Berry & Perry: APD's Most Wanted Property Offenders


The above picture was forwarded to one of our Eyes who is an APD officer. They said this advertisement was on the bottom of the page of APD's weekly full page all color (and very expensive) ad in the Albuquerque Journal this past week. Like everybody else, we thought the irony was too rich and your loveable Eye just had to weigh in.

Why on earth would the 5th & 11th Floor braintrusts be promoting their need for officers amongst an ad promoting wanted property offenders? Is there some sort of connection between people wanted for stealing property and the people at city hall?

Despite how ridiculous we think the targeting of the ad is, we found some very odd things about the ad itself. Look closely and follow along...

Our 5th Floor friends don't promise officers will receive anything, all they say folks will receive is the "opportunity" to make $87,000.

The "opportunity" to retire at 90% of your top FIVE years of pay.

The "ability" to retire after 25 years of service, and the "ability" to work in 30 specialized units.

That's a lot of maybes. Kinda like maybe officers will make $28/hr. Kinda like maybe one could make $87,000 in gross pay, if they work a regular 40 hour work week AND 18 hours of overtime each week.

Maybe you can retire at 90% IF you don't get fired for simply voicing your dissent or IF Berry doesn't get his way with PERA. Or if you don't get injured and the department simply abandons you like we've heard has happened to so many officers who have been injured in the line of duty.

Maybe you can work in all 30 units IF you don't spend more than ten months in a given unit IF you don't mind not having any real ability to do anything well at any given time. As many officers have told us, they often go, "Hmm should I be in K9 this month and get no sleep or work in the RTCC and play video games all day? RTCC it is!!!"

The funny thing about this ad is there is one truth to it. They say, "Up to 150 hours of compensation." Well we don't really know what that means because in any given year there are 2,080 hours of full time hours of compensation. But if Berry/Perry are accidentally telling you you're gonna get ripped off, then they are accurate. Incidentally, 150 hours of extra compensation is almost the amount each officer would be due if Berry/Perry had honored the original contract and were paying the difference of what they CHOSE to pay officers now.

Folks, this is but another example of this city's administration lies and the extent they will go to distort facts and manipulate data. If they cannot be truthful with a simple ad in the paper, what makes you think they will be truthful with a contract proposal?

Especially when by their own actions they don't honor existing ones....

A real police officer won't last till retirement with APD, especially if you have integrity, honor, and the courage to do the right thing when the time calls for it. If you speak out against the corrupt administration, you will make base salary because you will be blackballed, and kept in patrol for your career. If you think for yourself and are not a yes man, you will never have the "ability" to go to one of those units. This ad is a load of horse shit. Nothing but a big disclaimer for the bullshit mirage they want to feed prospective fools who may fall for this entrapment into an organization run by the filthiest and former filthiest bunch of septic scum to ever stain police uniforms. The add should read:
JOIN APD. WE ARE LOOKING FOR SOME GOOD FOLKS TO USE AS EXCUSES FOR OUR FAILURES. MISERY NEEDS COMPANY. JOIN US SO WE CAN WRECK YOUR LIFE, AND BLAME YOU FOR OUR CORRUPTION PROBLEM.

Sorry, but I wouldn't take that job for 30 bucks an hour and a $25,000 sign on bonus. You take your life in your hands in that place and it's not with the criminals. The lying corrupt brass and 5th floor malfeasants are more treacherous than organized crime. Hell, THEY are organized crime. APD fucks over it's officers and it is a well known fact nationwide. That is exactly what happens to ppl in other depts. who have spoken out when they've been denied OT or filed a grievance, or have not gone along with the group speak majority, because it wasn't the best idea. Retaliation. No promotion. Period. It took me a while to figure it out after applying several times for management positions I am more than qualified for, but never even got an interview! So I remain an overqualified clerical with a lot of knowledge and experience (14 yrs) while the department hires 20 and 30-somethings with facial piercings, full sleeve tatts, and in the case of one particular person, who wears the thick plastic wrist band that says "I POOPED TODAY" (and there's a pic of a pile of poop after that statement). Oh yeah, and the huge ear-lobe piercing that looks so disgusting. And these kids work with the public! This is the image that the Berry/Perry administration wants to encourage and support. It's a freak show!!!!

Eye you posted earlier and asked what was the difference between the IAFF and APOA. It's simple. The IAFF never ever would've reached a tentative agreement with such pathetic terms and reductions while the APOA supports and wants to see it through. That's all that needs to be said. End of statement. I wish my brothers and sisters in blue all the best, but you're getting fucked by your own union.

The DOJ is investigating all of APD policies, practices, training procedures to determine if there is a "pattern of excessive use of force or deadly force" by police officers. It is a civil investigation. Schultz, Banks, and the entire 5th floor management under both will see NO repercussions nor be found to have engaged in such conduct nor violated any federal laws. The DOJ has been here well over a year, and still nothing. The likely outcome is a consent decree forcing APD to implement changes, but no one in management including Schultz and Banks will be held responsible for what has happened with the Department.

The city and APOA brass were trying to be sneaky and stage the contract and the vote at a time like no other in 40 years. They planned this around the biggest holiday when everything is shut down and people are trying to be with families and friends. They're hoping they sneak in 50 people to vote and pass this thing when no one is looking. We need to vote in a few months, what's the rush?? Willowby and Lopez try doing some police work for once, oh wait, you weren't good at that either. Time for you two to leave. Time for us to form a new union with fire.

12/23@10:20: Keep telling yourself that over and over and eventually it will be the truth, right? Isn't that how you admins operate? Keep telling the lies, eventually you'll believe them, but more important, others will believe them as well. If the outcome of the investigation (a civil matter you say) was "merely" a consent decree (which your tone seems to arrogantly dismiss, like pffttt...) why are they still here??? Other cities have received consent decrees but it didn't take NEARLY as long as this is.
Don't forget what the DOJ said when they gave their first press conference: This investigation is going to be like peeling an onion. We will keep peeling until we get to the bottom of this.
I hope the DOJ reads your assessment of their work here..like a consent decree is no big thing! You asswipes don't care about the men and women in your department being the scapegoats, as long as you admins aren't sullied by this investigation, you don't give a s*it.

Hold on my friends. Someone is coming. If the stars align as I'm hearing, a candidate for APOA president unlike any other is going to come about. Someone with nothing to lose, and everything to gain by telling the mayor and the rest of them to go to hell. Someone who will bring back integrity to that place, and humiliate the brass with weekly press call outs. They have no clue what is coming. This candidate has big plans for rebuilding integrity within the union through reform, and getting rid of the riff raff. Everyone will be treated fairly and defended viciously. There will be a partnership with the community and the officers to pull out the real problem by the roots, the upper command staff who perpetuate the culture of corruption and immature cowardly acts against the officers and the community. I'm not giving any details other than that, because it's game over when this happens.

Stay tuned. 2014 is going to be a doosie. Merry Christmas and a Happy New year everyone. Stay safe and keep the faith.

The fact that They told a hearing officer (Zane Reeves) to change a verdict on a hearing is surely enough to put somebody in a prison cell. If not, It is surely enough to have the city official fired and a lawyer disbarred for ethics violations. How many other hearing officers were told to change their verdicts in favor of the city attorney's office, or be terminated OR rewarded for complying? Rita Seigel? The DOJ should start squeezing these people and follow the bread trail to those tampering with cases to backfill what they have illegally done. The devil is in the details folks. @9:39 Albuquerque is a far cry from Detroit. The APD DOJ investigation is more like the DOJ investigations of both New Orleans and Seattle, both Police Departments investigated for excessive use of force or deadly force. You can look up final reports on line. New Orleans involved racism and cops on the take. Seattle involved mostly excessive use of force and deadly force attributed to over reaction by cops after there were cops killed in the line of duty. The Seattle investigation looks like a mirror image of what has happened in Albuquerque with a number of officer involved shootings and deaths. Final result in both cities were civil consent decrees and removal of Chiefs and change in management and policies.

WOW. Google "US Department Investigation of Seattle Washington" and read the full report to the Seattle Mayor. It is remarkable the similarities with APD to the point you could substitute "APD" for "SPD" and get an idea whats going to happen once the DOJ is done here.

That's your first mistake. Second, do you really know what exactly "removal of chiefs and change in management" actually means? The criminal aspect aside, it means all admins starting with the mayor on down,including department heads and most of the 5th floor: POOF!!! Gone....no more Berry, Perry, Banks, and the rest of the overpaid, undereducated, arrogant liars. And that's just for starters. Then it's criminal or civil actions filed against those who ran away..Feist, Schultz come to mind. The least of their worries is that they have to open the taxpayer's wallet, lose their jobs. The worst is that they are held criminally liable and will end up in the country club prison for lying to the feds. That's the difference vis-a-vis this case and the others you reference. These morons most likely lied during the investigation because of stupidity and arrogance. Beware the tape recorded investigation..you can only say"gosh, I really don't know" for so long until someone else pops up to refute your "I don't knows".

These idiots are arrogant enough to continue to believe they can pull the wool over the fed's eyes, or at least bully their way past getting called out for their shit to the point that there is no doubt some within the DOJ would love to smash the shit out of them like the worthless insects they are. Make no bones about it. The Department of justice is fully aware of what was done to keep them out. They are aware of Schultz's actions, in concert with Feist the LEA board, Darren White's campaign against "badge stains" that crashed and burned when he stained himself over his moron's auto accident. They are aware of the involvement of people like Sigala, Olivas, and everything leading to the failed cock blocking of the entrance of the DOJ. They know everything. Ironically, those within APD taught by that contriving, conspiring manipulative liar of an ex-police chief have historically used "projection techniques" to fall guy and cannon fodder their way out of going down for what they themselves have done. Schultz has been known as the one who has been able to plug the holes in the dam, and he has done it with citizens, employees and anything else he could use at his disposal to get the job done. We'll see if his "sue me, I'll be long gone by then" mentality will work for him with the feds and a few others who are looking to sue him personally.

We all believe the DOJ is here to review policies and practices of APD as well as civil rights violations of citizens at the hand of APD and it's pattern of shootings.
And it is here for that reason.
However, I believe and have reason to believe, that issues regarding Union (APOA) mismanagement of dues,funds, and similar criminal activities are being investigated. I do not know anything specific. What I do know is that management or specifically mayors and those acting on behalf of the mayor cannot interfere in, with or try to deny the rights of municipal workers in negotiations of their contracts. City contracts (i.e., BIDS) awarded on the basis of nepotism and/or quid pro quo is in Violation of the RICO Act. It is considered racketeering.
