Letters to The Eye - Retired APD Lt. Steve Tate Weighs In on Rehire Program

Monday we told you about retired Officer Dennis Patrick and his attempt to return to APD through the department's rehire program (read it here). Suffice it to say Officer Patrick was denied rehire on some rather shaky grounds. In fact, recently rehired Captain John Robert DeBuck had a similar (if not worse) black mark on his record yet was rehired anyway.

One of the comments on the story caught our Eye. It was a story about another retired officer - Lieutenant Steve Tate - who applied for rehire not once but twice after being encouraged to do so by the officers placed in charge of two different departments. Lt. Tate had none of the financial difficulties evidenced by DeBuck or Patrick yet was denied both times.

We'll let Lt. Tate tell his own story but it's apparent to us that The 5th Floor's rehire policy is anything but consistent and seems to contain an extensive black list.

Retired APD Lt. Steve Tate Weighs In on Rehire Program

After reading and learning about Officer Patrick being turned down as a rehire, I felt the need to write this response as I may have indirectly impacted APD's decision in this matter. I was turned down on two separate occasions for positions as a part-time CSO during the past few months. I feel that my response to being turned down may have caused the department to more heavily scrutinize other rehires and deny them employment in an effort to masquerade their invalid reasons for denying me. Let me start by saying that I was only interested in these specific part-time positions because of the supervisors, the unit, and the ability to work around my current schedule of high school coaching and consultant training work. I was not interested in just coming back to APD in any capacity. Earlier this year I was asked to apply for a part-time CSO position in recruiting and Backgrounds by Sgt. Galindo with the blessing of Capt. Suazo. However, I was informed a week or so after filling out my application that I wouldn't be rehired because I "bumped" people off the list to attend the FBI National Academy and then retired a few months after attending the FBI Academy.
This reasoning given for not hiring me was very puzzling to me as the facts given were not accurate, and I do not understand how I could've ever had any input or power to "bump" people off any list since this decision rested solely with the Chief's Office and the FBI. The true facts are that I wrote a letter to then Chief Gallegos in 2002 requesting to be considered for the FBI Academy should any opportunities become available for lieutenants (as did many other lieutenants and captains). I later learned in December of 2003 that I was on a list and would be attending the FBI Academy in the Spring of 2005 (which I did). My retirement was effective on February 28, 2007. Because of these facts, the reasons given to for me not being hired for the Recruiting position made no sense and was not accurate.
Prior to turning in my first application to Sgt. Galindo, I informed him that due to my previous position as Academy Lieutenant, and my knowledge and involvement in the hiring and training processes, the Chief's Office may not want me conducting and presenting background investigations to the Chief's Selection Panel. Due to my position, I had been involved in Chief's selection processes where I voiced my opinion about the quality of candidates and whether or not they should be seated in academy classes. I also was aware of candidates that were previously denied for various reasons, being hired after my retirement. I told Sgt. Galindo that because of this, the Chief's Office may not feel comfortable having someone with that knowledge presenting candidates to them. After being denied, I felt that the awkwardness of that potential encounter was the likely reason.
I was later contacted in April of this year by Sgt. Ryan, of the Red Light Camera Unit, and asked if I would be interested in working with her. I advised her of my previous application denial and asked her to pursue it up her chain of command for their blessing. Sgt. Ryan advised me that Capt. Hetes approved it and would check with the Chief. However, I was later informed that they would not rehire me. The new reason given for me being turned down was now a simple "no", without any further explanation. The more I thought about this, the more it bothered me. I was being asked to help out units that had positions they needed filled and there was no valid reason to deny me. Based on my previous positions as a lieutenant in the Internal Affairs Unit and at the Police Academy, I was very aware of the hiring process and how backgrounds affected that process. However, there was nothing in my background that should eliminate me from being rehired with the Albuquerque Police Department. I was currently certified through the State through February 28th of 2009. I also knew the department was actively recruiting to reach its goal of 1100 sworn and that the part-time CSA/CSO positions (which are always counted for the numbers) are required to be filled by those already sworn (which I am).
On both occasions of my being asked to apply for these positions, I have had the blessings of the entire chains of command up to and including the Captain / Commander level. However, for some reason, someone in the Chief's Office had a problem with hiring me that appeared to be rooted in something other than my qualifications and background. Because of this, I sent an email to Chief Schultz on May 2, 2008 outlining these same issues I've explained here and asking him if I was being turned down due to any type of personal bias, discrimination, or retaliation, because without a valid explanation for these actions, it certainly appeared that I was not being treated fairly. However, I have never received a response to this date from Chief Schultz. So this wouldn't surprise me a bit if he refused to speak directly with Officer Patrick. After waiting a couple of weeks with no response, I sent an email to CAO Perlman explaining these issues. After receiving Perlman's response, it was clear he had no clue how the hiring process worked, let alone how the part-time CSA/CSO positions were being handled by APD. After explaining it again and clarifying some issues to him in a second email, I never heard from him again.

A few days after my email to Perlman, I learned that APD had setup a new policy for handling CSA/CSO applications. No longer would units contact people and ask them to put in for these part-time positions as they had in the past. This change would require them to apply at the city site for a general position and they would be assigned as needed once hired. Of course once hired, they will place the person where the need is. Anyone who works or has ever worked for APD knows what this really means. It's a way of discouraging those they don't want that are interested in certain positions, and ensuring they can take care of those they want to at the same time. I found it interesting and amusing that I was impacting policy after leaving the department.
I have also heard information that leads me to believe that Dennis Patrick would've most likely been hired if they weren't trying to make it appear that I wasn't being singled out. They know they had no valid reasons to deny me (only personal ones evidently) and if they were going to deny me, they better start denying some others that may have had some blemishes in their background...since they denied me and I have none......even if those blemishes wouldn't have disqualified them prior to me challenging my denials. Because of this , I feel sorry for those like Dennis that have gotten caught up in this charade. As for bankruptcy being an issue, I am aware of both cadets and rehires that have been hired that had them
in the recent past. So, I find it hard to believe that this was the only reason for him being denied.
When I retired, Capt. Sonny Leeper, Lt. Chas Hilger and I got involved in some training consultation services and some business ventures. None of us left APD disgruntled, contrary to what some have said. I enjoyed my time at APD and APD was good to me. There were issues I had involving hiring and training that I was not pleased about, but my decision to retire was based on multiple factors, the majority of which had nothing to do with APD. Those that worked for me and around me (and for Lt. Hilger and Capt. Leeper) at the time I retired know the truth. For some reason, still unknown to me, Chief Schultz has had some issue with us 3 that I have yet to figure out. Maybe he didn't like 3 command level officers leaving the training section within months? Maybe he felt it made him look bad? Who knows and who cares? To me it shows no level of maturity.
I was approached by members of the local Albuquerque Media during the months after my retirement. They were wanting to interview me regarding the hiring process for APD and the quality of candidates being let in. I had no idea who gave them my phone number as I had recently got a new number after turning in my department issued phone. I could tell they were looking for a story and at that time I felt that it was not in my interest nor APD's to go down that path. Any information provided wouldn't serve any useful purpose and any info that shed a bad light on APD would most likely be countered with allegations that I was disgruntled. Several months after retiring, I first learned of the Eye On Albuquerque site after a friend advised me that he overheard someone from APD's 5th Floor discussing the site and claiming that Sonny Leeper, Chas Hilger, and I were somehow involved in running it. This is not true. Over the past year or so, some of my friends at APD still jokingly call me the "EYE" when they see me, and I laugh and play along with them, but I need to set the record straight. I have no idea who runs this site, but I can say that their information usually appears to be fairly accurate. The do have inside sources for sure. The individual postings under the topics is a different story and they can get a little crazy. Trust me when I say that if I ran this site, I would claim it. If I have something to write about, I will put my name on it just like this post. This is the first post I have ever made here and have no problem putting my name on it.
I feel sorry for Dennis because after a career at APD, he deserves to be told the truth from those making the decision. Unfortunately, as I have learned that is not their style.....and it reveals more about them that they realize.

Rick Galindo is a waste of space however, and he will say the exact opposite of what he actually does. APD was lucky to have you, and it is their loss without you.

Way to go LT Tate. He was a great guy when he was here and is still a great guy. APD really lost out on a fantastic rehire by not bringing him back. He is honest, tells the truth, and cares for his troops unlike this current Chief and his Deputy Chiefs. Lt Tate while at the Academy always was willing do get in the trenches/physical fitness runs, etc on a daily basis with the cadets and officers alike, something this current fat chief would never do. Lt Tate never got joy out of repremanding officers like this chief does. Schultz gets off on it! Schultz is very vendictive and hold grudges forever. Schultz hates women and hispanic cops. Notice, no women or hispanics at the top levels, all whites. However, this Mayor will do nothing about it, so we need to vote him and Schultz out!

The Mayor's office should over rule Schultz and hire Lt Tate, as he is a far better leader than Schultz could ever be! The men really have a great deal of respect for Lt Tate, unlike this Chief who no one respects. That should tell you something when 98% of the officers hate the chief and his staff!

Mayor, do the right thing before this clown Schultz brings you completely down. You saw what happened in the Senate race! Are you ready for a repeat performance on the Mayor's election? You know you lost most of your big money supporters. You surround yourself with idiots like debuck and Schultz who stab you in the back every chance they get. Do you really think they like you? They just use you to get what they need and you know it. debuck and Schultz are loyal to know one except themselfs.

Way to go Lt Tate. At least someone has the guts to say what is really going on in this shit hole place.

It doesn't get any clearer than this as far as what's really going on with APD. Obviously, the former Lt. was in the middle of the "real goings on" to the point that now he is chastized. When the Chiefs get together for their "Thursday 9 am coffee meeting", let this be the topic of conversation. I don't know how the former LT. held it in as long as he did, but it's about time we all heard the crap that has been going on and continues to go on w/in APD. It used to be a professional department........many years ago !!!! Thank you for caring Steve Tate.

After reading about Lt. Tate's dillemma, (which by the way was honest and candid - thanks Lt!) I am even MORE convinced that the APD top brass is motivated not by hiring the best, but in playing politics. I used to think that gutting the 11th & 5th floors would solve their problem, new blood, new administration, etc., but I think the only way to put an end to all of this corruption and poliitcal favoritizm, would be to have a system where in the Mayor DOES NOT appoint the Chief, but rather the Chief's position should be HIRED FROM WITHIN THE RANKS! Oh My God, sorry, I don't know what came over me, why would anyone think such a thing?

I do not know Lt. Tate, but I can believe this story is true. I have heard another story similiar to his. A rehire applicant that went that got a visit from Chief Schultz himself. The potential applicant made Chief Schultz some eggs and the Chief asked him to apply and come back. the applicant did, only to get turned down. this appilcant now works for the S.O.

Has Lt. Tate thought about a second career with the S.O.? We are a little screwed up right now, but that will change as soon as Darren is gone. So if you can handle a few months of Darrens lack of attention to whats going on, then we got a spot for you. we could use some good level headed people.

My question to anyone who wants to return to APD as a rehire is why? If you all were command level officers then you should be able to go out and find a job/2nd career with all of your experience and training, no problem. It appears to me that you all really have no command/leadership experience only managerial experience. Perhaps some of APD’s problems are due to their continued reliance on the “old” guard. If the APD had a competitive pay package and benefits than they should have no problem filling the 1100 positions they need filled. Get rid of the “dead” wood that continues to bounce around from organization to organization. I would suggest to all current officers: do your twenty and move on folks, go to a real school, get a real degree and pave you own road instead of sucking on the government’s tit and collecting a paycheck as a rehire.

Chief, you need to send her to an ethics class before she ruins what Trish Hoffman worked so hard to establish, a proffesional PIO program. Lest we forget her many "pillow talk" friends, yes you kmow who you are, Ed, James, and you know who from the State Police, any way the list goes on.

For the person who posted "why return to APD" after retiring. In some cases, not all, some officers actually consider APD family. After serving the community for 20 years, any yes, some of the B.S. that goes along with it (5th floor/11th floor), the "love" of the job is still there. Some, like the Ed Sauers, Fowler Johnsons, Rob Debucks and Paul Chavez', who only had power while they were w/ APD, find out the private sector won't put up with their B.S. and have no choice but to come crawling back. They use the excuse of "APD called them back for their expertise" and so on, but reality is, they only like each other and everyone hates them. Others, who don't get their financial ducks in a row to prepare for the "end of their career", come back for the insurance benefits. A great retirement package should also include health benefits to keep these career officers retired. But, families come first. So once again, Mayor, how about really taking care of your public servants and instead of putting in a trolley for transients to sleep in on Central Ave., get a better health benefit package together so your "Public Servants" can enjoy life !!!!!

BULLSHIT.....! Is what I say to the post on 08/24/08 @ 10:43 am. The only "Reason" a(n) APD officer wants to come back after 20 years is not the "Love of the Job in their blood". It is so "You" can douple dip on your PERA retirement and bring home a decent wage/ benefits package as a APD officer...? The take home car policy alone is a 10-25 thousand dollar a year benefit by itself(GAS,Insurance,and Maintenance) all taken care of by the taxpayer of Albuquerque. Let me guess the "Love in your blood" starts at exactly 90 days after your official retirement date? Sell your line of crap somewhere else it's all about you. Be honest about your intentions and don't play the "Love" of the job card because you never would of left in the first place if that truly was the case. No I am not associated with APD but I know enough to know that sometimes things in life are not always fair or equal. You chose to leave. Now move on.

what a piece of crap. other night a LT calls code 2 and none of the 34s can pull up the map to see where he is, even the dispatcher couldnt pull anything up. to pull up a call, takes minutes. you log on and are met with numerous messages from people and vehicles you ran the day before. the chief says it runs slow because of music and other things the 34 put on the computer. BULL SHIT. way to go ray, throw it back at teh officer. the program is a piece of shit. you cant read the font, in cases of code 2, adn 82 calls, the officers are the ones that suffer. What are you waiting for ray.. someone to get killed, their blood is on your hands. you teach cadets, recruits, officers, to tell the truth, acknowledge when they make a mistake, PRACTICE what you preach. take the program out and revamp it.... come on Monica North was not that hot shit.. she isnt worth it.. get rid of this damn thing

For the person who wants the Mayor to provide better health insurance benefits for retirees, maybe if you would study up on your benefits and the laws that govern them you would not be back as a double dipper.

Here is why retiree health insurance benefits are not controlled by the mayor. The legislature enacted the New Mexico Retiree Health Care Plan back in the early 1990's. Albuquerque was one of the first cities to sign on to this program. By statute the city pays in a percentage for every working employee and the employee matches it with their contribution. Then when you retire you have subsidized health insurance benefits for the rest of your and your spouses life. I know a lot of retirees (not in PERA) and I don't know many who get this program. These folks have to pay huge premuiums for small coverage and usuallly they can't afford to cover their family. Add to that the fact that no matter what you preexisting condition is you and your family cannot be denied entry into the program. Now for family members it is a little expensive but this has nothing to do with Marty. If you want lower premiums for your family then push the legislature to raise your current contribution. But I know guys like you and you want everything for free. You want someone else to pay for your benefits. You will complain about everything and not hold yourself responsible for anything, that is why you are back as a rehire. APD is the only place where you know you won't be fired for whining and complaining.

You know, some officers that Plan retirement properly don't need to come back to APD for a job!

There is life after APD. However, some people miss the power, especially the guys that left with alot of rank. Those guys seem to have the hardest time with it. Notice how they all came back, that same little power hungry group that everyone hated!

Looks like someone from the 5th floor got alittle touchy with the truth on how they pick and choose their "likable" candidates as re-hires. So let's pull the ole "Tate gave his wife the answers to the Sgt. exam".......when in reality, Trish, let me do whatever I want, Hoffman made that allegation, calling the media, because SHE couldn't pass the written exam the first time and wanted the whole test thrown out !! And by the way, if Tate gave the answers to his wife, why isn't she a SGT?? Nice one 5th floor !!! Guess the waa, waa blogger must've been a former reject of Tate's too and probably his "issues" were resolved and is on the dept. now (APD is lucky to have you waa, waa boy)

Why doesn't the media or investigative reporter do a background on all the re-hires so they can see the felons, DV offenders, DWI offenders and so forth. Paul Chavez, Ed Sauer, and Fowler Johnson, no one else would hire them. Who knows what Paul did to get his current job but he was always a bit smarter than the other two. He will screw up again because his ego is larger than his other body parts, he will find another women to abuse no doubt. How pathetic!! The PIO, Ed Sauer's lover may have moved on to bigger fish so thats why she is there rather accurately representing the 5th floor. Too bad for the hard working officers for now! The truth always comes out so hold on, things will change for the better once these unethical individuals are all gone. Steve Tate is too honest for APD, notice all the honest cops that have bailed out of APD for that reason!!

Fowler got his ass sued for jumping the gun on that Tate case where they accused Steve tate of giving his wife the answers and then she fails the Sgt's tests. The 5th floor looked like stupid idiots, and that cost this city tax payer money! All because of Fowler's stupidity, the city paid the Tates some money. I read some where where they said Fowler was dumb as a post! So very true!!!!!!

Again, the 5th floor will say or do anything to keep officers from telling the truth. They will either try to damage your name or bring some typ of charges against you, criminal or administrative. They just don't care who's career or life the mess up.

Ask Capt Leeper! Classic example!

Maybe if Tate wanted to come back as a rehire, be assigned to FSB, hump some calls, like we all do, like the contract said rehires would do, he would of been rehired. Everyone planning to come back as a SRO and haven't even retired yet, how do you do that?

APD owes nothing to anyone, just cause you retired without a blemish doesn't mean your guaranteed a job as a rehire.

Take a good look at those that are left here at APD to destroy the rest of what Gallegos started!! This really is SAD. No leadership, no direction, so much in fighting and yes, those that speak out are retaliated against, there are so many examples of this. The only reason PC, ED and Fowler were hired back is that was the deal cut with them before they were forced out by Ray. So you all ought to be thankful for that and realise that they were all thrown in to flunky jobs, so WHAT! Move on!!! There are bigger issues to deal with like the TIBURON!!!

Lt Tate was a very good supervisor and was not a liar like this current administration.

The chief does not like Lt Tate because the Lt is good friends with Capt Leaper Chief Schultz and his lap dog, Rob debuck hate Capt Leaper so much, they will do anything to get at him. That's the real reason Lt Tate didn't get rehired. Everyone on the dept knew Lt Tate should have been promoted to Capt, but Schultz was scared of him. If Schultz is scared you will take his job or show him up, he will not promote you! Why do think he promoted so many commanders that would have never ever been promoted under a normal administration. He promoted a bunch of weak and lazy ones he could control like puppets.

All of you should probably learn what you are talking about before you go making accusations. Ed Sauer is a happily married man and you have no idea what you are talking about. You should stop crying about the fact that you never made it that far in the department, or that in your own miserable jobs you have no power. The accusations of adultery are completely unfounded and downright disturbing.
