New Answers on the Taser Investigation into Ray Schultz, and the Deal He Greased. Pay to play that is prosecuted everywhere else is being covered up in New Mexico.

Our Eyes have just told us the plan going on over at the New Mexico Attorney General’s office, and it about perfectly jives with the information we have been hearing.

This is an election year, but on top of that, we all know the “will” those in charge with holding public officials accountable for their misdeeds have for going after targets like Schultz, and the dozens of others who so far, have NOT been held accountable for their actions that precipitated the crumbling of our city and police department.

What we are about to tell you should make a second term for Hector Balderas not happen under any circumstances, if this is all true. Nobody should be allowed to dodge a given duty out of political concern! NOBODY!

Our sources are telling us that the Taser / Schultz investigation is being purposefully left to die on the vine, and wither away by the AG’s office, with efforts in place to make sure nobody is able to ask questions or find out what is going on, until it just doesn’t matter anymore.

We all know that when the now mayor Keller did his investigation as the state IG into the Taser deal, after emails were found with Schultz clearly stating the deal had been “greased” between Taser and the city, there were crimes committed, and the case was forwarded to the Attorney General for possible prosecution.

We all know that Louis Robles was Schultz’s go to guy for legal representation in the Taser investigation. We all know that Robles, his associate Brian Colon, and Hector Balderas are all buddies, like peas in a pod.

Now here is how they are doing it.

You can not get information on an active investigation through Inspection of Public Records. The AG knows this, and the case is being kept open. It is inactive, and nobody is assigned to it, or working on it. That is right. NOBODY IS WORKING ON IT! Why you say? Because statutes will run, and it will just die, and wither. They do not want to touch this, because it involves everyone, and it is politics as usual. This blatantly means that the political careers and futures of politicians are more important than holding corrupt officials accountable for the sad state of affairs our whole state is in, because of a few criminal dirt bags. No matter how small the charges may be, or who it may affect, or drag back here, there is no excuse for this. It is reprehensible and heinous on the part of an office in charge of holding everyone accountable. They are hoping this goes away, so as not to disturb political careers. When things like this happen, it is usually because the trail will lead to political cronies, supporters, and friends. This is unacceptable. Essentially the investigation is being kept floating as open so they can ignore questions about it.

We are being told from within that as long as the case is kept open, requests for information can be withheld by claiming there is an ongoing investigation. This is playing the system for one’s own political benefit, and it is malfeasant.

Knowing all of this, this political hot potato can be kept in limbo for as long as they need it to be, essentially allowing certain people to avoid making the hard decisions, and choices for the welfare of our community, as they were elected to do, because of their own political reasons.

Right now, the AG needs to be called on the carpet for answers into this matter, just like is being done with Geier and Keller. He needs to reveal who is assigned to work on this case, and what the progress
 is. There was supposed to be a grand jury convened, and we were told that that was cancelled too.

So we are going on another year after the AG said the Taser probe has widened, and they were coming to a close. What has changed? Political Tetris positions have changed, and elections didn’t pan out the way people thought they would. Aspirations have shifted and certain issues need to be hushed up. Brian Colon is running for Inspector General now. The horse shit is getting old, and everyone knows these three are connected at the hip, along with their previous relationships with Ray Schultz.

We here at the Eye believe the system in the State of New Mexico is more than broken. We believe it is being systematically and intentionally sabotaged, and enough is enough.

Every citizen in the state needs to stand up, and call these liars out on their inaction, because they have been making fools out of everyone while profiting from it. Corruption is a cancer that is spreading outward.

Shit collapsed, and officers can not do their jobs because scum betrayed everyone for their own personal gain. Where are these cowards? Not here! No! They fled like chicken shits. They are no longer dealing with the mess they created. Contact Hector Balderas and demand answers now!

I KISSED A GIRL...ROCK, PAPER, SCISSORING... WHAT HAPPENS IN VEGAS, HAPPENS IN APD. ANOTHER ROOT REASON FOR A MESS IN A CRITICAL UNIT... ALL OF THIS, WHILE PEOPLE ACTUALLY DOING THEIR JOBS WERE TRASHED, AND THE NEW ADMINISTRATIONS DIRECTION FOR THE FUTURE. Over the years we have received mounds of information detailing how Schultz kept scrutiny off of himself, and those he benefitted from, or wanted to protect, by using those he disliked, or could care less about. He made one critical mistake. We’ll let him try to figure that out, but right now, we are going to discuss another case that was going on as Schultz was destroying the city back in 2011-12. This case centers around IA case number IA case # I-136-12.

The above debacle stems from a Las Vegas trip a few Albuquerque Police Department records employees went on where IA discovered some sexual escapades went on. This trip happened back in July of 2011. Now you would say this is none of IA’s beeswax, but it did become their beeswax when this information came out, because of how it spilled over into the workplace causing mayhem.

We are all well aware of the antics that went on over at APD records where unrelated civilian employees and police supervisors deployed cunnilingus tactics on duty, in closets, and stairwells of the APD Main Building. We are also aware of a battery, where an employee claimed they were punted in the vagina and punched. This conduct is pretty bad for any workplace, but for a police department, it should be incomprehensible, and upon proof of occurrence by an objective investigation, it should result in termination. Most times it has not under past administrations. Disgustingly enough, acts of employees doing their jobs and risking their lives have proven fatal to their careers, and at times lives, because the administration used employees to cover for corruption.

We are no longer going to accept that the past is the past when the same shit is going on, and those in place are failing to address the past trespasses simply because they render them unimportant to them or their agenda, especially when high ranking city officials are still lying. More on that later.

By allowing those that “owe” to stay in place, or possibly be promoted to higher vacated positions, nothing will change, because the rotten culture responsible for this stays in place, and those that are owed still have critical inside access.

Anyone who has had to deal with Raymond D. Schultz under critical circumstances, knows he is nothing but a pathetic narcissistic, dishonorable liar who lies like it is second nature. They also know that this slob enjoys when people kiss his flabby pimply polyp filled ass. There were cases where this clown actually fired people because they didn’t beg for his forgiveness.

We all know of the culture of “nature at play” in APD, and how officers and certain employees could pull their pants down while at work, never fearing repercussions, unless you were not in the ‘in” crowd. These perverts faced no repercussions, while employees doing their jobs were railroaded for the most minor of things in the course of doing their job. These employees weren’t milking the system, lying, devising ways to spew DNA all over the workplace, while getting paid, covering things up, and or generally making the workplace an uninviting, hostile shithole of deviates to work around; pure torture for an honorable person who just wants to do their job, support their family, and go home.

The below documents are being displayed to show how a culture of disparity in discipline, and utter disregard for fairness at an utmost disgusting level has permeated our city, and how it always seems to stem from the police department, and or the usual suspects. We here at the Eye were almost in disbelief at the punishments given out by the City, and APD administration in this case, considering the other high profile cases that were going on at the time, and the fact that the DOJ was entering the city. What is more amazing was how Schultz actually fabricated cases on multiple employees during this time, but treated this incident like it was just a minor blip on the radar screen.

There were many cases during the last decade that were utterly egregious and embarrassing. Many were covered up. There were many other incidents that were nothing, but Schultz and the usual suspects made them something they were not through lies and manipulation.

The problems are spilling over into today, and many of the problem individuals are getting promoted. This is just one on the list that we are getting to, and we are addressing it now, because we are hearing that one of the targets in this investigation, who is a supervision, is being groomed to be next in line to be promoted to the position of Executive Director of Support Services for APD as former Director Bill Slauson’s replacement. Bill Slauson retired.

Below is posted a cross section of over 200 documents we have on the investigation into civilian APD personnel over what we can only describe as an out of control sex scandal by adults who know better, that turned APD main building offices upside down. This obviously spilled over into all other aspects of records concerning APD. We all know how much of a hard time everyone has been given over the years concerning the inspection of public records. We are wondering how much the below listed antics impacted APD’s ability to get things out in a timely manner.

We listed the below documents to show the impact of poor conduct in the workplace and how it affects the agency, public and families involved. It is also has an extreme effect on morale within the department. Officers have told us they know that they will be hung for uttering a curse, or having to use force that may “look” bad, while actions like these will be covered up. Morale right now in APD is horrendous, because officers, and actually everyone for that matter, are fed up of the lies and covering for the lazy, and wrong, while the workers and righteous have to worry about being used like what was done to those over the last decade. There is no trust, and it is evident that politicians do not for the good of all, but for the good of what will keep them in office, or make them more popular. There is no more room for pretentiousness and a ostrich “head in the sand” mentality, because it is getting worse.

Some crime may be down, but do we know if citizens are just so fed up that they are just not calling 911 to report anything, because of the non-existent response times. One thing is for sure, the homicides, and amounts of violent and bizarre crimes are out of control. Still, officers and candidates for police positions do not want to come here, and it is only going to get worse.

The answer is not hard. This can be fixed, because we have heard viable solutions, but none of it is being enacted, and it starts with fixing what was done to re-instill trust with the public, and officers, and get rid of the problems. While doing this, the past transgressions need to be revisited and where exposure lies for those responsible, severe punishment needs to be sought.

We welcome comments and more evidence calling for prosecution of the public officials responsible for this mess through their actions and inactions. Oh, It's Just a Blue Day. And it's Gonna Get Bluer.

The more we here at the Eye find out about the filth that has been covered up at command level, the more we are sickened, and enraged. From the Omaree Varela, case where they railroaded, and fired two good officers who actually went out there, and investigated beyond the call, searching block by block to find the source of that call, and the child, to the Victoria Martens case where the lies start from the top to the bottom, and back to the top... and where they did nothing, and lied about it. One thing that is unknown out there is just how much all of this is connected.

EYE OMAREE CASE STORY

What makes our blog what it is is our valued Eyes out there. Our Eyes have again brought to us more intel, and we are now bringing it to you.

Last Friday,  Albuquerque Police Department Commander Mike Runyan, retired. You see, Runyan was the Commander of the Family Advocacy Center, and our Eyes have told us that he knew the shit storm was coming over the big lie told by Celina Espinosa, and Officer Fred Duran. Our Eyes told us that Runyan wanted out, because it was known at command levels that what was told to the public about the investigation into Victoria Martens was a lie. You see, he was the FAC Commander when Victoria was sexually abused and murdered. Our Eyes say the entire 5th floor is in on this lie. Our Eyes told us that Runyan had a "holy oh shit" moment back in February, when shit started to come out heavy about what was going on behind the scenes in the Victoria Martens case. Our Eyes say Runyan panicked, and told the administration that if it got out that they (APD FAC) had this case before that little girl was killed, he would leave. Our Eyes tell us the administration did not want another Omaree Varela, nor did they want the impression of everyone fleeing at once, so they cut a deal offering him command of the Northwest. Word is that Runyan did not want to be the fall guy for this. Knowing how this administration is quick to do this, in order to cover for the corruption, this all makes sense now.
We here at the Eye advise all parties in this to come clean, step forward, and provide the proper authorities the evidence they need to go after this administration for what they have done.

This administration has been about nothing more than fraud, lies, and biding time, while filling their pockets and feathering their future nests. Those in charge have taken an any means approach to ensuring they get their way, promote their agenda, and get themselves over the goal line. Of course a little side piece along the way... ala "Nature at Play" never hurt anyone in their minds... anyone that isn't connected to them, has dirt on them, or sleeps with them, that is.

Many have wondered why there has been disparate and illogical discipline leveled on those officers doing their jobs, and who have told the truth. Many have wondered why actual criminal behavior, that when uncovered is so egregious, is rewarded with made up positions, promotions, looking the other way, cover ups, no charges, no law enforcement certification revocations, and this administration actually holding that officers spot until their LEA certification comes off if suspension, while reassigning that officer to a desk for six months, when any other officer would have been fired, just for preponderance of the evidence that we see here, and had their certification revoked for life.

Back in April of 2014, APD Officer Gil Vigil was terminated for not writing a report, but the administration did not tell you he was a conscientious officer, who was appointed acting supervisor at times, and who actually located Omaree, using cell phone triangulation pinging tech that APD has, after searching a multiple block area, house by house. There is no mystery why this administration settled with Officer Vigil for wrongful termination. They did so, because scapegoating Vigil, and his partner that night was a quick, short term fix, for a shitty situation, and this administration has never known anything better than using employees to take the heat off of them, because it is the taxpayer who foots the bill for their intentional, malicious, and willful treachery. We are bringing this up now again for a reason.

On December 16, 2012 at about ten minutes to three pm, officer Catherine McGuffin, who is now  officer Catherine Offret, called out with a traffic stop at Menaul and Wyoming NE. She did this on her way to work. Officer Gil Vigil was Offret's acting supervisor. He went to her location to back her up, and she was not there. She told Officer Vigil that she had cleared from the traffic stop, then let dispatch know she had done a stop afterwards.  The Internal Affairs investigation showed that officer Offret lied to Officer Vigil. You see, officer Vigil advised his superiors that this had happened, and counseled Offret on her unsafe policing. Because of this investigation it was found that Offret lied about the traffic stop, because she was late for briefing. She also lied to dispatch about the made up New Mexico license plate attached to the imaginary car in her fictitious story. A thorough investigation was conducted under APD I-55-12, and the owners of this imaginary vehicle stated they never had contact with this officer. Untruthfulness, fraudulent use of NCIC, creating false records, and encumbering an already stressed department with an investigation into her antics were just a few of the issues here. Her discipline... 160 hours suspension, with 40 held in abeyance.

Back in July of 2016, Officer Offret was investigated for a violent domestic dispute with her husband, at their home, where her husband stated he was bitten by her, after he found out she was having an affair with APD supervisor, Sgt. Higdon. At one point during the investigation, Offret's husband stated that she was having another affair with another APD officer, at the same time she was having an affair with Higdon, but was reluctant to say who, because as the below text messages suggest, it was probably Sedler. Refer to IA# I-138-16. What is most disturbing is paragraph 3 in the APD supplemental below. Read where Offret's husband states that she threatened suicide, and to drown their baby. We have attached several documents below this supplemental to show the discipline. Despite the gross actions detailed, Officer Offret's job was saved again.

Recently, Officer Offret was again found guilty of having inappropriate relations with Sgt Anthony Sedler and after I-167-16, and another shit storm, only to again be given 60 hours suspension and no NMLEA certification action.

After all of the officers railroaded, all the lies, the families destroyed, and careers ruined, the Mayor and Gorden Eden have the balls to utter the below statements concerning their bullshit child abuse barn door task force. You see, how can you constantly permit an officer to be on the force, and accept this behavior over and over, while saying you care for the children? How can you lie about a murdered child, and say you care about the children? These filth bags do not care for any children. All they care about is themselves. They prove it over and over, every time they lie to railroad a cop like Vigil, to retaliate against and or protect a cop like Offret, and to take the heat off of themselves for ruining the place, and abandoning the children of our city. We do not think it was a coincidence Vigil was railroaded for what was a verbal reprimand of not writing a police report... at most, while Offret was spared termination, for lying, committing crimes, and causing absolute messes to be made out of police families on numerous occasions... and folks, this is just the stuff we have the absolute case facts on... Right now there is another investigation being conducted into the same behavior. How many times does this need to happen? We will be watching closely on this one.



BERRY AND EDEN'S LIES ABOUT CARING FOR CHILDREN

As all of this heat becomes too much to bear, our Eyes are telling us that Comander Rogers is pulling the plug, and fleeing.... prob because some shit is in on it's way in reference to attempting to cover up the allegations, and retaliate in the Sgt. Geha timesheet fraud case we are waiting to hear about from the State Police.

Our Eyes are also telling us that Fat Boy Perry's BFF Major Christman, is looking for an escape hatch too. We are hearing to the feds maybe. But how does one pass a federal background check, when they are being sued, and accused of running, and or having knowledge of a police narcotics operation being run by subordinates, in their presence, from the bar, while police personnel running it are drinking, then going home and allegedly beating their wives?

As the full scale assault on the back door continues, we are being told by our inside Eyes that along with Huntsman, his big blond baby Gorden Eden has had enough, and is burning time, looking for the way out too.

APD is now truly in a tailspin, and October can not arrive fast enough. Maybe Berry should take the hint, and walk away too.

We have known for some time now that there were no leaders at APD, now there is not even a dummy in place to fool people into thinking there is. So Garcia and Sullivan, do not waste your time grooming yourselves for something that is not coming your way when you have remained quiet during all of this. We know you know and you know the game is over!

When you look at the sum of all of this, the actions of those within this administration tell it all.
Right now it is bad. Knowing it can only get better, with the proper leadership, the law enforcement professional with their heart truly in it for the right reason would stick around, if at least until after the election, to see if they have a chance to make things better, or be a part of the new administration, or leave if it is not to their liking. These cowards are so terrified with their guilty consciences, that they are running like there is no tomorrow, because they know what they did and that they have no chance at all come election time and the spotlight is on them. This alone tells you all about these malfeasant bartards.

Lets see if we can fire most of the administration from Commander on up... weed through those at all levels of supervision who kept their mouths shut, participated and profitted from the corruption, and think nobody knows while we hire more officers who do not feel "gag" about showing up to a job that constantly covers for their poor, dishonorable behavior, and gives them a free pass instead of termination for every redundant lesson not learned, because there sure were a lot of officers who loved thier profession, did their jobs with integrity, and got railroaded, and there are alot of people out there who would love a chance to do the job of a police officer the right way, without all of this unnecessary drama and horse shit.
