Mayor Berry to Rename City: Welcome to the "City of Albucrooky"

So you think the Albuquerque Police Department has problems? Well, you’re right, but let’s talk about a City department that fly’s under the RADAR; City Security. You may recall the head of City Security was hired by former Democrat Mayor Martin Chavez and is still there under the current Republican Mayor Richard Berry. Yes, Mark Shepard is still the head of City Security. You may also recall Shepard was a retired A.P.D. Police Sergeant which qualified him for the job. Only problem is, Mr. Shepard never was a Police Sergeant and the truth doesn't matter when it comes to politics or Berry.

To be promoted within City Security all you have to do is be in “tight” with upper management, A.K.A. Mark Shepard. There is no testing process or procedure and our Eyes tell us a City Security Sergeant was hired whose only qualifications were working in a fast food restaurant; IS THIS TRUE? Really? Problems are ongoing with City Security because of the lack of supervision, training, and integrity especially by its supervisors. There has been a sincere lack of training for the past seven years, vacation has been denied or cancelled at the last minute after it has been approved, and officers are even denied time to attend City sponsored educational events after approval had been granted. Equipment is lacking and what is there does not work. Officers are forced to work alone without back up because the Department is so short handed. The caveat to this debacle is, Berry hires outside security rather than hire and train qualified personnel.

There are two problems with this; first, an outside employee with no experience or knowledge how to perform the job. No offense to those folks but they are simply clueless. Second, the security company used is rumored to be a relative of Mayor Berry's wife.

There are eight sergeants and four lieutenants for approximately eighty officers. Many Sergeants don't even drive to a security post to check on their officer(s), they call by over the telephone. We have to wonder what the supervisors do all day if they are not out actively supervising. New hires to the Department are brought in at a higher rate of pay than officers who have been there over eight years. We at the Eye wonder is the City of Albuquerque is completely broken? As long Berry and his crew of incompetent jesters lead the City in to one disaster after another, we will continue to see poor City services and vicarious liability increase.

One our Eyes wrote in and stated, “The City of Albuquerque under the Berry Administration should be changed to the ‘City of Albucrooky!’” The primary reason for this statement is due to Berry, Schultz and company. Oh, and we cannot forget the latest Berry “Albucrookian,” former APD Officer Mark Shepard.

Berry, Perry, and Shultz. The 3 Stooges of ALBUCROOKY. What a bad joke. These jokers have disgraced Albuquerque, and its police force to the nation. Shultz throws his officers "under the bus".When will the officers of APD step up and call for a " no confidence " vote against Shultz. Let's get some more bad press going against Shultz. He doesn't like being exposed.

Frist let me make it clear that I don't answer anonymos comments. Second Mark Shepard was never a sergeant, I know he worked for me at A.P.D.. On another subject I said I would keep you informed about my standing with the financial situation at the A.P.O.A.. I have been told that I do have standing. My next step is to request a Grand Jury investigation into the situation. I want to make it clear that I do not say anyone did anything wrong, but it has to be put to bed once and for all. I will keep you informed on progress.

We need a new mayor and new Chief for new direction. The Alb PD is still the best trained department in the SW. Problem is once they leave the academy and hit the streets the 5th floor does nothing to protect the officers rights and restricts and cuases dissention at an astranomical level. Officers, Detectives, Sergeants and Lts somewhat have rapor with one another. Captains/ Commanders and above live in lala land.

Its time to wake up people. 17 senior officers. Sgt and Lts leaving in June. Wow. Wake up peps and get this Dept back on track. Be a leader and dont count on management to do the right thing.

To show you how far down this city has sunk, the personal board now wants to fire Zane Reeves because he found that the police department did not have cause to fire the officer who was riding with Levi Chavez.

So this is where the city is at now, they have an independent hearing officer, but if that person doesn't rubber stamp what they want they try to fire him.

This is nuts. The personal board needs to be fired.

Misguided facts? The fact is that the supervisor that was hired with no credentials is in a domestic relationship with one of her direct supervisors, which at the very least is prohibited by city rules and regs. But that Lt. is Mark Shepherd's right hand man, so as long as she keeps her mouth shut about where the money is going, he will continue to allow her spouse to work in a position that not only does she not have the credentials to perform, she has been shown to be incompetent by her employees....some of whom retired rather than put up with her stupidity any longer. Just more of the same shit, different day, lying liars in command. The joke is that each officer has their own personal supervisor because the department is so top heavy, but the officers can get no training, no equipment, no assistance, and when any kind of emergency happens, the supervisors are nothing but an embarrassment to the officers when they show up to "take control", and at times have exacerbated the situation because they have no clue.
As far as Mark Shepherd, we all know he was not qualified for his position, plenty of the officers have seen the results of the investigation done BY THE CITY that found that he was not qualified and lied about his own credentials, so being that he is still allowed to supervise, is it any wonder that he hires others just like himself? He's a POS that needed to have been gotten rid of years ago, and at some point, his house of cards will fall down, the only question then will be what took so long, and how much did he take of the taxpayers money. If nothing else, the retirement rate in the last couple years looks more like an evacuation in that department, the same as APD....so you have to wonder why...

I saw the news last night. This place is a riot. An officer is to be reinstated after a deputy chief blatantly lied at the officer's arbitration, and the chief announced that an officer would be fired in the news prior to that officer's termination. YES, it was obvious that the chief was talking about that officer when he gave that statement to the press involving the IA investigation into those involved in the Chavez case. They tried to deny it by saying "I dunno" but it is evident that they were lying and covering for the chief. The entire upper command of APD is corrupt. AND now the city attorney wants to spend thousands more appealing the decision because they are caught, their feelings are hurt, and their egos are bruised. Every officer on APD has heard it said that the chief won't be wrong. NOW the citizens will be expected to YET AGAIN, foot the bill for this egomaniacal civilly wreckless, vindictive, inept, malfeasant!
They are going to appeal the decision?!?! How many more thousands are they going to spend?
How many more millions is this chief and his band of liars going to cost the tax payers.

The city has paid out millions because of the chief. Millions in awards, and the many more millions that nobody talks about. The monies spent on investigations directed at individuals whom the chief has a personal or political issue with. The investigative man hours are astronomical. I guess that does not matter when you have your own gestapo over at IA. The old saying "I was just following orders" will not protect you from being sued personally for your acts when the time comes.

The similarities of this organization to the television show Hogan's Heroes is uncanny.
A bunch of mindless followers at IA and on the 5th floor "ONLY FOLLOWING ORDERS" from someone who "KNOWS NOTHING!"

The internet is an unforgiving wealth of information. Just look up the chief and see. Start with RATEMYCOP.COM then move on to google, let alone this site. It's the same accusations by the truck load. Most of those allegations can be PROVEN. This conduct has been out of control since this guy was a deputy. Lies, harrassment, malicious prosecution, framing biased and non objective investigations, cover ups, thefts, vast disparities of treatment of officers, civil rights and due process violations, purjury, witholding of evidence, suppression of employees rights, malfeasance of duty, dereliction of duty, disrepute, manipulation of the media, distortion, threats, hostile work environments, AND MORE LIES. The allegations have been here for as long as this individual has been wearing a uniform here. Once is possibly a glitch, hundreds of allegations of this nature.....Yea, something is amiss.

Do away with the corrupt, and stop letting them deny and make counter accusations against the ones who have integrity. How dare these rat fink scum point the finger at a reputable arbitrator when they lose because of their own criminal behavior!!!!!!!!!!
The city attorney does what she wants, and covers up the behavior of these dirty ones with the MONEY OF TAX PAYERS on the backs of the reputations of good people who's reputations they could never touch or dream of holding. They have started the ball rolling on their own demise and the more dirt they try and dig and mud they sling will only be that much more on top of them when they are buried. Hopefully it will muffle the sounds of their lies.

Oh brother...harass them. If you really think officers are retiring because the APD is so horrible, or because of management you're living in lala land. C'mon, we all know officers are money hungry. It makes no sense (financially) to stay when you receive a cost-of-living increase after a year of retirement. What pay increase are you receiving by staying??? Don't kid yourself,,,,plenty of officers would hang around with bad management if a raise was in the horizon.

Total bullshit. APD isn't the only game in town. I know quite a few that have retired out of disgust, and because they didn't want to be the next victium of a corrupt command structure. When your life depends on a safe work environment you find a new place to work. I know my life and piece of mind are worth more than any amount of money. Having to look over your shoulder and wonder when I will have to protect myself, then be subject to a total character, employment, and reputation assasination by the chief and his thugs. Pretty screwed up when an officer risks their life and gets thrown to the wolves to the point that the chief exposes their families to exposure that could get them killed. What kind of lowlife frames their officers, then uses them for political purposes, parading them through the media so that a national gang known for bloody violence can retaliate? A douche bag does that.
Read the long list of things the chief has been involved in. It is a disgrace as is he.

If you are money hungry you are in teh wrong line of employment. A real cop does not take this job for the money and the real cops are the ones paying the price for the dirty deeds going on at the top. This place will continue to be an embarrassment until a handfull of top administrators and their lawyer friends are fired and run out of here in disgrace.

Considering the high rate of retirements, either influenced by piss poor management at APD or the APOA's decision to surrender retention bonuses (among other things), I wonder if in dingle berry's final year he plans on tossing a bone to APD? I wouldn't count on it, but then again the mayor/chief knows it and there are far too many 34's out there that would swallow their pride for a few bucks. "Beware of Greeks bringing gifts." BTW, I do not blame 34's one bit for retiring merely to ensure their income and COLA, if they can do it then awesome for them, they earned it!!!

Outstanding job you've done retaining officers and bringing new ones in. Really pat ursula on the back for that accomplishment. And for the whack job saying if we can't name the officers who will retire in June so that therefore they don't exist?!! Huh?! You must not be reading HR separation list....

For all of us working the field we can't even get a day off. This dept needs to be re-organized. There are specialized units that all they do is warrants and lets not forget the SIG alerts that everyone is so big on. You have all these detectives get to take off whenever they want and when they need a report who do they call? The field. We have cops callin cops asking to do things. In case you detectives didn't know, put on your raid vest and you do things yourself dont being call for help from field we got quotas we are responsible for every month.

I saw that tweet. It is a shame. I was out the other day and didn't see one officer. It is evident that the city of albuquerque is dangerously understaffed. It is also evident that way too many officers are going inside weay too early in their careers. THIS is what teaches the attitude of "I CAN DIO ANYTHING I WANT SENSE OF ENTITLEMENT." You should spend a minimum of 5 years on the street before being eligible to promote or go inside. This is the problem. Children with no life experience going inside, being promoted then ending up like the chief thinking they can do whatever they want like a little tyrant. This place is heading for disaster because none of the administrators have a clue what it is to be a street cop, neither do they care. I am truly convinced that not one person on the fifth floor cares about the street officer. They will use you like toilet paper.

Hopefully someone will get the message, and APD will get an enema.

@ 12:44, No doubt that APD must re-organize, I've been here long enuff to know it as the truth. And, as a detective I apologize for the burden that APD has put on you. I catch & clean my own fish BTW, I'm sorry that other detectives have failed you. Back in the early 90's APD had 4 area commands and ~900 officers with a population nearly half what ABQ's metro area is today. I recall ~350 officers on the bid list back then with no where near the amount of STUPID politically motivated specialized units within APD. Now we have 2 additional area commands, with MESA DEL SOL yet to come. That is 3 commanders, 9 lieutenants, 33 sergeants, & 18 detectives. We have a 100% sworn law enforcement IT unit with no formal education to augment existing civilian IT personell, we have a "homeland security" lieutenant and and open space unit who does what exactly??? We have a CNAU that has done no more than cost tax payers a HUGE amount of $$$. We have sworn law enforcement personell babysitting the mayor. We have 2 sergeants asignened to the APOA. We have a "cold-case" unit continuing homicide invesigations that current homicide detectives are unable or incapable of solving. We have Nite detectives who have proved themselves to be no more than a glorifield warrant-sweep unit. We have sworn officers assigned as "field investigators" when funding and policy has dictated the positions to become civilianized. And, how many cops is it that we have working at the west range and the "tac-range?" We have a "wrecker service" unit and a "seizures unit" ... WHY??? We have a traffic unit that no longer responds to crashes, only to fatality call-outs and to do "directed traffic enforcement" and dignitary escorts. We have sworn personnel supervising civilian staff!!! WTF is going on here? There were ~20 more officers on this years bid as compared to nearly 20 years ago coupled with a significantly increased crime rate, how is this all justified??? Commonly known command structures are designed in a pyramid of sorts, and it works as designed. So, WTF is APD doing here. THE FIELD IS THE BACKBONE OF THE DEPARTMENT, RIGHT??? They keep saing it, and I keep saying Bull-FKN-shit... APD personell deserve better, and the citizens that we serve sure deserve a whole lot better. Oh, and lets not forget, JOEY & FLIP, as sitting APOA president and vice-president you get to choose your said landing spot upon completion of your obligation to the APOA. It does not seem as though that obligation was fulfilled as you guys stepped down at a time of such ethical, moral, and criminal scrutiny. APD is F'ed up on so many levels. If you guys give a shit for yourselves, your fellow cop, and for the citizens that we serve, it's time to impose the checks and balances that are so overdue to APD and the ABQ administration.

I don't get a day off. Maybe you should learn to work a full week instead of raping the vacation book and working three day weeks. If you worked any other job you would have two weeks a year. No comp time and definitely not being able to take off twice a week just because you have the time. You sound like a spoiled baby. Maybe you should get a manual labor job and learn to be a man.
