Letter to The Eye: Outrage

As you know from time to time we post letters from readers and even pull comments out of the comment section from time to time. This week we received a Letter to The Eye from Sergeant Paul Heh.

The sergeant has been the topic of a number posts both supportive and well... not so much. Like him or not one thing is sure, the veteran sergeant has an opinion and isn't afraid to share it.

A year ago, sergeant Heh spoke out during a city council meeting against the newest contract which earned him a visit to IA. This time it appears that he's none too happy with the APOA leadership.

No stranger to controversy, we're pretty sure this Letter to The Eye from Sergeant Heh will stir things up.

When I write something I believe in it so I put my name on it. This is Paul J. Heh, APOA member for 22 years and at the risk of being targeted yet again, I have a few things to say.

First let me say that you Ron Olivas and you Joey Segalla are representatives of the members of the APOA. You work for the members, you are not above them. If what was reported on The Eye On Albuquerque is true, it is quite possible that a criminal investigation should be started by an outside agency such as the FBI. Joey, it is not up to you to decide if an investigation is warranted, it is the up to the members of the APOA. If it is true that you made the statement "I will resign before I do another cop," then resign. What about the hundreds of cops you are doing by not starting an investigation?

How can either of you justify paying for memberships for Calibers for all of SID? Calibers is a fine organization. I belong myself and I paid for the membership myself. Does this mean when my members hip expires in June the APOA will pay to renew it? Does this mean that all APOA members and non-members even non-sworn members will now have memberships to calibers paid for by the APOA? I have no problem with paying for memberships to calibers as long as everyone is treated the same.

Can you please explain why the APOA paid for Ken, Russ and their witnesses' trips to Arkansas for their criminal defense? Who were the witnesses? I respect both Ken and Russ, but again what about all the other officers, APOA members accused of crimes, where was their financial assistance? And please explain how a credit card belonging to ex-APOA President Pete Dwyer was used to pay for the trips.

There is much more just now coming to light, such as out of control spending. Is it true that you Joey are spending between $6,000 and $7,000 a month on your APOA issued credit card? I would like to know the answer and so would the membership. Please tell me the rumor is false. How much was put on the credit card from the recent trip to Washington, DC?

I will close by saying this. We are police officers, for me that means being about honor, integrity and ethics. I believe the APOA members feel the same. A full accounting of APOA finances going back ten years needs to be started at once by an accounting firm with no ties to the APOA and approved by the APOA membership.

This is my opinion I would like to hear yours.

Organizations have problems because there are people in them. The problems aren't really the issue unless you don't do anything about them or even worse, if you try to cover them up (just ask the 5th floor). If leadership doesn't work to solve the problem, then they are the problem.

People often wonder how elected government leaders like convict Manny Aragon get started? The answer is they cross a line on something small and no one does anything about it. Before long they're syphoning MILLIONS from the public coffers.

The members of the APOA are entrusted with policing Albuquerque. The question is are they capable of policing themselves?

Sgt Heh has a membership at Calibers that he doesn't pay. He tells other cops to go get a membership and mention his name and they will get a discount...but not as much as his which is free.

What happened to the little fat bastard stating "If this contract gets passed I will retire!" You're still here and making more money than anyone with your hiding out at drinking establishment parking lots and pulling people over only to turn the arrest over to someone in the DWI unit or if they are not available to someone in your squad.

Your leadership is skewed! You think are taking on a noble cause yet you have no clue what the words honor, courage, sacrifice, or commitment mean. You live in you own little world that you wish is forced upon everyone else. Retire already, you deserve it, the department deserves it, up and coming offiers deserve it, and the community deserves it

If you do stay please do not try and strong arm someone into running for a union position so they can be your puppet. Run yourselve.....if you truely back the words coming from your mouth!

I don't care for Paul Heh , but he's right. If that type of illegal spending is going on it must be stopped. An outside source must be brought in to do the investigation, to much has been alledged. The membership must know the truth of where there money is going. If cops get indicted, it's of their own doing.

No one like dirty cops, they give the hard working ones a bad rap!
Further, protecting those that take and use illegal maoney is the same as taking it yourself. Remember the oath you took. Bad cops need to be in jail, not have a get out of jail free card.

Maybe Larry Barker can start to look into this. But a LE agency needs to investigate it!

Isn't it against the union constitution for the officers/president to have credit cards to begin with? If so, they need to clean out and start over with a complete new board, and where are the trustees? They are supposed to do an audit every year.....craziness that this has gone on, and shame on the membership for not having gotten involved before now. It is your union, run it.

I dont really like paul either because he is kinda like louie armijo, there comes a time when we should move on, But this time the little short fella has some good points. It seems as though the APOA has taken a lesson from the mayor, the chief, levi anaya and mike calloway when it comes to mis approating monies. Soon after ron bought SID those memberships he began working in the SID Intel unit with the other dirty cops (oscar villegas, greg cunningham, and danny garcia) well at least those dirty cops are all in the same unit so the FBI will know where to liik when they finish thier investigation.

In case you folks haven't been paying attention, many people (most recently the mayor of Rio Rancho) have gone down for similar broad use of credit cards...what makes this different. Demand an accounting or know that you're nothing but sheep. Where are the police?????

I'm a civilian but I see and hear a lot...you might think about that when you're a regular customer.

Hey PAUL...get your twisted at best facts correct...As a union member I get $150 a year to put towards training from the union. Calibers states that if you have more than six people to join as members it as $100 EACH PERSON. Instead of letting the money that was alloted for you and me by the union. Members of SID choose the get a membership. That means we can practice a very needed skill that is vital for our job and save the union $50 A PERSON.... So PAUL as usaul you try and pull down anybody you can to make yourself look better...CONGRATS

Ron Olivas has been scamming the system the entire time he has been a cop, if you can call him a cop. The guy has never been in the field or spent much time at work for that matter. Now he will hide in SID for his remaining years, and I really mean hide. The mans never put in a full 40 hr work week.

EYE - both this, and an earlier post, had a lot of comments about the intel. unit. I for one remember the days when we didnt have one-- and those responsible for the drive to remove it were almost completely political. Notably, a couple of the historically "anti-intel" people were recently caught up in the court house scandal.

A lot of the posts here have a couple things in comm:

One; they name people working in SID in a public venue [something no officer should/would ever do]
Two; they are rife with what appears to be intentional misspellings and poor grammar.

Pardon me for being a paranoid, however have any of you considered those posts are being "planted" for some nefarious reason [such as a desire for the big crooks in the area to want to again dirty up their most un-favorite unit]?

If in fact they are being written by a 34, well let me just say Im glad I retired before I had to work around anyone that "backstabbing". Or before I had to work around anyone so unintelligent as to think that putting something like that in a public arena makes sense.

They have now obviously tarred a division that is vitally important to the safety of this city, probably for some reason akin to they themselves not being selected to work there.

To the 34s of APD who may have posted this crap I say: shameful behavior folks.

I'm grateful that I have a job in a pretty damn good organization, APD. I'm allowed to work and make a lot of money, even though fellow citizens are struggling. I'm grateful Joey, Matt, the Toms, Justin, et al at the union will have my back should I do something stupid. It's great they paid to help Russ and Ken in a difficult situation, it was definitely the right thing to do. To SID, I'm glad you guys got a membership to Calibers, I definitely don't mind paying extra dues so the community benefits, even if I should not benefit every time. Thanks to the mayor for ensuring I have a job, thanks to the 5th floor for letting me use a rifle and have access to great training and other benefits (my take home car!), thanks to all my friends and colleagues who give each other the benefit of the doubt in bad-appearing situations, especially when facts are wanting. I'm grateful.

(sorry to change the tone on you, 'hidden eye,' but I had a good day today, and life is good)

The investigation will never happen, the members need to petition the APOA leadership for the release of their annual audit. The review can be opened for review and then move on. If there are abuses, file a prohibited practice and see how quickly the leadership will change their policies. No one wants their internal files put out in a labor board venue. The members do have the right to file against their own union if they feel it is warrented. Go look at the Labor Relations ordinances and the State Statutes.

I cannot believe that you guys are airing this crap in a public forum such as the "Eye." Please take all this stuff behind closed doors, perhaps at an association meeting, and hash it out. You are doing nothing but hurting yourselves in the public "Eye."

"All guns are always considered loaded. Keep your finger off the trigger until your sights are on the target. Never let the muzzle cover anything you are not willing to destroy (Or pay for.) Be sure of your target, what it is, and what is behind it." Firing off rants the way you are seems very similar to pointing a loaded weapon at yourselves and everyone around it and cranking off rounds with no regard to where they are going to strike. You're hurting yourselves, your buddies, and the people that you are going to depend on when the going gets really tough.

You are a family, albeit a disfunctional one. Think of it this way, everyone has an uncle that shows up at family functions unannounced and shows his ass publicly in an inappropriate way. Don't advertize it to the community, deal with it quietly and move on so you don't wreck your sisters wedding.

He has not had any problems getting into other supervisors lanes in the past...why now. Its all talk. How many people he is associated with has he let slide on DWIs?
