Whose Fault is it for the rash of recent DWI Deaths and Crashes?

No one wants to get that 3:00 A.M. “knock on the door.” You know, the knock that is followed by a policemen and chaplain standing at your door. No one wants to hear the dreaded words, “I’m sorry to inform you that there was a bad accident and your loved one did not make it,” all to find out later that it was due to another ‘Drunk Driver.’

In a time when drinking and driving is a prevalent problem and part of the culture, in a time where most fatalities are involving alcohol, in a time where more and more innocent people are killed and the guilty rarely get the punishment they deserve; why is Darren White and Ray Schultz willing to put “public safety” aside for the sake of saving a “few bucks?” Because of their statistics that haven’t been proven to the citizens? If you ask anyone who has lost a loved one, the Eye is sure they would give White and Schultz 100 times return for their “blood money” just to have their loved one back.

Many officers and citizens of Albuquerque assumed that the implementation of the DWI Specialized Unit was largely due to Schultz and White. It was after all while Schultz and White were with the DWI Unit, they worked hard to take DWI’s from officers, sergeants, and anyone who needed to get back to their field duties and not have their time consumed with a DWI investigation. But then again, that is the philosophy behind the DWI Unit, isn’t it? Part of their mission statement is “to support field services.” Schultz has forgotten that he set the precedence and established the court ruling in the State of New Mexico on the “police officer team concept.” Chief Schultz was a rookie K-9 officer headed to a call and was forced to stop a drunk driver. Schultz needed to get to the call; he gave the DWI to another officer to process.

So, why would our Public Safety Director and our Chief of Police take away the responsibilities from the DWI Unit? Officers are not allowed to turn over a DWI investigation to a DWI Unit. Why is this important? As a citizen calling for police help, don’t you want an officer to show up as quickly as possible? Do you have or want to wait that extra 30 minutes, an hour, even more for an officer to respond? If a citizen calls for police it is because they need help now, not in two hours.

With all of this in mind, why would Chief Ray Schultz and CPSD Darren White jeopardize public safety and prohibit DWI officers to do the job they were assigned and paid to do? Why can’t an officer who pulls over a DWI offender be allowed to hand over the investigation to a member of the specialized DWI Unit? The safety of the public is jeopardized when an officer is called out of the field for several hours. This is the mission statement that the Department boasts? How did Schultz and White come up with the numbers they did when they claimed they single handedly saved the city millions? The Spin Doctors, as many refer to them, have a knack of spewing out $@!*, we mean numbers without being able to back them up. This is nothing new to the Berry Administration. Because officers are tied up with other calls or other drunk drivers; many other drunk drivers go about their business freely. DWI officers are seasoned and have been trained in depth to handle drunk drivers on a frequent basis. If the officers could still stop them and allow the DWI officers to do their jobs, this would make our streets safer. It’s a crazy idea but maybe an idea that would save a life?

If you have been keeping up with the news, Albuquerque has seen one DWI crash after another. Many of these crashes end with fatalities. The City had not seen a rash like this in some time. The common factor is the flawed policies of the Berry Administration. Trying to save a buck at the expense of the citizen’s safety is unacceptable. White and Schultz apparently don’t care who gets hurt, as long as they save a buck.

A DWI case takes months to process through the court system; there is no way to immediately see any cost saving measures. What we are seeing is more and more serious or fatal crashes involving DWI offenders. Just ask Chief Breen about his future brides’ crash. If only one life is saved; it is worth every penny! If money is their only benefit, most will take public safety over a few bucks any day. Comparing a few bucks to the life of any citizen, the citizen’s life is worth a few bucks. After all, Judas sold Jesus for a few pieces of silver; we all saw where that got him.

Chief Public Safety Officer Darren White is still being sued in court over his alleged failure to enforce the laws in the county while he was sheriff, and now this? Great pick Governor Martinez. It may be a good idea for everyone to start calling the Governor again. Governor Martinez needs to understand that respect is not just given, it is earned. Governor Martinez lost respect when she appointed White to the Judicial Standards Commission. Schultz lost his in Federal Court after being convicted of violating an officer’s civil rights. The Eye does not believe that White was ever respected according to all the votes of “NO CONFIDENCE” he has on his mantle.

Now that both Chief Schultz and CPSD White have blood money on their hands, maybe it is time to right the wrong. Correct the policy and get all these drunks off of our streets! Do not allow another person to die at the hand of a drunk driver. Do not continue with a “bloody” policy in spite of those who brought it to our attention; do correct the policy because it is the right thing to do.

Let me be the first to say that I agree with what Leland Churan has to say below.
Selections to the Judicial Review Commission SHOULD be based on Merit; (intelligence, scruples, morals and integrity)not patronage.
In his 'Letter to the Editor', Leland points out the obvious, as Darren White possesses NONE of these traits.
Suffice it to say, Darren White should not be allowed to SIT on the commode in any government building(as he has demonstrated harassment and assault to those trying to urinate) let alone SITTING in a chair on the Judicial Review Commission board.
As a Republican,I may not agree with the Democrat's policies, but I concur with Leland's assessment of Darren White, his ability to lead, his honesty and this totally outrageous appointment.(see below)
BASE SELECTIONS ON MERIT, NOT PATRONAGE
THE RECENT appointment of Albuquerque's Chief Public Safety Officer Darren White and Albuquerque's Deputy Police Chief Michael Castro to the Judicial Standards Commission brings to mind an all-too-familiar patronage system.
From the beginning, Gov. Susana Martinez's administration has been riddled with former acquaintances and campaign contributors. This is most interesting because our current governor vehemently campaigned against this type of activity by her predecessor.
The Judicial Standards Commission "is an independent state agency charged with investigating allegations of judicial misconduct against New Mexico state and municipal judges and judicial candidates." This nonpartisan commission should not be bogged down by the partisan activity and cronyism of the executive branch.
As college students, we'd like to see our government run by the most competent and intelligent individuals that make up this great state. The last thing we want to see is our community being run by a small inner circle of individuals that make up Martinez's new group of "good ol' boys."

The number of DWI vehicle seizures by APD and vehicle forfeiture actions by the City Attorney's Office is down dramatically as are DWI arrests in general. The drop in car seizures soon started after the Berry White administration implemented the new policy of not allowing officers to hand off the investigations to the DWI unit. At one time the autions were generating $1.5 million a year from the selling of hundres of cars seized from convicted drunks.

Eye, your wrong on this issue. I have agreed with most of your blogging, however, this is completely off base. Not allowing officers to hand off a DWI will only increase the number of arrests and get more drunks off the street. It means that the DWI unit will have to get to work on time and not go 10-8 from their residence on the weekends when they are needed most. Instead of just providing taxi service the DWI unit will have to actively look for and arrest offenders. When you cannibalize the field to form specialized units it only impedes efficiency.

@ post 8:35...I have to say I agree with you on this as well. What you said makes complete sense. As a field officer, you can never guess what type of call you are going to be on. If it happens to be a 47, then that's what you've got. You could just as easily be tied up on a 27-5. That being said, as long as the DWI units are out actively searching for a 47...have no idea what their stats are to stay in the unit. I think both sides have a point...but good opinion and remark to poster 8:35.

Coming to visit Albuquerque soon. Can't wait to have my car wrecked into by an APD officer, have my cash stolen by a BCSO deputy, be run over by an "on the lamb" deadly drunk driver, and be shot in the back by another APD officer, while I'm crawling home.

The DWI unit was known to contain corrupt officers. It is well known among DWI offenders and criminals in general that some of its officers were taking cash payments not to show up for court. All brokered by a certain attorney here in ABQ.

As a citizen I expect results meaning all drunks arrested, booked into MDC and punished accordingly. As it is now, too much special treatment, too much political infighting and too bang for the buck.

I am a FSB Officer and love the DWI Unit. I certainly don't want to deal with drunks and everytime I have asked for them they have showed up. I seriously don't know one of them but I can rely on them to come to my scene.

april 6 @1056... Nailed it on the head, in a time and a place where we want to point fingers at everyone else, the plain and simple truth of the matter is that drunk drivers are to blame. It doesn't matter how comprehensive a DWI plan is, it will never keep every drunk driver off the streets. To blame a single administration for DWI fatalities is much like blaming an administration for every homicide in the city. There is no way a representative democracy can control the actions of free citizens. Sorry eye but i agree to disagree with you on this one!

I'm calling BULLSHIT on this one. I know, FOR A FACT, that FSB officers are not out there actively seeking out 47's like they used to before this policy was enacted. Why? Because you ALL know that one 47 is going to tie you up for a while, and take you away from any good calls for service that come across. That wasn't the case when you had the luxury of calling for a 47 unit and PSA.

To the public, this policy was enacted for one primary reason: to cut the overtime some officers were recieving on DWI cases, thus saving the city money. But behind closed doors it was to stick it to people like Paul Heh, Dawne Roberto, Rich Locke, and many others who went out on nightly crusades to pop drunk drivers.

There will always be drunk drivers...no shit. But there used to be a time not so long ago when people actually gave a damn. Not anymore. It's going to take another head on collision with 5 bodies in the wreckage before people wake up again and get infuriated.

But don't sit there and spew this crap that because you can't hand off 47's to the DWI Unit that more arrests are going to be made. If you really think that, you're just plain stupid. Right now, THERE ARE FAR LESS OFFICERS OUT THERE LOOKING FOR DWI'S THAN THERE USED TO BE, PERIOD. You can spin it anyway you want, but arrests are down, and crashes are up.

The above comment (2:27) is rife with double speak. You want to look less for intoxicated drivers so you can spend your time on "good calls". Then you say that it's going to take another 5 party fatality to get people to wake up and get infuriated. Huh? So on one hand, booking a drunk driver keeps you away from "the good calls" but if they don't do something about this inconvenient DWI policy, more blood will run in the street? Nice. Not the thinking I want from someone out there who's job is to protect my family.

You need to take a step back, take a deep breath and be more concerned about public safety and doing your part with regard to the DWI problem and less concerned with complaining about a new policy you deem as inconvenient. If arrests are down and crashes are up, do your job and arrest more drunk drivers. The public is not impressed by you dangling our safety over our heads because you don't like a policy. Nobody held a gun to your head when you applied for the job. Grow up, stop your complaining or quit the job.

If a field officer is booking a drunk for two or more hours then it is simple, they are not doing their primary job which is answering calls for service. Let me hear what you have to say when you come home and find your home broken into, or your child missing, or ect, ect. When there is no one to come because that field officer that should be there is doing what the DWI UNIT should be doing booking a drunk. I agree with the Eye on this one. The blood is on RAY and DARREN hands and lets not forget Berry. If anything happens to my family due to this policy I promise Albuquerque will be renamed after my family member. Oh tj stay off the blog, we haven't forgot about you.

We the public are tired of the scare tactics that are all too common when you don't want to do your job. Seriously, are you telling me that if my child is abducted that an officer won't show up. That is a complete lie! As it stands now if you report a burglary it takes a few hours for anyone to arrive. I was the victim of a burglary and when I questioned this I was told that it was a low priority. I tracked down my own property and then waited 2 days for anyone from the department to contact me so that I could get back what was stolen from me!!! And every time I turn on the television your union is asking for a raise! Grow and do your job like the private sector does!!!

There's an awful lot of 'Cop Jibberish' going on here. A civilian has a hard time keeping up or understanding these rants.
While all of this is going on,there have been five incidents of DWI that have come home to roost, but no one is talking about it. There's so much swept under the carpet with this new administration, that the carpet looks like moguls on a golf course.
Why wasn't there any mention of the Chief's daughter's intoxicated fender bender at a sorority house last year? And all RECENT incidents as follows. Why is nothing being reported about the Fire Chief's fiance being arrested for aggravated DWI? Why is there no mention of Councilor Trudy Jones' assistant when she got popped for her second DWI? Why was there no mention of the APOA secretary getting arrested for DWI (last month)? Why was there no mention of APOA Presiden's wife being arrested for DWI last Friday night?

Not sure what's going on here but is sounds to me that the cops on the street are doing their job, it's the upper management and this administration who are being unscrupulous. Oh, no, we wouldn't want these peoples pictures showing up in the newspaper with the rest of the scumbags that are arrested for DWI. No, No, that just wouldn't be right. That just won't do.
This is just Southern, Hick, Arkansas Ozark Hillbilly politics, led by none other than Sheriff Titus, Bubba or Rufus White.
This place is laughable.

I just watched the FANS video on this story. That is pretty dramatic. I would hope that having to wait longer then expected due to an officer to show up because of Darren and Schultz's decision for field officers to be stuck on calls when me, my family, or someone in those situations that the video portrayed, is very scary! I think DWI officers should do what they are meant to do. DWI! That video was dramatic, if you haven't seen it yet, check it out. I think it was one of the best one's yet. IMO

@comment 7:03. In my humble opinion sir, your PRIMARY job is not to "answer radio calls". Your PRIMARY job as a patrol officer is to provide public safety by enforcing the laws whether it's officer initiated activity or calls for service. Responding to radio calls is but one component of your job.
