Is This Another Worthless Check Signed By The Chief or The Mayor?

Week after week it seems as if The Journal and other various news outlets are blaming the problems with APD on training, or lack there of. Chief Schultz preaches to the citizens that he promises to hire better trained officers. Newsflash, the training the officers receive at the police academy is State Regulated. This is an incredible deflection technique on the part of the Chief and the Mayor. The issues with the police department are not "training issues", they are ADMINISTRATION ISSUES!
The Eye has been told that there is going to be heavy duty training reconstruction going on at the police academy. From what the Eye has heard, the city is going to hire an outside individual with no ties to law enforcement and no ties to APD to oversee the police academy. This civilian will in essence be the highest in the Chain of Command for the academy staff. We have been told that this comes with a price tag of $100,000.00 a year.
So, lets get this straight: $100,000.00 will be spent YEARLY for someone to make sure that the academy is adhering to the standards set forth by the New Mexico Department of Public Safety (NMDPS). The current academy staff is fully competent and diligent in their teaching and training efforts. The lesson plans are not plans that they make up and do not solely represent APD only. The lesson plans are from NMDPS and follow the state standards. This plan is not only ludicrous and a waste of money, this is a slap in the face to the entire academy staff. Maybe Mayor Berry and Chief Schultz should rethink their $100,000.00 investment. If training is the major issue, maybe NMDPS should foot the worthless bill and not the citizens of Albuquerque.

Berry should do the obvious. FIRE SCHULTZ! This is his problem, he created a he needs to be replaced. Why doesn't Berry Fire Schultz? I wish soomeone in the media would ask this question.

Great article EYE. The state regulates the training but APD used to lead by example. This is a sad day in Albuquerque. From 1995-2003 APD Academy was one of the top 3 tated academy's in the nation. What has happened is the Commnaders are micromanaged by the Mayors Office. Berry needs to keep his business out of the Academy.

Does anyone wonder why the morale sucks at APD right now? Here is a list, Im sure many of you have somethings to add:
1. NO LEADERSHIP, NO SUPPORT, paperpushers and mayors puppers
2. you have four people who sue and get a lot of money because when they were hired they were promised many things (the lateral officer bullshit lawsuit). However, when most of us were hired we were promised raises, longevity, etc. NOTHING
3.the chief boasts more training yet he hires rookies as training officers and rookies in specialized units
4. the fiels suffers because there is a new unit every other week
5. an officer has an affair with her sgt. the officer kills herself, the sgt gets promoted.
6. officers get to hardship for every little reason, yet others have to "pay their dues".
7. officers who have been on the news and disciplined for the levi chavez incident get to be highlighted to try new equipment for APD and boast about all the benefits they are receiving
8. computer programs are purchased for millions and millions of dollars and dont work
9. sgts and officers who are worthless dont get disciplined or demoted, they get placed inside somewhere
10. the chief remains a hyprocrite and a liar
11.the chief fails to support his officers and acts as the mayors puppet for every little thing.
12. officers get 4-10s taken away and the 5th floor finds some bullshit excuse
13. they publish a bid list with 402 officers yet 30 days after the bid, that list will significantly decrease
14. the chief and the staff are more concerned about public relations than about what the officers are going through
15. One PIO is relieved of her duties and given a cushion squad, another PIO is given her job although she is a rookie and has never paid her dues to this department.
16. officers are placed in their positions without having to test for it (PIO).
17. Some supervisors, all Lieutenants and above recieve Ipads
18. Timmy Chavez is still receiving a salary adn PERA even though he is not working with the department.
19. officers right of speech is completely taken away
20. why doesnt the Chief or Mayor highlight the increase of drug use and violent crime and not highlight the justified actions of the officers in the shootings? Tell people this city has gone to shit and officers are protecting themselves and the citizens.
21. brand new officers get better equipment than those that have stayed loyal to the department.
22. officers that were civilians first get retention bonuses, what about officers that have been on the dept for so much longer AS OFFICERS.
23. whininig, no, frustrated YES, MAD AS HELL

Most of the men and women in the APD are hard working and good officers (unlike people such as 1/27/12 8:00 a.m.), but they need to police their ranks. The Mayor and Chief Shultz can continue to spend and waste taxpayer money, but unless they deal with the bad apples they hired much of the money will be wasted and the APD morale will continue to suffer.

I agree most officers at APD are great officers. While nothing is perfect, it's a pretty great place. Most of us love our jobs and enjoy working here but you have a few disgruntled employees who speak loud on a blog but do nothing at work. They are worthless and just need to leave oh but they can't!!!

Most of the people who post here are disgruntled employees who shouldn't have their job. They are the cancer of our department and seek to tear it apart from within but they have always been unsuccessful. They are the 1% if that much that needs to leave but they won't. They will stay around like Al did to just be a thorn in the our sides. I am truly sorry you have to be subjected to their rants about why they can't succeed. It's funny but im sure you have the same type of employees where you are employed.

It looks like the spin doctors on the 5th floor are at it again. That post must have stung their sensitive hineys. Liars Liars Liars.
The 5th floor is full of liars and civil rights abusers. They are the do nothings polluting the APD. They are the ones trying to pull the wool over the public's eyes. They are the ones costing the city millions and millions of dollars. Just look into the last few months worth of depositions of the highest ranking members of this department making fools out of themselves. You would never believe these clowns are in the positions they are in. The embarrassment is just beginning ladies and gents. The fact is that the hardest working cops are the ones getting shit on in APD. The toads get promoted, sent to units and get taken care of. There is way more than 1 percent that is not happy with a hostile treacherous work environment.

If the media were able to conduct an anonymous information gathering session within APD they would shit themselves at what they would find. This place is a disaster and the top few are at fault.

These dopes should stay off the computer. You can't defend what is already public record. I have never seen a bunch of people who think that the public is that stupid. Do you idiots really think that no one reads court records or knows people close to these corrupt malfeasants? They think if they deny the facts, make up stories, and make counter accusations, that everyone will suddenly forget what just happened right in front of their faces, and believe the story teller lieing under oath or preaching fiction to the media.

There is a reason the cowardly leadership at APD have rules (sop's) in place to protect themselves from the truth. There are reasons that you can be punished for speaking out. There are reasons why a supervisor can record an officer but an officer is forbidden from recording a supervisor. Something is wrong when you do so much to obstruct the truth. The chief and berry have done so much to make sure the DOJ does not come in that it is obvious they are afraid. These inept individuals do whatever they want and never stop to think about the consequences. Now they are getting caught lieing, purjuring themselves, fabricating evidence, and trying to fool everyone. I now think that there is hard record of everyone on the 5th floor either lieing, omitting key evidence, framing people or just plain violating civil rights. YOU ARE ALL GOING TO GET CAUGHT. All the crap you pull to try and fix the situation after the matter just shows your guilt. Call all of your friends. Keep stacking the evidence against yourselves. All you novices are doing is drawing the dots for the jurors of federal court to connect the dots to. What a disgrace. I am a citizen and I know APD is corrupt, especially at the top. There are conspiracies, bribery, retaliation, and abuse of citizens. I would agree that some of the people that post here and Fans of Albuquerque on facebook are part of the problem at APD. However, there are plenty of cops who are good decent people trying to do a HARD job!

Anyone else notice how the Journal never mentions Ray Schultz name in any bad reporting.

They never once mentioned his name in the report documenting tens of millions of dollars in lawsuits. Today they reported another lawsuit against the APD nuisance abatement team. No mention of Ray Schultz.

Check out Joe Monahans blog, he has made an interesting connection between Rob Perry and the Kennedy law firm. Apparently the Kennedy firm has received the most money from the city in lawsuit settlements and Perry used to work there. Monahan is the only no biased reporter in the entire town.

Due to a botched investigation/termination, I think I remember Judge Gerald R Cole signing an order in April 1994 ordering the city to pay APD Officer Alfred R. Walck $210,835.14 in taxpayer funds and rehire him. Over seventeen years and many suspensions/reprimands later the APD Chief finally determines enough is enough. Yes, for the sake of the many fine officers serving in the APD and the taxpayers it is time to make major changes in the APD leadership!

I agree with your post about Monohan or shall I say Monohan posting a reader of his blog email to him (Monohan) making the connection between R. Perry and the Kennedy Law Firm however, your last sentence is where I totally disagree with you.

Did anyone read Monohans blogs in the lead up to the Mayoral race between Chavez and Berry in 2009? Monohans blogs were so biased and slanted towards then Mayor Chavez that he should have just openly come out and endorsed Mayor Chavez and put on his cheerleader outfit for Chavez. Secondly, Monohan at the time had also done consulting work for Mayor Chavez and the COA maybe that would explain his rah-rah, pom-pom pieces he did for the former Mayor in the lead up to the mayoral race of 2009.

Stop listening to ever one else, get informed, read policy so you know how to do your job, and make this a better place. But no, you will sit back and complain about those that succeed because you lack the drive, skill, whatever it may be to do so. It's really not ok you make the department look bad but don't worry we will be there to show the citizens you are the 1%. The world is full of half asses ignorant peole who believe everything is owed to them. Serve the community so each and ever day you can look in the mirror and the person looking back at you can say " YOU DID A GOOD JOB TODAY ". I talk with officers everyday who still refere to me as sgt. Thank you . There are many of us that are working and organizing to change things in 2013. Enjoyed Joe Kennedy getting upset in the Saturday Journal story about the Federal Judge not approving the settlement with the City. The City agreed to pay $495,000 in a class action lawsuite with Kenndey's 4 original clients to each get $30,000 for a total of $120,000 while Kennedy was to get $165,000 in attorneys fees (one third of the settlement) while the rest ot the class action of 200 to 300 were to share the balance of $213,000. No doubt CAO Rob Perry was taking care of his plaintiff buddy.

The only way anyone will succeed in this department is being a bootlicker. Everyone knows that you have to have a "connect" to get into a unit, have to be "buddies" with the sgt. Testing procdess is a joke positions are given and not earned. So if someone thinks they "beat out" someone on a test when you really didn't you shouldn't be bragging about it.

Yea for APD for not shooting the Veteran with PTSD. Based on what I saw on TV his Dad (also a Veteran - Vietnam) was very grateful. How rewarding that you all did the right things to diffuse the situation and he can now get help. Kudos to the cops who handled the call.

Officers are leaving the Albuquerque police department because they are sick of what this agency has become. They are disgusted at what the chief and his DCOPS are doing to this department and city. They are getting out while they can. Go ask them. That is what every one of them are saying. They are glad to be out. That is sad. It is a shame that we are losing seasoned veteran officers because they don't want to be next on the hit list.

What every citizen should be concerned over is the lies over the number of officers on the department. Channel 7 reported the other morning the department was down dozens of officers and was under it's maximum authorized by about 80. The chief gets on and says its because of the increased retirements from the loss of retention bonuses and such, which is true. Not to mention denied raises, decreased pay, loss of take home cars temporarily, no leadership, horrible supervisors and no itegrity on the 5th floor. The chief says there are two academy classes this year (one graduating maybe 30) and that will bring the number back up to 1100. Thats including 100 rehires of which maybe 20 are in the field and 6 court security officers. This bid which came early by a month because of the mass exodus of senior officers has 402 officers bidding for field positions. Yeah right......minus the light duty who wont return to the field, minus 6 needed burglary detectives (thanks to the brilliant leadership in CIB), SWAT openings, a PIO spot, severa Impact spots and the few that will get fired. The actual number of field officers at the bid will be about 380. That is the lowest number of field officers in over 20 years. That is the honest truth the spin doctors cannot dispute. Why the rumors of SRO's coming back to the field, because we need them to merely stay afloat. There are plenty of us who still care and bust our butts and risk our lives everyday, our citizens deserve better than this step back into the 20th century. Thanks Mayor Berry, thanks Chief and his inept puppets on the 5th floor. All the brass with any integrity left like rats abandoning ship and this is what we are left with. There are well over 100 officers eligible to retire this year and we still dont have a contract, which gives no one a reason to stay past their time. Someone had better start paying attention and asking some questions before its too late. I was proud of my department for most of my career atleast, good luck all and be safe.

I concur Scott Lopez and Will Roseman are way out of their league. In 2000 Scott and Will were newbies in the SE. Wow. Commanders. I guess I have been out too long since retiring. The only supervisors I see with any time and balls in the command staff is Lt. Louie Sancehez and Commander Cliff Saylor. Make those guys commanders and Deputy Chiefs, at least they will have some seasons under theire belts with over 20 years on the Department.

I have heard that alot of APD 34's kids are going to BCSO. What a sad day in APD history. Go BCSO

A Commander lodged a complaint against a current Deputy Chief prior to that Commander retiring. The complaint against that Deputy was for lieing (untruthfulness),a fireable offense. The chief laughed it off, and swept it under the rug. He arrogantly squashed it, and covered it up. Now that same DC is caught in another lie. This has to stop. This is why progress is stonewalled here.
How any of these scum look themselves in the mirror is amazing.

The "Im the chief and this is going nowhere" attitude is wrong. The corruption needs to stop.

TJ and Ray Ray are working overtime to try to give Ray some good press. Why else would they order their news sources to report how Ray Ray helped catch a crook. Wow imagine that a police officer helped catch a crook. Why would that be news? No other chief would try so hard to get his name in the media. But Ray Ray is usually associated with bad things (millions in lost money, bad police hires etc). The media in this town have lost all self respect to report this stupid stuff. I don't know who I feel sorry for most, the media that doesn't have a spine against Ray Ray, or APD that Ray Ray has driven off the cliff.

Will this sad story never end?

Ray Schultz fires two officers for catching an armed criminal wanted for murder after he led numerous officers on high speed chases and foot pursuits numerous times. They catch him and prevent any more innocent casualties; they get fired and have their lives destroyed.
Ray calls for backup after finding a broken down pickup with two illiterate idiots in it who have nowhere to run and it's the arrest of the year and he's a hero. Wow, commendable actions must be base on the perceived achievment thresholds of the person involved, and looked at in a case by case basis with a politically motivated agenda in the Albuquerque Police Department. What a load of crap.

This is an over simplification of training. APD must train and conform to NMDPS regs...as a minimum standard. However, APD's academy far exceed what NMDPS requires and at least 1/3 of the academy is dedicated to APD specific training and procedures. Please don't distort the facts.

I have to say i love my job as well and don't understand most of the complaints. I think APD is doing a great job every time Officers get involved with a violent fleeing felon who appears to look or go for a weapon someone in the crowd yells: "stop man, they'll shoot you". I think everything is working just fine! the right people are starting to respect the badge and those that don't respect the gun!
