The Piercing Truth

This is right from the dictionary and seems to describe Albuquerque, Berry and Schultz. Fascism (f ash ,izem) noun An authoritarian right wing system of government and/or social organization. (in general use) extreme right wing, authoritarian, chauvinistic and/or intolerant views or practices. Fascism tends to include a belief in the supremacy of one group over another, national, ethnic, especially social strata or monetarily; a contempt for democracy, an insistence on obedience to a powerful leader, and a strong demagogic approach. Misleading

Sometimes you've got to wonder whether or not the Albuquerque Journal is handling public relations for APD's 5th Floor. Today's little timely story about APD response times comes just three days before Chief Ray Schultz faces an APOA no confidence vote. More disturbing is that this little piece of journalism leaves readers with the wrong idea.
Police have been getting to your door faster — but Police Chief Ray Schultz has been getting heat for that.

Schultz changed the work schedules for most officers in April, assigning them to work five days a week instead of four 10-hour days. The main reason, he said, was to improve response times.

As a result, officers have been vocal in opposition of the change, criticizing Schultz at staff meetings and on Internet blogs.
- ABQ Journal (Subscription)
(Pray tell what "Internet blogs" could they mean?!)
The Journal's police beat reporter, T.J. Wilham, would have you believe that since officers have gone to the new 5 day a week - 8 hour a day schedule that they are arriving on your doorstep faster than they used to.
Since 2002, response times have increased. Last year, on average, it took APD 8.9 minutes to get to top priority calls. It took an average of 24.5 minutes for all calls combined.
Since the new schedule was started, APD has been averaging 7.8 minutes for top priority calls and 15.2 minutes for all calls.
What Wilham doesn't tell you is that these average response times are from the time an officer is dispatched to the time they arrive on-scene. It absolutely does not mean that an officer will arrive 7.8 minutes from the time you call for help.

APD dispatch is kind of like a triage unit. They prioritize calls based on how dangerous the situation is to the caller and whether or not a crime is in progress. Dispatch holds lower priority calls and dispatches to high priority calls first. The problem is dispatch only has so many officers to work with. As a result, even Priority 1 calls stack waiting for officers to clear.

"Folks when I started this job [2]7 years ago, we were stacking calls. When Joe Bowdich started his job they were stacking calls. Who cares? Who cares if calls are waiting? I don't care if calls are holding."
As you can tell, Chief Schultz isn't overly concerned about waiting calls - just how long it takes from dispatch to arrival. Sure those numbers are important, but they're just part of the picture.

Our Eyes behind the badge tell us that the primary reason that the average dispatch time has been reduced is because the 5-8 schedule allowed Ray and Company to staff a 6th Area Command. That 1.1 minute reduction in "response time" is primarily due to geography. Officers simply don't have as far to go to reach their destinations.

You're probably thinking that the move to 5-8s could be considered a success - it isn't. Marty and Ray simply exchanged officer fatigue and morale for a minimal gain in response times that may have nothing to do with the schedule changes.

The move to 5-8s was a desperate move to conceal the fact that APD is understaffed - a situation that despite new contracts and advertising campaigns, The Almighty Alcalde and the 5th Floor have failed to rectify. The fact is calls are still stacking and people needing help are still in danger despite the Journal's misleading story and despite the Chief's misleading numbers.

----- Correction -----
We originally indicated that the move to 5-8s was to allow the staffing of a 5th area command. Ooops! We meant 6th area command. It has been corrected above.

I don't know how fast or slow the response times are for APD but I do know that I had called 911 late at night when I had arrived home from work recently. My dog had awaken my wife and there were two suspicious individuals a couple of houses up the street. Rightly so, the dispatcher tried to determine the urgency of my call. I told her, I had counted about six patrol cars on the main streets while driving home. It appeared like they all needed something more constructive to do.

Could someone refresh my memory on how we came to have Schultz at APD? Wasn't he imported from Arizona or somewhere?

I don't feel APD is understaffed at all. I see plenty of patrol cars, service aids, etc. in a wide variety of vehicles on a daily basis. Meanwhile in Los Angeles where I am from one can go the entire day and not see a police car. I'm sure the officer to resident ratio is infinitely better here in Albuquerque, yet despite all the officers Albuquerque leads L.A. in most crime statistics by a wide margin (per population). Problem is we're arresting the same people time and time again. There seems to be little/no fear of the consequences of being arrested here; it's all a big game so there is a criminal mentality here. Half the people have had run-ins with the law in one form or another. Talk to your waiter the next time you're at a restaurant and chances are they've been booked in one detention center or another. There are over 10,000 fugitives here. I think a lot of people are kept employed with the revolving door/lenient system here in Bernalillo County so everyone marches on with "the system".

Maybe you field guys should start taking the long way to NON-PRIORITY calls. Get some coffee.... stop to watch the sunset.... maybe you will get your 4 10's back. Hate to tell you, vote of no confidence doesn't mean Ray is gone.. The Mayor decides that and the Mayor picked him because he was most willing to do his bidding...
We know TJ gets the inside scoop because he writes the story the way the 5th floor wants it...The public has already painted a picture of a bunch of whiners because of what was written in the paper. I hear the SO is down 40 something people....last one there is a rotten egg

Ok fine, if we have to work 5-8s then so be it. But for God's sake, at least let us have our 2 day weekend off! I have Mondays and Tuesdays "off" and spend both days if court. My family and I can't even leave town. This is not just something that happens sometimes. It's every week.

It was to staff the SIXTH area command NOT the fifth...

This article was nothing more than a handjob...officers have been able to look at calls holding for at least all but the 1st year of my 11 years on. There ARE NOT more officers on the street...look at the bid lists for the last eight years and things are more or less the same and I don't know of a single squad that has grown in size since this year's bid. The new computer system is an absolute piece of shit and causes DELAYS for responding units and CREATES hazards...

Any other city would've cleaned house from the top down..WAKE UP ALBUQUERQUE!!!

P.S. I do love that new Hummer for APD's Search and Rescue team...that was money well spent and completely justified I'm sure.

pissed off and mad..

the computers are such a piece of garbage. the chief is so high and mighty, he cant admit he screwed up and spent millions of dollars for the city that is complete crap!
we need to clean house!
Lets start!

We had less cops per capita in the 60's & 70's. The problems we think we have now were not problems then. I think we are overstating our need for more police help. We don't need the police force every time we have a minor problem! They are assigned on unnecessary patrols every day. Give them a break!

SO WHATS HAPPENING WITH THE LEVI CHAVEZ CASE OR THE DANIEL GUZMAN CASE OR THE TWO K-9 OFFICERS WHO GOT ARRESTED CASE OR EVEN THE OFFICER WHO KICKED THE SHIT OUT OF A OVERWEIGHT MAN AND WOMAN CASE. OR WHAT ABOUT THE CASE INVOLVING MARSHALL KATZ EMBEZZLING OR HOW ABOUT THE NICK BAKAS CASE WITH JASON DASKALOS. OR HOW ABOUT THE CASE INVOLVING THE SPEED VAN. OR HOW THE CITY AND APD ARE THE NEW VERSION OF THE SOPRANOS

Anonymous said...

last post.lets see whats happening:

levi chavez- on paid leave while the investigation is occurring. even if homicide is never proven, how about conduct unbecoming for both him and his new wife?

guzman- he was fired by teh chief, despite guzman doing what he was told by a supervisor to do-- who was on scene. The IRO investigator never interviewed the two witnesses there and the newsman was caught lying on tape reference his camera

k9- these guys are getting hammered by the arkansas judicial system, which is a joke and then treated like crap by ray here. NO SUPPORT

The response times have nothing to do with the 8 hour schedule...they have to do with the fact that the chief doubled the number of officers on the west side and cut the driving distance in half. Saving the 15 minute drive from south to north will cut the times and skew the overall average. A study needs to be done with the numbers only from the SE, NE, VA, and FH....I believe that those numbers will be more accurate and more reflective of the "efficiency" of the 8 hour schedule. Each of the other area commands was stripped of a full squad and are trying to answer the same amount of calls with less people. The numbers, by area command, need to be released. If those numbers are publicized...then the citizens of the other 2/3 of the city will see how much the chief cares about response times. Also a full study of all response times...not only priority 1 calls...but all calls dispatched...to show the actual response times...from TIME OF CALL to TIME OF ARRIVAL...not TIME OF DISPATCH. Nobody cares how long it takes an officer to drive to their house...citizens care about how long it takes an officer to arrive once a call is made to 911

Anonymous said...

There is a rumor that the dispatchers are logging officers as "arrived" on calls, prior to the officers actual arrival. If officers are dispatched to a call...and while enroute...hear a small chime from the KDT, they should check status and see if they are logged as "arrived".

Re: There seems to be little/no fear of the consequences of being arrested here ...

It's not the same people always getting arrested. The problem is the innocent are being arrested too ... That is why they get off and are found not guilty of any crimes in court ... Because of the lack of wisdom or common sense from APD & company, this has also bogged down the court system, and made the detention centers full of the wrong people ...

TJ Wilham wrote the the story to cover Schultz who might be getting a vote of no confidence at this Thursday's meeting. Schultz and company knew it was coming and since TJ owes Schultz for a cover up for TJ. TJ repayed Schultz by writing the story to try and help Schultz take less of a blow.

Schultz could care less about the citizens or officers on his dept.

The vote is just not about the 5-8 schedule, but Schultz' poor attitude and arrogant behavior towards everyone.

When 98 % of your officers hate you even before the 5-8 schedule. That tells you something about the Chief!

Why won't the paper put out the recording about Schultz saying he didn't care. The citizens have a right to know. TJ had Schultz cover up a crime he commited and now Schultz owns TJ!!!!!!!

One thing the Chief and the 5th floor don't seem to understand is that the officers are the best recruiting tool there is. If you help provide them with a good working environment then they are going to show that it is a great place to be and people will want to join. Keep them working 5-8's (which is obviously what they don't want and something that has put morale at an all time low) and that is never going to happen.

The hummer was seized by the 47 unit. It was ordered by the chief to be given to the search and rescue team.

Sopranos huh?? Evidently someone watches too much television. We're here to discuss real problems grow up peter pan. Innocent until proven guilty for the public and guilty until proven innocent for police officers. That doesn't seem fair. APD does need some change up top. It's not perfect but it's the only one we have. The public needs to be informed, not these dramatic misleading newspaper articles.

Chief Schultz is not a good man! I have about six years on this dept. I came on about 6 months before Chief Gallegos left. Chief Gallegos may not have done things legally, but at least he talked to the officers and was friendly and not cocky and arrogant. He seemed to care about his officers.

Chief Schultz on the other hand also does some pretty shady stuff, but is a total jerk to all the officers! He walks around like he is a god. Given the choice, I would rather have Gallegos back. Yeah, we don't like the new schedule, but that is just a little of why Chief Schultz is so hated by us. He is just not a good Chief for APD or the City of Albuquerque. He does not care about this city or its officers and it shows in his briefings!

He lies about everything! Where are all the officers he has claimed to have hired, not taking calls for service! Are squads are the smallest I have seen in the six years I have been here.

Chief, WHERE ARE ALL THE OFFICERS YOU CLAIMED TO HAVE HIRED!

Hey Journal, don't let this Chief fool you, we don't have the officers they say we do. We are lucky if we have 900 officers. Calls are still holding like crazy, worse than ever before.

Journal Reporter, If you have any self worth, you will print the TRUTH and not try to protect this Chief.

Response times down, I say BULLSHIT! What dept are they working for.

I have really never gone to the APOA meetings, but if they vote against this Chief, I will be there to vote NO CONFIDENCE on him.

Again, not because of the schedule change, but because he is not an honest man! The Chief is not true to the oath he took to this city.

Example, look at our violent crime and murder rate. It's through the roof! This chief has done nothing, but manipulate numbers to show in his favor.

For those that try and slam me, I have been officer of the month and am usually the highest producer in my squad. I never miss court or speak up in briefings. I jump calls all the time. However, I just can't stand by and watch the lies continue by this Chief and his Deputy Chiefs. Enough is enough!

My entire squad feels the same, as does our watch, even the sgts! No one likes this Chief!

APD officers who you see driving on the main streets or the ones you see on a daily basis are responding to calls for service. I for one am tired of constantly apologizing to citizens for the long wait in response to their call. We do not have enough officers and there are less offficers to citizens here than in L.A. here are some of the " Priority 1" calls as mandated by the Chief and MAyor. A drunk passed out on the sidewalk is a P1. Any call where Rescue is dispatched to is a P1. A dog locked in a car regardless of weather conditions is a P1. The domestic violence calls, not unlike the Reagensburg case, are mostly still priority 2 calls. Calls hold a very long time due to the lack of sufficient manpower. We try to clear them as fast as possible, even asking for calls before being dispatched. The problem is that most calls take time to investigate and reports must be completed on these calls. There is a trend across the U.S. within the law enforcement community regarding reponse times and efficienct scheduling to improve this. Most agencies have gone from 5-8's to 4-10's or the more eficient 3-12 schedule. Most every law enforcement agency in the U.S. is suffering from manpower shortages and they have taken scheduling steps to compensate for this. APD, on the other hand has gone backwards to the less efficient 5-8 schedule. There are other agencies within N.M. that have already tried the 5-8 schedule and found it to be inefficient. These agencies are now on the 3-12 schedule.

You PD guys should feel lucky...The S.O. just had their shift bid and they bid 71 people for the field. 71 people for three area commands... Some shifts have only 7 people on them. For areas like the South Valley where it ranges from Rio Puerco to i-25 to Isleta res. to central. Or the North Valley, those guys go from Paradise Hills to Sandia Foothills and Sandia Res. to Candelaria (In some Spots) Then you got East where they got 600 sq miles to patrol. So 7 people on a squad and you figure 2 off a night.... We'd give anything for your numbers... We got like 16 cadets still on FTO and that will make 87 people until we have 8 more retirements this year....and no one testing cause you got better pay... so it could be worse

Deputy Chief Castro needs to retire. He is bad for this department. He has lowered our standards way low just so he can keep his job! The chief is a disgrace to our department. He is also a very arrogant pri*k!

Anonymous said...

Schultz did retire from APD as a deputy Chief. He applied for and became a DC in Scottsdale AZ. However, when Chief Gallegos became involved with the girls in the evidence room, and lost his job as a result. Nick Bakas and Capt Debuck had the Mayor bring Schultz back. Well, you can see how good that has turned out for APD. Our morale is the lowest it's ever been. This administrtion embellishes the truth and makes up false numbers of officers, violates officer's rights and the list continues on. First chief in history to get a vote of no confidence by the officers.

Anonymous said...

DC Mike Castro has been taking a beating by the 11th floor for not increasing APD's numbers. He walks around the Academy with his head held low like some one just beat him with an ugly stick. Look at how much that poor guy has aged, not to mention the chief as well. Well,,,,,,that's what happens when you sell your soul to the devil. The chief and DC Casto are paying a high toll for compromising their intergrity and that of the department's hiring standards. That is one of the reason the troops have absolutely no respect for these guys. Boys, if you lay with dogs, you're going to get fleas!

I have also heard that Comdr Candelaria will be the next Chief if Mayor Marty wins his re-election. However, we all know he won't, but I still think Candelaria will get the nod from others. That means there will be a mass firing of the 5th floor! That guy will clean house and get rid of all the corruption up there! We can only hope and pray for a brighter future for APD, something to bring us out of these dark times!

Don't know about Cpt Candelaria, but I know DC Castro is working the next Chief's job hard!

Things really are not good here at APD. However, what bugs me the most is that instead of management trying to address ALL or even some of the issues, they stick their heads in the sand and tell everyone that things are fine.

Well Folks, things are not fine. The only response management can give, is if you don't like it go work somewhere else. We all know, including them that is not going to happen, at least for the majority of home grown officers. Management will all be gone in a year, thank goodness! However, in the mean time, any manager worth his salt would be trying to fix or at the very least address the issues and work together with the officers in an effort to make things better. Not this 5th floor, their response every time is leave. What kind of management style is that! I am not saying they can fix everything, but at least show the officers you care. If you did you would not have the serious morale problems you do here on APD. You guys were once young, how would you like to be treated! Also, remember the generation gap. This is no longer the 1970's and 80's. Our generations have evolved and so must your management style if APD is to grow and flurish.

Please just don't walk around trying to intimidate everyone with losing their job or telling them to leave. A manager's job is to manage, not bully your employee's. It would be nice if you practiced do as I do, but APD is, do as I say, not as I do.

Come on 5th floor. You have one year left, try and address some issues. This dept has become all about personal agenda's. We need to put the department first for a change and it HAS to start from the TOP down! How do you want to be remembered, as a leader or an A*&- hole!

Thanks for the reminder about the city council approval for the contract. Unless someone wants to comit political suicide....then the salary/wage portions of the budget should be fine.

Ask your mayoral candidate or a coucil candidate if they plan on voting against a raise for public safety in a city which is overrun with crime...their constituents would hang them alive.

I just read the front page of the Journal and just wanted to say THANKS CHIEF. What a stand up guy, it takes a lot of BALLS to throw 1100 officers under the bus. First off, how dare you say the cases are "thrown out". These cases are plead and more times than not dismissed after the defendant has fullfilled some sort of prearranged responsibility (i.e., ASPEN, Victim impact, fine, no further trouble, etc). Chief you made it seem like the officers are in the wrong, the public is in the right. Citizens of Albuquerque, let me clarify something. It is NOT ok to disobey an officer. it is NOT ok to have a lit cigarette while in an encounter with an officer. It is NOT ok to throw things at an officer. How dare you Chief make examples out of Guzman. Officer Guzman asked for help from his chain over three times. Mr. Foley (newsman) refused to put his camera down, which was shining a bright flash right in Guzmans eyes. Guzman asked him to put it down, he refused. SWAT Lt, told Guzman over the air to handle it, despite Guzman asking the chain to fix it. On the tape that Foley provided you can hear foley say , "i will not put my camera down." Yet, when interviewed Foley stated Guzman never asked him to put the camera down. LIES. We need to vote Ray OUT of office, this is beyond ridiculous. Hey Ray, you have thrown us under the bus, now its your turn. Should we talk about the affairs, the tantrums, the phone calls, the emails, the harassment, the intimidation techniques you use (followig officers), the lies you have told. The women that work with you that get the "special treatment". The fact you tell Nadine to go to the union meeting so she could report to you what was being said.
Enough is enough. Citizens, Chief is hurting hurting you, he is hurting us. He is not allowing us to be productive , flourishing officers. Chief, I challenge you........I challenge you to be a cop for one day.. just one.. see how it feels. you arent a cop and never have been.
Furthermore, Fred Mowrer, you should be ashamed. You tell us time and time again how the Chief is wrong and how ignorant he is. you tell us that the firing of Guzman was "bullshit" and purely motivated by the media. You tell us that the Chief does whatever, to whomever, no matter what rules he is breaking. You then turn around and have lunch with Ray, agreeing wtih him about how terrible the officers are. We are paying you to represent us, not to be best friends to the Ray and Marty. Shoot, the way you meet with them, I would expect you to be their children's godfather. You certainly arent here for us. VOTE RAY< MARTY AND FRED OUT IMMEDIATELY>

Captain John Debuck is still at APD????? Now there is a piece of lazy dead wood that should retire and get out. That guy is so worthless and cheap! You also need to watch your back around that guy. He is as two faced as they come! He really has a nasty habit of back stabbing all his close friends.

He's rarely seen and shows NO LEADERSHIP whatsoever

Remember the pickets? Remember officers packing the city council meetings? Perhaps most of us don't show up to the union meetings because this union leadership sucks! Have any of you idiots thought about that before shitting on the membership?

Clean house with APD? How about cleaning house with APOA?

And the F.I. having integrity, took the picture where the shell ended up instead of moving it back to its' previous position. I am upset that BRandenburg did not defend PD and say that she has faith that PD did not place the shell casing there instead of saying, "Ha Ha anything is possible" Look at the video again, you will see the casing in the bottom of the pictures

APOA elections are coming up in the near future. If you are that disgruntled then step up to the plate and run for office. If you get elected all will be watching for the changes you state are needed. If you don't get elected then you are a member of the disgruntled few. I will be watching the process to see if you have the guts to run, the backing to win, and the influence to affect the much needed change you say is due. If this doesn't then either retire (if your eligible) or just quit and find another profession you can constantly complain about.

The PIO, now there is a worthless POS. That peron was banned from ever applying to APD, so she went to Open Space then laterals in when APD dropped all the standards and her friend Det Martinez was in recruiting. Now all she does is case problems for married officers and be the chief's little rat amoung other things to bad to mention. Why doesn't that old lady retire. Her face is way to wrinked and weathered. It looks like old leather. What is she going to do when the chief is gone? She comes to our meetings just to get names for the chief. What goes around comes around rat.

Nadine, aka, PIO, has been passed around the block to many times to count and is as worthless as they come. When she was in traffic, all we did was take her calls while she hung out and serviced the brass.

For you APOA posters who hold APOA positions you should be ashamed of yourselves. You slam fellow 54's and you slam city hall, you slam citizen's you slam everyone but yourselves for what fellow 54's are complaining about. When is the last time a legitimate quorum was met at an APOA meeting? The ask why are not other 54's showing up, maybe because they do not support your blame shifting agenda any longer. Proof is in the postings, look at them....then do us all a favor resign your office in APOA and let someone take over who actually cares about the oath of office.....integrity...honesty.. and standing up for those who put you there in the first place....not city hall nor the chief. Get with the times and stop trying to act like CEO's, you are suppose to be COPs so act like it.
No wonder the public questions and doubts the 99% of good cops out there, it's because of the 1% like you.....you suck..get out, everyone is mad as hell and they aint gonna take your Shit no more......You think that buying things with APOA dues paying membership funds for things such as high dollar cigars, nice expensive meals and Starbuck coffees for your select few makes you feel and think you are actually liked...HaHa...get out and do us real 54's and the citizens of Albquerque get out of police work cause your are fooling yourselves when you think it's your way (or managements) or the highway.....be gone and give the citizens a refund on the waisted taxes they paid for your worthless ingrate/ self-serving, self-love, egotistical, mean spirited and selfish service.

Apparently the poster at 10:41 am didn't pay attention during the 10 code part of the Academy, it's 34 not 54!

I have been on this Department for 6 years now and I have something to say.

I was in the military and am used to hearing people complain about their job so it doesn't bother me. What bothers me is all the mudslinging. The good thing about this job, unlike the military, is you can do something to change it. I wonder if everyone spent as much energy to complain as they did to try to change things, what would be accomplished. I see nothing but a lot of hatred in quite a few of these posts.

Everyone is complaining that the union doesn't do anything, Ron is hiding, or the Chief and Mayor hate us. I really have no doubt that we could have a better Chief but don't believe that he is the Devil incarnate like he is made out to be. I know Ron personally and I would go to the wall for him or with him. The mayor, I agree on a lot of the comments, he should be investigated or whatever to find out if he is as corrupt as he is made out to be.

I guess what I'm trying to say is this, quit complaining and griping unless you have worn their shoes and walked in them. Complaining and griping accomplishes nothing but causing dissent among the troops. Do something about it if you think it's really that bad. I for one enjoy my job, yes I think 5/8's are a horrible idea but what can you do.

Everyday I see more name calling and hatred on here than anywhere. Citizens read this as well and who knows what they're thinking about this Department because of these posts. It is just very unprofessional.

Even in bad times we must band together if a change is going to be made. The best way to change that I can see is the upcoming election, get out and vote and do something instead of complaining about it.

To all the people that read this blog. How would you like to work for someone that does not care how hard you work, will not even talk to you or say good job, is very condescending towards you, seeks NO input to improve working conditions, violates employee rights every day, is very self serving and is extremely arrogant. This is how Chief Schultz and his staff treat the officers and personnel of APD. He is totally out of touch with his officers. Unless your his friend, which you can count on one hand.

I am not telling you to say or do anything. I am just giving an example of our day to day experiences with our chief. Many of you I am sure have worked for someone like this in your life, but how would you like to work for someone who plays god. Sure they tell us to leave if we don't like it, but how immature is that. They attack the spelling or vocabulary on the blog, but come on, is that all they can come up with. How about working to improve morale. They think it's just fine. How totally wrong they are. We work hard and will continue to work hard, not for our chief , but for the citizens we have sworn to protect. We work for you, but are stuck with a dictator for the next year until he and his crew are sent packing.

I guess shredding Mayor Marty's parking tickets isn't a crime or corruption in most APD officers minds. APD has some very ethically vacant people.

Anonymous said...

You want another misleading fact.

Chief Schultz where are all the extra officers you claimed to have hired. They sure are not in the field taking calls for service!

This Chief tells bold face lies that we have 1100 officers when we are lucky to have 900. Journal reporter, TJ Wilham knows this, but he owes the chief big on his cover up so he won't print it.

Want proof, go to the substation and see how many officers are in te briefings. On some days we hit the streets with only 4 officers for an entire area. That's scary folks!

If the citizens of ABQ only knew how Chief Schultz fudges the numbers, they would force the Mayor to fire him!

They lowered our standards and inflated the entry pay, but with all the retirements, are numbers never went up, in fact, they went down. We still have acting supervisors on every shift.

However, this chief lies to the Mayor to keep his job and the Mayor is not smart enough to figure it out.

Again, if you don't think this is correct, just go to our briefings and see for your self!

Any one that is running for Mayor next year can use this to show that this administration is all about lying on how many sworn officers APD has. Remember, they will try and count non-sworn cadets in the mix and those that have left into early retirement, and all part time CSA's. They really play with the numbers, but the best way is to go to the field and see how many officers are in uniform in a police car.

The Eye had it right::::This is APOA Hard At Work For Their Officers::::::::::::
"Friday, April 4, 2008"

"Your Union Dues at Work... and Play?"

"APOA President Ron Olivas. In the four month period covered by the statements he spent $9,712.92 averaging $2,428.23 a month, that's over $29,000 a year.
With 27 trips to various coffee houses it's apparent that coffee is an important part of his day. His favorite coffee house appears to be the Tazza Coffee Bar.
Olivas seems to be spending an awful lot of union money on food and beverages with over $3,000 spent at places like Capos, The Flying Star, Bravo, DG's Deli, Conrad's, The Standard Diner, the Carom Club, and even McDonald's.
In addition to the curious use of union credit cards for food, beverage, and coffee, President Olivas bought 7 airline tickets to Las Vegas for $246.80 each and apparently 5 rooms at the Flamingo Hilton for $147.15. Curiously, there were seven airline tickets and only 5 rooms... We'll let you draw your own conclusions here.
it looks an awful lot like Mr. Olivas is using his union credit card to support his everyday life. Things like trips to Wal-Mart, food, and coffee are almost daily occurences. We understand that part of the job description of union officers is to schmooze elected officials. However, we have a hard time believing that schmoozing includes multiple trips to the Tazza Coffee Bar or $497.23 outings to Conrad's.
If they can't be trusted to steward union dues, why should they be trusted to negotiate member contracts? After all, they're your union dues and the membership should determine whether they are used to work or for the board members to play.
From the looks of the four months of credit card statements that we've gotten a look at, it appears that Mr. Olivas, Christopher George, and Benjamin Baker have been spending union money on non-union goods and services."

So, I now ask, where are all the new officers the chief swears we have???????????????? Be honest and tell the public we are very short handed. We have less officers taking calls now, than two years ago!

Everyone is saying that our Comander will be the next new chief if he does not get another job he applied for. I pray that our Comander becomes chief and fixes the terrible mess we are in. We really need a new chief!

Let me guess, you asked Ron, right?? And hetold you what you wanted to hear and that's why the APOA bank acount is just over flowing..... But then again he, Ron, as I understand it has altered the overt way that he spends APOA member's funds. Hey if you dont care how money is spent then 'give me a bailout', that way I can get a load of cash and spend it how ever and when ever I want. Did he explain the expenditure on the cigars or did you get passified by getting one yourself. Tell me this Mr. Supervisor, have most of the current and past APOA Presidents and VP's been given choice duty? How about Ron himself,Lawrence Torres and most of the rest..did you look into that too since you are wanting to be such a great 'supervisor'....
And for you to imply that retirements are not a factor nor are they an issue, again you are wrong. You need to look at the total number of retirements for the year and for the up coming year, not just for the single month of December. Good God, are you really a 'supervisor' or you a wanna-be rent-a-cop who is posing on this site as being a real Cop. With your inability to actually conduct a valid and professional investigation do us all a favor give a refund to the tax payers for over paying you, get out, go away and do not pass go....See ya moron.

People who live in glass houses should not throw rock!!!!!

I have heard of numerous cops who go to training for a few hours and claim a full days pay. I have also heard of cops being sent home early from their daily schedule but are still paid a full days pay. If the union is mishandling funds then it should be investigated....but so should all the time cards of officers.

If you are displeased with how your union dues are being used then quit the union. I as a citizen feel an audit should be done on actual time worked because it is my tax dollars at work.

Once Pandora's box is open it cannot be closed!!!!

WAH WAH WAH! I can't have it my way so I'll complain about everyone else. Reality check Doufus, management sets protocol for all companies. If the working hours, job requirement, supervision or anything else is not to you liking choose another company. Unless you are being discriminated against or harassed (and can prove it in court) you do not have a case. If your working wages and job assignment is that miserable change employers. No one has any sympathy for someone making $23+ an hour when a significant number of citizens are losing their jobs and homes during this recession.

The public is tired of hearing from a few whining cops who can't have it their way! As a tax paying citizen I respect the majority of cops in this city and the commitment they make on a daily basis. I just can't stand the group who whine and cry saying they have it so bad and blame others for their so called misfortune. It sounds like there are a few cops who slipped through the cracks and they should move on with their lives.

There are to many good cops out there for a few disgruntled individuals to bring discredit upon them. For those who are unhappy, get together as a group and show up to the next council meeting in force. Oh but wait, you'll come up with some excuse that you will be retaliated against for speaking up when in fact deep down inside your motives are selfish and realize the majority does not support your point of view.

Whiners move on, let the professionals serve the citizens of this community!

I may be a new naive supervisor part of the new gen. but we have to take the dept back from losers like you

Hey DC Castro, that was really nice of you to give some gifts with your name etched on them. You must really love yourself.

I wonder if you gave a gift to Officer Debra Aragon, you know what I mean there!

You and the other little DC really set poor examples for us to follow. You preach all this B.S of how great you are, honesty and integrity, but look what you two married men have been doing!!!!!!! Chief Schultz should have fired you both for those acts!

That's right, don't think we don't know what you two were doing and with whom!

There still is the picture on the camera phone, so don't think there is not any proof.

You two really set some bad examples for the officers to follow. You should both be ashamed of yourself.
