New Training or New Trainer?

It is no surprise that the Albuquerque Police Department has been in the spotlight. In fact, there is hardly a day that goes by that APD isn't on the front page of the newspaper or the top story in the news. City Council Meetings have been so heated lately and almost every meeting many individuals are there to express their "anti-APD" feelings. We can't remember a time when APD has had such a bad reputation as they do now.

So what is the Chief's answer to this low morale, high aggression, bad decision making department? More training, better training, higher discipline. Chief Schultz even went to the media boasting about his new plans for better officers. One problem, he forgot to tell the media about his plan on training these new officers.

Recently there was an opening listed for current officers that were interested in becoming Field Training Officers. These are SUPPOSED to be veteran officers that train the newly sworn officers that just graduate from the academy, or new officers that transfer to the department. We were told that the majority of those that are being selected as new Training Officers each have a grand total of TWO years on the department. TWO WHOLE YEARS and the Chief will be granting them "training privileges". You have got to be kidding. Where in the world does the Chief get off thinking it is acceptable for a two year officer to train a new cadet or a new transfer? This has to be one of the most ludicrous thought processes of Chief Schultz.

What is your thinking when you let a rookie officer train another rookie officer? We ask you Chief Schultz, where does this practice of hiring new officers to train new officers fall in your theory of "better training"? Chief Schultz, you are continuing to ruin the integrity of the Albuquerque Police Department. Chief Schultz, you are continuing to ruin the integrity of the Field Training Program. You Mayor Berry, are no better for allowing him to continue to bring this Department down. Will there ever be a time when Mayor Berry realizes he is continuing to put the safety of the citizens at risk, because of his continuous RISKY behavior?

When you look at the city's transparency web cite, you can count aprroximately 125 police PERA rehires (double dippers). The list includes fomer ranks of all sorts, includinig at least one former Captain. These are highly exprienced officers that decided to go back to police work after they had retired. Why not require these officers as a condition of employment to be training officers?

You have a good idea 10:11, but you need to recognize that in Ray Schultz hurry to hire a bunch of cops, he promised most of these that they could do desk duty in closets, or at schools. Most of them don't do anything like police work anymore, yet they get a police paycheck. Sad they have no pride in themselves.

The only person who cant look you in the face is the coward who has something to hide. Someone should train that sissy to grow a spine along with a set. Field Training officers are the most important function the police department has. This is a true sign of big problems when the senior officers want nothing to do with training the new officers. When officers have pride in who they are and what they represent you have a long list of senior officers who want to help out the new officers. When things are bad and there is no trust in the police administration, you have senior officers who don't want to do anything extra. I guess I know where APD is at. Is the DOJ going to step in or not?

Hackin on the Chief is fine, but for the most part all the officers are doing a great job. Most want to protect and serve, as police work is one of the only admirable jobs anymore. Its sad it has gotten to this where we have a website dedicated to bashing the PD. What aboout Berry and his spineless administration. Thats a topic.

Dont bash on the 2 year cops who have a chance to better themselves, maybe no one wants to be a Training Officer anymore. Look at Homicide, Motors, and Criminilisics. All people with little experience. Not their fault, it was opened and they took the spots. It used to be a place where only veterans who worked hard to get to. No incentive ($$)means NO experience in strategic positions. The only way to get a raise is to get promoted. It used to mean something to be on SWAT and ROP. Not anymore. Those days are gone.

First of all being assigned to the position of a training officer should be part of police work and those assigned should be properly compensated.

It is well known that most officers have a "John Wayne" attitude until they have reached about 5 years on the Dept., or as some say till the "piss and vinegar" are gone from their systems, and maturity sets in along with common sense.

Then we have the age old problem of self discipline, organizational discipline, work ethic and loyalty to contend with.

Additionally, having been a member of APOA for many years they choose to fight the wrong battles. If an officer screws up and his/her discipline is fair leave it alone.

The Union needs to work with the new Chief and not against him for the betterment of the Department.

The re-hires are still a great resource to the rookies. They took positions that field Officer's would want no part of. Their is also a hand full of hard working re-hires who do great work although some are hiding for a check and make the rest of us look bad. Oh by the way, the incentive to be an FTO and all the crap you get from the program is not worth the headache.

....those individuals had Woolever and Doyle guilty before the investigation into their incident was even started. Schultz was heard saying this in front of people. Now Schultz expects to find a DA willing to trash their own career by picking up some one sided case full of lies in order to again promote his own self centered agenda. NARCISSISM at it's finest.

The lies just keep coming. Schultz lies to the public and newspapers. He was trying to explain why the investigation took so long. Another lie. He said they had to conduct a criminal investigation into the matter THEN they started an IA investigation. Both of those investigations were conducted simultaneously. Is it no supprise that the IA took forever to be done? Schultz stalled for release of that tape to his newspaper.

Please try to stay focused. The enemy is not eachother. Do I agree with someone with two years on being a FTO? NO, but it may be all we have. The only applicants may be the newer officers. Alot of older officers do not like the way things have changed and would rather not train someone. This is not THEIR fault. It starts at the top. The administration dictates how the new officer will be trained. Alot of older FTOs are bothered by this. APD is being ripped apart and a rift is being driven between officers, by a poor deficient upper command staff. Why??? Because they know they are deficient, and what better way to control those below them, and promote only those who will bend to their ways. Schultz has surrounded himself with people who will do anything he orders them to. The commanders stuck in limbo saw the writing on the wall, and retired. They knew the fix was in.
Right now Schultz can do anything he wants to employees of APD unchecked. The only time he encounters a level playing field where he has no chance is in district court OR federal court.

When you see the caliber of commander that has retired in the last two years, it is obvious. It's sad to see what is happening now, considering that the right type of leadership was here all along. It was overlooked and suppressed by the Chief and his political cronies.

Anyone out there know where all the CSO's and CSA's assigned to the Red Light Unit will be placed once that unit is gone????? If they get cushy assignments that is CRAP.... If the rehire SRO's were forced to the field more than 98% would quit. There are several rehires in the field now that retired after all the SRO slots were filled so they HAD to go to the field and from what I see they work pretty hard humping from call to call.. God bless......

It is this type of stuff that make me wish for a STRONG Union...If only we had one, that we as a membership trusted and believed in we could hold the departments feet to the fire and say HELL no to allowing a two year old rookie to become an FTO...I am gonna piss off the new guys and gals, but oh well...by the way I am a former FTO and had to wait until my fifth year to become eligible to apply...

Let's see we have a rehire running the citizens academy, several who only work on computers, some who fly in the helicopter, others who work at the shooting range, many as SRO's, etc etc. And you are going to tell me that not one FSB officer wanted the opportunity to work any of these positions?

Does the public really want a cop out on the streets because he's being disciplined? Why? So he can hit on and sleep with any female he finds attractive? The Chief and his underling made so many errors in their statements because they were stepped on from the mayor on down to cover up their screw ups. They also knew they were doing wrong. "I didn't see the whole video" What a crock of shit. How do you watch half of a 1 minute video? Something is very rotten. The chain of events are no coincidence here. NE impact has a rehire in there too. Several rehires at the police academy, no one wants those positions? Please I want to find out how busy I would be without rehires working on computers (Best Buy kids would do a better and cheaper job). I would like to find out how busy I would be without the citizens police academy. I could go on but you get the hint. All the rehires should be in the field, but most are riding desk duty because they are buddies with the folks upstairs. So you can say, "bitch bitch bitch", but I think most rehires "suck suck suck" like a golf ball through a garden hose.

This department is not run by any leader whatsoever. I went to the radio shop to get my radio repaired. They were talking about the problems with our computers. They had the perfect answer "the problem is you have a bunch of cops trying to run computers" just because you take a couple of training classes does not make you computer smart. Look at all the problems. You have sworn officers in positions that should be for civilians, the field is so short handed, but that does not matter to the Chief. When the chief came back from arizona he promised more training and had an idea about only SEASONED officers going to specialized units or becoming training officers, obviously he went back on his word, yet again

Cops should only do cop work, that is what we pay them for. Civilians should only do ciilian work. If APD stuck to that mentality there would be plenty of officers available for calls for service. Calls for service is the most important function of any police department, I think Ray Schultz has forgotten this.

Police officers are the only people legally allowed to take away some of your constitutional rights. Using them to wipe hard drives, show videos to civilians, do inspections etc is a misappropriation of manpower.

One of my old FTO's told me years ago that sworn officers have only three missions. 1. Calls for service / keeping the peace (FSB) 60% of your manpower. 2. Doing investigations to put bad people in prison (Detectives) 30% of manpower 3. Hiring / Training and policy making (The chiefs staff are the policy makers)10% of manpower. Everything else should always be done by civilians. This will not happen while Ray is chief.

Oh and one other thing. These are real duties. It doesn't count if you just rename someone into FSB, yet they are not answering calls for service. Ray has done this over and over, a shell game. Ray will say there are 700 officers in FSB, yet the majority of them do not keep the peace or take calls for service.

If everybody is so unhappy with the chief and their chains they should have a anonimos vote of confidence/ no confidence. That will show if their is support for inner ranks. If a young officer does a good job at teaching i see no problem with becoming an FTO. It depends.
I remember the days when we all were happy about catching criminals including the public and the media would report us as doing a good job.today everybody is about their own hide and stats for their monthlies.
On a side note if somebody would break into my car rob my family member i would wish that crook would get some love by police and courts.

Schultz and Berry don't care about violating civil rights. Why? Because it is not their money. They feel they have an open pocketbook because it is the taxpayers that are on the hook. I would like to see the City Council add an administrative rule for exempt city employees that states, "if a settlement or judgement against you and your department exceeds $250,000 the exempt employee (the chief or director) then a review of your discipline will be done within 30 days. This review would include everything up to and including termination. It will be done by an outside investigator and the report will be given to the city council at a public hearing."

This is the only way we hold the top people's feet to the fire. After the Costales case any other city employee would have been fired. Schultz was not disciplined, his actions were not investigated and he was kept as chief. It sent a message that he can do whatever he wants, the citizens will pay. Well it is time to make these top people recognize they could lose their jobs if they do things that cost the citizens.

I hope Dan Lewis and Ken Sanchez read this blog. They are the two that would introduce this.

Your a fool. New Mexico law protects law enforcment officers from civil suit, so long as they are acting in their legal capacity. That means the citizens are on the hook. Now if you can show (IE Matt Griffin) that they were not acting in a legal way under their badge of office, then you can sue individually. Therefore almost all cases are paid out by the city.

So once again your big brave talk only shows a fool. In this case a fool and his money. So go out and get yourself that great attorney for your big money. At the end of the day you will have nothing. Much like your heart, empty.

Why is officer yoki maurx still on administrative leave with his gun adn badge taken away. officer lovato gets to keep his job and just got promoted to detective and his case is still pending. officer maurx mispook in a testimony, took responsibility and his case for contempt was dismissed. officer lovato gets in a car accident in his police car, off duty and lies to the person he hit, and fails to report it and fails to give correct information and then lies when officers get to his house.
his case is still pending at metro court.

The Albuquerque Police Department was once an agency where an officer could make a mistake, but as long as you told the truth, you would be ok. Now the APD takes the truth and uses it against it's officers. They contort your words, and paint an officer out to be what they want him to be for their needs at the time. It is a disgrace. There is an impassable integrity issue within the APD, but it has nothing to do with the officers. It has everything to do with those who are at the top of the chain of command. Just look at how these hypocrits act like messiahs on their ivory towers bragging about their transparency, yet they lie, cheat, betray, steal, and slander on a daily basis. They dwell in a viper pit. They fear leaving their position so much because they fear a level playing field.

In the APD when someone gets away with what you describe, it is because they have a connected family, or it is political, because you surely can punch a handcuffed prisoner in the head, knocking them out on a concrete floor, intentionally break a suspects hands in front of officer witnesses, or better yet, boot a helpless prisoner in the face while hog tied in a PRS in front of several sergeants, and face either no discipline at all, or a very minor punishment that's not even a blip on the radar screen. All in all, the disparity in treatment is uncomprehendable. Make an honest mistake, or lapse of memory like Yoki, admit it, and stand it up like he did, and they cram it up your ass. Write in your report the force that you used like Doyle and Woolever, while arresting an armed and extremely violent felon wanted for murder, and they just say they don't believe ya, and call you a liar because they didn't react like they think they should have under those adverse conditions. They stood up their actions. Well, I'd give a bag of dollars to see the team on the 5th floor in their shoes that night. What a goat rope that would have been. Someone would have probably gotten killed. This sends a clear message to the rank and file. Your command staff have no integrity, honor, or morals, and they will use you for their purposes. They don't care about, or know the path you walk daily. The only ones who have integrity are retiring, or are already retired. The horror is that it is not olny them, but a huge portion of city government enabling this ruination. Misery loves company, and it is evident here. Don't let them drag you all down their path. Fight fire with fire and ruin them they way they are ruining this city and it's employees. Information is power.

Also Maurx is not alone, lets look at Jude Lujan, Sandy Keith, Justin Montgomery, these are just off the top of my head. Maurx don't you give up, different discipline for different people. Lujan escaped a MF bullet on his case in metro and now he is in Motors which means he will be in Metro all the time.

Plenty of officers were spared for reasons we know are "it's who you know". Fact of the matter is other officers were unjustifiably thrown under the bus for matters that pale in comparison to the things these other officers did at the whim of just what Schultz wanted to do that day. King Schultz... There is one place where the Schultz game won't fly, and that is federal court. Bring him there boys! And you know just what I am talking about.

Keith and Montgomery were both involved in shootings, but they were both cleared. I don't know about the cabron Lujan though. I just checked his metro record and almost every one of his cases this year has been Dismissed/LOP Officer FTA...

Shultz and the city paid an extra $200,000 to take shultz name off the law suit and Camachos trail is December 19th. I hope the eye is there to help report Shultz lying on the stand because I doubt the news stations will be there.
