Schultz Treats Everbody in the Same Manner; Just Ask Channel 13

Over a week ago Chief Schultz proposed a change to the Law Enforcement Academy by-laws that levies additional measures of punishment against an officer's certification. This week it seems that those additional measures are now showing their effect in ways the Eye anticipated and expressed concerns about.

Well over a year ago then Sergeant Dennis Barela was demoted from his position and returned to the rank of Patrolman 1st Class. Officer Barela was also sanctioned with a week of unpaid leave but that punishment was held in abeyance (that is delayed pending no other disciplinary issues). Now the LEA board has moved to suspend Officer Barela's certification for four months. If Officer Barela's certification, that is his license, is invalid because of this suspension he can no longer do any police duties.

Our Eyes tell us when channel 13 reporters went to ask Chief Schultz about this not only did he refuse comment but he walked off in a heated and angry manner. But he also muttered something rude under his breath as well our Eyes tell us.

Look, if an officer/sergeant/lieutenant/commander/deputy chief/chief is found to have committed misconduct they deserve to be disciplined up to and including termination. However, once disciplined; the issue is over. Here, thanks to his disrespect and misunderstanding of the US Constitution, Chief Schultz and the LEA Board have opened a Pandora's Box of problems. How is it that Officer Barela now face an additional four months of punishment when he in fact has already been punished?!?!

Our Eyes tell us there are many many more active duty APD officers that are facing similar consequences of double discipline by the LEA Board's actions. But we suppose that is ok, as when a citizen needs help they can expect only the best like Commander Rowe to arrive on scene and placate their police needs with "excellence and love" and song and dance.

channel 13 can go fuc* themselves. They are always out to get officers. We should not help them out. Why do we help them when they are out to get Officers and do all that stuff for Cass???????????

David Iglesias had some criticisms about then-sheriff Darren White that can apply equally to Ray Schultz. David called it party loyalty over the rule of law.

Calling out Mayor Berry here! Heed the warning from David before you kicked out of office. Although maybe Susana will take care you of you, too and you can shine Paul Kennedy's bald head before he take the bench.

Why does this decertification of Officers by Schultz surprize anyone ? Don't you all remember Schultz attempted to have Al Walck certification taken away. AFTER AL WAS DEAD ! Schultz failed in his attempt. Go figure !

I love how Jeff Proctor's rag of a paper endorses Schultxie's policy of depriving officers of due process. Maybe Schultz should deny and refuse to comply with every FOIA request OR whenever a reporter has a story that embarasses Apd Schultx should name that reporter as a witness. After all if Schultz can violate the Constitution in some areas and abqjournal is OK with it he should be able violate it wherever he wants. Right Ken? Right Nate?

And the bonehead mayor Phil, says we can see how dirty our pools are and how dirty our restaurants are, and that we can look way back for decades into those worthless records. Who really gives a rats ass about a restaurant 25 years ago? Does it matter that there was shit stains on the walls 25 years ago? How about the shit stains all over APD today??? Why can't we see how dirty the chief is? How come they don't list all the lies told? Where is that transparency? Is this guy an asshat or what? Transparency is about what the city officials are doing. How about transparency into the APD's 5th floor? Surely they wouldn't pass the white glove test. They shit the floor every day there.

I have an idea. You want transparency? Make the chief wear a web cam every minute he is on the clock. Make him and his DCOPS wear them. Make the city attorney wear one too. And Mayor, why don't you STRAP ONE ON while you are at it you one term wonder.

Oops I forgot. They will be as transparent as those tiny little luminescent krill that get swallowed up by large hungry sea creatures when that scary attorney probes them...and prods them, then smashes them between two slides and examines them thoroughly under her super powerful anti-corruption microscope in her laboratory of pain and sorrow.

Did I see Allen Banks at the funeral of a DWI case of APD's? That could cause some issues down the road. Why do we do these things?

So, considering that schultz is on the LEA board he can now by way of his retaliatory nature effectively ruin ones career by suspending the LE certification of a 34 who in all likliness would win the appeal pertaining to his/her discipline. This is no more than an attempt at coercion and intimidation. Isn't this covered in "Garrity."

Heres a news story: female civilian empolyee GS who is evidence tech was caught stealing pills on surveillance camera at evidence. NOTHING DONE. A re-hire APD 34 caught on camera stealing ammo NOTHING DONE. Mark Adams said its an election year and swept these problems under he rug. The camera above the vault will show male and females going into the vault that is where everyone is getting blow jobs and having sex.

THIS IS A TRUE STATEMENT

Did everyone see hear about Ray Schulz and the Mayor having a press conference and giving the Deaprtment grades? Chief Schulz gives his department a 94% grade or and "A" when compared to New Orleans Police Department and the Seattle Police Department claiming he has implemented all sorts of great changes. Mayor Berry says the department gets "E" for effort.
How about some real grades: Managemnt: F, Leadership: F , Morale: F and Mayor Berry gets B and a S for Blindness and Stupidity,

Per statute, the suspension or revocation of LE certification would require that the officer commit an offense that would under normal circumstances have lead to the officer's termination (i.e., SOP infraction of untruthfulness = TERMINATION and criminal offenses that would = INDICTMENT and TERMINATION.

But instead, schultz is liberally interpreting the authority of the NMLEA and is prejudiciously enforcing these suspensions only upon APD 34's, contrary to the implementaion language of the law.

So if someone, say a DCOP or other high ranking LEO, is found to have committed perjury (synonymous with untruthfulness and also a 4th degree felony), and happend to be representing APD while doing so, he should also be subject to suspension or revocation of his certification as both the administrative and criminal elements both would have been fulfilled, right?

You can't have it multiple ways. On one hand there are officers who are getting disciplined internally by APD, and then again by the NMLEA board of which the chief is a member of (a bit of a conflict, maybe?). And on the other hand there are those who get by without their cases ever being submitted to the NMLEA board due to "discretionary reasons." And yet, on the third hand, there are those "GOLDEN FEW" who get by with minimal if any internal discipline and anything external, whether it be additional discipline, media coverage, or public scrutiny because those incidents were so egregious that... "we just have to make those incidents go away."

If there is a video tape of a crime being committed in the Evidence Room, or of inappropriate behavior, the media needs to do a public records request and get it. God knows Schultz will toss officers under the bus with lapel cameras being released in 24 hours. Release all the Evidence Room tapes and let the public see for themselves if there are crimes being committed or behavior that should not be condoned.

If these tapes do show misconduct will Schultz fire Marc Adams? He always slams Sergeants and patrolmen, but he never makes changes at the command level. That is where real change needs to take place, at the command staff.

Whomever posted this needs to step up and 21 people we all know you can trust and get in touch with the FBI. this isn't fun and games anymore, this is the real deal. Im sure these civilian employees will be just fine whether their identities are publicly revealed or not. Heck, look at the sexcapades over the years with sworn personell whose incidents have been swept and the parties involved have been promoted through the ranks. What ever happend to the proposed fraternization policy that was discussed a while back???

Ch13 is the only station holding Schultz remotely accountable. The Union picks and chooses who they help and who they don't. Why would anybody want part of that. They left Doyle and Woolever to the wind and cut deals elsware. Where's the audit?

It could be said that all media are "the enemy" as they, as a matter of course, highlight and sensationalize every little thing that officers do whether the officer was right or wrong. The administration also tactcally uses them as pawns to get coverage that will in-turn attract public support for "certain" personell issues. And face it, without the extremely high crime rate here and the response by local law enforcement, there would be NO news for the media to report. What, are they going to emphasize on regurgitated broadcasts from larger affiliates or focus on the state fair or balloon fiesta, and their meteorologists being wrong about the weather? C'mon, without the reports on crime and law enforcement activities, both positive and negative, there would bne no relevant news other than random corruption reports by our political leaders and their associates. It just so happens that KRQE-13 is the only media outlet that is holding the administration's feet to the fire. It was the administration by the way who eleceted to introduce the media to the inner-workings of APD (i.e., huffman and ham-boy), as well as utilize social media that has worked to condemn officers of their actions. It was the administration that brought this fight, and they cut themselves with the very "blade" they introduced.
