Culture of Corruption; Does it Exist?
One of our Eye’s has found a serious deception in Berry’s Magical Spin Kingdom. Seems that back when our illustrious Mayor, Thee Honorable King Berry, had de-throned Martin Chavez, there was a mad dash to organize transition teams for twenty some departments throughout the City of Albuquerque. It appears the Transition Report for APD was “doctored” before it was submitted. The Eye wonders if other department reports were also “doctored.”
As the teams were being formed and selections were made for these prestigious positions, King Berry made two vex and faltered appointments; that being David Campbell, CAO and Darren White, to Public Safety Director. Now keeping in mind that it was determined two positions would or should be eliminated; one held by Joe Bowdich, Executive Director, Albuquerque Police Department and Pete Dinelli, Public Safety Director, City of Albuquerque. The Public Safety Director position was never eliminated and the appointment of White seemingly appeared strictly a “Political appointment” in return for White’s Monday morning endorsement of Berry. We recently heard that Campbell was “muscled” out by White, but the Eye does not know this for a fact. Rob Perry appears to be competent and an acceptable appointment.
Because of the Teams’ finding and before the final report was submitted to the Mayor and Public Safety Director White, a special meeting was requested of the two aforementioned to discuss some peculiar irregularities the team had revealed. The meeting was denied and the team was instructed to rush the report and turn it in. It didn’t seem to matter what was in the report and all wondered why? The team worked diligently on the report just the same and submitted it. The team later learned why they didn’t care what was in the report; the original report was re-written, “Doctored.” It appears that anything talked about or alluded to corrupt or the culture of corruption of any kind was taken out of the report.
Based on a periodical written by Dr. Neal Trautman, “How Police Departments Become Corrupt,” the team found many subtle likenesses to that of APD. These types of cultures start at the top and are cultivated. As this behavior continues, it radiates downward till the entire organization is corrupt. The Eye asks this question, when Schultz released a story concerning a female officer failing an alcohol test, is that not a culture of corruption on some level? “The Eye is not saying…the Eye is just saying.”
The transition team’s report was altered, revised and re-written, “Doctored.” Question is; who “Doctored” it and who gave it final approval? The original report contained findings that mirrored the “Culture of Corruption” that was intended and printed for the newly elected Mayor Berry to review. Did Berry know that there are two different reports? Did Berry see both reports? Who is the Spin Doctor?
Hence, another version, the so called ‘Official’ (Doctored) version was filed.

Once again, deception, lies and cover ups go back to the origin of the Berry Administration. Was the report that was submitted a result of a loyal subordinate or of an insubordinate deceitful employee? Maybe Berry has a spin doctor on his staff that does a magical spin that does all these foolish evil deeds. You will have to decide.
The public demands better, ethical and accurate reporting. Does this Mayor really know what’s going on around him? Perhaps assembling a new team selected by the City Council to re-evaluate the Police Department is appropriate. This would erase the appearance of impropriety or make it look good and have the magical “Spin Doctor” do the same thing as before all over again.

All I hear is about APD corruption, what about AFD! Everyone thought after Ortega left, things would improve. Wrong! It's worse. Breen can't make a decision to save his life. Runs to Darren for everything. Darren a "cop" running a fire department? Go figure. Breen and deputies think they are above everything. They take care of their buddies and do whatever they want. The morale is bad. Look into that!
Eye, You should do a cartoon showing Berry asking transients in the Bosque their vision of Albuquerque in 20 years, while in the background showing the city burning down due to Darren and Ray's management.

Use of Force Report by PERF. Is this not the same organization ran by the same Chief of Police who ordered over 400 people arrested during a legal demonstration in 2002 and held in a park in Washington DC. Many of whom were reporters. Then was overheard stating it was to teach them a lesson. I believe they lost more money in one fail swoop than APD has in its history.
I wish one of the news outlets would put a camera in Mayor Berry's face and ask him why is he keeping Ray Schultz after all the millions of dollars he has cost the city? The media is giving Berry a pass on this and nothing is going to change unless pressure is put on the Mayor. I would bet the more he is confronted with the truth about Ray's lack of leadership, direction and his costing the city millions, Berry will have to act and fire him.
It's sad but true. No media outlet in this city has ever interviewed Berry, except for when he was running for mayor. He gets the ultimate free pass. Besides, even if the media wanted to ask him the "tough" questions, Chris "Ramirez" would be dispatched for the interview. What a huge bunch of BS this administation turned out to be!! On so many levels, for so many reasons!

Good job Ray! I see you lack of leadership just cost us taxpayers another million. Let's see, in the last 7 months we have the Robert Gonzales false arrest ($1.3 million) + Judge Baca bad shooting ($4 million) + Tera Chavez don't talk about APD infidelty at the command rank ($230,000) + Michael Lee we didn't learn from Robert Gonzales ($950,000) = $6,480,000! of course Judge Baca is capped at $400,000 but that is now heading to the supreme court to see if caps are legal.
Now these are just the cases that come to mind. The neat thing for all those crooks who want to sue APD is under Ray Schutlz APD never learns from their past mistakes (Gonzales in 2005, Lee/Rowley in 2008). So the taxpayer checks just keep getting bigger.
Now if this was Mayor Berry's money I bet Ray would be fired. But it is just the taxpayers money and no one in city government need worry about any consequences for wasting taxpayer dough.

The latest shooting by APD seems to follow reason. Finally. Officers tried none lethal means before opening fire and were using a video cam. Unfortunately the word of an APD officer isn't worth much so a cam is necesary. I for one would never believe any testimony given by APD but then I speak from personal experience and observation.
Takes about two years at a minimum for these cases to work their way through. The Costales case where Schultz was personally held responsible cost almost $1 Million. Now there are all these others coming through and guess what.... They all coincide with the time Schlitzie had been chief for a couple of years..... Where exactly does the buck stop with Apd???
Reported only by the Journal, today, another $950,000 paid out by Albuquerque taxpayers for the shooting death of Rodrick Jones.
The local media is so lame. They are saving Ray Ray's butt because all they can report on is the fires and UNM prostitution. Why is it that only the Journal gets it. The city taxpayers have paid out over $5,000,000 dollars in the last 7 months to people who have successfully sued Ray Schultz and APD. Just how much of our money does the city plan on paying out for Ray's lack of leadership and direction before they finally fire him for being inept????? When Mayor Berry? How much more of our money are you going to spend to cover for Ray Schultz?
The state of affairs of the city is in a shambles. City government has never been run so poorly. APD is a mess. Leadership...where is it? All the top dogs are only concerned about their political futures -- how they look politically to the public. They don't care that they're running this city into the ground.

Hey Berry and City Government are you seriously going ahead with the scheduled firework show on July 4? We have numerous citizens in the State of New Mexico who have lost their homes and we are celebrating. The City should donate the money we use on fireworks to the firefighters at each fire. Lets but some food and water for people doing hard work of clearing trees, etc.
Maybe if Gov Martinez spoke to White we would not have the show. But we may be sending cops to Los Alamos, we cant even take care of calls for service. Lets pull Impact Units and Detectives sitting around put uniforms on them and take care of business.
I know there are some good people in the APD. But in light of recent events, how is it that any of you can possibly have any credibility in a court of law? It's way past time for you to start standing up and speaking out.
