APOA Contract Pass: But Who's to Blame?

Yesterday the much discussed APOA/City contract passed 260 FOR versus 194 AGAINST out of a possible total vote of about 775.  Quickly issuing a statement concerning the split vote, APOA president Stephanie Lopez said:



"The APOA membership is thankful that this contract met with the approval of the majority of our Officers. We view this as a key element in the continued efforts necessary to build trust and cooperation with the citizens of this great city. The hard work of our leadership, the administration and city council has proven that we are moving forward in the right direction, to restore what our Officers have been harmed."

But quickly taking credit for the contract was Mayor Berry (who came out of his bunker for one quick second):

“I am very pleased that our police officers voted to accept this contract that takes their cumulative pay increases since I took office to almost 12 percent, while ending the practice of taxpayers footing the bill for union business. I appreciate the efforts of the City Council for appropriating the funding and of the APOA and my staff for putting together a contract that makes sense for officers and our community."

Hmmmm.....

It's good that they are joining the fight to address the crisis in Albuquerque, but do they realize that there are hundreds, if not thousands, of citizens who have been trying to do this for years? Let’s hope that the neighborhood associations unite with and learn from the existing Movement so that collectively we can fix the pervasive corruption, incompetence and cover up.

Note in the report goal 8 which is GOVERNMENTAL EXCELLENCE
AND EFFECTIVENESS. Also note that it is the ONLY goal that has no desired condition, therefore no way to measure it. Why? Because they are so incompetent and corrupt, not only because they can’t think of ONE MEASUREMENT criteria, but because they don’t want to be measured. I can think of plenty! Their excuse:

“Excellent government and ethical behavior is like great
theater—you know it when you see it, but it’s nearly
impossible to define. Citizens want their government
to be “cost effective”, and their leaders to be
“accountable”, but these are subjective criteria.”

Do they think citizens are stupid? Or are they so stupid that they would put this in writing?

Since this is the basis for the Goals Forum on July 19th, http://www.cabq.gov/dfa/news/help-guide-albuquerques-vision, I do hope citizens will be able to make sure that desired conditions for government excellence and effectiveness will be incorporated. And if not, then we’ll just have to do it ourselves.

So, this proves that the officers who passed this contract either did not read it thoroughly or perhaps are unable to read. Approximately 58.5% of the APOA membership voted...where were the rest of you fools? Many of you obviously just saw percentages and overlooked what was given up or restricted. You all complain about how bad things are yet you line up to bend over to take it from the City. I guess this vote proves that Albuquerque only hires mentally challenged individuals to wear the uniform. You all deserve what you get from Berry and his fools. Lopez, you are a fool and an obvious puppet of Fred Mowerer (who is in the pocket of the APD administration). I hear a huge lawsuit is coming, I hope the APOA has deep pockets! APOA=Corruption aiding the Corrupt!

EVERYONE THAT VOTED FOR THE CONTRACT JUST VOTED FOR NO BACK PAY ON THE CONTRACT THAT WAS NEVER INSTITUTED. SO FOR .75 CENT AN HOUR RAISE YOU GAVE UP THE POTENTIAL FOR $1000S IN BACK PAY. IM SURE ALL OF THE NEWBIES VOTED FOR THEY LOSE NOTHING BUT THE VETERANS LOSE A LOT. WAY TO BE BRILLIANT

So I guess from the outside looking in, I'm confused. According to Lopez out of 775 Officers only 454 thought this was worth going out to vote for? Officers are pretty lazy if a whopping 321 Officers chose to stay home, and ignore what seems to have been an important contract decision.

Another issue is the 775 number provided by Lopez. So are there only 775 detectives and officers and the rest are command staff? I hear anywhere from 1000 to 1100 Officers are supposed to be employed by the city. So does that mean we are down over 300 Officers?

This all seems like "fuzzy math"! How hard is it to disclose how many actual badge wearing sworn police officers exist at APD. And out of that number how many are actually taking calls for service in patrol cars?

THERE ARE LESS THAN 50 OFFICERS IN THE FIELD TO TAKE CALLS ON ANY GIVEN SHIFT, USUALLY LESS, CITY WIDE THE SOUTHEAST COMMAND TAKES 60,000 calls for service every month.

It appears cops are just as bad about voting as the general public. Only 19% of eligible voters voted in the last Mayor's race. Any COP who did not vote on the contract has no business complaining about work conditions, pay or the Union for that matter.

Look at the voting statistics! 321 cops decided not to vote? Where the fuck were they? Did they have a 1980's-1990's skateboard reunion/competition? Or were they at home dreaming up more disgusting and derogatory comments to post about each other's mothers? This indicates that 321 cops hold money and benefits at a lower value in their lives than badges, uniforms, guns, cool shades, badge bunnies and being in a position to intimidate people who on a level playing field would probably pull their tongues out about two feet and put a button hole in it so they could use it for a necktie.

I too am under a "bargaining unit" and i have never voted on a contract! Management Levels voted on their contract, similar outcome as APD's. My question is what else was cut from your contract? I know about giving union your time, M-levels did that as well. But was longevity left in? Is there and increase in any premiums including PERA? What I don't get is that we pay our union dues now we have to give them more money? We would all like to get that sweetheart deal. The obvious conclusion is Perry & Berry are enabling the union with a form of bribery, paid for by union members, to vote for their version of the contract. Once again, it's the haves vs. the have nots. Perry & Berry have just proved that you can buy votes, which is what is happening to the unions, the very entity that is supposed to be looking out for our best interest, not how much money they will get from our time donations. I wonder if it's dollar for dollar? I thought it was 1/3 if you cash out your skp or vc?

You dismiss several outstanding candidates because your mayor wants a woman in drag who dyes his hair blonde and who has no guts or spine to be your chief. Your own union sells you out. Your own command staff sell you out. Your own officers stab eachother in the back and after reading your Albuquerque Police Department Recruiting website, I was truly convinced that I would be risking my life working for a bunch of criminals who would not blink an eye if they had to use me or see me killed for their political purposes.
Thank God for google and this blog, because your department puts out some very good lies and window dressing. The internet is very unforgiving.
I will be applying elswhere because my family deserves the best and it is obvious that your city leaders are dirty and only care about themselves and covering up the crimes their connected friends commit.

My city is large and there is crime, but it is past the petty baby games your stupid immature, city leaders pull.

They could give a rats ass about the members. Fred Mowrer and the rest if them make more money every year. Ask Fred about his 25% raise each year for the last three years in a row. The APOA are a bunch of crooks. The only time one of them gives a shit is when another one of them is stealing more than they are or of their slush fund for all expense paid vacations and five star dining ammenities are threatened. Thats a fact.

Now about that pussy Sandy, it will be nice to see that bigmouthed coward get imprisoned. When he is on the inside with a whole new set of rules, he can see if the shit talking about his cellmates flies like it does in this pussy department where he talks shit about everyone else. The city leaders are morons but most of the cops that I know from APD are hard working honest people.

Keep blasting these guys and there will be crime like never seen before as the officers will sit in their cars and wait for calls. I for one live in the North Valley and appreciate seeing police driving around on patrol, Problem is these days all I see is BCSO patrolling and NO APD cars. Thanks EYE. You have assisted in destroying the moralby blasting the officers. What do you expect from the officers. I would have voted for a %5 vote too. Its been 6 years with no raise. The administration knows but hides the details. It used to be emailed every quarter and announced weekly at Chiefs staff. They dont want you to know just how few Officers there are in patrol cars. Don't believe me? Try asking how many are burning leave till their official retirement date. They included them in the bid this time to help hide it.

Get your 20 years and get out. Buy AIR time if you can. Buy military time and prior PERA time. Save your sick and vacation and use it to early out. Get out of APD as soon as you can.

Remember you can transfer ICMA, Valic and Nationwide money to purchase PERA time tax free. Take advantage of this.

APD is down hundreds of officers. If you have your time don't risk your health, your sanity, your finances, Get out.

Berry, Perry and Eden are going to toss low level APD officers under the bus every chance they get. So get your retirement and get out of APD.

You don't know what you're talking about. When Berry took office the APD was due an 8% INCREASE, by contract. Instead, the day the raise was to take place, the officers received, on average, a 1.5% CUT. That is a realized cut in pay of 9.5%. Now you say 5% is a good deal. "Give a dog a bone" right? Okay, let's do the math, if you know how to do math...a 9.5% effective pay cut, now you add this great 5% (or as you say %5), uh, the great APD officers you are so fond of are still 4.5% lower than they should have been 4 1/2 years ago! Yeah, that was a real smart move by 290 some odd morons! However, where were all those cops who DID NOT vote? So, these are the people who are protecting you "while you sleep", they don't seem too bright do they? I for one am concerned about the mental processes of those who are protecting us from the bad guys. You should be too.

Someone please tell the media that their lambasting APD for not releasing information is no different then them hiding behind their "confidential informant" doctrine. The do as I say, not as I do argument is tiring. If you cannot support the same standards you abide by then screw you. Granted, you may be a private entity, but if I pay a subscription fee then when I request the information release it to me. If not, you have no leg to stand on. Same goes with the internet. If you are unwilling to identify yourself as the accuser, do not expect a candid response. Everyone is entitled to know who their accuser is. If you are unwilling to do so, do not expect a response. As for the APOA contract, done deal. Move on. If you are a member and do not like it, seek employment elsewhere. If you are retired or already left, move on with your life, your opinion is not required nor needed. You had your time, find another fight to cling to.

Who would NOT want to vote on a matter that directly affected his/her livelihood, retirement, vacations, health care and so on? I find it amusing as I read through the comments that whenever a comment that is made that sort of, half-heartedly supports the APD, there are those who come back vigorously with facts and figures that seems to shut them up. I guess those who support the APD must be ill informed and clueless, while those on the attack (and apparently wanting sincere change) are informed and prepared to debate with statistics and facts. I find that most curious. I believe, as a citizen of Albuquerque, that we are in the hands of a mayoral administration that is both corrupt and immoral and that filters down to all departments, especially the police. Before anyone gets the wrong idea, I am a Republican and I find Berry and Martinez to be embarrassing and I did NOT vote for Berry in the last election, nor will I vote for Martinez in the upcoming one!
