A House NOT In Order

A little over two years ago, APD's then chief Ray Schultz held his usual Tuesday "Chief's Staff" meeting with all of the department's top brass. Included in this meeting were the department's current deputy chiefs, commanders, and lieutenants. This meeting was just a few days after the US Department of Justice announced they would be investigating APD for unlawful patterns and practices involving use of force and Constitutional rights violations. Below is a copy of part of a memo issued to all by Ray Schultz


Yet as we saw in DOJ's "trick or treat" present last Friday, APD does not exactly have its house in order. In fact it's pretty clear from DOJ's report that APD is the equivalent of a house wreck that's days away from being foreclosed upon.

From the dissolution of units to over 120 hours of mandated training per office per year, APD is going to managed in a way that defies belief. Our many Eyes are telling us there's a weird calm within the department as not only does it feel adrift but the brass can't provide any answers to anything. While Berry likes to say the process will only take an extra $4-6 Million per year he's concealing the fact that the work officers will be doing will be reduced by as much as 50% because of all the additional time required of them to abide by all of the new procedural and training requirements. So in essence we'll be getting half the service for the same cost. That's called inefficiency and thanks to Berry and his team he just double the cost of this department.

But in a true spirit of make believe, RJ Berry is trying to  position the department's failure as a marketing effort to show that when it comes to mismanaged departments nobody does it like the team of Berry and Eden. Really? A year ago we were told how the department's management has led it to be one of the best department's in the country. Now because of its utter disgrace we now can be models for disgrace. Maybe it's the whole "Nature at Play" thing that still rings in our ears. But isn't it time for some accountability? Where is the chief who predicted DOJ would find APD's house is in order? Where are the former deputy chiefs that stood by and let this happen? Where are the city attorney's that assisted in the failures of this department?

Berry talks a good game about accountability. To us it seems that's one thing that's missing in this department and in this city: there has been NO accountability for the situation where we in. And until there is, nothing will change.

Huntsman, Gonterman, Garcia, etc all of them were here as we began our fall into the abyss. Yet in some weird way the DoJ believes the same command staff that has created this mess, will be able to change their ways and fix it.

Who believes this? How can anyone believe that the command staff that created this problem will now be the command staff to fix it? Just like ROP, all the DoJ has done is erase the name, the problem detectives (lead by Les Brown) are all still there in SID. Nothing changes but the name! This is nuts!

The only way to fix APD is to get rid of the command staff that created it. Remove Huntsman (he created the SWAT team), remove Gonterman (he cost us $300,000 and tortured a citizen by burning his ear off with a taser), get rid of Garcia for the unethical activities with subordinates. Get rid of the current command staff. True change will only start when an entirely new command staff is brought in. Until then it will just be a big waste of money for us.

Dereliction of supervisory duties and the establishment of and adherence to best practices by the ranking officers in this department is written all over this consent decree.
A fraud of an immeasurable amount has been foisted upon the taxpayers of this fair city for decades all due to an ineptitude that remains in charge at APD with no end in sight.
Taxpayer's must start looking at economic feasibility...in my opinion they would be far better off $$$ wise by forgetting about this consent decree, disbanding this - illusion that never was - police department, retiring the badge and starting from scratch. I'm positive that their would be a large number of officers and citizens with impeccable records from not only within the state but from around the country that would jump at the chance to build a new department based on integrity, transparency and honesty.

NM Bad cops are bad cops and we want to know about them all, not just one place. Sandoval county is close and many of us live there and work in ABQ.

Page 66 of the Decree says that APD must complete a "comprehensive staffing assessment" that conforms with federal standards. According to the FBI manning should be between 1300 and 1400 Officers. How the hell do they make that happen? Gonna get expensive...

10:25. I completely agree. Unfortunately the mayor/chief always surrounds themselves with puppets that won't rock the boat. The current command staff which includes commanders were picked not for successful change but for who would be best to forward the failed mission of the mayor. Hopefully the DOJ recommendations on promotions will be implemented. The last thing APD needs after the current idiots leave in for idiots like thies or McRae to replace them. And the thought of deyapp. Oconnel, Garcia or Henderson running a critical incident is just downright scary.

I'm all for giving cops a bonus for staying on, but history shows that the only people that stay are the ones that need to leave. How is giving a bunch of guys in inside positions 12,000 a year more going to help the citizens of albuquerque. Is giving thousands of dollars to officers in tech services going to make us safer? Is keeping a day shift officer who takes 2 calls a day really that important. It all comes down to leadership. If sgts and LTs would lead from the field and not from their living rooms, then the citizens wouldn't have to wait 2 days to get a cop to show up. Also, as long as the 5th floor continues to keep officers in worthless positions like PIO, inspections, seizures, etc then you'll always have a shortage in the field. Stop falling for the excuses of frauds like Christine frank and get her out in the field to take calls. It's not rocket science.

Listened to Berry and Eden on 770 KKOB Bob Clark show and wanted to vomit. Berry keeps insisting that it took decades for APD to get to its current condition requiring a Consent Decree. A year ago, Berry said APD was one of the finest in the Country and that he and Ray Schultz had instituted all sorts if reforms saying there was no need for a DoJ investigation. What a joke. Berry refuses to take any responsibility for how he and his management team of Darren White, Ray Schultz, Rob Perry, Allen Banks, Bob Huntsman and now blond ambition Gordon Eden have mismanaged and destroyed a once great Department in just 5 years under Berry's watch. He blames rank ad file but not any of his incompetant managers. How can this fool sleep at night?

Retired and I can say it is refreshing to no longer be a part of that sinking ship. I loved my job and I loved a lot of the people but the selfish ego maniacs that this POS mayor left in charge are going to kill whatever has been left over by Shultz. Starting with Eden....has there ever been a more non qualified person get such an important position and what is such a critical time? A political hire and nothing more. Guy is just clueless and it led to a hiring of someone else that has had this career pass him by. Huntsman.... You are such an self centered clown and you just don't see it do you? Heard you were in crutches recently?? Did you break a leg falling off the ladder filled with the real people doing the work for this place?? I had a chance to see the new chain of command chart and all your "responsibilities." Lots to take on Bob!! But oh wait!! You are able to use and abuse your new fake made up position called majors to do the work you can claim credit for. Can't say much for Montano cuz I don't know him too well but that Gonterman sure was a good pick. Guy has been nothing but a power hungry asshole since day one. He treats people like shit and could care less about the future of APD. Great pick!!! But it's not like you had the brains to really put some thought into it. We got anymore fake positions?? Oh wait! We got Bill Slauson as a civilian equivalent to a Deputy chief. Holy crap.....save yourselves people. Guy is hated by his peers. Sensing a pattern??? People that could care less about the "little" people but yet they are going to lead us to the promised land. That place is going down the drain. Don't even get me started on TJ. Before I left I thought ol TJ was going to drown in his self produced meat sweats. He makes Elvis look healthy during his last few days. Guy made a living trashing PD and now he is a welcomed employee. Makes me sick.

10:25 ..I too have seen the list of sgts looking to move up the ladder. Let's not forget that if grossette makes it he might actually have to leave the sub and if Dave jaramillo makes it he'll have to detach his facial hair from wolfs zipper and leave the academy he so proudly destroyed. We have no pool of quality leaders. And as anyone who served in the military knows great leaders aren't produced in a classroom.

If APD brass is held to the same standards then why is ROP being disbanded but Les Brown not being fired. Why is tactical policies being changed but Montano, Gonterman, and Huntsman who were all in charge of tactical not being disciplined. They were all allowing the things the DOJ say were wrong but all got promoted 2-3 times. Garcia was in charge of ROP but was promoted. The joke wolf at the academy has spent 2 years acting like an ass, changing nothing, but now he's the one who supposed to change the training culture. Give me a break. I could go on and on but I think it's obvious how the double standard with APD works.

I love how the DOJ consent decree has basically gutted the APD house. SOP, IA, hiring, promoting, policies and procedures all have to be rewritten, from the ground up. Oh, and they have to be approved by the DOJ too. I love the part about random drug testing, to include, testing for steroids. How many Jersey Shore, MMA, UFC, leg shaving, eye brow plucking, wanna-be dickheads will be failing that. For those of you that say, APD has recently been fucked up. You are so wrong, I'm born and raised in ABQ, and APD started a downward spiral in the mid to late 90's.

No matter what Berry offers I am out of here December 31. I already have a job lined up that will pay me $40,000 plus my pension. So to you my fellow APD officers get out of this crazy place. Let Berry, Eden, Roseman, Huntsman, continue to blame everyone but themselves for the mess APD is in. Get on with your lives.

My family, my sanity and my health are more important the the mess Berry has made called APD.

You should check out Lois Duncan's book, "One to the Wolves". This department has always had major corruption and issues. It did not start with Mayor Berry. Sorry, lived here my whole life.. Under what rock must you hide to not see that there have been major problems for years?

And now Berry wants to destroy our pension. Berry is fiscally conservative with his own money but he treats the pension fund like a drunk on New Year's Eve. What will he say when PERA studies the longevity pension spiking and determines it has a negative impact on our pension fund? Will he blame everyone else? That seems to be his MO, blame everyone else for Berry's own decisions.

The longevity bonus back in 2008 was only for officers and sergeants. Will the one the council approved last night include Lieutenants, Captains, Majors, Deputy Chiefs? It shouldn't,. Furthermore the bonus should require anyone getting it to get out from behind their desk and go back to work in FSB actually responding to 911 calls for help. It won't. The lazy and powerful just spiked their pensions, but there will still be very few officers responding to 911 calls. How can the council be so stupid as to believe this crap?

Your $6,000 per year is only $500 per month. Thank you but NO. I am retiring and already have a job lined up that pays me more. Save your sanity and get out of APD so long as Berry is running it.

The 6-12K financial incentives for senior APD personnel to stay on-board is counter-productive to culture change, let me explain. It is those "senior" LEO's that have turned a blind eye to the APD corruption and have condoned the behavior of younger, more inexperienced LEO's. In some circumstances, as the DOJ decree pointed out, some senior "FTO's" have instructed freshly graduated cadets to "forget what they learned in the Academy". Mayor Berry, you cannot continue to throw money at a problem and expect change. In other words, as parents, do we try to clean the shitty diaper or do we toss the shitty diaper and put a new one on? APD is the proverbial "shitty" diaper that needs to be thrown out!

DCOP Roseman lied to the City Council when he stated those selected for the mentor program had 16 years of service. There were several not even close to that. Will anything be done to this high ranking official who just simply creates information in order to win votes or will current policy apply to the CHOSEN FEW who are central players in the current cluster fu-k the department is in?

The longevity pay should mandate those who select it go directly to field services as patrolman. This will simply be a smoke screen to manipulate numbers that will include those who will not or have not taken calls for service for years.

Time limitations for those in specialized units should be implemented so specialties are not held by a select few. APD specialized units are so inbred that cross training is not an option and actual development of a professionally trained department is not possible.

The rank and file want to make the department the best in the nation, it is the old school management and methodology that prevents such change.

The department is doomed unless the upper management (note I did not say leadership) is replaced.

4. 3 cops will have been indicted

Voila that's it. Get ready for the future cause it's now.

Since we're talking about leadership, let not forget APDs current pool of Lts. We of course have the penis picture taker we have talked about in the past, the LT who sleeps with his officers wives when the are on calls, the LT who has slept with the majority of the dept including most of SWAT, the LT who won't make a decision unless he gets a sign from god, and a LT who spends most of his shift with strippers. That's just a few of the many losers APD is going to have implement DOJ recommendations. With those " role models" we should get back on track sometime after the year 2050 if at all.

If retaining "senior" officers is the cure all we are in bad shape. Previous posters have said it and I will say again, 95 percent of senior staff are not field officers. If your 20 is up Retire and make room for new blood
