What to do about this horrific
chaos has to be the primary focus of every citizen. Do we try and fire the
mayor thus causing and creating more problems to the chaos he has already
created? Do we try and push a completely useless City Council to do their jobs?
Do we take to the streets like a bunch of wild buffoons and commit civil
disobedience? Do we go out and buy a gun and start carrying it strapped to our
sides and take the law into our own hands? The frustration among the citizens
is horrendous.
Albuquerque is a magnet for every
criminal in the country because we have the worst run city and police
department in the USA. Proof, well, we don't have to look too far. Just last
week here in Albuquerque, an ex-national news anchor was forced at gun point
from a motel parking lot back to her room. In the end a gun battle ensued and her
husband was shot several times and the offender was killed. Oh, and the
offender; he wasn’t from Albuquerque he was just here visiting and abducting
women at gunpoint to rob them.
Every single day we all hear it;
there was a shooting in the NE Heights, one person dead. An accomplished high
school student killed in a drive-by. Body found under a slab in a field on the
Westside. The murders in Albuquerque are out of control due to an extremely
poor run city and a negligently run police department. We wonder if the FBI is
going to help out and find at least one of these murderers. We already know the
FBI has assisted APD on employment personnel matters.
Most recently in today’s
Albuquerque Journal (READ IT HERE) the featured story is APD’s response time to
911 calls. The story starts out by stating, “More violent crimes, More 911
Calls, Fewer cops.” The bottom line is; when a citizen calls for the police
because they have an EMERGENCY they will not see a cop for at least 10 minutes
and 43 seconds. A lot can happen in 11 minutes but why would Berry or Chief
Eden care? Eden is pulling down $158,000.00 a year to provide the citizens with
the worst possible service. Berry is sitting around daydreaming about being
Governor.
“I think the (police) chief has us on the
right track,” Mayor Richard Berry said in an interview. Mayor Berry in his
traditional incompetent manner is promoting further incompetence. APD
spokesperson Celina Espinoza stated in part concerning 2014 911 calls, “and
those cases require a lengthy police response.” Why would any call ‘require’ a lengthy
police response? It is an emergency call
for help; people need police assistance immediately. Incompetence invites and
encourages more of the same. City
Councilmen, Ken Sanchez, stated he is “very concerned.” And according the Union
vice president, “Nobody’s proud of it,” said Shaun Willoughby, the vice
president of the Albuquerque Police Officers Association. “In a Priority 1
call, 45 seconds is the difference between life and death.” But the story did
not say the Union was doing anything to help out either. There was nothing in
the story that stated Willoughby is standing by officers by putting on a
uniform and hitting the streets to assist on 911 emergency calls. All of this is cheap talk from a bunch of
cheap politicians.
Here is a statement concerning Gordon
Eden; “Police Chief Gordon Eden previously said he has shuffled officers’
assignments to get more police officers in the field. Earlier this year, he
reassigned police officers who were working in records and the crime lab back
to patrol.” Eden did not state he put an extra 20 officers on the streets; he
stated he shuffled the deck; which means nothing. But here once again, nowhere
did it state Chief Eden has been working graveyard shifts in an effort to
assist officers with 911 calls. No, Chief Eden has not handled one call for
service nor has he ever written a police report; those types of tasks are
beneath him. What a leader!
There is a fix for this and it
can be accomplished fairly quickly with great results. The problem still lies
with Berry and his refusal to admit Eden is the second biggest mistake he’s
made. The first biggest mistake was retaining what appears to be a very
corrupted former police Chief Ray Schultz. Eden must be fired immediately and a
person who knows how to run a police department with the right answers needs to
be appointed.
The story ends with this
statement; “Police response times were a point of debate in the 2013 mayoral
election. Berry’s opponent tried to show the city’s public safety was
threatened by slowing response times. That was when the data showed police
responded to Priority 1 calls in 10:11.”
In other words we were all warned by Paul Heh and Pete Dinelli before
everything went to hell.

ELEVEN MINUTES just think of that. For those of you that exercise just think of that last minute of a hard run it seems as if it takes forever. Now think how long that minute is when someone is trying to kill you or you are holding a love one who is injured and needs help when seconds count. When I was active my squad responded to priority one calls between two and three minutes, and we were always trying to improve on that time. Even at that for those waiting that is a long wait. Why should Mayor Berry care he has around the clock protection. It is not him or his family. Why should Chief Eden care the same holds true for him except for around the clock protection with one phone call every Officer in The City will be at his front door. I know how to fix this mess , myself and other retired Officers know the fix and are willing to help. My question is this, will the City Council listen and take action? I would not expect Councilman Sanchez to know the fix, he has never worked in law enforcement and depends on The Chief Of Police and his staff to fix things. We all know how that is working out. Councilman Sanchez we will meet with you anytime. We want to help. As for Mayor Berry my invitation for a debate is open as always.
Eden will never be fired, Berry will continue to lead us into oblivion unless the Blue machine says enough! Not just a few but all of the rank and file. What are you afraid of? Getting fired? You would be better off in an other dept. any way. Stand up and tell Berry to go screw himself, see just how long the brass can run a dept. without the rank and file.
Only 404 police officers assigned to field services out of 878 sworn officers? Yet Berry says Chief Eden has the Department on the right track? Really??? It must be the track to hell. The Journal reported only the tip of the ice berg when it said 69,000 priority one calls are being handled by field officers. 911 gets between 1.3 to 1.5 MILLION calls for service a year. So does APD even bother to respond to priority 2 and 3 calls? Yet the Journal does not at all challenge the Mayor for an explanation why he feels Eden has the Department on the right track. The Federal Monitor is required to do a "personnel needs assessment" to see if APD has sufficient staff to implement the settlement agreement. Lets see if the Monitor feels APD is on the right track when it comes to staffing levels or is grossly understaffed with field officers and top heavy with management. T

Maybe they should check with Major Gonterman. When he was a Lieutenant in the valley, officers who weren't in the in crowd were told to piss off when they needed the case of ammo that was required for the rifle course, meanwhile he gave his boys all they needed not only for the course but for practice too. The officers who weren't this guys friends had to purchase their own ammo. They need to go back, and retroactively audit all of those ammo stores because alot of that ammo walked out of there. There were times that storage room door was left unlocked for a whole shift. I would bet they can not account for thousands of dollars worth over the last 5 years. If i remember correctly, a police chief here in a smaller department was indicted for taking a small amount of ammo.
Why would our joke of a union VP say anything that would upset the mayor or the 5th floor? A perfect chance to say the truth and speak on behalf of the officers, but no. I'm sure that he's working on another raise for the brass while sticking it to the rest of us.

The city is collapsing Mayor Richard J. Berry. You can spin it all you want. The fact of the matter is that when you Google search Albuquerque, you are brought to this blog where you will see the truth about this city, and what a failure the city administration is.
There are 400 officers on patrol, OR SHOULD I say assigned to patrol in the city to ten area commands working three shifts. That is 40 per area command. Divide that by three shifts and you have 13 to 14 officers per shift. 4 to 5 are in their days off any given day. Now factor in court appearances, sick vacation and comp leave, injured officers, TDYs, days off, military leave, training, and attrition and the truth is that there are sometimes less than 3 officers working an area command. The city is being lied to by this administration, and the numbers are catastrophically deficient. All of this to work for a police department where if you are injured in the line of duty, the benefits are shit, and you are left swinging in the wind. Do you tell recruits that they will have to use their own time if they are shot. This department is a disgrace. Do you tell tecruits that their boss may light them up with gunfire, and nothing will be done about it, but if they happen to get in the way of negligent gunfire, they will be left hanging and dropped from the payroll if they don't get their shit together? Do you tell the recruits that if they are that officer's partner the fact that they too were shot in the back will be covered up and they will be told to shut the fuck up or face retaliation? How's that you corrupt liars? No other police department in the country acts like this example of a disgrace.
The entire 5th floor needs to be held to the fire and the entire promotional process all the way up to chief needs to be revamped. An officer needs to do more than kiss the mayor and chiefs ass to get promoted. If the current process stays in place, you can already see into the future and see which idiots will be running this city in 3-5 years. I understand that the sgt and LT process will be hard to change. But there needs to be a process for the people actually running area commands and on the 5th floor. If you look at the 6 current area commanders, all but 1 ( whisnant ) got there by kissing the mayors ass and doing absolutely nothing but being a sell out. There's got to be more. Just because a LT, commander, or major, goes to police balls, city council meetings and follows a DC around like a puppy shouldn't mean they deserve to be promoted. They need to demonstrate true leadership and must have done more that be married to a DC or go riding with the boss on weekends. Without a crystal ball, everyone can see who will be leading us next, one only needs to look at who has been placed in current leadership spots and at one time they were sleeping with the right person, constantly eating lunch with the right person, riding bikes with right person, or going to church with the right person. But they all have baggage that would blow you mind and all had a hand into getting us into the mess we are in today.

During the years of '98 and '99 I was recommending the APD increase its manpower to between 1450-1500 officers. These figures were based upon computations such described in 12:39 AM (above), plus the need for more proactive policing. It all fell on deft ears. I have always been a advocate of overwhelming manpower and firepower, not only to protect the officers but too highly discourage aggressive acts by others. BALTIMORE (AP) — Baltimore's mayor fired the troubled city's police commissioner Wednesday, saying that a recent spike in homicides in the weeks after an unarmed black man died of injuries in police custody required a change in leadership.
Mayor Stephanie Rawlings-Blake thanked Police Commissioner Anthony Batts for his service — and praised the job he had done — but said growing criticism of his performance had become a "distraction" that was preventing the city from moving ahead.
Deputy Police Commissioner Kevin Davis, who has only been with the department since January, will serve as interim commissioner, Rawlings-Blake said.

I agree 100% with the comment left by 5:03 (above). The promotional system, especially promotions to Commander and above, needs to fixed. It's no secret these promotions are a result of backdoor deals and favoritism. Furthermore, these individuals typically have very little, if any, leadership ability. They have even less experience in the areas they are promoted oversee. The result is both benign and malign neglect of personnel under their supervision.
The most egregious example of this is the SID chain of command that still remains in place after a member of their own command staff shot a detective eight times. The Commander and Deputy Chief that oversee that division have no investigative experience outside of DWI/Motors. Frankly, they couldn't find a pair of tits in a strip club, yet here they are.
As "at will" employees, these "supervisors" should be removed and returned back to the rank of Lieutenant, if they elect not to retire instead. The Lieutenant involved should have his certification revoked to prevent him from ever doing that again. Instead he's transferred to an easy civilian job to ride out his remaining time on the Department.
The supervision problem within APD will not go away until faulty leadership is dealt with accordingly and truly qualified individuals are put in place.
Is Brachle TDY (stashed away), being ushered to his retirement date without corrective action being taken against him? Prime candidacy for remedial training it seems. Very rare for APD to ever take action against a supervisor, much less so for command staff. If anything, APD has a track record of rewarding such performance. Incompetence and unethical behavior has been embraced by APD. Don't believe it, just look at your DCOP's, Majors, Commanders, etc... All cut from the same mold.
POLICE SHOOTINGS IN ABQ... APD, BCSO, NMSP, US Marshall's, and even a CNN correspondent with "federal LE training"... Maybe it's not the officers, but instead ABQ's "culture" that is the problem.
The high poverty rate, high drop-out rate, high crime rate, gang and drug infestation, and immigration (not from south of the border) but instead the immigration of felon parolees from other states and "3rd strikers" who choose ABQ as their new home... these have got to play a significant role in officer involved shootings right? Here we go again, the hiring of a good friend that is not qualified for the position of Academy Director, which is now a major's rank. Where did that 100k salary come from.
