New Mexico's state auditor Tim Keller's Risk Review - City of Albuquerque's Purchases of Body-Worn Cameras from TASER International, Inc. has been an eye opener to Albuquerque's citizens.

Office of the Internal Audit Director, Debra D. Yoshimura's Taser International Body-Worn Camera Procurements Special Audit is also worth analyzing.

There is no better opportunity than NOW to address the lack of ethics in Albuquerque's government based on these two reports.

Ethics is an area of study that deals with ideas about what is good and bad behavior, dealing with what is morally right or wrong. People who are considered ethical are good, decent, honest, honorable, moral and virtuous. This also is connected to a transparent, accountable and open government.

Albuquerque's budget is directly connected to the City's 8 goals. This is a very advanced system that connects every penny spent to the goals of our city. Unfortunately, it is not effectively utilized as it is intended by its design and has room for improvement.

Goal 8 is "GOVERNMENT EXCELLENCE & EFFECTIVENESS. Government is ethical, transparent, and responsive to its citizens. Every element of government contributes effectively to meeting public needs."

Goal 8's first Desired Community Conditions (DCC), the measurement to evaluate these goals, is "All city employees and officials behave ethically."

We are aware that the Indicators Progress Commission (IPC) had considered removing this DCC in 2014. Fortunately they decided to keep this Desired Community Condition. However, it is only there on paper as there is no measurement assigned to this DCC, and therefore, no budgeted dollars assigned to it.

If ethics had been a priority in Albuquerque and enforced, we believe that our tax dollars would be spent less on the results of reactive, ineffective leadership by having lawyers defend the city's actions and more on proactive, EXCELLENT AND EFFECTIVE GOVERNMENT.

We understand that many times the city employees are no more than pawns, sometimes being ordered to perform their responsibilities in an unethical way or risk retaliation.

Therefore, we are asking that the Albuquerque City Council include in the budget for July 2015 through June 2016 sufficient funds to incorporate and implement "All city employees and officials behave ethically" by funding an Ethics Plan as follows:

1) All government employees and contractors be required to take an annual ethics training course which will include not only what is in the existing Albuquerque 2009 Ethics Code, and the New Mexico's Government Conduct Act, but also the importance of holding each employee accountable to do their day-to-day tasks ethically and honestly.

2) Since each employee will be held accountable for their day-to-day duties to be handled ethically and honestly, an EFFECTIVE open-door policy which allows any employee to address any concern they have with an effective and independent ethics commission/board is necessary. Funding and independence for this commission is imperative to ensure that each employee has confidence that they will be free to do their job ethically and honestly without fear of retaliation. We are also aware that the city has reduced the workforce by 14%, so there should be funds available. Additionally, this will ultimately be a cost saver and improve Albuquerque's reputation, a hidden cost which is the ultimate price paid.

Let's talk ethics. In a rush to ensure the top brass received their retention bonuses. They improperly paid out over 30,000 to people who don't deserve it. Their response.......OOPS..they blew enough money to house 4 homeless families for a year and they don't care. Now with that type of attitude, do you really think ethics training will change anything. The Chief and his pathetic staff has prob sat through hundreds of hours of ethics training over the years and they continue to do unethical things. Only way to change things is to bring in people who have good ethics to begin with.

You either have values or you don't. Sitting in a classroom playing on your cell phone for 8 hours isn't going to make you a better person. Without mentioning any names let's use one of the APD brass as an example. As a sgt he starting having an affair with one of his married officers, still causing problems today, result....promotion to LT. As a LT starting having an affair with another one of his officers, result....promotion to Commander. As a comm, numerous affairs and unethical professional conduct, result promotion to the Fifth floor. As long on the unethical continue to be rewarded, a class on the subject is a waste of time.

How much more will we tolerate? Those clowns at our so called "union" have neatly bankrupted us and managed to protect the mayor and Schultz all along. How can we forget they made a stand in favor of the crook Schultz ? Enough! They're such an embarrassment.

If you cowards at the APOA had the nerve to come out from behind a talking head you would know that the hearings are public record. Your attitude only reveals what you truly think of the citizens you claim to serve. I believe our officers are some of the best and need leadership more than ever. Unfortunately, they have you to keep dragging them down. I hope you real cops get rid of these people.

I love how you guys at PD continually threaten to spill the beans on the numerous problem employees, then never say a word about specifics. Leads me to believe that you have nothing. So you dont offer constructive solutions to current issues, and constantly complain about the state of affairs, with little to nothing to back it up. Seems to me the problem is wholly systemic, from the top, ALL the way to the bottom. As an outside LE observer, I see how you all interact with the public. It is a shame, and I dont blame them for the current view of APD. You all are broken, and I dont see a fix anywhere on the horizon. Look across the hall to SO for a model, but again, I dont see any headway being made anytime soon. Lots of talk. No solutions.

Ethics training would be a good thing if everyone had to take the training including the mayor. Ethics training will not however stop a criminal and wont stop unethical people from rewarding others of their kind. What ethics training will do is hold people accountable, and may have some pause and reflect on their own actions. As far as video recording personnel hearings, just let me say any city employee is a fool not to have the hearing video recorded. I cant begin to count how many employees have gotten a raw deal. lets just mention just one case. Schultz testified and then left the hearing. The defense was not allowed to call him or question him and the hearing officer agreed to that and found in favor of the city. I got that from the officer involved. I could go on but you would need to be reading all day. Don't forget the hearing officers are paid by the city. VIDEO YOUR HEARING ! YOU MAY NEED IT IN COURT. A PICTURE,PEOPLES FACES, ARE WORTH A THOUSAND WORDS. I WILL TELL YOU THAT EVERYTIME I WAS CALLED INTO INTERNAL AFFAIRS, I WOULD TAKE A MEMBER OF THE MEDIA WITH ME. I WANTED THE LIGHT OF DAY SHINED ON THE TRUMPED UP CHARGES. The powers to be hated it, but it was my right under the contract. DO IT !

Cops needing ethics training? Really? Can you not understand how laughable that is? I've never had any ethics training, nor do I need any. I know right from wrong, I learned that as a child. It's comical to suggest cops need to be taught the same. It's mind boggling how many common sense things that cops have to be taught.
