The Cost of Inept Leadership
What makes a person want to follow a leader? People want to be guided by those they respect and who have a clear sense of direction. To gain respect they must be ethical, decisive and steadfast in their decisions and free from emotional biases of political agendas.
When a subordinate is deciding if he or she respects you as a leader, they do not think about your attributes, rather, they observe your actions to decide whom you really are and what you’re about. They use these observations to assess if you are honorable, trustworthy, and a decisive leader or if you are a self-serving person who misuses or abuses authority to give a false façade in an attempt to gain promotion. Self-serving leaders are not as effective because their employees only obey them, not follow them. They succeed in many areas because they present this false façade to their superiors at the expense of their subordinates which hang in the balance.
Now this article is not meant to contrast and compare leadership principles and traits, but to bring attention to the actions of the current administration as it relates to the poor leadership examples, directions and the resulting dangerous consequences.
The Eye would like to take you back to the recent St. Patrick’s Day celebration in the Valley Area Command. That area command has the difficult task of protecting citizens, bar patrons, businesses and home owners from the celebrations that can be fun, raucous, and sometimes dangerous in the bar packed areas in and around Central Avenue.
Lieutenant Dodi Camacho was the acting area commander for the Valley Area Command. At her disposal was (2) valley grave squads, (1) relief squad, SWAT, and K-9 unit. Combined with (2) Lt.’s and (2) Sgt.’s along with a secured radio frequency. Those units were confined/ordered to the area around Central Avenue leaving only (4) officers in the entire area command to take calls for service while operating on the Valley Area Command dispatch channel. The Valley Area Command stretches North of Paseo Del Norte all the way to the South Valley; South of Gibson and bordered by I-25 to the East and the river to the West. Given the size of the Valley Command this is a difficult task for two squads to handle calls for service let alone just four officers.
At approximately 1:35 A.M. officers were advised by radio to use caution in the area of 1521 Broadway Blvd SE. 911 had received a call reporting a black male was seen walking with a rifle in front of the Elks Lounge (case #12-0024672). This type of call would normally gather the attention of any officers rather they are busy or not. But, as fate would have it, only two officers were available to be dispatched. Additional information was relayed; the male was seen near a black SUV with no license plate. The officers located a black Ford Explorer with a temporary license tag on the rear window parked along the street at the dispatched location. As the officers carefully approached the vehicle with weapons drawn they were met with the frightening staccato cracks of a .223 caliber rifle being rapidly fired in their direction ten to twelve times. The shots were being fired from what appeared to be a concealed position located from the Southeast side of the intersection of Broadway Blvd and Dan Ave. As officers dove for cover and relayed critical information to the dispatcher another ten to fifteen shots were fired at the officers. While the officers frantically asked dispatch for assistance they continued to give vital information over the air so responding officers would not accidently drive through or deploy in the potential “Kill Zone.” But, no back-up officers came, at least not for another 30 minutes!
Meanwhile downtown; Acting Commander Dodi Comacho was over encumbered with extreme political pressure from Mayor Berry. This pressure was driven home by the Mayor’s number “One” political puppet, Chief Ray Schultz. The pressure/message was that Downtown Central Ave better go smooth because your job (Comacho’s) depends on it. Comacho was-cracking like a brittle twig. Comancho enbarked on a distructive path of bad decision making. Comacho is advised by several officers including members of the APD’s elite Tactical Unit (whom by standard practice monitor different frequencies) shots were fired and officers were calling for assistance. Acting Commander Comacho advised the Tactical Units that were leaving, to assist officers being shot at; she issued them an “order” not to leave! Comacho stated Downtown was the priority!
Officers were not called from another Area Command; officers were ordered not leave; the lines of communication broke down as did the leadership and decision making ability of Acting Commander Dodi Comacho.
Disregarding Acting Commander Comacho’s order, Tactical Units responded and arrived at the scene 30 minutes after the initial call of shots fired. This left officers pinned down the entire time and according to the police report, officer could see muzzle flashes and could smelled what they termed as the heavy smell of live ammunition from where they were taking cover. Officers were unable to locate the offender who had used rifle fire to cover his escape. Officers did discovered two vehicles hit by gunfire in the parking lot of 1601 Broadway Blvd SE, the windows and the wall of the El Michoacano restaurant was also struck. A total of forty-eight .223 caliber shell casings were also located spread out over a large area, twenty-five to thirty-five casings were located in the middle of Dan St. Fifteen casings were located grouped directly in the path where the officers were seeking cover. All the casings were recovered and tagged into evidence.
The CADS (Computer Aided Dispatch System) timelines this horrifying event:
0133 hrs- call received and created
0135 hrs- voiced and dispatched
0140 hrs- Shots fired
0210 hrs- Tactical Units on scene
Thankfully, no citizens were injured while sitting or sleeping peacefully in their homes by an errant round. We are sure the officers that were pinned down by live gun-fire will be forever grateful to the Tactical Units who know their SOP and knew the orders given by the Acting Commander Comacho were illegal and they were not bound to obey such an illegal order. This time God’s good graces or whatever your beliefs are- were with the officers and they went home safely to their families. But it most certainly wasn’t because of the strong leadership of the Valley Area Command that night. If this is true; Acting Area Commander Comacho committed malfeasances of duty. We believe these actions are more indicative of the type of leadership fostered and coddled by the Shultz Administration. Can we say Fascism? Apologies; we already mentioned Shultz.
There are many different theories on leadership and what makes a good leader. One of the most common principles for a subordinate when assessing a leader, especially in jobs where lives are at stake, where life and death decisions are made in milli-seconds; those subordinates want to go home safely to their families’ each and every night. They want to know that their supervisors have their health and welfare in the forefront of their minds when faced with decisions day in and day out. They also want to know that if evil rears its ugly head their leaders will use every resource available to ensure the safety of the public and the safety of those they are sworn to protect.
This warrants a formal investigation which should lead to severe discipline against those in charge. Don’t worry Schultz, we already know you’re not going to do anything. Why? Your claim to fame; “I know nothing!” You keep proving it.
When there is another police shooting, the stains of blood are on your hands for being an inept failed leader. Of course Hitler never cared whose blood was on his hands either…

They just don't get it. Comacho is bucking hard to get her stars and even after her little red faced moment at city counsel where RayRay bitched her out, she thinks she's gonna get it. The funny thing is her fat little ass could fit in that watch tower evenif she could climb up the ladder to get to it.

The chief and his TOKEN worthless supervisors will be at fault if an officer is killed. Officers are terrified to take action after what he has done to officers for protecting themselves. Every other officer in this country has to deal with potential cop killers on the streets of their cities. These officers have to deal with a ones in their ranks. That worthless shitbag of a lieutenant would have been respossible for the deaths of two officers that night had that God forbid happened. The chief could give a shit if an officer is killed as long as he doesn't "LOOK BAD".
This shit needs to end. The hollow threats of being fired for speaking out under the guise of bringing disrepute to the police department is over.It has come to a point that not speaking out is being a part of the corruption, and guilty of allowing this behavior. Only someone guilty is so fearful of their employees speaking out and having a voice.
Officers are threatened with termination for publicly speaking out, yet a police chief who lies at depositions, then changes his story when he gets caught in that lie, gets caught time and time again illegally creating a hostile work envoronment through harrassment and retaliation, then gets found guilty of civil rights and due process violations(that which oficers are charged with upholding)can get on tv like a bobble head, tv wannabe Mr. Rogers news anchor wannabe non charismatic asshole and spew lies and slander out of their foul mouth like diarrhea. Something is wrong. The nazi photo in this article is perfect. Nothing but a bunch of nazis running APD. That's probably why they support an Aryan Brotherhood Murder Suspect over their own officers who could have just as well had been killed making that arrest.
Maybe the next time this imposter police chief gets on tv someone can do a better job of applying the makeup to his fat, flabby, weak face to cover up the lies coming out of it. Bad Bad makeup job. Not as bad as your makeup face on the Duke City Blues where you practice your tv personality demeanor in your mock television studio in the main though. You know if Mayor Berry wanted to look like he was in control of this train wreck he would announce an immediate nationwide search for a new police chief. Retire Ray Schultz immediately and name an interim chief until a replacement is named. Then if the APOA (police union) audit shows criminal wrongdoing, use that as a reason to decertify the APOA and start the process to recreate the APOA but under better safeguards and guidelines.That would be real leadership. That would be a new leadership for both APD and the APOA, they both need it."
Monahan is the only local news reporter who clearly understands what is happening at APD. Maybe Monahan should be chief, or at least Mayor.
NOT TRUE regarding the times of Tactical teams OR other units arriving on scene. You should get ALL the facts before you post.
I will for the sake of this discussion rely on your story as being correct.
The entire handling of this situation is nothing more than a diaster of major proportion exhibiting a profound lack of leadership not to mention simple common sense that could have ended in the death of two officers.
So very much went wrong with this long befor the shots were fired.
First is the lack of sufficient number of officers on the streets that would allow for only four officers to handle the entire Valley Area Command calls for services. Second is an Acting Area Commander who is obviously more conerned about pleasing her supervisors than protecting the lives of her subordinates. I would hope that her decision not to release the officers to respond was not based on her desires for promotion. Third, why was there no cross dispatch from another area command. Fourth, what took SWAT so long to engage? I can not say that Lt. Comacho gave an illegal order by refusing to let SWAT or anyone else respond but I will say if that was how she handled the situation she should consider resigning so as to never put an officers life in jeopardy again.
The Eye does not incicate if the two officers called out an "83" and I don't believe there was a need for them to do so as it should have been implied. In my time officers would have been responding from all ofver the city until the situation was under control. My opinion SWAT should have jumped on this thing the moment they knew the officers were taking fire and taken the heat later. I for one would have honored them and never thought of disciplining them.
APD had better start promoting leaders that have the wherewithal to do the right thing and rid itself of those who can only see self advancement over the well being of others.
I agree with the EYE a formal investigation concerning the issues is in order and let thee chips fall where they do.
Camacho will get her stars because the Department gets Federal funds when there is a certain percentage of females on a Department.. And a Hispanic female EVEN better. Why do you think Hispanic female 34s keep their maiden names after they marry a guy that isn't Hispanic??? Downtown is out of control and it will continue to be as long as APD is handcuffed to making sure everyone has a good time instead of going down there and kicking ass when it is needed. Dodi Comacho was and has always been a worthless lazy cop. I dont dislike her but she has no business being a Lt. She has no command presence, no intergrity and was lazy as an officer, a detective, as Sgt, and now a Lt.
I am embarassed to what APD has become. As a retired 34, It hurts to say this but its time to lateral to BCSO, Rio Rancho, NMSP or SCSO. A sad year in APD history.
The promotion process for APD needs to be seriously revamped along with the personnel evaluation system.
There is no recommendation required nor any review of personnel records (other than sustained discipline for actual time off).
There is also no previous leadership experience required.
Also, getting extra points for a college education is a joke...what does that have to do with leadership?
Speaking of BS.... is it true that there are less than 20 cadets in the April academy?? Nobody wants to be a police officer for this department knowing you could be in a situation like these two officers were, this is pathetic. Another question why is there always only one or two females in the entire class? That whole place needs to be re-evaluated. Stop treating people like shit and get some good leaders in there. The goal is to keep people safe and go home at the end of the shift not train people like they are in the military and sleep their way up, come on!
Two cops under fire and slow back up? Two cops fired for NOT using deadly force? I heard a Valley cop ran from a guy lunging at him with a knife and not only had to be rescued by another cop but got a commendation for it. WHAT THE FUCK is going on?

I'm not sure why my "NOT TRUE" doesn't hold up in this forum. Why are you taking the posts of the "Eye" as truth? I suggest IF you want the ENTIRE truth go to the police department & get a copy of the dispatch tape or computer printout. Should confirm what I stated earlier, "NOT TRUE".
The Tactical Units responded within moments of the officers calling out on the radio. They did not wait for nor did they request permission to respond. Within minutes of the shots being fired there was an armored rescue vehicle enroute, snipers being deployed and an emergency resuce team in place. They were not the only units to respond. Officers from the Gang unit, FI's and BCSO Deputys were onscene shortly after the officers called out on the radio. The officers onscene that night were not left to deal with the situation on their own as the story implies. I am not making any comments in regard to the allocation of manpower in the Valley that night. However, I can tell you that I and the people I work with will never leave an officer or citizen to fight for their life on their own, regardless of the political situation or orders. To imply that we would do otherwise is an insult to the officers working for APD.
OMG, I have followed this site for a couple of years, and I can't understand how APD went from an elite department to something that resembles Rio Arriba SO. I memer ride-alongs in the late 80's and early 90's and really thinking of joining the best....then life happened...but back to the story, if Berry and ray-ray think only locals read this site, he's a fool, living in Texas I have pushed as many fellow Texans to stay away from the 505, and it appears to be working....prayers to all the 34's that continue to eat crap from this department....

I agree with you on the promotion process needing work. But college has everything to do with leadership. Cant be an officer in the military without a degree...cant be a senior NCO in the military without a degree....cant be an executive at a legit business without a degree...cant even manage a McDonalds or a Walmart without a degree. It is a standard...just like passing a PT test....or the LE Post test. So why lower APD to be less than a professional organization than McDonalds? Want to be in charge....get off your ass and go to school.
There is absolutely no way that I can believe that any 34, much less our tactical units would stand by Dodi's orders not to respond to such a scene. The mere fact that it is her making the order should immediatley give cause for concern as she has proven time and again that she is incompotent as a 34, and moreso as a supervisor. But this is APD, you gotta F-up to move up. If in fact 34's failed to respond to this scene immediately, it's not Dodi's fault or that of any other supervisor. Neither she nor the chief himself could give or enforce such an order. 34's need to be confident in making their own just decisions rather than relying on the political deliberation that APD management would undergo. Many of their ultimate decisions may not be illegl or contrary to SOP, but they do tend to be unethical, immoral, and unjust. With that being said, it is okay to let a supervisor know that they are wrong, and it is even okay to let them know that they are F-ups. Just have yourself in order before doing so. Rank at APD is not the endall, and the APOA is of no help either. It's up to the 34's themselves to provide the checks and balances at APD in order to bring it back to the prominence it once held.
I 100% agree with revamping the promotional process. As it stands, it is impractical and not tailored towards true leadership or ability. It sure would be nice if some sort of merit system was in place for promotional consideration and furthermore, if the current performance evaluations were properly utilized. Unfortunately, it is the 34's immediate supervisor who is responsible for the evaluations and for for the most part, also responsible for the initiation of the process that would praise an individual 34 for working his/her butt off going above and beyond. But thats where the APD's inherent failures quickly appear. Although some supervisors do well in extending certain praise to their 34's, most others would rather look the other way than endorse the positive actions of a subordinate. Yet, these same supervisors will be the same who are quick to investigate the least of concerns and over-recommend discipline. This by the way is how APD's brain-washed minion supervisors paved their way up the ranks. Instead, many 34's tend to get recognition for merely showing up to work and doing the bare minimum to get by and get promoted.
Much thanks to the post of 4-3-12 at 1139 hours. From the post we have a difference of what transpired during the incident between the Eye and an eye witness.
Perhaps the Eye needs to do more research prior to publishing a report such as this one. I for one have heard how the Department has faultered in some respects, I for one am glad to hear we still have dedicated officers willing to do what is right. Excellent job by all those who responded.
The question remains, are there other segments of the story by the EYE that are correct or not? If they are correct what can be done to assure they do not take place again?

Every branch of the armed forces has a program for experienced enlisted to achieve a commission without a degree. There is also the warrant officer program. Both take the experience and performance measures of the individual into account for promotion. Senior enlisted train junior officers. Senior Officers look to there senior enlisted for guidance. Every branch has a senior enlisted next to the top official ( i.e SMMC, MCPON, CMS of the Air Force, etc.) Maybe we need a senior sergeant who reports directly to the Chief so the staff officers can't filter information.
The APOA is the Mayor's bitch now! As evidenced by the front page journal & press photo ops last week. Might as well brace ourselves for ore of the same with these clown interims.

April 4 1021 PM. There is no branch of service you can be an officer without a degree. You can be commissioned but you can not keep the rank without attaining the degree. There has not been a field commission in any branch in over 30 years....fact. The Army allows you to go through OCS with 90 credit hours and you loose the commission if you dont get your degree in 4 years. All others require a 4 year degree for commissioning. Warrants have to have a min of 60 credit hours and a technical background. Hope I am not in the military? Wish you were....we wouldnt have this discussion....oh by the way....I contacted 6 senior NCOs E8&E9 all said the same...without a degree today you wont get past E7. Oh by the way Senior Officers train Junior officers. Senior NCOs mentor and guide. Ignorance is no excuse! My point....you know the standard to be a leader but yet you are too lazy to attain it if thats your desire....instead you want to try to sell people how it makes no difference. How can I depend on someone to take charge and lead who wont go above and beyond. There is nothing wrong with retiring as a P1/C or an E6/E7. But nothing destroys an organization quicker when they are led by those who find ways around the standard....lawsuits to get promoted...promotions based on nepotisim...or political favors. And there are always in every organization at every level leaders who simply can not lead once they get there.
The money?? They had proof of checks wrote to Joey, his wife, Flip, and others. Several including Matt Fisher took his wife on trips and APOA paid for. There were others that reimbursed the APOA for their wives going with them. Fisher was not one of the. He signed checks to Joey and even gave up physical possession of the check book to Joey. The move to the new office costs over $1800 and that is not including the furniture which was not moved because new furniture was bought. Fisher would not resign and would not look anyone in the eye when confronted by Anna. The trips to boston which included Joey and his girlfriend from white collar the hotel rooms were $500 a NIGHT.
A motion was made to poll the executive board right then and there to see who supported Fisher. It was tabled by the board. Get with your local union rep and give your ya or na on Fisher.
Thanks for the update, what about the audit? I spent a year on impact and this sounds like embezzlement to me. Are we doing an audit and turning the results over to the District Attorney?

They do lead people; however, in the end ultimately they answer to a commissioned officer who has a four year degree. I won't call you stupid just uninformed and ignorant. In the United States military, the rank of warrant officer (grade W-1 to W-5) is rated as an warrant officer above the senior-most enlisted ranks, as well as officer cadets and candidates, but below the officer grade of O-1. The Army utilizes warrant officers to serve in specific positions which require greater longevity than the billet duration of commanders and other staff officers. The duration of these assignments result in increased technical expertise as well as increased leadership and management skills.
Regardless of rank, Army warrant officers are officially addressed as Mister (Mrs., Miss, Ms.). Unofficially, the informal title of "Chief" is often used as a familiar form of address.

I could care less about some unit. Some of us can do in uniform, what any unit can do. That's called being a cop. Some of us took the job to be a cop. Being a cop is working the street. The first thing an unexperienced idiot like yourself brings up is the insinuation that a unit or promotion is somehow "better" than patrol. That is sad. It shows that you have no idea of what a cop is, no respect for the work a cop does, and took the job for the wrong reasons. Guys like you take the job because of television or to be a cool guy, but the good thing is that one day it will catch up to you if it hasn't already. You are nothing but a cosmetic cop and yea you don't need a toilet because you could fir your pinhead and pencil neck right into a thimble. Happy hunting screwing over your fellow coworkers.
