Pooof! It's 2016!

2015 is now history and our politicians will tell you all is just fine with Albuquerque. 

Fine for the top administration who just keep getting fatter off the work of the rest of us. Fat paychecks for all from a Mayor who gets caught in one lie after another to a Police Chief who can't even hold a press conference and has to have spokeperson hold them for him.

Good for top administration at the Police Department who took money away from the rank and file officers to feather their own overpaid nest.  It is a good year for Raymond Schultz that was never held accountable for Taser by the do nothing City Council.

For all of us nobodies, 2015 was not so good.  Violent crime has risen 10% while we have a shooting almost an a nightly basis.  People being murdered in their driveway trying to protect their property, or children being murdered in road rage or sitting in a home watching their friends play cards.  Children being abducted in car jacking and left alone in a cold parking lot. People being robbed while at shopping centers. Police Officers being shot while protecting us, such as Officer Golson. Police Officers murdered while protecting us such as Officer Webster (AND WE STILL WANT TO KNOW WHERE HIS BACKUP WAS ). 

Police Officers shot by his fellow Officer such as Officer Grant.  Officer Grant forced to file a lawsuit against The City to make them do the right thing to take care of his injuries.  Of course The City Attorney will tell you it was Officer Grant's fault.  We are number two in drug overdose death in the nation. In 2014 we were 49th in the nation for the economy, violent crime and jobs. In 2015 we improved by politician standards we dropped to number 50 in the nation.   There are not enough Police Officers on the street to protect us or to handle calls with seventy retiring now at the beginning of 2015.  Lies keep on coming from the politicians from a murder at a skate park that the video finally released shows a very different story from the one the politicians made up.  Lets not forget Renaldo Chavez in charge of releasing information to the media.  Mr.  Chavez was fired because he was not releasing information he was ordered not to by the politicians and he, how dare him, protested their lies and criminal actions! So now another lawsuit because the politicians are caught in yet another lie. But not to worry the politicians take care of themselves.  Look a Councilmen Winter. Appointed to take over at A.P.S. until a new top administrator was found. Now appointed Secretary Of State.  Wow what a retirement! We have heard that you're buying a home in Florida Mr. Winter. Is it true?  We have a Secretary Of State in jail, and a Governor who knows how to throw one hell of a party and is the laughing stock of the country.

Never fear all is well. We did have a hot air balloon raise a Civic Plaza to ring in 2016, but there were not hundreds in attendance as the politicians said, there were at most a few dozen. Perhaps it was the gunfire at midnight that kept people away.

Why is it that when a positive action is recorded by APD lapel cameras the video is instantly available, and when it's not a positive outcome for APD the video is held for months,lost, not a working camera, or was not on. The sad part is people think the problems with APD will stop with the change of an administration. Schultz left and it got worse and if the piece of crap Eden left tomm, things would continue to get worse. The seed has been planted and it will take 10 plus years if not longer to change the culture. As it's been said before just look at the sgts/LTs that are waiting in the shadows. In a perfect world we should be celebrating that Les Brown left, but instead we cringe with rumors that Sullivan might take over, so........a few more years of the same old crap. As long as officers look at losers like Gonterman and Montano as examples of APDs career path then the culture will never change. As long as new officers see excessive force, adultery, and bad leadership by sleeping with all your subordinates, being rewarded with promotions, then that will continue to be the standard. The DOJ only looks at the paperwork, the SOPs, the stats. They don't look at the people, the values, the honor. Will APD ever break through and become the dept it once was? .............. Is there a double standard? How do you stand before the community and DOJ and preach that you will no longer tolerate bad cops but then continue to allow a LT who almost killed his own detective ( but still ruined his life) to stay on the payroll for over a year then retire? The corruption in a APD is too embedded to just change because the city pays a few scam artists to tell the DOJ it's changed. The whole system is broke and the DOJ is too focused on a few areas.

If APD thinks the manpower issue will be solved with the reinstitution of the rehire program, they are sadly mistaken. None of us want to return to a broken Department that is run by incompetent, selfish leadership. There is no dedication of loyalty displayed to officers by management. Its a "throw you under the bus" to make myself look better style of leadership. Pretty damn sad..,. You can't be a true cop anymore without worrying about getting fired or indicted....not to mention the lack of decent first line supervision.....holy crap! I know most of you young officers don't want us old timers back out there anyway.....haha.....good luck guys/gals....take care of each other and don't Code 4 your backup.....calls can hold.....they've been holding for a hundred years.....and they'll hold for another hundred.

The chief said he is looking at the end of 2017 before APD is up to 1,000 officers. After hearing this, myself and another officer pulled out the department roster. So let's look at this from the numbers. Right now, the department has 800 officers. If they average 2 classes a year with 40 cadets in each, ( including the current class ) that would be 200 officers. Odds are everyone will graduate with garbage like Tyler and jaramillo running the academy. So that's exactly 1,000 officers. As it stands, over 150 officers are eligible for retirement. That's not counting those who quit or get fired to satisfy DOJ goals. If they r lucky, in 2017 they will still only have 800 officers. And to the mayor.......for the 100th time, the re-hire program won't work. It's not about the money. Sure some re-hires are so broke and uneducated they had to come back. But that was before you and Eden destroyed the dept.. Officers leaving now, knew the raise and retention bonuses were coming and they still got the hell out of dodge.

I said it when the first news conference aired and I'll say it again...The DOJ was bought and paid for by the political powers that be, just like everything else by the Martinez/Berry administrations. If any of you honestly think or thought that the DOJ would do anything about the corruption, you must be living under a rock. A little research into all the other departments would educate everyone that the DOJ doesn't make a damn bit of difference or change the culture of corruption. The DOJ is corrupt. Once the DOJ gets its' 5th grade bullshit recommendations established for SOPs, training, etc., they wipe their hands clean and close the investigation, leaving a jurisdiction in no better condition and economically poorer. Ask any other big city how the the DOJ worked out for them?

As for Robin Hammer, she's a conniving bitch with her head up Perry's ass. Watch your backs with her around. Everyone better get the the council on board to keep her from getting IG or the cops are fucked. She and that disgusting fat ass Manfredi in Rio Rancho will bold face lie to screw over people, just to pad their conviction record. It's obvious Hammer has no regard to ethics and will do anything she is told by this administration.

I don't think you'll find 1 officer in the entire valley area command that will shed a tear for you being fired. However, I'm not gonna argue with you on picking and choosing who they want to fire. There are many others that should be leaving with you, including your entire chain of command. To fire a guy for violating SOP and being a pain in the ass, then keeping a LT who almost kills one of his detectives is wrong. Firing you but keeping your LT after all the crap he's pulled is wrong. There are numerous officers that should be leaving with you, but stop and think........you had 35 years of scamming the system, you've motivated numerous other officers to follow your lead, you've shown us why the re-hire program should criticized, and your an example of why officers should leave immediately when they are eligible for retirement. Just enjoy retirement, and leave the criticizing to those of us who really care about change. ( drop the mic )

@8:49 The culture of of politics, particularly that of APD and City Hall, is a system of selective justice. That system will go after the little guy, but it will never go after their own leadership, because it is that leadership who runs the system. The system also has a grip on local mainstream media, which they use to relentlessly bully and attack anyone who challenges them. This is why Les Brown, Eric Garcia and Greg Brachle will never be held accountable.

An overwhelming majority of individuals believe Brown and Garcia should have been reassigned or forced into retirement immediately after their subordinate, Brachle, wildly fired 8 rounds into a vehicle where he knew two undercover detectives were seated. Brachle should have been terminated and barred from ever serving in Law Enforcement again. What happened instead, was the system took no action against their own and chose to go after the little guy (Jacob Grant). This was done purely to preserve "the system" as it exists and defend against any future assertion that people within that system failed or acted improperly. Moreover, it wouldn't bode well for Mayor Berry if three personnel from his senior police command staff were either fired or reassigned as he prepares to run for Governor.

Look at it this way: Taken at face value, in what world is it permissible for a leader (Brown) to remain in command after two of his detectives are charged with murder, another detective is accused of intentionally running over a suspect without cause, and a Lieutenant who fired recklessly into a vehicle he knew was occupied by detectives? Do the 11th and 5th floors really believe the actions of the people under Brown's command are the result of effective leadership? I'm not a fan of Ray Schultz, but at least he saw serious enough character flaws in Brown to determine he would never promote him. We have Alan Banks to thank for that poor decision.

Now Brown goes on to be Chief in Arizona, presumably with glowing recommendations from the same system that has propped him up and has refused to hold him accountable for his malfeasance, misfeasance and nonfeasance. Meanwhile, the system goes after the little guy (Grant) and attacks him for the intentional act of another.

Frankly, I think it's time for Greg Brachle to "man up" and take responsibility for his actions and quit hiding behind the protection of the system. He destroyed the life of a valued detective as well as the lives of those around him. How this miscreant is able to walk around the Department like nothing happened is beyond comprehension.

It will be justice to see these liars dragged back here after they thought they ran away and got away with their crimes. All high profile cases will have misconduct reasons to be reopened. The judges in these matters will be losing their minds from being lied to. This misconduct and criminal behavior will be grounds to repeal, reopen and throw out so many cases and prove the fraud on the courts done by the city attirney's office, the perjury and case tampering we all know has been going on for years. This site has been saying for years that these city officials have been doing this. I believe this case was taken to the Feds too. They will now have to prosecute.

I read that lawsuit and From the way it was explained the cases were in reference to high profile APD cases. If my memory serves me correctly. The Boyd and Han murders were the two of the highest profile cases. The Ken Ellis case is another. Maybe you can explain why all those high ranking clowns were at that scene? Overheard a few over at APD bragging about giving someone the runaround over IPRA requests for Gonterman's pursuit fiasco. Someone is onto what they did on that call, and how they are trying to cover it up. You see, they chased that car. That means it was a pursuit. When it wrecked, they just changed the call to an abandoned auto in order to make the pursuit go away. IPRA all pursuit memos for this. There are none, because if they did a pursuit memo, Gonterman would get dinged for an out of SOP pursuit. If anyone else had pulled one of these coverups, they would be fired for lying, and falsifying a police report by omission. This administration is still defiant concerning IPRA materials, despite the DOJ, and this new lawsuit being filed. The office joke here is about how they are giving this citizen the runaround. They not only just do not care, they are actively laughing about screwing with people requesting the information, and laughing about it.They are never going to learn until someone gets prosecuted. I can hear them now doing pursuit memos, back dating them, and claiming they were misunderstood.

According to the breach of contract settlement video on the NMAPOA website, Fred Mowrer explains a $2.8M credit awarded to the city by the APOA for partial recovery of loss which was agreed upon during the 2014 contract year. So therefore, those members who were affected by the breach of contract, yet retired prior to 2014 should be entitled their fair share of the $2.8M, RIGHT??? And furthermore, this supposed vote that is being made and influenced by members who were hired after 2010-11 thate were NEVER directly affected by the loss. And of course, the vote will pass as it is all inclusive with the contract that will in turn afford these junior officers a raise. So presumably, the fate of the members actually affected by this loss is being made by members who may have not yet have even graduated high school or considered their path in life. Frkn WOW is all I can say, breathless. Great job punkass willow-belly, sell-out steph, judas broom handle, and last but not least, fred “in bed with the enemy cuz that’s how I roll” mowrer… APD sure has gone down the shitter.

Those years the city council had appropriated the money for the pay raise but Berry spent it elsewhere. In 2012, 2013, 2014, 2015 the city council did not appropriate any money for the $28 / hour salary so those years were not included in the judgement / settlement. That was the judge talking. How is the APOA able to overlook your opinion and got legally? Why haven't they put out a brief to the retired members? They are hoping to force this thing down our throats, plain and simple. Everyone who retired when the DOJ came in is holding their breath for this to blow over, hoping nothing will be done. That is the word in their circles. This is because they know this Tasergate only scratches the surface of the criminal enterprise Schultz was operating and their involvement. If this investigation were to expand and encompass the no bid sole source contracts awarded to Nate Korn by Ray Schultz, the citizens would find out about the aimpoint gunsights, the Spiwak patrol jackets, and the other vendors would find out about the ballistic vests. An investigation into the Charger patrol cars from Dodge would reveal the sweet deal Schultz got on one too. After looking into this, they would see what Korn did for Schultz up at the NMLEA board. The same behavior being described here in reference to Perry extorting the IG is exactly what these malfeasant city officials have done in administrative hearings to hearing officers and to get their way in everything they wanted to ensure went in their desired direction. That IG should never hold a position like that ever again after admitting what she did, and why she did it, and Robert Perry should be charged for conspiring to cover for Raymond D. Schultz who is now the assistant police chief of Memorial Villages Police Department in Houston Texas. Mayor Berry is just as complicit in all of this because he is the one who personally appoints some of these people. His layers of insulation need to be ripped from him, and he needs to be put on the hotseat to answer for covering for Schultz.

If Schultz gets charged, everything he set in motion needs to be investigated, and tacked on as obstruction and tampering charges. His ex-city attorney Kathryn Levy, who is being sued for trying to hide IPRA material, and evidence was one of the people flown out to California, all expenses paid, for a nightclub party vacation. She needs to be held accountable for her actions of covering for Schultz in actions committed by him to obstruct investigators, namely the DOJ, from discovering his activities, and not recusing herself in matters that overlapped, or were illegally related through their mutually conspired actions. Levy was the LYNCHPIN in this whole operation. This is why a city attorney had an office in the APD Main, right next to Schultz.

Swift and brutal action taken by the Attorney General in regards to prosecuting Ray Schultz, and anyone else even peripherally related to conspiring with him, or enabling him to do what he did here, will send a clear message to Celina Espinosa, Javier Urban, Jessica Hernandez, Richard Berry, Robert Perry, Gordon Eden, Susana Martinez, Jay Mc Cleskey, and all the former city officials who found it convenient to destroy the place, lie, then run away, leaving things in shambles, that the game is over along with the enriched lives they stole from everyone. This is their greatest horror, and by making sure it materializes, it will renew people's faith in this place being turned around more than they could imagine. Everyone wronged deserve nothing less.

I join their plight by voting "NO" but I don't think that very many others will see it the same as a very large percentage who would vote "YES" are far from retirement and either only care about their pay raise or fear retribution. The APOA did the mayors' bidding in divide and conquer by setting up the new contract and breach settlement as they did. I'd wonder if this is even legal?

When I learned that re-hires were essentially having to "pay to work" I realized then that they had a love for the job and were in it for the right reason, or that they were just plain crazy. Either way, I am glad that they are here as it is obvious that these officers are the most experienced, capable, and eager to help guys that I work with, especially the detectives that have helped me on some of my recent investigations. And the DWI officer who didn't hesitate to help me out a while back with the drunk that was responsible for my cluster rollover 45, he was a re-hire as well. These officers are of a culture that's being pushed out and is hoped to be forgotten by those who know nothing of honor and integrity. Although not retired from APD, I earned a pension from my previous employer, so I suppose that qualifies me as a double dipper too. So at what point are officers who are retired military or from law enforcement agencies outside the state also going to be villainized. I guess I'll be among the next group of officers that is targeted. It is so sad that such jealousy and hatred resonates within this misguided department and association.

1/15@ 12:30. The dippers that are referred to are PERA double dippers. They don't have to pay to work they can work anyplace but a PERA affiliate. They are not paying one dime to work they are just not adding to their PERA pension. Remember no one is forcing them to go back on the job and if they so "eager" to help then they should not mind the PERA deduction as a condition of honor and integrity.

No, it is a "credit" because of monies already returned to some, not all, APOA members, by way of raise/pay adjustments as denoted by the CABQ and APOA by the term used, "partial recovery." Longevity/super-longevity has to be funded somehow as well right... By saying some and not all actually falls short of this heist because it should actually be some (and some who were never affected i.e., those who were not even hired at the time of the breach, 2010-2011. So in essence, the monies that were allocated as "partial recovery" for the affected members was actually a recruitment/retention ploy with "raises" and longevity/super-longevity incentives. So if you retired before the 2014 contract year the CABQ/APOA says YOU'RE SHIT OUT OF LUCK!!!

To be very clear here, I believe that ALL of us whether retired or not know that we have been screwed over by this administration and that for the service we provide, and in the conditions that we provide it, we deserve to be paid better. But more importantly, we need to be treated better. Our once great department is being operated like a frkn Walmart, APD is not a business dingleberry!!! None of those six-digit making assholes on the 5th/11th floor do what we do, not on their best day. The walking away part is easier said than done as the CABQ recognizes the APOA as the "exclusive representative" for sworn, non-probationary personnel. Without the "APOA" the CABQ could just do whatever it wishes, as it seems this administration does anyways. However, the APOA could be decertified by the membership and replaced by another entity which could be referred to as the "APOA" for bargaining and representation purposes. An idea like this was discussed and pursued some 15-20 years ago with the local Teamsters Union, but momentum fizzled as membership dues would have increased significantly. There are options...

It is so absurd that the APOA endorsed any contract that compromises officers’ rights under the law and due process. Any language in the contract that discusses the modification of standards or adoption of a blanket policy pertaining to the protections afforded from Miranda, or in this case Garrity, of which these are intended for the individual, is a complete violation of officers’ rights. As inconsequential as it might appear it is not, and the APOA/Mowrer actually knows better and they are complicit in the furtherance of unfair detrimental treatment of APD Officers. Why do you think this issue was the least discussed and documented matter, tucked away at the very end? But of course, in order to get a “raise” via CBA some concessions must be made right (sarcasm). And to let less informed, unaffected junior officers, cast the vote on such a contract that is all-inclusive with matters that are issues of litigation is absolutely misguided and criminal. Yes, the “raise” along with the breach of contract settlement ARE NOT matters of collective bargaining, but issues of a five year long legal battle. So in essence, the membership voted on and agreed to a contract that includes monies awarded via litigation and NOT newly negotiated raises, and allowed the administration to take a stab at officers’ rights and due process. Yes, with exception of the very onset when Stephanie was arranging to get Jacob's family into town, the APOA has essentially moved back onto the CABQ's jock. Fucking dispicable!!! And Jacob is continuing to suffer beyond the physical and emotional as he's on 60% base pay with workman's compensation forcing a huge financial burden on him. And the CABQ is doing this to Jacob, because rather than making early concessions with a settlement, they forced him to file suit which could take years to settle. Bullshit!!! The CABQ has paid out million(+) dollar settlements to the families of people who were actually committing crimes when they got shot by an APD Officer, yet Jacob was only doing his job. The CABQ better set Jacob and his family up in such a way that neither her nor his wife ever have to even consider the stresses of debt again, and for his wife to never have to consider working again.
