Tahoe!

According to our Eyes, APD's 5th floor is trying to at least appear to make amends with DETECTIVE Sergeant John Guilmette. No... they're not giving him back his job or a comparable one as required by federal law, but they are taking him out of the old broken down police cruiser they forced him to use instead one of the new Tahoes that his seniority should have earned him.

The Eyes have it that DETECTIVE Sergeant John Guilmette will be issued one of the new Tahoes tomorrow (Friday). Of course, if he had received a comparable job to the one he had before he left for Iraq, he wouldn't need one of the new Tahoes.

According to our Eyes, the move has not deterred Detective Sergeant Guilmette as he plans to move forward with the Tort claim. What this move does is give the 5th floor political cover. Look for the Chief or one of his spokespeople to claim that one of the new SUVs just became available. Who knows, it might even be true, but with their recent track record (number of officers on the street, tweaking the red light scam-era numbers, etc.) we tend to doubt it.

The damage has been done! DC Cowardlyhand has inserted his personal opinion (that of one with short man's disease) against someone he has had an issue with throughout his "short" career and is now in position to retaliate. DC Midget has violated federal laws and when this is over I hope the chief sends the violation to Santa Fe so Cowardlyhands state law enforcement credentials are rescinded for violating federal law. The chief has no problem with sending cases pertaining to other officers to the board (he lacks the balls to attempt to fire them himself because Marty's hand is so far up his ass)...that it should be done with an incompetent, law violating Deputy Chief. Opposition is brewing, the time for an organized upbringing is aroung the corner....Chief Puppet, Mayor never be a Governor, test us go ahead....Hell hath no fury like a Community Scorned!!!!!!!!!

an old trick but a good one, buying off trouble w/a new car. John had enough time to retire, he was convinced to come back and then got hosed when he did.... typical. three posters up, you are being a little rough on calloway but as someone who knows him i gotta say the short amn syndrome comments made me laugh. not for nothing "eye" but if you want to make an issue of money wasting ventures at APD point out that Trish Hoffman does her job for 20 bucks an hour like any cop and the other P,I,O, (Walsh) is on a civilian contract for $85000K per year because he was the guy who'd actually go to lunch with Schultz when he was a DCOP back in the day.

This site makes me sick! If the comments are made from an actual Policeman/woman; I am sickened. Where is the respect, tradition, honor and integrity? Most of the comments are not even written at a 1st grade level! If this is the level of education and intelligence available to recruit from, I clearly understand why the 5th floor is not hiring! It is a shame to those of us who gave our lives to serve the public and serve them completely and selflessly, that such whiny, immature babies are currently wearing a badge and (scarey) carrying a gun.
It used to be that you rookies (I say rookies, because no one with any time and experience would be acting like you) knew your place, to work hard to obtain respect and put in some time to gain experience; now you just know how to whine and criticize! Grow up!
It used to be an honor to work with other policeman, I pity the good honest, hardworking rookies/policeman currently. If you are a policeman; don't you have more things to do than sit in front of a computer? Like: taking calls, patrolling the city, arresting the "bad guys"? Where do you get all this time to write on a blog? We used to have to work for a living instead of criticize and whine to get what we wanted without any effort. Where do you find your time to write on this blog? You have a great case of I AM HOLIER THAN THOU disease. You need to grow up and respect other peoples rights to their opinions. Oh my gosh did I say that, that police have a right to voice their own opinion. I mean that is what we as police officers swore to uphold, isn't it? It is wrong to tell officers with complaints to shut up and suck it up like a man. What is management afraid of from these critics? I say shine the light of day on all of it. The bull shit complaints will be shown just as clearly as the real complaints. No one should fear or try to stop free speech, EVER!

Shame on you if you are a police officer for not extending constitutional rights to all officers.

And back to the original topic. This sergeant feels he has been wronged. Let it be investigated and if changes need to be made then make them. If no changes need to be made then his issue can be put to rest. But don't ever tell him he cannot question his treatment and ask other authorities to intervene.

I have known SGT Guilmette for a very, very, long time. If you know him, you know he is a COP, through and through. You know that he takes no bullshit from anyone, and will defend his position to the end. If he feels he was wronged he will make it right. I think most would rather see him file suit than go up to the "5th" floor and clean the whole damn place out(read that as you will). Sounds like there is a lot of animosity on the APD (yes, I am not a part of this city government or even an employee). What would your job be like if more of you had the balls to stand up for what is right and not bury your heads in the sand hoping some one else will make the first step.

Three posters up,,,I am not an APD Officer, but it sounds as if you are a management employee who just is sucking up to the system...You need to get a set of balls and learn to take care of your troops. From what I have heard your depts morale sucks and this blog cleary shows that fact!!!!!

Rather than hammer your officer's for venting, why don't you try to improve the working condition!!!!


It seems you too also spend quite a bit of time typing on this blog.....I'll bet before you where on the 5th floor you were one of the biggest bitchers!!!! However, now you are fat and happy making the rules and frown at anyone that does not share your opinion.
That seems to be the major problem with this APD administration!

As I read in another blog. Chief Schultz and his team need to take a lesson from Sheriff White and his staff. They know how to treat their employees.

Interestingly enough I found a story from NY today where a police DOG got a heart surgery and a human pace maker installed so he could return to duty. By comparison a 19 year veteran Sgt can't get his old job back or a decent vehicle to drive without having to bitch and sue. Lesson learned? Its better to be a police dog in NY than be a cop in Albuquerque?
As to these other negative posters who comment about how dumb cops are here, let me just say that when I came on the Dept. back in the 80s I had a degree and I later got another, about 50% of us back then did have undergrad degrees and that figure keeps geetting higher. By comparison, back then the Dem. Lt. Governor did not even have a GED. I remember how funny it was for the recruiters to make a big deal about having college considering that. Yes, over the years I saw some total mouth breathers, idiots and lame & lazy cops, but they were in the minority. Now that I am retired I work alone in a small business and I make real money, I also don't have people telling me idiotic things and then falling back on the old "We are held to a higher standard" excuse everytime a cop tries to exert his/her rights.

Something that people do understand is that the Chief/DCs/Mayor/5th/11th are continually violating Federal Labor Laws, Officer Rights, and the very Contract that they sign. When they are called on it the immediate response is "too bad" and "we'll see you in court". They are currently in the practice of hiring lateral officers and rehire officers at inflated pay rates and promising positions that our direct and blatant violations of the contract. When the Blue Heads are called on their violations the response is "tough luck, they are probationary employees for the first year and we can pay them whatever we choose to". Within the next year there will most likely be an onslaught of Prohibited Practice Complaints filed against the City as all of these officers leave their probationary period and fall under the Contract which the 5th Floor chose to violate. None of us can fault the officers for taking the better pay, but there will be a disgusting waste of city monies. The real issue is that the 5th Floor and 11th Floor will not play by the rules unless they are forced to by the court system.

You are right with almost everything. I do fault the rehired and lateral officers for coming back, knowing they are screwing their fellow officers, for their own personal gain. We are all either brothers in blue or we are green with greed.

The rehires pay scale and their being placed in desk job positions is such a dividing factor that I still cannot believe Schultz is not fixing it. All the chief has to do is decide that all officers should be treated FAIRLY and EQUALLY. He could fix this issue overnight, but I guess he either doesn't realize that or doesn't care.

What does he care. He is making over $130,000.00 plus and his DC's are at $102,000.00 a year. They are set and that's all that matters to them.

The previous poster Joe S. was correct. You have a great Sgt who served his Country and they won't give him his old job or a similar job back or a new Tahoe that every other sgt received! Come on 5th floor staff, I didn't see any of you go to the Middle East.

The last Union President Lawrence Torres sold APD down the river! The Uion must protect the officers that pay dues and expect some union support.....

Union,,, get off the 5th floor and get out there and get us a raise. Ouit lying in bed with the 5th floor.(not all of you) the guilty know who they are and what they provide to the 5th fl. I know of some retired rehires who in their first 20 years were disciplined for pyramid schemes, excessive force, lying to IA, etc etc. I can't believe some of the people we have hired back.

The guys that come on and work the field are a blessing. Without htese guys there would not be enough officers to assist in the field and take calls foe service.

However, when the chief places his friends in inside positions, that a crock of shit. The lastest was
DC Johnston, he was a joke when he was here. Now the chief has him working the NRA stuff. Last year when the DC was doing the exact same thing they made Lt Parkins come and help him out. Well, Lt Parkins did everything and the DC didn't do a dam thing. Now the chief has given it to the DC again. Lets see how long it takes before they pull another person from the field to go help this incompetent DC out!

I'll bet he would quit if they made him go to the field and take calls for service.

Don't get me wrong, he is a nice guy, but he is lazy as they come.

I guess the chief is just giving him payback, as he allowed the chief to live with him when he first came back as chief. That's why he was not fired.

Now that you hopefully understand how about you answer the question. Is it fair that some APD officers get paid $19 while the rehires get paid $21? Is is fair that if you are a rehire and a friend of Schultz you get inside positions, in violation of Schultz's agreement? Is the handing out of these inside positions fair to non retired officers and to rehires who are not friends of Schultz?

Those my 20 year over and over educated friend are the issues. If all APD officers were paid the same and if Schultz would stick to the agreement there would be no issue. Would you agree with this?

How about taking a call in the southeast area command and WISHING you had someone to back you up? Yeah, on the surface some may think the isue is a car, some don't. I can tell you this though, if you needed a cop at your house in a hurry and he couldn't make it for some mechanical reason I bet YOU would want to sue someone. Why do you suppose the city buys new vehicles? Two reasons, one of which you don't care about is the officers safety, the other is the ability of a timely and efficient RESPONSE for the citizens. The City of Albuquerque has nothing to do with your Retirement benefits or your Retirement Health Care Benefits. Both are regulated by the State Legislature...Nice try but I'm not buying it. OK, if you don't think your benefits can be eroded, talk to the guys in the military who thought they would get good medical benefits after 20 years, or a good retirement for that matter.State Leg is nice, but you forget, they too are elected and can change. As for the Dodge Monaco wih 100,000 miles, good for you, you are a good one, you probably deserved more and I bet some one, somewhere, had a newer,safer car that didn't really need it. That is part of the issue here. A word on SOPs, it is a set of operating procedure that are used for standardization. I don't think it takes into accout the manning shortage/recruiting problem that is going on within the APD. In a perfect world, yes, you wait for your 82, and I hope that all officers wait (as the SOP says) but if (if, big word) while you wait and wait and no 82, then what? I guess that is when the vet (I use that affectionately, trust me) in the Monaco comes because the other fuckers are not responding. Also, safety goes way beyond the 82 issue, I mean this fair city has surely seen it's share of car accidents. At least everyone has to agree with me on that! And one other word, why do you think that comment about Calloway was from a policeman? Tell me about biases? Whatever, with age comes wisdom. I don't expect you to understand that yet. Hopefully grasshopper, someday you will though. In the meantime yes, if you hate your job that bad then you do need to quit! The city and the citizens will be much better of without you because if you are really that unhappy your work performance will be just as bad. I was hearing this same crap about #'s on the FSB bid list and calls for service when I was on the job 25 years ago and we had 300 cops & one station, the main, the old main. Go to work & do your job! The taxpayers expect you to do nothing less. And if the deadwood milking the 44's or sitting on the coffee shops writing the 42's don't answer your call for 82 then you are long overdue for a squad party behind the sub to teach them the proper way to cover each other...

According to the news report,you assigned him to patrol because it was a critical position that had to be filled; however, that same position stayed vacant for about six months. If you had the balls to go defend your country would your position be held for you until you got back? I bet it would. I would tend to think the DC positin is critical and should be filled as soon as you shipped out.
To the person who wrote the post on July 29 about the complaining about not getting a vehicle: that is not the issue. The issue is that Sgt. Guilmette was not given his job back after returning from Iraq. I think most of you that are opposed to this tort never served or fought for your country. Did he lose senority? I think if someone could answer those questions we would all be able to decide for ourselves whether or not he was treated fairly....Can someone answer those questions for me?

2)He returned to a Sgt job when he got back
3)He lost no pay while gone
4)He got raises like all the other Sgts while he was gone
5)He kept his bid slot
6)He kept his senority
7)He was given a vehicle when he returned
8)He received contributions from the City to his pension fund while gone
9)He & his family was afforded his medical insurance provided by the City while he was gone.....

Do I need to go on further? Does this sound like some poor mistreated employee to you? If you don't believe me check it out for yourself. All of the Sgts pay & benefits are public record as he is a public employee. Don't take my word for it, call the City & see for yourself...Dick Weed

The city doesn't contribute to the pension fund unless you are being paid. The PERA Board, through action by the legislature, gives PERA members their credit for time served in the active duty military during time of war.

two posts up. Listen moron, when you go on military leave and you no longer get a check from the city the city doesn't contribute to your PERA account. Now some officers who go on active duty continue getting a paycheck because they are burning comp and vacation while on active duty, therefore the city is still paying them.

PERA, through an act by the state legislature will credit any officer who goes on active duty, the time they spent on active duty, but only during time of war. The city has nothing to do with this, PERA is a state organization and ruled by the legislature. This was agreed upon by the legislature and governor.

Don't try to talk about stuff that your little mind doesn't understand.

Hey Stupid Stupid, if the city contributes then why does is there a state law that gives employees on active duty in time of war this time credited? If the city contributes then the returning veteran would not have to file the correct forms with PERA, the PERA Board would not have to meet to formally give the veteran this time credited.

Here is the form and instructions directly from the PERA website:

Affidavit for Free Military Service - To be used by a members called to active military service while actively employed by a PERA affiliated-employer to certify the dates of employment and military service.

I'll thank a firefighter for my safety not a cop. I dial 911 and they are hear in a matter minutes no matter what the problem is, APD well that is a whole story in itself. So let's hear the "don't call us when your house is broken into or a gun is pulled on you." Aaaagh both of those things did happen to me and it took over an hour and a half to get a response. Save it. I'll chalk it up to homeowners insurance and buy my own gun and get a conceal carry. It seems to me it's all about 20 year retirement, and make as much money as possible with as little education and fuck the public. APD will always FEAR PANDER to the public when it comes down to contracts, and asking us for more money.

The mayor has nothing to do with it, although in a way he does. I believe he was in the legislature and voted for this back in 1991. This law was enacted for Desert Storm. So I would say thank every legislator back in 1991 who voted for this. Was Marty in the legislature then? I think he was but am not sure. I think Bruce King was the governor who signed it. What a great governor he was.

Marty served in the NM senate from 1989 to 1993 so I am pretty sure he voted to give PERA members their credit during time of war.

I don't know if he would take credit for anything regarding this as mayor, as the legislature is who runs the retirement. Regardless everyone one of those legislators did the right thing.

ummm actually if you took 17% of your pretax pay and put it in a mutual fund anyone could have a 20 year retirement... want to see a real retirement package look at BCSO who did the same package while only deducting 5% of the officer's pay. That said, I know it would be hard to make yourself take that money and bank it every 2 weeks, but you could do it... or you could set up a 401 that did it for you. There is no doubt that its a good retirement package, but like take home cars, it is something that they trot out everytime you are supposed to get a raise. I was one of the guys who was promised -in writing- a 4% "step" increase every year when I signed on... guess what, the steps got frozen 3 times in that first 8 years. Marty aint the only enemy of the cops and firefighters, the bean counters hurt you more than Marty's policies ever could. They pander to you because they assume you are stupid... it is that simple. Public safety in this town is generally looked down on by a huge segment of the population that thinks they are smarter or better, and the rest are the dropouts and manual labor types who are jealous because you have more for what they percieve is less labor than they. You/we, active or retired have only each other to fall back on and its embarassing to read how much you guys are eating your own here instead of turning that anger out on the folks who deserve it.

This administration does not treat military veterans fairly. What they have done to John is just another example of how this Chief shames returning veterans. I know of two APD officers, who were activated and served in Iraq during the current war. One is a Marine and the other is Army. Both of these officers know how to lead, did their time with APD, had no blemishes on their records and retired with honor. Both of these officers attempted to return to APD through the retiree rehire program. Both made it all the way to Chief's selection, at which time both of them were dismissed by Chief Schultz. When asked why? Schultz would only reply that it was confidential. This is a shame. This chief doesn't like veterans. Maybe it is because they hurt his staffing when they get activated to serve. It is shameful that Schultz will not hire retired APD officers who are vets, but he gleefully hires NMSP officers who were about to be terminated, prior APD officers who fled the department before they were terminated, and some retired APD guys that were lazy and had bad attitudes and very long Internal Affairs records their first time around, but yet here they are.

I wish the DOJ would start an investigation into why retired APD officers who are military veterans, can't get hired by APD. I am concerned that APD is discriminating against military vets.

Hey bonehead. These vets were retired APD officers! They weren't homeless, they were our fellow officers. And I will not post their names because it does not matter what the TROOPS think. These guys, just like Guilmette, are great officers and the only thing they had going against them is they were activated to serve their country. They hurt manning levels.

Looking at some of the rehires I wonder what is the criteria for good rehire material. Most were good officers, but some of them really make you wonder why.

Hey but that's ok you back up your chief, he has you working side by side with officers that were being fired by other departments in the state. Was the Chief correct about that?
