CHANGES...

Change is an inevitable component of life. And while sometimes it's for the good, frequently it's for the bad. For as long as our current and retired APD Eyes can remember, if there was one thing that was certain, to be admitted into APD's police academy you had to at least meet the 40% threshold on the physical fitness assessment test. 
 
Now it seems as the department is starved for new applicants to fill the hundreds of vacancies in a once proud but now decimated department, there is an unofficial relaxing of even these modes standards. Under the "administration" of former FLETC assistant director Joe Wolf, the requirements to become a police officer are getting, well, weird. No longer is heart and brawn valued, but softness and academics.
 
While the standard of 60-credit hours and/or honorable military time still stands, the physical fitness requirements have been relaxed even further than the 40% mark.

Despite the $5,000 hiring bonus (at the expense of keeping officers with over 18 years of training and experience...you do the math and see if this makes sense) and a total turnaround to flood the streets with light blue PSAs who under Schultz's new policy will be able to "apprentice" there way in as cops (note the typical Schultz lie: no credit hours and no military experience necessary for those that are 18yrs old and track to become as officers via the PSA route...and no life experience), APD still remains in a personnel tail spin.

But on other fronts, change is coming to the APOA. By a two-to-one margin, Officer Stephanie Lopez defeated current APOA president Sergeant Greg Weber and will be the new police union president.
 
If you recall, Weber stepped in to take over the APOA upon former President Joey Sigala abrupt and disgraced departure and arrest. And one of the first things he did was apologize from Mayor Berry's living room. Since then he's broadcast bizarre youtube videos, foolish public statements at city council meetings, and a haricut that rivals Phil Specter in its....weirdness.

We're sure Weber has yet another "soft" landing spot as all he did for his term was carry water for Schultz and Berry. Our Eyes are concerned about what will be done with that confirmed leak and snitch: Ron Olivas? Will he continue to milk money out of the APOA? Will he be allowed to stay even though he remained silent while Sigala reportedly stole tens of thousands of police officer funds?
 
The Eye supports President Lopez and hope that she has the courage to do what is necessary: Fire Olivas and open up all the books and start new. All of our Eyes would love to see a strong rebirth of a unified police union. Enough is enough, you are starting from the ground up and things cannot get any worse. Do what you have to do President Lopez. (Doesn't that sound good! PRESIDENT LOPEZ!)

Problem is the polygraphers fail everyone who tests as inconclusive. That's pathetic that there are 800 candidates and only 25 start the academy. There was a day when retired cops in good standing actually meant there was integrity within the family. Now the academy staff has made a point to say NO retired cops kids, except Shultz of course. Their loss.

Most end up at RRDPS, BCSO, or NMSP.
They are better off

If that many polygraphs are coming back inconclusive it is time to evaluate who is giving it, what is being asked, and how it factors into the decision process. There is a reason they don't carry weight in court or federal hiring unless someone is proven lying.

Mark Johnson should be fired. He has been caught several times in his unmarked police car shopping on duty. It has been reported to the chief and the mayor they do nothing. He almost always yells at applicants during his testing. Very unprofessional. He should be followed by the Inspector General and then fired for screwing around on duty. Oh we don't have an Inspector General. Well Larry Barker and Gadi Schwartz it is time for you to do some undercover work and catch this guy.

The media needs to expose Karen Fischer and her scam company that is costing taxpayers thousands of dollars.

She conspired with Ray to give herself a double dipping income prior to her retirement. Here is the timeline.

She opens up a company in August of 2012, while still a city employee. She then retires in December of 2012. In January of 2013 her company gets a contract from Mayor Berry and Chief Schultz to do exactly what she was doing prior to retirement. This violates the double dipping law and is a perfect example of Berry and Schultz conspiring to violate laws that they do not like, to benefit their supporters.

I repeat, the city never paid an outside firm to do this work prior to Karen retiring. Now they are paying her tens of thousands of dollars to do what a city employee used to do. Good old boy (and girl) system at work.

The media needs to jump on this (no pun intended). Heh needs to expose this.

Don't the two polygraph officers have colorful histories? I heard that Mark had so many car wrecks that he had to get out of the Field Services or risk getting fired. I heard Christine quit the department over some extra activities with a SWAT officer. Then she was hired back when the dust settled.

If this stuff is true just who the heck are these two people to determine if others are telling the truth?

This is only furthering the agenda of a parasite so that he can profit from it into retirement. There are several cities that have been doing this for a few years now. Albuquerque is not the first. So, the City Fathers repay the citizens that have supported them buy firing two officers, throwing away tax dollars invested, without any real explanation. Then top it off by setting up a citywide surveillance system, again without any explanation as to how the citizens will be protected from a whole new level of possible abuse, controlled by a man with a questionable work history and no legal (system) background. Now that is a change…apparently we are now all criminals and not worthy of being informed.

Real Time crime center has exposed the biggest problem at APD. Berry and Schultz have so mismanaged the police department that there are not enough first responders. For 7 minutes the crime camera was being destroyed and no officer was able to respond. The vandals got away. This is huge news. We do not have enough first responders to protect the citizens.

@1155 it isn't news because it is nothing new. Response times have been climbing. That's why the Chief wanted to convince people they no longer mattered.

Monahans blog talked about how citizens are afraid of the criminal element. The criminal element has not changed, only the APD kinder, gentler, and slower response has.

Even the response time to the last few shots fired at 34s, with one hit has been getting longer and longer.

Don't you guys get it? when Ray was a field cop it was always about how to do more w/o really working. when he was a sergeant and lieutenant it was the same thing except now it included overtime. DOJ people go look at all of his timesheets and never did you see a guy accomplish so little by working so much overtime (except maybe current lieutenant Troy Luna). now since Ray has been chief the department's budget has exploded by over 50% but there are fewer cops than in decades. BUT now there are endless pricey specialized units doing all sorts of nifty hi-tech shit that if used correctly would be great. But of course, Ray and his minions don't know how to use the equipment because they were never good cops to begin with. And they've operated under a wussy DA that hasn't held them accountable for endless fucked up cases in her jurisdiction....

As the saying goes, the new thing is that there's nothing new. APD needs a TOTAL house cleaning and culture change. a true through and through or forever it will remain the same place that preys on the weak and protects the powerful.
