

Any narcotics cop knows that a nervous dealer will change the buy location or any other combination of circumstancse to possibly throw off someone he may feel may be a cop. Just the fact that the APOA and others will stick up for the two officers that shot Boyd shows that the culture at APD will never change. I worked with Sandy at SP and Around him when he was with APD. I was shocked when APD hired him and was astonished as he jumped from unit to unit although his childish attitude never changed. I for one think the Boyd shooting was bad and feel Sandy would do anything to try and gather high fives from his buddys. I support APD but a bad apple is a bad apple. This case is now in the national spotlight, why is the administration willing to let the entire dept suffer for one bad cop. It's gonna cost you millions anyway, so separate yourselves now

As I sit here drinking my coffee watching the APD fiasco on Good Morning America, I shake my head in disgust at how far APD has fallen. I hear the excuses and the attorneys do what they are paid to do and cannot help but wonder how the chief and and his appointees can live with themselves, knowing their egos have destroyed what was once a great department. I will end with this, it's doesn't matter if the subj is mentally ill, it doesn't matter what someone has done in their past, you are POLICE OFFICERS. You are the professionals and trained people who we call when we know no one else can do the job. The people we are supposed to look up to and teach our children to respect. There is no way to spin this, that shooting was wrong. You rushed it and someone died. Your job was to ensure that man came off that hill and got the help he needed........

I agree with 4:30 1/14. If the story is true, that was a bonehead move by APD. Only bottom level cops will suffer. You can think what you want about Brandenburg, but she has always protected cops. Once she leaves, the next DA is sure to be more level headed and more Police officers will be put out for public flogging. Until then, Brandenburg is going make life difficult for the worker bees. Another childish move by APDs brass.

Mister Perry decided that he would like to extort the District Attorney, after she charges two officers with murder, saying that the DA being on the scene of an officer involved shooting is a conflict of interest. Mrs. Levy of the City Attorney's office has been at all of the shootings since the DOJ announced the possibility of their entrance into Albuquerque. This same city attorney advises on these scenes, becomes a witness, and is in police reports, yet she defends the city in civil cases stemming from these very same incidents. Things are a little clearer now. Money is worth more than justice. You are a true dirt ball in every sense of the word. Your city attorney has the reputation of an Ebola virus in the legal community. Fact is whether you agree or disagree with the move to indict, this has got to be the worst decision made in Brandenburgs career. To attempt to indict two police officers with no criminal intent is just pathetic. She will set a presidence with astronomical repercussions. Cops being indicted for protecting another officer who was in close proximity of being stabbed by a mental maniac. Did Kari forget the PD could not let Boyd leave as he had already threatened two cops with a knife. He committed a violent felony. How about the citizens who called 911 because they were afraid to approach him. What about the fact he had previously sliced a persons face with a utility knife, and broken a female cops nose. No, no mention of these facts.

This will cause a snowball effect like never before. Every BCSO, APD, NMSP, TRIBAL, AG, UNMPD, AIRPORT officer in Bernalillo County will now be subject to indictment by The DAs office for doing their job as a law enforcement officer.

Since when does the APD defend officers who are indicted? It is obvious by Robles's motion that APD knew Brandenberg was going to charge Sandy and Perez and preempted her with the witness tampering nonsense to extort her. Robles is being fed information by APD and the city attorney's office. Now you have a police department working with defense attorneys to help them win their cases. This is how far these criminals will go to make sure their out of control tactics stay intact. DOJ criminal division needs to convene a federal grand jury investigation into this matter, pull detective Six in under subpoena and question him on who the "those that tell us what to do" in his recorded belt tape between him and another detective in regards to their conversation into the Brandenberg investigation was supposed to mean. Something stinks to hell here and it is all about keeping Eden from looking like a fool fir saying the shooting was justified.

Indict officers defending another from a knife wielding individual? First, not indicted, an open charge, different, also the knife was a 3 inch pocket knife (you could see that on Sandy's helmet cam). Knife wasn't displayed until after a flash bang was delivered and a dog set to attack after you could hear the individual (Boyd) say he was coming down. Also, what about the audio picked up on a State Trooper's recorder? No, criminal intent is the concept of intentionally doing bodily harm, I believe when the full contents of all recordings come out it will be discovered that Det. Sandy intended to shoot Boyd. But why not? APD had been shooting and killing unarmed citizens for months prior to this incident. And yes, I consider a 3 inch pocket knife against a body armor wearing, trained in hand to hand combat, cop, unarmed. I have dealt with such weapons while not wearing any protective armor as a bouncer in night clubs and never got a scratch, because I knew how to handle the situation both verbally and/or physically. You would think cops could do the same thing as me, a lowly citizen.

ROUND ROCK, Texas -- In an effort to increase transparency, accountability and help resolve disputes, Round Rock police are starting a pilot program where some officers will be wearing body cameras.

All of the Round Rock Police Department's patrol cars currently have dash cameras that automatically turn on, but Chief Allen Banks said those videos are limited in what they can capture.

"This video will give us the opportunity to be able to capture much more," Banks said.

The body cameras are designed to protect both officers and the public. The cameras can resolve disputes over what really happened during interactions with police officers.

Within days Chief Schultz, before he has even retired takes a six figure salary working for Taser. Banks relocates to Round Rock to become their new Chief and suddenly Round Rock just happens to have a need for Taser products.

They will defend the lieutenant to the end because he carried water for them. That is one reason. The other reason is because APD will always find a reason to justify all shootings by any means necessary. The city attorney says "you indicted OUR OFFICERS" to the DA while referencing Sandy and Perez. The same city attorney pulls shit out of her ass to make excuses for Lampiris.
