Proof APD is Falling Apart Under Schultz


The picture above is of Joey Sigala, our local jailbird. Mr. Sigala is the former president of the Albuquerque Police Officer’s Association. It is only a matter of time before we post a similar picture of Schultz and the rest of the boys.

Sigala was arrest for Domestic Violence after he allegedly accosted his estranged wife. Sigala was booked on several felony charges. Is it a felony to commit perjury under oath? Ray... Allen...

Hahaha; pack your bags boys…You might want to include some chocolate and nylons for your “business” travels.

Is there any doubt that Ray Schultz is corrupt and is allowing different forms of corruption to exist? You decide…

Sigala's fall is indeed tragic, but only strengthens Berry and Perry's hand whose ultimate goal is de-certification of APOA. The next phase is State Police finding criminal conduct and embezzlement of APOA funds by Sigala and his wife. Schultz will then say APOA is beyond repair and decertification is the only real option. Gloat all you want about Joey, but who is watching out for the rank and file interests now that APOA is being discredited.

To 8:53. Only union members and the FOP can decertify a union. The PEBA and the Peace Officers Employer Employee Relations Act cover the terms of employment for cops. An employer cannot deprive an employee of due process or Garrity Rights. Please be informed (talk to a union lawyer) before you try to get people paranoid for no reason. An Honest Union is what works best for every honest cop and we have a lot of honest cops to keep with APD.

This is a prime example of how the dept and its' admin is failing by creating and enforcing "new" policies. Aside from a handful of senior 34's, the dept for the most part is far "younger" and immature than I could ever remember it. Here we have a guy who had 8 yrs on, but was a relative rookie when he took office. That's a lot of power to give a kid. But hey he was "college edumacated" and also well-connected IN and OUT of APD, right? Then, you have Sgts w/5-6 years of experience, Lts w/very little more... and then voila, newly (politically) promoted COMMANDERS @ the 10-12 yr mark. WOW!!! Does this cycle ever end??? Did anyone (berry/schultz) even look at their performance records??? Oh that's right, APD doesn't expect accurate performance evaluations because God forbid "they" have to account for less than marginal performance by people such as Dodi, right?
APD's policies in recruiting, retaining, and promoting personnel allows for many of its' failures. And when young 34's see command staff and "supposed senior" members literally getting away with... (fill in the blank). Can you then blame the young 34's @ APD for making the same decisions or "errors in judgement."

The news is reporting this morning that a high profile officer (Past (resigned under a cloud of charges of embezzlement) President of the APD officer's Union APOA), Joey Sigala, who was arrested two days ago was known by the department to be having domestic violence issues (the neighboring Rio Rancho police have been called to his home 3 times, he was never arrested).

APD DC Feist stated, "Since these incidents occurred at his home and would only effect him as a private citizen, we are not going to bring it into his professional life."

Sigala was arrested for false imprisonment and aggravated burglary, he is currently NOT charged with domestic violence, even though he hit his wife in the face and threw a cell phone charger at her.
He then took off in his APD issued patrol car, was in uniform, was displaying his badge, and was carrying his gun at the time.

The way I see it, APD knowingly ignored severe issues with one of their officers and when he was forced to resign under serious allegations effecting the entire department (still being investigated), they did nothing. They allowed him to still carry a gun and a badge. APD has no, nada, concerns for the safety of the public.

The EWS that you speak of is NOT intended to help city employees but rather to mark or "red flag" them for future discipline termination. I have no sympathy for city employees who double as drug addicts or criminals, but for those others who have lesser issues it is in your best interest to seek help from your primary physician. The EWS is a joke, especially when dept heads excercise "plausible deniability."

I guess joey (filiberto) knows too much to be used by schultz to make schultz look good. I guess if good ol joey had a clue on how to be a cop and was on duty doing his job, when he got hemmed up, then the chief would have thrown him under the bus. Seems the chief only has lies to tell about real cops and only knows things about those he wants to slander and wreck for his own purposes. "schultz who had a close working relationship with sigala" NO SHIT! They worked together to bury officers. We'll see that come out when people start rolling.
If I recall, shouldn't this clown have already been on admin leave? Didn't the chief already state that if an investigation into the allegations of embezzlement AT THE APOA was started, he would put those under investigation on admin. leave? Didn't he say this to city council? Wasn't light brought to this issue and those accused namely joey, a month ago? If the chief took action on this out of control narcissistic wife beater, placing him on admin leave a month ago, taking his UNKARKED POLICE CAR, DUTY WEAPON and PARTIAL POLICE UNIFORM this would not have happened. In the very least it would not have been done by some armed idiot wearing a partial police uniform, driving a city police vehicle. Another fine example of how schultz does what he wants and takes care of, covers up for, and runs interference for his associates. God willing, the State Police will partner up with the FBI and take all of these jokers down after their investigation takes them on a spider web of illegal activities.

I will speak to the EBT card fraud and abuse though. There are A LOT... I say again a lot of Law Enforcement Officers/Firefighters/Correction Officers and many other well compensated "professionals" who are abusing, defrauding, and ripping off the WIC, food stamps, welfare, medicaid, and medicare programs not because they NEED these vital programs, but because nobody verifies or follows up on all of these claims or where or who these children(s) mothers live or who they live with, and, or who or where the babies father/mothers are employed by.

I've personally witnessed the following scenario, just one of many:

Mother of child(ren) comes into file a claim for benefits and she has Baby Phat shirt on, freshly done nails/hair, her smart phone(Iphone) rings multiple times (4 different ring tone songs), she claims to have no job, and,or not knowing the where abouts of the childs father, she exits and gets into here fairly new SUV equipped with nice tires and rims the license plate is that of a firefighter designation plate and in the window is a big union firefighter sticker.

A lot of assumption going on here I know, but you know what happens when anyone tries to launch and investigation or question the validity of any of these abuses? That's right it's shut down or moved on because usually a majority of these cases have family or friends on the inside running cover for them.

At a trial, I witnessed, he claimed he didn't know of any retaliation that was going on, then later one of his captains (?) I believe, came in and testified they kept him apprised of everything. Ray Schultz is a no nothing. He knows nothing of what is going on at APD and as such he needs to be replaced by a chief who knows something. It is time we flood the mayor's office with demands for Schultz to be fired and replaced immediately. 768 3000. Or you can call 311 and ask to be transferred to mayor berry's office. This is the only way we will get the change we need at APD. Going to city council meetings is fine, but it is the mayor who hires and fires. They make over $50,000 per year and he goes to jail for grabbing her EBT card? Something stinks. Of course Ray doesn't know anything so don't even ask. Here's a test for the media, next tuesday ask Schultz how many sworn officers there are in APD as of that day and ask him how many of those officers have assignments to the Field. Someone wrote that it cannot be decertified..well it can. Berry pays big bucks for his union busters he has on payroll. The negative comments here and on the Fans FB I would hope are not coming from other 34's. Yes, we all know what he is accused of doing and there is no excuse for any of it if he is guilty....but when a 34 makes a bad comment about him or other media featured 34's, it really makes everyone look bad...discreation is the better part of valor.

"A felony domestic violence, a petty misdemeanor would be not something that we would look at a victim for," said APD Deputy Chief Paul Fiest.

So she has a felony warrant but isn't arrested for it. Fiest represents that she has a petty misd. warrant which appears to be false. Fiest also represents she's a victim of felony domestic violence yet she's not charged with any thing under the Crimes Against Household Members Act. Is Feist really this stupid? Really? Or is there something else going on....?

Berry and Schultz own the APOA, just wait and see. Your concern that Berry wants to decertify might be on track, but if Sigala and others stole thousands from the membership then it should be decertified and recreated with better safeguards.

You are willing to accept criminal activity within the APOA to ensure it is not decertified, that doesn't make sense.

Let's take this a step at a time, finish the NMSP investigation and either clear these guys or indict them. If there is criminal activity then the APOA should be decertified by it's members and reconstituted with better safeguards of our money.

To verify is under Sigana Lauren its just a 2000 c/s bond. I don't recall exactly but I know she stole sum cat food and other silly items.

Either way the warrants say Officers SHALL arrest. No exceptions for any DV victims sorry Fiest you are an idiot. I say that on the best of my ability.

I also let people slide on charges I had control over, but if there was a warrant I knew I had no leeway. A warrant is an order from a judge so I would either arrest or take them to the booking window or take them to the judge's courtroom. A professional officer knows he can't ignore a judges order.

Joey definately has something on the Chief and most of the 5th floor and we say a lot of other higher up's. That is why he was taken care of by getting his cushy slot. If it had been anyone else that officer would have been doing desk duty at a Sub or down in Records. Check it out and see where all the other 34's recently in trouble were put while they waited out the BS investigations. And those 34's weren't guaranteed overtime either like Joey was.. Wonder where Joey will get assigned when he gets his job back because the victim won't show for court...

Holly shit, there are some pissed off people here. I think some just post angry bullshit to get a reaction out of you...I see a lot wrong with what took place in the past managment of the APOA. Some of you though you have every reason to feel angry do not have the facts. Please don't let the poor ethics of the past dictate our future! That being said I hope you use your voice to make the association better than it has ever been! This is only going to be accomplished if you get involved and get your hands a little dirty! It was a great thing to see the past leadership fade away! Use this as an opportunity to get involved and be heard! Some of you have good reasons for being angry and a lot needs to change! Be apart of the solution! It would be great to see 100 people at the next meeting, asking questions, or to see a group of people who just care enough to give there opinion and concern out in the open! We have lost heart as a department and are so divided. This is not how anyone goes into battle! Not everyone will be happy with everything but if you don't speak up than your opinion will just be another faded post on a blog that doesn't really matter or affect change! As for me I'm done reading this crap!!!! It's more depressing that watching the news!

Romero would end the incumbent’s questionable practice of taking police shootings to a special investigative grand jury that has been criticized by civil rights lawyers and others. Romero says she doesn’t like “a secret system with the police treated differently” and would use the preliminary hearing track to “clear the innocent and examine what went wrong in questionable shootings.”
She also would address the Metro Court pre-trial interview system that has the office still losing a third of its DWI cases by dismissal. She says she would stop what she sees as the practice of over-charging cases (domestic violence as kidnapping, drug possession as trafficking) and going after certain types of crime to justify grant funding.
Romero says she isn’t a career politician. In fact, this would be her first political office. “I’m a lawyer, and all I want to do is get in there and clean up that office.”
The Journal recommends Bernalillo County Democrats vote to put Romero in the DA’s Office. The winner has no Republican opposition in the general election.

Cases where Joe Citizen would walk..so should an officer. There can not be two standards...that includes high profile no profile....citizen/officer...on and on. Everyone involved in this from the top down are despicable individuals who have diabolically plotted against everyone around them for the last few years. Those of you that use your police vehicle for reasons other than job related duties, or look things up in the system about people you know, or any other kind of abuse of job related benefits, would be just as likely to abuse the benefits given to you if you were the president of the APOA. I think most of you are not pissed off just because things were taken advantage of, but more at the fact that you didn't get to take advantage of it as well. Now, a bunch of you will sit there and say that using your cop car to go to the grocery store while you are not working, isn't as bad as what the president of the union did. Well, wrong is wrong. No matter what. If you have it in you to abuse those little incentives with no conscience, you have it in you to take adavantage in the same manner as he is accused of.

And comparing a stop at the circle K on the way home to stealing $265,000 just makes you about the biggest asshole this side of those involved in stealing from cops and their families. Why is it that the administration and their henchmen get caught red handed every time they lie, violate rights, and break the law, and they then attempt to deflect blame or redirect attention to those who either catch them or the rank and file who are doing more work in a day than their self serving fat asses do in their pathetic political careers?
At this point I have more respect for a criminal than I do the Administration of APD and this city. At least you know where you stand with teh crominal and the criminal has more guts to face you head on than these pukes who hide behind their titles, rank and cronies.

The difference in your pathetic analogy is that your offense of using your vehicle off duty is an administrative infraction that was once allowed. On 9/6/09 at 03:30 hours Joey Sigala's Wife went to her neighbor, Sgt. Ty Morgan's residence to tell Ty that Joey had held a handgun to her head and beat her leaving visible marks that Ty stated he saw. Rio Rancho Officer Rogers Met with Ty and wrote the report. The Rio Rancho PD incident number is (09-6675). RRPD took the report at 04:30 pm. Ty Morgan is a squared away sargeant who is well respected. In the police report it is stated that Ty notified his chain of command, at which time Joey's wife fled the residence back to her home with an open container of beer. That open container of beer was photographed by the responding RRPD officer for corroboration of the story that she had stopped by the Sergeants home to discuss her battery over a beer.

Here is where things get fixed for Joey. Commander Warfield was the NW area commander over Ty Morgan. There is no doubt that a sargeant like Ty documented the matter with a memo up the chain. The Chief's henchman and dirt burier, Doug West was head of internal affairs. Why was this not investigated? There is no way an incident like this did not reach the chief's office. There is no way the chief did not know. This was a significant event. A man that was head of the APOA was accused of placing a HANDGUN TO THE HEAD OF HIS WIFE.

Now Warfield gets promoted to DCOP. Chief Schultz denies knowledge of Sigala's domestic past with his wife. They are handling Joey's situation now with kid gloves, tiptoeing through eggshells. Why is it that everyone who is connected with the dirt in APD gets pushed up the chain or groomed for future positions? WHY?

Was this person fired yet? I remembering the chief saying that he would put anyone under investigation at the APOA on administrative leave at the onset of an investigation if one was started. The investigation was started and weeks later this person was still not on leave. As a matter of fact nobody was placed on leave until this guy went home and broke the law. Now this guy is charged and not fired. What does he have to to to be fired, kill someone? Are you kidding me?
