The Straw that Broke the Mayor's Back?

Was last night's embarassing and unprofessional behavior of Chief Ray Schultz, finally the straw that broke the camel's back? There was a City Council meeting last night. The usual "frequent flyers" were there, some to speak, others to observe. Prior to the meeting beginning, as it happens every meeting, many people (including Chief Schultz), meander about before taking to their seats. Kenneth Ellis, the father of one of those killed by APD, contacted us after last night's meeting. Mr. Ellis told us that at the meeting, he walked up to Chief Schultz and told the Chief that he was "praying for him". Mr. Ellis admits he ended with "you'll need it". The meeting started and was filled with many citizens giving their comments and stating their opinions. One subject was a student that talked for over 7 minutes about his inability to attend school without a free bus pass. Other people talked about the conservation of energy. Then former APD Sergeant, Paul Heh, approached the podium. Three people had vowed to relinguish their talk time in order to allow Paul Heh to fully talk to the City Council and citizens of Albuquerque. This has been a long standing past practice of the City Council; allowing those people that have a somewhat complicated matter to be able to adequately and fairly voice their concerns and comments. Right away Council President, Don Harris, announced he would not let anyone relinguish their time and demanded Paul Heh keep to a two minute time constraint. Council Member Ken Sanchez made a motion to override President Harris and allow the time for Paul Heh. He wanted to hear what Paul Heh had to say. The Motion was given a second nomination and of course when set to a council vote, the result was 4-5. This forced Paul Heh to stop midstream and NOT speak any further. It was clearly no coincidence that it was the Republican council members that voted AGAINST hearing Paul Heh speak. It was obvious by the actions of the Council that this was a premediated vote on behalf of the Republicans. Despite the crowd's pleas to continue, Paul Heh was forced to walk back to his seat. What were they afraid of hearing? What were they afraid of the public hearing? Paul Heh walked back to his seat and at intermission, Mr. Ellis approached him. This is where it gets even more exciting, as Mr. Ellis and Paul Heh were talking, Chief Schultz walked up to them and shook his finger at Mr. Ellis. Chief Schultz stated "Don't you ever approach me at a meeting again and say what you said to me". Mr. Ellis told the Eye that he felt threatened and was even afraid to walk to his car. Why would Chief Schultz be so angry that someone has offerred their prayers to him? In fact, doesn't the APD chaplain unit advocate daily prayers to the officers of APD? Our Eyes wonder what the Chief would have done if an officer had acted in the same manner. Our bet is that the officer would be shoveling papers in Report Review or answering phones at a substation. This is the definition of "Conducting Unbecoming" if ever there has been one. Does the Chief need remedial C.I.T. training? IF one comment like "Im going to pray for you", sets him off like that, what else will set him off? Chief Schultz, where is your higher standard? You know, the higher standard you demand your officers live up to or face immediate discipline. To you Mayor Berry, when will you see the liability that Chief Schultz is causing you? He is a time bomb and he is ready to explode, are you Mayor Berry prepared to write the check for the violations that he continues to exhibit?

Mr. Ellis should file a complaint with the IRO, send a copy of it to the media, the Eye, and let's see what happens. We know probably nothing will but let them white wash it in daylight.

If Shultz is a leader, let's see if he'll submit to his own policies. It be the only act as a leader he's shown during his term as chief.

This does not surprise me. This is not the only temper tantrum Ray has thrown. He once was so angry, he threw a chair from his office. Another time he was so upset, he started yelling and cursing about the various social media sites and the things they were saying about him. He is nothing but a child, trapped in a man's body.

The rat, DC Fiest, was standing there next to the Chief. Mr. Ellis needs to file a complaint! If he files the complaint, it will become public record, will go on the Chief's I.A. card and will the complaint will be read at the next P.O.C. meeting. Was anyone else standing there to witness this?

REALLY????? based on this statement does that sound logical at all???? Based on "my training and experience" I hear crap like this all the time while taking calls. It starts out... I walked up to the guy in the bar and told him "I'm praying for you" and the that guy came at me! When you talk to the other guy he says, that guy walked up poured beer on me and told me he was going to kick my rear. so I hit him first.
This is horrible! it sounds reasonable to me that Mr. Ellis walked up to the Chief and told the Chief something derogatory which caused the reply he got from the Chief.
Yet another story on the "eye" that has a shred of truth ie. Mr. Ellis and the Chief were there. And then everything starts sounding like a six year old is telling the story!!!
And on Heh! who could blame the council for cutting him off. It's not like every monday for the past twenty years he hasn't gone to council to complain about an administrative body, or to air out his latest conspiracy theory! Please Paul Heh and the rest of that cliche are a JOKE!!!

If a man walks up to another man, and says what Ellis said, then finishes with 'you'll need it,' that is probably not an expression of good will. If we are being honest with ourselves after reading this exchange, we sense that. As far as the exchange during the break, I was not there and can't speak about it in an intelligent way. I would not have waited to address a disrespectful comment like that...guess I need CIT training :(.

Schultz is probably upset over how APD looks regarding the Levi Chavez case.

This case is very interesting. In yesterdays Journal Tera Chavez parents said they settled with the city because they didn't want to ruin 25 APD families due to adultery. WOW 25!!!!!!! What the heck is going on at APD and where the heck is Schultz? After I read this I looked up the case file:

Start reading from the bottom up. The first APD officers to be deposed are the ones who went to the crime scene. But what comes next is just stunning. There is a list of over 30 APD personnel being deposed in this case.

My question is this, are these the people Tera Chavez family didn't want to ruin? There are some big names in this bunch, just how are they involved in this case? I wish the family didn't settle, we all deserve to know the morals and ethics of the people carrying badges. The public deserves to know why these folks were deposed.

APD actions tend to overshadow that of AFD, rightly so. But, did anyone catch Chief Breen's embarassing responses to council? What an idiot! Berry what kind of people do you have working for you? Breen makes one statement then gets caught in a lie and can't back peddle quick enough. No confidence in you Breen!

I think the public should flood all APD, including the Chief, an email prayer, in hopes that they are spared from the flames. Any and everyone who has turned their heads from the sin in the dept deserve a prayer. Email format:

Sean oconnell how were u involved with tampering of same murder scene but were also involved in Brads case??? How does Ryan Buchner tie in??? Chief Ray Schultz is a public figure. His actions and reactions speak volumes about his ability to lead. Whether Schultz thinks he needs prayer from anyone is his personal business, and his alleged, public display is his burden to bear alone.

The saddest part of this whole story is that Chief Schultz is so small of mind that he cannot show empathy for a citizen who had a close family member killed by a uniformed badge in what has become a highly publicized question about a rogue element within the police department.

Schultz is hiding behind "blue wall of silence" that prevents the truth from coming to light. We citizens must retake the reins of government to hold scoundrels like Schultz and his minions accountable for bad conduct, murder, and the tarred image every police officer must endure.

I will continue to do what ever I can to help fix the problems at A.P.D.. As I said at the City Council Meeting, THE PROBLEM IS NOT WITH THE RANK AND FLIE OFFICERS AND I WILL DEFEND THEM AS LONG AS I HAVE BREATH IN MY BODY. You cant fix a problem until you identity where it started. The documents I had to present to the council and public are on file with the city. The documents on file have been altered . The original documents speak of a culture of corruption starting at A.P.D.. The original documents were prepared by a transition team appointed by Mayor Richard Berry. The orginal documents speak of how police departments become corrupt. one way is when the department is lead by FEAR ! The documents on file say nothing about this and have been changed. The rank and file officers do not lead the department and they did not change this report. The rank and file officers are good people. I will always defend them. I guess Mr. Harris doesn't want the truth to get exposed. Why ? I have only one agenda, to help the rank and file officers of A.P.D.. I was speaking to Mr. Ellis.I was defending the rank and file officers of A.P.D. to him and explaining to him what these officers are suffering under this administration. That is when Chief Schultz approched Mr. Ellis and said what he said. I could not believe what I was hearing. Are not all of you not held to a higher standard ? Does this not include the Chief ? After the Chief left Mr. Ellis and I continued our conversation. Mr. Ellis did say he was afraid to walk to his car. I told Mr. Ellis I did not think he had anything to worry about. Mr. Ellis told me he agreed with me that the rank and file officers are good people and the problems with A.P.D. start with the Chief and the administration. I do not talk to anyone about any police shooting. If anyone wants to dispute the documents I have set up a time and place and I will show you. I just read the court stuff regarding Levi Chavez.

What the #$#$#@% is the entire APD seem like a bunch of sex craved wacko's. Where are the good officers on this? Why are they not standing up and demanding change?

The paper said one officer is being disciplined for fooling around with Tera Chavez, how about the other 35 officers (some ranking) who are listed in this court document? Were they fooling around too? Schultz owns all of this. Time for him to go and take these immoral officers with him.

I sincerely doubt this Ellis guy spoke in concerned tones to Chief Schultz. Why should anyone have to take that....? I don't care for Schultz and what he's up to, but this guy more than likely made it sound like a threat. AND BESIDES, Eye you are making it sound like a he said he said gossip fest, anyway.....just saying.

If the EYE wants a good story to present to its readers, they only need go down to the courthouse and get the supplemental exhibits filed on 11/30/2009 on the plaintiff's motion for partial summary judgment as the docket reflects that the exhibits regard APD's "unchecked fraternization." Then post those exhibits. They are public record, after all. The cockroaches will scatter when the light is turned on.

Mr. Ellis or Sgt. Heh (ret.) should file a complaint against the Chief with the IRO office. New additions to the code of conduct SOP indicate that this is a clear violation in that it is impairing the functioning of the department.
I respect the right of the Chief to be upset about someone making a remark that could be construed as offensive. HOWEVER, holding a grudge through half of a city council meeting and then CROSSING A ROOM TO REENGAGE the person shows that the Chief lost his cool and was therefore engaging in conduct unbecoming. Honestly, my personal dealings with the APD over the last 15 years (not as a criminal) has shown me that this current administration is a complete disgrace. The majority of the department in the rank of Commander on up needs to be let go. There are a few exceptions and they know who they are. They are the ones who have not swallowed the kool-ade and stand for the officers, not their own selfish ambitions. When the firings start, the Lt's should take notice. Many of them are just as bad, or worse. They are only saved from the chopping block because they are protected by the CBA.
Just like Sgt. Heh, I have witnessed a great deal of corruption in the APD. I have also witnessed a great deal of retaliation. It is not the kind of corruption like cops selling drugs or doing executions like you see in the movies, but outright violations of the civil rights of the officers by the administration. Doubt me? Ask yourself, why is almost every post on the eye written by anonymous?
My Christmas wish list?
1. a new mayor
2. a new set of brass for the department
3. a new set of union leaders for the APOA
4. justice for all of the officers that have been wronged by this dept.

This is sad. Everyone knows Schultz should be relieved of his command. He is an emotional madman who jumps to conclusions, points the finger, and violates rights like he does not have to follow rules or laws. I would like to know why he gets away with this. This man has cost the city of Albuquerque millions of dollars through his negligent and deliberate actions. When will this end? I hope the eye opens the flood gates on this person. I hope Paul Heh exposes this man for all he has done to the APD and it's officers. Everyone clapped when they said Schultz needs to go at the city council meeting.JUST WHAT DOES THAT TELL YOU? Why wouldn't he have? Mayor Berry presented himself as a friggen boy scout and lied through his teeth his whole damn campaign. Paul Heh cannot and should not be faulted for putting trust into a man who he felt would honor his word.

The only person who looks like a jackass is Merry Berry and you sir/ma'am for that comment.

15 to 25 huh? Well I'll bet you are glad that there weren't any more citizens / witnesses in that room. Everyone, from citizens to officers are fed up with Ray Schultz and his behavior. He is a liar. He is the example of someone with absolutely no integrity. Since he is a stain on the badge and uniform of APD he wants to drag the department down with him. Misery loves company. I don't know of any other head of a police department who has been involved in more scandals of his own doing, lies, retaliation, preferential treatment, extortion, deception, manipulation, harrassment, and self promoting behavior. But that's ok because it's coming to an end, whether that arrogant individual believes it of not. Right is right. And, I have never seen such an open display of an "I can do anything I want" attitude in my entire life. Integrity is something that is very important. When you have none, and point the finger at everyone else something is wrong. The mayor is not going to remove this problem because he has no idea what HE is doing himself. He left status quo in place because in his eyes, even a piss poor lacking government is better than no government at all. The irony in that is, that is why Saddam Hussein was left in power after the first desert storm. Pretty sad isn't it.

His officers, and the citizens of this city. What does that say? Both Albuquerque officers, and the citizens of this city suffer under his condescending vindictive tenure. You are either him, or one of his minions who follow orders and violate peoples rights just like he does, in your failing attempt to salvage his sinking career, and make him look good. Fact of the matter is, no matter how many officers you throw overboard, nor how many elderly citizens you intimidate. The truth will always be the truth. Ray is a liar. There is a saying. Watch your enemies. They will do to their enemies what they greatly fear being done to them. If you know anything about this person's actions towards those he dislikes, that is exactly what he does. He can't attack people for just reasons. He trys to destroy people by attacking their reputations. Well Ray, You've got more to fear from your friends than from your enemies, because they are going to be the ones testifying against you, and they know the truth that will set you free.

Yea, Paul Heh endorsed Berry. He was also a big enough man to stand up, and publicly admit that he was deceived, and it was a big mistake. He feels bad every day for that. He has said this from the very beginning. He also has the guts to post his name to every post here, as he has always done, since way before he retired. Paul always backs his people. He would never do to his officers, what schultz has. That man was used by the Berry administration to gain credibility with the police department. EVERYONE was duped and lied to. Paul just wanted better for his cops and an organization that he loves. like I said, he had the guts to stand up to the previous administration, and he is standing up to this one too. Who else has done this? Schultz hates the man because Schultz hates the truth. He is a bonified liar. Schultz is so bitter hateful, petty and vindictive that everyone knows that when he said that he had a few things that he wanted to do with APD, one of them was to outlast Paul Heh. Yea, that's right, the supposed leader of a police force is so juvenile that one of his goals was to see Paul retire before he does. How pathetic. It seems that the trash, and the family of trash, streams from the chief's office, and leads right to everyone of his followers, and accomplices. Yea, good luck trying to pass off your Das Fuehrer as a righteous seeker of justice, and fair innocent victim of disgruntled employees, and uneducated citizens. We all see through his smoke, mirrors and lies. Everyone knows that things go the way RAY wants them to go around here. And this ship is going to sink? I have been reading this blog for years, and absolutely nothing has changed. Posters showing disgust with the mayor and the chief and all his cronies and butt-lickers. Nothing has changed other than Darren White resigned his job and is now probably making twice his city of ABQ salary. Peaches is still going to the gym, driving while impaired on alcohol and pills. Whatever corruption has been hinted at - nothing has been done to stop it. Doing the horizontal mambo at work? That is grounds for dismissal at most places of employment. And being caught by the wife? That is grounds for an unspeakable crime of passion. What is it with LEOs? Remember the Sandoval County guy caught rocking an SUV? Sinverguenzas, todos.
