The riot at The Donald Trump Rally was a disgrace to The City Of Albuquerque and The State Of New Mexico.  You may ask yourself where was Mayor Berry denouncing the RIOT?  Where was Governor Martinez, was she with the rioters throwing snowballs and beer bottles? 

A message to the rioters, if you want to fly The Mexican flag, then take it back to Mexico!  If you plan to stay in The United States after sneaking in and living off all the free benefits this Country provides to you at the cost to all legal citizens, take that Mexican Flag and shove it up where the sun doesn't shine!  Where was Chief Eden during the RIOTS? Hiding under his desk? 

Why did you Eden allow our Officers to handle a Riot MANY WITHOUT PROPER EQUIPMENT?  Our Officers stood their ground protecting those attending the rally while they were pelted with rocks, bottles, and fire bombs.  Rioters injured several Officers  and a horse while destroying Police Vehicles and Windows at The Convention center.  Eden why don't you stand in front of us and let us hit you with rocks? Better IDEA, JUST RESIGN YOU ARE A DISGRACE TO THE UNIFORM. 

We at THE EYE could not believe only one arrest was made.  Anyone who threw a rock or anything at an Officer should of been arrested on Felony Charges of Assault or Battery on a Police Officer.  Were the Police ordered not to make arrests?  We at THE EYE are completely disgusted. Thank you to all Albuquerque Police Officers who once again put your lives on the line for us.

APD; Where the bad apples are the high hanging fruit.

We here at the Eye are constantly being sent information regarding the out of control corruption plaguing the city of Albuquerque. This time... we are only going to fill in the holes, while you, the reader, are given the information needed to form your own opinion, and see what is going on and why.

Attached, are documents outlining an attack on a woman, police officer, and mother, that occurred over three years ago. That case was dismissed on the grounds for a right to a speedy trial. Although everyone is believed to be innocent, until proven guilty, people do not get broken or swollen noses, lumped heads, fractured eye cavities, and bruised necks and arms, all at once, by sitting at home, watching their children.

The person accused of this crime was able to obtain a job as a hearing judge for Work Force Solutions, shortly after being charged with this felony. Funny thing is, he left the fact that he resigned, in lieu of being terminated from the Albuquerque Police Dept., for being indicted from his employment application for this job. Lying through omission? Now everyone in this state should know that this person has been hearing cases to decide wether or not former employees should be granted unemployment benefits.

An LEA-90 was filed on the defendant in this matter, back in 2013. The LEA board has been known for much disparity in their handling of cases concerning bias, and disparity in doled out discipline, based on who is the target, and who they are connected to, or know. Three years has gone by without any action on this person's certification, while other officers across the state have been revoked for much less, in a fraction of three years. This is interesting, because these hearings operate based on preponderance of the evidence, and APD's stance on the record in these matters is one in which they believe that you are still guilty civilly, and that merely having your criminal case dismissed, or not pursued, does not mean that what you were accused of did not happen. Obviously, not in this matter. Gordon Eden has stated that there are officers on the job that shouldn't be there, but he sits on his hands concerning certain cases. That is a fact. Do not be surprised to see where this is going people.

There is a pattern within APD of covering for those who promote the administration's agenda, are friends with high ranking city officials, OR WHO KNOW THINGS, ESPECIALLY BAD THINGS THAT COULD HURT THOSE ABOVE THEM. Knowing things is extremely helpful.

If you read the reports, you can see where the defendant was dropped off at Marble Brewery "with some friends" at 15:00 by the complainant. Those "friends" were Alex Catsis, who is a sergeant in APD SWAT, Troy Luna, who was with APD, but is now retired, and with HIDTA, a government drug trafficking enforcement agency, and Joseph Christman, who is currently a commander with APD, one of the next in line for a deputy chief position, and friends with CAO Robert Perry.

Our Eyes are telling us that individuals within the department have been very supportive of this individual, as they have been with Lieutenant Brachle, and officer Kieth Sandy.

Our Eyes are also telling us that the defendant in this case has a backup plan, in case he does not get his job back with APD. That backup plan involves obtaining employment with CIT inc., the counseling and training "non profit" that is operated by Troy Rodgers, and Leah Kelly Acata who is a current APD officer. That company was recently denied a contract with the city, for conflict of interest. This employment would have a job description of counseling officers, and training them in CIT (crisis intervention) matters. Again, read these reports, and see if you agree that this is how things are supposed to be.

The cozy relationship this twisted organization has had with certain reporters will soon be outed, as we here at the Eye continue to connect the dots. Standby, as we will be addressing some very disturbing issues in the not too distant future.

Some apples may be a little harder to reach, but our ladders are getting longer and longer.

Keep reading our humble Eye, and support the Albuquerque Free Press, the only paper not sanctioned by a bitter City CAO. Stop remaining silent. We encourage all employees to speak out, and post your comments. Let them all know that their behavior is over, by continuing to spread the damaging truth. It is not disrepute, when it is true, no matter how this dictatorship wants to spin it.

THE ALBUQUERQUE URINAL (JOURNAL), OUR OWN LITTLE HANOI HANNAH: Jackson Felony Fight Edition

During World War 2 we had Tokyo Rose. During the Vietnam war, we had Hanoi Hannah. Here, we have a little yellow stained rag, known to us as the Albuquerque Urinal (Journal). The epitome of free speech should be the people's source for fair, and balanced information. This information should be objective, and without agenda. If any single entity knows the value of the 1st amendment, it should be a newspaper. With this in mind, a newspaper should be the one putting out facts about what is truly happening, and supporting the fight for transparency, and freedom of speech. Instead we have the Albuquerque Urinal, and their Editorial board of whores, providing cover, by any means necessary, for a corrupted, and criminal city administration..... AGAIN... Our own little Hanoi Hannah.

Pure evil, and perversion knows no bounds when it comes to protecting itself. One of the most heinous acts perpetrated in conflict, is the use of citizens, and innocent children to hide behind. In Iraq, the insurgents hid behind the populace. In Vietnam, the Viet Cong used women and children to hide behind, and in all of these conflicts, there were the voices of propaganda and lies, intentionally misinforming the masses for their benefit. Through the years, nothing has changed, because we still have perverts right here in Albuquerque, promoting the violation of people's civil rights, while using children to hide behind, in the ongoing conflict against public corruption; they are the Mayor Richard J. Berry, and his coward CAO Robert Perry. These two have orchestrated every leak to the media that benefitted themselves, while threatening an information blackout to any media outlet that dares to report on their misconduct. This is being done in order to obstruct justice by distracting, misleading, lying, and delaying, to protect themselves, and promote their agenda. They have attempted to influence the outcomes of trials, hearings, and government decisions by calling their contacts at the Urinal, just prior to these actions coming to fruition, just like they did days before the Hindi hearing, until they got caught. They are the problem here. They are the wrong, and there are no limits to their parasitic behavior, or the behavior of the infrastructure that supports them, namely the editorial board of the Albuquerque (Journal) Urinal, as seen in the below piece of trash recently written by them.

Dan Lewis commented that the Boy Scouts had to leave the city council meeting without having their say, because of "drama and delay" and the Urinal decided to use this to further their agenda by tugging at the heart strings of readers, and painting city government the victim for playing tit for tat with citizens who have served this country more than they ever have, or will. There is no drama in standing silently, and holding an American flag, but since a few city officials had their feelings hurt, they feel the need to create drama. These same city officials could choose to remain quiet, and act like the public servants they are supposed to be, but they decide to play cowardly juvenile games, out of their own personally driven animus. This is what creates the drama. If the usual city government suspects did not arrogantly taunt citizen attendees by smirking at them, insulting them, and threatening them, there would be no drama. If there was accountability for the blatant corruption, there would be no outrage or drama. If certain city council members did not blow off citizens concerns with bored looks, and an attitude of "next," there would be no drama. If citizens actually had a say that mattered, and there were actions taken on their concerns, there would be no drama. City council decided to end a meeting, because one old Military Veteran known as Silvio Dell'Angela, decided not to be bullied, and because of that decision by City Council, those Boy Scouts did not get their chance to speak. Make no bones about it, the problem is personal. Looking at it as the Urinal looks at things, one could conclude that those boy scouts were denied their right to free speech, because of the ongoing corruption within city government, and those Boy Scouts are collateral damage of that very same public corruption. They were caught in the middle of a fight between right and wrong, just like those innocent women and children. No, the Urinal sees this as a way to vilify those speaking out against the corruption, and to blame them for the lack of progress. They blame one old man with a flag, to cover for dozens of criminals who walk on everyone, while continuing to fill their pockets. One needs to look no further than the seats filled in city council meetings, by malfeasants like the APD upper command staff, sitting there with their arms crossed, looking at their cell phones not caring, the city attorney, smirking at citizens in order to provoke them, or the Chief Administrative Officer sitting there drunk, to see what the real problem is here.  But perhaps the most evident, is that which is never there, the worthless mayor of this city in meltdown, Richard J. Berry.

The Urinal's behavior is collusion with this corrupt administration. With every cowardly, anonymous article, the editorial board publishes, they prove their agenda, and do a disservice to society. It is no better than a tabloid. They are dishonorable, and now they use children for their agenda. We are not surprised.

While we were writing this article, we were advised that funding to the Police Oversight Committee has been cut in direct retaliation for their findings in the Brachle case. We all know the city's penchant for retaliation, in remembering the termination of Zane Reeves for the Perea decision, the vindictive behavior exhibited towards the media for exposing the corruption, by cutting them off from information, and the retaliatory acts committed every day, towards employees and citizens, by overgrown criminal crybabies, who are unfit for the positions they hold. Robert Perry committed extortion, when he threatened Professor Reeves to change his verdict in a personnel board hearing case. He was never held accountable for that, despite judge Nan Nash's decision that the termination of Reeve's contract was illegal. John Corvino was retaliated against, and pushed out of a department he loved by a retaliatory lying group of thugs. This conduct only stops when they know they are caught, and they are facing a losing battle. THEN they throw your tax money at it.  Although the DoJ is present, the city administration continues to lie, and conceal, as with the recent in custody death cover up at the Pho Restaurant, that violated the APD MOU with the District Attorney's office, causing DoJ reform alarms to sound.

The conflict of interest, CIT INC. no bid contract gig is up, because they got caught. These people commit blatant acts, and are arrogant about it. Imagine what it would be like with the office in charge of accountability in the pockets of the culprits responsible for this mess. Thank God Robin Hammer was not appointed to the ABQ Inspector General position.

If we all do our part, No more Boy Scouts will have their rights violated by a corrupt administration, and the future will be safer for all of our children. Keep shining the light. Boycott the Albuquerque Urinal. Do not buy it. Speak out about the perverts there who would have you believe that old men, and children are a threat to our 1st Amendment  rights. Read the Albuquerque Free Press, and keep fighting.

It has been a while since the last story was posted, but a lot has come to our attention.

For instance, when a police department seeks out new training curriculums, these curriculums must meet state mandated guidelines, so that there is uniformity across the board with what officers are, and are not allowed to do. NOT HERE FOLKS. Even under the DoJ consent decree, those within APD continue to do whatever they want, whenever they want. APD tactical units have been training at Jackson's MMA. Nothing against Jacksons, but if something seems odd, we here at the Eye shine light on it. Our eyes have told us that Joe Christman (you remember him from the former APD Sgt/PIO Pat Ficke incident where Christman drove Ficke home when he was intoxicated? This lead to Fickey being indicted for felony domestic violence charges, after his wife sustained a broken face, and allegations of a gun being involved, when he was accused of putting one into his mouth during this reported incident. This could have caused serious bodily injury or death to everyone in the home including the children, as could the strikes to the head, as the victim has claimed. Ficke was accused of the beating that caused all of this. See the later article, with the posted police report ~edited 6/16~) has been seen scouting out new places for APD tactical units to train at. He was seen at Jackson's, and several APD tactical units have been seen training at Jacksons. The problem here is the same problem that APD training at Department of Defense installations poses. It is not the military, nor are the streets a cage. And just who is paying for this training? It does not end there folks. There is an appearance of impropriety and leniency. It has come to the Eye that several professional fighters at Jacksons are convicted felons. Not just any convicted felons, but violent convicted felons. Jackson's MMA, and UFC fighter Diego Brandao was recently arrested for attacking bouncers in Knockouts strip bar, then pointing a gun at them. Willie Parks, another fighter from Jackson's, just got sentenced to 10 years in prison for felony domestic violence. In 2013, fighter Melvin Guillard was convicted of aggravated battery, and his sentence was deferred. He dodged over 300 days of jail time for that 2010 case involving a bar fight. Previously he received probation in 2007 for drug charges, and was arrested in 2008 for violating that probation in Houston. The list goes on. Fighter Cody East was indicted for felony domestic violence, and several other charges over the years, including resisting, and obstructing an officer, domestic violence, aggravated battery, and probation violations. Tyler East's record is just as long; trafficking in controlled substances, Aggravated Battery, probation violations, kidnapping, aggravated burglary, false imprisonment, and other charges, up until 2015.

We all remember fighter Jon Jones's contacts with law enforcement, but lets look closer at it. Has he learned, or has a blind EYE been turned to his behavior, because of the appropriate contacts within the system, and the value of the almighty dollar connected to his ability to be viable. Jones faced charges of leaving the scene of an accident, after striking a vehicle with a pregnant woman inside of it, and running away. While on probation for that, he gets caught driving illegally AGAIN. His charges get deferred in that case, and within 24 hours, he is stopped again, and issued more citations. Any one of those is a probation violation, that would result in jail time, but it is wiped away without any consequences, or the bare minimum, because we all know how the corrupted system bows to the almighty dollar. People need to start to ask some serious questions, and connect the dots to the usual suspects, who are constantly connected to what is going on around here. If you don't believe us, just look everything up on NM Courts.  Maybe Darren Knows? After all, he can't get enough of being a hang around over at Jackson's MMA, despite his painful bad back, and severe need to be a medical marijuana user. Maybe someone could answer why the officer, who was doing his job that day, would be accused of being racist for stopping Jones, when he himself is Native American, and tolerated Jones's condescending, disrespectful mouth? Why would this officer face ANY scrutiny at all, considering the sources who have gotten so many free passes at the expense of society.  Maybe we can ask if there is an MOU signed between APD, and Jackson's MMA for this training, and is there still a rule about officers consorting with known felons? We all know that tactical considers themselves above the "meager" field officer. Maybe they have the answer for why they feel the need to train outside of APD curriculum, considering the fact that APD actually has it's own use of force and ground control training. Maybe Bob Huntsman can explain this, because we already know Gordon "YouTube" "I don't think do" Eden will take the fifth, or just play stupid.

Folks, there are several ongoing investigations into this administration, and we will do our best to keep shining the light. Stay tuned. It is going to get very interesting, and this corrupt administration is in for more unhappy camping.

Silent but Deadly (f)ART!

Albuquerque rapid transit project ( A.R.T. ) the project that nobody wants except Berry and his elite power brokers .     

If there is any doubt in your mind all you have to do is attend one of the hostile A.R.T. Meetings where the citizens are calling the City thieves and Gestapo with the City representative yelling back at the citizens they are suppose to represent .  We at the EYE ask where is Berry ?  Does Berry not have the courage to attend the meetings and face the Citizens Of Albuquerque on his pet project ? 

We at The EYE remember all the protests when Berry wanted to build a trail in the Bosque .  Well now that he has been reelected by his power brokers ( MOST OF THE REST OF YOU DON'T VOTE ) he is building the trail.  Berry will do the same with A.R.T. Berry knows he can get away with it because he knows that our Citizens don't vote in local elections. Despite the lawsuits that have been filed A.R.T. will be built putting small business along Central Ave. and the area out of Business.
Neighborhoods will be destroyed  and we at The EYE wonder who is to gain.  The City states they hope to attract more bus riders. REALLY ! You Berry are going to destroy Route 66, destroy small business , and destroy neighborhoods in the hope of attracting more bus riders.  Someone is going to gain big time. 

For years there has been rumors that Mrs. Berry owns a business that supplies temporary workers to the City and that she has construction contracts with the City.  The rumor is very strong among City Employees and this rumor creates a lot of smoke.  Is there fire to go along with the smoke ? Who IS A.R.T. going to fill the pockets of ?  Who are the contractors involved ?   Who donates to Berry for his elections ?  We at The Eye have often wondered why out of State people donate to local elections.  You can bet they want and are receiving something in return.  We at The EYE would like to see someone like The Albuquerque Free Press follow the money.  We at The Eye don't always agree with the Albuquerque Free Press however they are not afraid  to call out the politicians and sine sunlight on their escapades. Albuquerque things will never change until you change and start voting in local elections.

How many Officers does The Albuquerque Police Department really have ? Ask the administration and the talking heads will tell you around eight hundred to nine hundred on a department that needs eleven hundred . The numbers change like the weather in Alaska and you will never get the truth , because the administration don't want you to know the truth.

Our EYES inside A.P.D. tell us the real number is just over six hundred and falling fast with Officers leaving anyway they can.  The last firearms qualification for A.P.D. had just over six hundred qualify.  This means that everyone that carries a gun, you know a Police Officer had to qualify  and that total number is just over six hundred. Now subtract supervisors that don't work the streets or take calls that and that drops the number to about five hundred. Subject detectives that don't take calls and that drops the number again in the neighborhood to about four hundred. Local Media are you interested ? Here is clue for you media, demand the A.P.D. Range records for the last qualification. We all know you will never be allowed to review the records.  A.P.D. and The Berry Administration keep everything secret from us nobody' s.

You may remember Renaldo Chavez who was fired by Mayor Berry for not releasing information requested by media.  Mr. Chavez contends he was ordered not to release information. Well we at The EYE believe Mr. Chavez.  Seems that just after Mr. Chavez was fired a memo was issued to all employees that no one was to release any Police Reports. All reports have to be cleared by a commander and picked up at the Main Police Department downtown.

So nobody you can drive downtown find and pay for a place to park and if the commander wants you to have the report you can pay for that too.  Employees can not even look a reports on their computers, because if they do the computer logs their identification number and the administration will go after them.

Keep everything a secret is how the administration operates so us nobody's will never know what they are up to. We at The EYE want questions answered, Did Officer Dan Webster have back up ?!!!!! Release the call log for that call, you know the cad report. When There are no Cops bad things happen, to Cops and us Nobody's

So why is New Mexico and Albuquerque in the mess it and first on every bad list and last on every good list? 

If you read The Santa Fe New Mexican you can see for yourself.  Two stories on November 7 and 8 reported in the paper are well worth reading.  Of course our local media either didn't report the stories or lightly skipped over them. It seems The F.B.I. is investigating Jay McClesky and his fund raising activities for Governor Martinez back to her run for her first term.

Part of the investigation is money going to McClesky from the 2011 inauguration committee going to political consultant Jay McClesky. McClesky  also raised money for our loved Mayor Richard Berry. McClesky is very well paid. Martinez paid McClesky $21,418.00 a month from April to October or $128,512.00.  Martinez also paid McClesky wife Nicole, owner of Public Opinion Strategies , $20.000.00 for the same time period. Former Secretary Of State paid McClesky $365,530.00 from 2010 TO 2014. McClesky was paid tens of thousands of dollars by the Republican Governors Association in 2014 and Public Opinion Strategies $ 63,000.00.  F.B.I. are questioning the lease agreement issued by Martinez Administration  to The Downs Racetrack And Casino since early 2013. 

Wait a minute wasn't Darren White in charge of the casino?  Federal Grand Jury indicted James Estrada, Martinez former Campaign Manager for illegally intercepting Martinez emails. Estrada said that the emails contained McClesky involvement in State Business and possible corruption.  A March 2012 text message sent by McClesky to Andrea Goff, a fundraiser for Martinez , requesting they run donations to Martinez by William Windham, through another political committee because the competing bidder for the Down Lease complained about Windham winning the lease. Think that is enough ?

Oh no there is more. Federal Investigators have subpoenaed records from New Mexico Taxation And Revenue to see if retaliatory audits were conducted on former members of  Martinez political team when they ran afoul of Martinez.  Brent Eastwood was audited for his gross receipts taxes, after he filed a whistleblower lawsuit that named top officials of wrongdoing and was fired.  Nathanial Thompkins , attorney for Eastwood  also received an audit.  Tom Tinnin received an audit after he resigned after a dispute with Martinez over The Downs Racetrack And Casino Lease.  Andrea Goff former fundraiser for Martinez has had several audits by the State. Of course no one will answer questions to state officials and McClesky saying it's under investigation. Where have we heard that before?  A.P.D. of course! Does this tax thing sound anything like how Schultz used Internal Affairs?

This shows why we are in the state of affairs we are in. Keep your mouth shut on corruption and you're ok. Open your mouth and you become a target for political revenge. We at the EYE ask one simple question. Is there an honest politician in New Mexico ?

Robert "THUG LIFE" Perry Gets ANOTHER RAISE: It Pays to Be a Thug!

We all have heard about the great deal former Secretary Of State Duran got on her criminal charges, after all she is a somebody. 

Enter Rob Perry the City C.A.O. You nobody's may remember in 2013 Mayor Berry gave Perry a $33,000.00 raise.  Here is some news for all of you nobody's struggling to make ends meet. Our EYES  tell us that Perry just got another $ 8000.00 DOLLAR raise bringing his yearly salary to $188,198.4 dollars a year or $90.48 dollars an hour. 

We at THE EYE are disgusted by this.  Police, who the Mayor cries how much he cares about are still working without contract and have been for years.  Police bonuses have been stolen by their administration.  City employees are making around ten to fifteen dollars an hour!  

We don't have the stats for Fire or the private sector but we would love to hear from you. Have you had almost a 25% raise over the last five years?  Don't forget  Perry's huge salary is in addition to all the perks that go with the job. Does Perry have a take home car? Does Perry have a City Credit Card?  This is the proof that Berry and his team could care less about the employees that make the city run or the economy of the city and its people that struggle to make ends meet.   

Now let’s turn our attention to Councilwoman  Diane Gibson. As reported by KRQE ch13 Gibson wants The State Legislature  to pass legislation to allow local communities to make their own gun laws.  Gibson wants a ban on certain guns that she feels we nobody's should not have.  As we have reported on THE EYE the Police cannot protect us nobody's, all  they can do is pick up the pieces. The Police want to protect you but the sad fact of living in Albuquerque, is they cannot. So Diane after you take our guns, our means of protection for our family, what  are you going to do after the next tragedy ?  

Diane are you going to stand in front of the media and use that age old line, my thoughts and prays go to the family of nobody.  We at THE EYE are sick and tired of this political line. Diane why don't stand up and say this should of never happened in  the first place, and we politicians are at fault!

Survey Says!

In case you missed it, now our brilliant occupants of the 5th Floor Brain Trust have come up with a feel good way to assess performance of the hard working front line officers of APD. As the memo of Assistant Chief Huntsman show below, now whenever a person receives some good ole APD service, they might be lucky enough to get a follow up call from a APD lieutenant!

Kinda like when you buy something at Home Depot or Walgreens, after you pay for your item, you get a three foot long receipt with instructions on how you can call in and rate the performance of the store and the employee. But not to be outdone, under the leadership of super business man RJ Berry, now patrol lieutenants will be calling citizens who had encounters with patrol officers to evaluate how their service experience was.  We can hear it now:

1. Were you given water after the officer pepper sprayed you because you resisted and swung at my officer?

2. Was he polite to you when you were release from your leg shackles and booked?

3. Was the criminal complaint written well and accurate?

4. Was your seat in the patrol car comfortable?

5. You have a nice voice, would you like to continue this conversation over drinks?

Because let's admit it folks, there are lots of problems with this idea. In fact, isn't the department now just looking for issues to investigate when a citizen says they had a miserable experience because the officer was unable to help them because they had thirty calls holding? And how exactly will these random citizen calls exactly be generated.

Sorry, just when you thought things couldn't get worse, they just do and get more.....weird. Here's an idea, perhaps the 5th Floor should issue another survey amongst officers and ask them how their morale is doing and whether they feel the department is being run well....we're sure that would lead for some...interesting comments....

Where We Are...

As we head into the holiday season, your loveable Eye thinks it's time we take a quick look around and survey the scene, if you will; you know, the scene of the crime.

1. Almost two years ago, in November 2012, the United States Department of Justice announced an investigation into APD's use of force. Then Chief Ray Schultz said to the department and to his inner circle that this investigation would more than likely find that APD was a good department and had "it's house in order."

2. Just after the jury comes back with a staggering $10 Million judgment against the city for APD officer Brett Lampiris Tremba's shooting and killing of Ken Ellis, APD chief Ray Schultz reveals he's been planning on retiring since January 2013, just two months after DOJ announces their investigation.

3. Just as Albuquerque's mayoral race enters into full gear, APD chief Ray Schultz takes early retirement but not before he inks a multi-million dollar deal for body cameras and storage services by Taser International, the very company he goes on to work for.

4. Upon Ray Schultz's departure, ABQ mayor Berry announces the search for a new chief and names Allen Banks, one of only a few African-Americans in the entire city's personnel roster, to be chief of police.

5. While on the campaign trail, Berry continually praises APD as one of the best department's in the country, and a model agency that others come to to learn from.

6. In early 2014, Allen Banks announces he's not interested in being the chief of APD and leaves for chief's job in Texas...even after a glowing endorsement by the Albuquerque Journal for him as chief.

7. In comes former United States Marshal of New Mexico, former MVD Director, and current New Mexico DPS Secretary Gordon Eden as Chief of Police.

8. Shortly after James Boyd is killed by APD Officers Keith Sandy and Dominque Perez, DOJ announces the findings of their investigation of APD. In response to the Boyd shooting, Eden holds a disasterous press conference resulting in calling in for backup in the form as former APD commander and tactical supervisor Bob Huntsman.

11. One of Huntsman's first orders of business is to relieve the department's deputy chiefs of some responsibilities by creating a new rank: the APD Major. In a true act of fiscal conservatism, Huntsman promotes not one but two officers to the position, both of whom have...controversial histories with the department.

10. As the summer and fall of 2014 progress, APD officers who are eligible for retirement, file required paperwork in such numbers it is reported that there are more police officers retiring from APD than all other departments state wide combined.

11. Berry and Perry hire two outsiders to "negotiate" the DOJ-Albuquerque agreement. Such outsiders include Scott Greenwood, a Taser contractor like Ray Schultz who promotes the use of Taser products, and Tom Streicher, former chief of the Cincinnati Police Department who led the department during what are considered the worst police sparked riots since the Rodney King riots in Los Angeles.

12. Via the work of Greenwood & Streicher, DOJ-Albuquerque finalize an agreement where virtually every aspect of a department whose house was supposed to be in order is now subject to scrutiny. From APD's academy (don't think we've forgotten about you Wolf, we've just been busy), to internal investigations, to reporting, to annual training, special units, and nevermind investigations and use of force EVERYTHING is now to be reviewed and subject to reformation.

The sad thing is, this is not the twelve days of Christmas, but like the never ending gobstopper from the Chocolate Factory: it never ends. And why our Eyes and readers wonder? Because the very same people that created this disaster are still in place. Our Eyes tell us, good ole Ray Schultz is very much in the middle of things and very much in communication with our friends running the department. And what of those investigations into the former chief and his questionable activities....?

While your loveable Eye likes to report and analyze the facts of things going on, we're gonna step out this one time and predict that little if anything will happen with Schultz and any APD brass. We've not seen anything happen yet, and since it seems only front-line officers are held responsible for anything, why would we expect anything new to happen....  Enjoy your Scotch Rob, you earned it.

Under Richard Berry’s absent minded leadership, Albuquerque has found itself in an economic Sargasso Sea.  Going nowhere and floundering.  Hot and stinky. Albuquerque is the only major American city that went back into recession, yes Albuquerque we are #1, we are the only city who has had a double dip recession! Thank you Richard Berry we couldn’t have dropped so low without your abysmal leadership.

 

To turn Albuquerque’s economy around Richard Berry decided to team up with business folks and UNM and create INNOVATE ALBUQUERQUE. 

 

In the financial world we are taught that past performance is a good indicator of future performance.  In history we learn that if we ignore the past we are doomed to repeat it.  Based upon the Board of Directors for Innovate Albuquerque we are doomed to fail.  These are the same people who got us into this mess.  So let’s look at who is on the Board of Directors of Innovate Albuquerque (look closely at the pictures there will be a test at the end):

OK Albuquerque, look at the pictures of the six men who are on the Board of Directors, notice anything?  If you guessed they are all old, white businessmen who have overseen the economic decline in Albuquerque over the last five years you would be right!  Now let’s look at the demographics of Albuquerque:

 

White 42%

Hispanic 46%

Everybody else 12%

 

Men 49%

Women 51%

 

Ignoring the fact that these six white guys have been in charge while Albuquerque has failed economically, why is this board of directors not a mirror of our community?  Does Richard Berry really not know any Hispanic business owners / community leaders?  Does Berry not know at least three other women who are business owners / community leaders?

 

Innovate Albuquerque is doomed to failure.  It is run by a group that does not represent Albuquerque and this same group are the old white guys who got us into this mess.  So please call Richard Berry (505 768 3000) and ask him, Do you only care about rich white men?  It seems like it.

A House NOT In Order

A little over two years ago, APD's then chief Ray Schultz held his usual Tuesday "Chief's Staff" meeting with all of the department's top brass. Included in this meeting were the department's current deputy chiefs, commanders, and lieutenants. This meeting was just a few days after the US Department of Justice announced they would be investigating APD for unlawful patterns and practices involving use of force and Constitutional rights violations. Below is a copy of part of a memo issued to all by Ray Schultz

Yet as we saw in DOJ's "trick or treat" present last Friday, APD does not exactly have its house in order. In fact it's pretty clear from DOJ's report that APD is the equivalent of a house wreck that's days away from being foreclosed upon.

From the dissolution of units to over 120 hours of mandated training per office per year, APD is going to managed in a way that defies belief. Our many Eyes are telling us there's a weird calm within the department as not only does it feel adrift but the brass can't provide any answers to anything. While Berry likes to say the process will only take an extra $4-6 Million per year he's concealing the fact that the work officers will be doing will be reduced by as much as 50% because of all the additional time required of them to abide by all of the new procedural and training requirements. So in essence we'll be getting half the service for the same cost. That's called inefficiency and thanks to Berry and his team he just double the cost of this department.

But in a true spirit of make believe, RJ Berry is trying to  position the department's failure as a marketing effort to show that when it comes to mismanaged departments nobody does it like the team of Berry and Eden. Really? A year ago we were told how the department's management has led it to be one of the best department's in the country. Now because of its utter disgrace we now can be models for disgrace. Maybe it's the whole "Nature at Play" thing that still rings in our ears. But isn't it time for some accountability? Where is the chief who predicted DOJ would find APD's house is in order? Where are the former deputy chiefs that stood by and let this happen? Where are the city attorney's that assisted in the failures of this department?

Berry talks a good game about accountability. To us it seems that's one thing that's missing in this department and in this city: there has been NO accountability for the situation where we in. And until there is, nothing will change.

AFSCME: Refusing to Lay Down

LAST PERSON STANDING

Last Friday, the spokesperson for all-but criminal gang occupying the 11th Floor of Albuquerque's city hall issued an edict to the members of AFSCME Local 2962. In the words of Rob "Thug Life" Perry, "the City will IMPOSE its Last Best Offer made to the Local 2962 on July 31, 2014."

In essence the negotiations are over. Not that there ever were any negotiations because in dealing with Berry/Perry, there are no negotiations. There is only their way. And as we've seen with the fire and police unions, the Perry plays only to win.  So while Berry went on the news Friday touting how the 500+ clerical members of AFSCME are getting a 3% raise, let's take a look at what they are losing. And these incidentally are the things our eyes at AFSCME tell us were the sticking points that the City refused to negotiate on:

1. A 1 year contract as desired by the City as opposed to the 3 year contract desired by AFSCME. Why bother securing a multi-year contract so that you can plan the city's budget for multiple years when you can pay your contract union buster John Martinez another several hundred thousand dollars next year?

2. Removal of the "evergreen" clause as opposed to keeping it. Why bother respecting to the terms of an agreed upon contract when it expires when the City can just call it void and do whatever it wants?

3. Denial of any binding arbitration as opposed to respecting it. Why bother risking getting called on the city's deceitful and deceptive negotiation tactics with a binding third-party?

and of the course the big deal breaker:

4. Require all union members contribute to their local union reps rather than have them compensated by the city for "union time".

But like all things Berry/Perry, there are a lot of hidden details that are conveniently omitted from their press parties. For instance:

5. Disciplinary action my now initiate when management believes such action is necessary. Who needs any due process when you got Rob Perry deciding such matters. (24.1.1.1)

6. Investigation into employee misconduct will in many cases be conducted without any disclosure to the target employee. (24.2.1)

7. Denial of any appeals where the disciplined employee may be "made whole". (25.1.5)

And of course we have the notion that under Mr. "Thug Life" Perry, the city can just arbitrarily implement such changes despite their being a collective bargaining agent for these 500 employees.  This should be interesting....

Let's see if AFSCME turns out to be the most committed labor union for their members.  Oh and if anybody has any questions, feel free to call the city's chief labor czar, John Martinez, at 505-228-1360. Since he's taken several hundred thousand dollars on behalf of the city, we're sure he's fine hearing from some of the folks he's been working over. Ooops, an "eye" slip, we me for.

Follow the Money: APD A$$ault Rifles

Back in early July 2014 many local and national news media outlets broke the story about the Albuquerque Police Department’s purchase of 350 5.56 x45mm AR style rifles. You can read some of them right here:

To the uneducated reader these stories may only read as something that may inflame feelings towards a department already in turmoil over use of unjustified deadly force, but folks it goes deeper than that, much deeper like it always does

There is no question that over the years, when it comes to the City or APD, some really shady deals have gone down regarding sole proprietor bids on merchandise that is substandard, but was settled on in order to throw some business to those who would later provide services favorable to certain individuals in return. 

We had the Kaufman’s West ballistic vest fiasco, the Spiwak jacket joke, and the list of toys and trinkets of "must have" that Kaufman's pushes on new cops goes on. Now we have Redflex, Taser and this gem of a weapon’s purchase. It is not the purchase so much as the devil in all of the details behind it and the usual antics and suspects. 

You see, when you dig a little deeper you start to connect the dots and see just how and why things happen around here, for in Albuquerque nobody does business without the mob having their hand in it; the mob being this administration and those who are always looking to profit any way they can from it.

The details:

The AR15 is a magazine fed, gas operated, direct impingement rotating bolt semiautomatic rifle. Direct impingement means that gas is bled off from the gas tube within the upper receiver, just forward and above the bolt carrier, to force the carrier rearward, unlocking the bolt from the barrel extension allowing the bolt to travel rearward to eject a spent casing and load another into the chamber for firing. This is a proven design, used in combat for years. Earlier versions had reliability issues due to fouling, but for all intents and purposes the weapon functions for what it was made for, especially in law enforcement environments which is a far cry from the jungles of Southeast Asia. 

Several manufacturers have made changes to this design over the years, and many have developed a new gas piston system based on the AK design. This is a good system, but much more expensive than the direct impingement, due to the parts and manufacturing. These newer designed weapons operate cooler at sustained full auto fire and stay cleaner longer in the combat zone. 

This is good for a weapon being used for combat. It is not really needed for patrol in a law enforcement environment. If you can’t keep your rifle clean, you shouldn’t have one, and NOBODY will be firing sustained fully automatic fire or dumping mags. 

The question is why would APD purchase rifles with a suggested MSRP of $1749.00 a pop when they had just previously purchased Smith and Wesson direct impingement ARs which sell for an MSRP of $1159.00? See it right here:

The 350 rifles purchased by APD are Primary Weapons MK1 Series Gas piston rifles. They were purchased from BMC Tactical in Albuquerque NM. They retail for $1749.00. These weapons are not proven, and are not being used extensively in the military or police departments nationwide. Their track record is not proven, and in fact, our EYES tell us that these weapons are malfunctioning at a high percentage, and have to be brought back to the vender who sold them for repair. 

Now APD wouldn’t do that with a product would they? They wouldn’t put an inferior untested piece of equipment out there on the streets like they did with the Taser Axom cams, and they wouldn’t circumvent a bid when there is another PWI dealer right here in NM also? Our EYES are telling us that they would, and did. After being caught time and time again, you would think the administration would adopt the philosophy of "It was a mistake, and I have learned from that mistake. I have taken responsibility for it," but no, that’s not the APD way, and nothing seems to change in the land of greased deals.

Why was there no bid? Why was Primary Weapons Systems rifle chosen as the weapons platform When LWRCI puts out a superior product that IS proven and in vast use through out the military and police departments? SEE IT HERE: https://www.lwrci.com/default.aspx  In all actuality, why was the exponentially less expensive, and just as reliable direct impingement weapon platform that has been fine for all of these years, and used even more extensively without issue, been abandoned for this very expensive, unproven trinket, that does not perform reliably? 

Our EYES tell us that the city knows all of this, and still went ahead with the deal; a deal for 350 rifles to the tune of $612,000 with an agreement for more purchases of 50 at a time costing $87,000. The same number of Colt, Sig, Smith &Wesson or Rock River direct impingement rifles would have cost the city approximately $280,000 with the next 50 costing $40,000 and these rifles are perfectly fine. That is half the price for rifles that we already know work. This is what happens when you look a little deeper.

The devil:

Our EYES tell us that current APD Major Tim Gonterman is very friendly with the owners of BMC Tactical. In fact we are hearing that this deal may have been greased also, but we will leave it up to our readers to make up their minds, considering the current trends and patterns of this type of behavior in regards to those running things in this out of control city. 

Were these rifles chosen because BMC is one of two NM vendors who can get them? 

Were these rifles chosen to inflate the price for profit? 

Was BMC chosen because they were friends with the Major?

Why the rush to buy these specific rifles when the US Government is providing rifles to departments all the time across the country?

Something is not right here but we here at the EYE have burned your ear long enough on the issue. You decide.
