Nature at Play: APD Academy Style


Yeah, our Eyes tell us while your eyes are closed other things are open...

Joe Wolf was selected as APD's first civilian director of the APD Academy back July 2012. Schultz and Berry's idea was to bring a civilian with federal law enforcement training experience to help "soften" APD's basic and advanced police training. He said, “tactically it makes sense to soften (their) approach.”  That meant no yelling at cadets, no D &C, no stress days, no hazing, no hell night, but lots of academics. In other words, it was an experience so unrelated to policing it must be designed to give the graduates an experience in shock and awe when they left the wading pool and went to the streets of Albuquerque. Because we all know the streets of Albuquerque are far from being stress free and safe. This has to be the idea right?

Actually, it's been a complete failure. Because for over a year, our Eyes tell us barely thirty cadets have graduated and joined the ranks of APD. Now, with a current class just a few months into their six month training, they have all but lost half the class to attrition. Many of our Eyes have speculated that perhaps there is something else going on and it has more to do with the caliber of cadets and less to do with the type of training. Or perhaps something else is going on. Maybe some sort of hook up?

Well, it seems if Director Wolf is not exactly minding his house. Well, we mean, while he is supposed to minding his training program and the cadets, he's actually more interested in APD's version of "internal affairs." Or as the disgraced former chief of APD, Ray Schultz called it, APD's secret "Nature at Play" division.

Our Eyes tell us, and we have confirmed that Director Wolf's domestic matters are in chaos as he is being sued for divorce by his spouse as stated in the 2nd District Court's docket. And that the "Nature at Play" tac-plans involved none other than an APD officer. Not that this could get any worse, but the suspected employee is one of the department's polygraphers.

So is this really the state of APD's training academy? It's director is having an affair with one of his department's lie detectors?

When Wolf came here, he stated he wanted to change APD's academy. He said, "We like to think of it now as more of a university campus than a boot camp.” Well it seems he sure did that, and immerse himself in with the co-ed activities....

Oh so this is why the polygraph unit was moved over under IA in the Org chart. So the Academy director is boinking the department polygrapher. How many applicants who were denied would like to know this? And it looks like Wolf has fallen into making the grade APD style. Hey shit head, I hope the ass was worth it. If any APOA member votes for this horrible contract you are a fool. Perry is given a 22% pay raise by Berry. The governor is talking about a 10% pay raise for teachers and all the APOA gets is a 1% now and 1.5% in another year.

Vote this down. Show Berry you will not be bullied. The APOA members in the past have paved the way, now it is up to you to show how strong our union is.

Berry is on the run. 300 fewer cops, response time are way up, Nature at Play from his apppointed Academy director, a secret IA investigation into the academy, the polygraph unit (truth unit) shown to have no ethics or morals. APOA members vote no on this contract and send a message to Berry.

Any applicant who has been denied a position by the Polygraph Unit, since Wolf has come to the Academy, needs to file a complaint with the Mayor's office alleging unfair conduct. How can you be denied by Polygraph (the truth unit) when the truth unit was doing what the Eye is alleging. You have a complaint.

Exactly. It's nepotism, and the City is crammed full of ppl that have been hired, promoted, not hired and not promoted based on which "pack" they run with or who they know. It is so obvious. Also retaliation is foremost when you put in for a promotion and are denied because you at one time had filed a grievance against a manager or supervisor.
I am an example of denial of promotion due to going to the union to get my OR that I worked for and was denied by library admin.
I called Deb & she made some phone calls& I had my OT in a matter of minutes.
This was OT that they had approved and then denied because my MANAGER had me fill out the WRONG FORM!!
On purpose or is the manager that stupid?????

Christine Frank has no idea what she is doing. Alot of good retired 34's familys have been denied by failing them on the polygraph for no reason. From what I hear there were several with degrees and a few others who were war veterans who failed the archaich polygraph by Frank. Time to find a new and modern way of doing things. Only two states in the union except poly and NM is one of them. Time to grow up children.

The mayor and his minions know this but they also count on the intelligence level of its police force to not understand the full consequences of this, and eventually officers will just vote in favor of it. Thus making the mayor look like a hero to the citizens who have now twice elected him. This is not rocket science folks. Its politics, get used to it. Why is it the only person doing any real reporting about Berry's failure at APD is Joe Monahan? Read his blog today and he hits everything that is going on. He puts it all together and asks, Why is Berry giving Perry a 22% raise? Perry has failed at APD and in the private sector he would be fired not awarded a raise. Berry has been on the public tit for so long he doesn't remember what accountability is.

Read Monahan and The Eye, the only place for what is really going on.

Ray Schultz was warned when he wanted to bring to bring back retired officers that it would cause problems. Well now you have it. Schultz was told to just include them in the regular bid, no special treatment, but NOOOOOOOOOOO Ray baby knew best. Well I hope they bring back Ray and sue him too.

A word of warning for these officers. The current administration will go after you so you better be sure you are actually working during your shift. No working out, sitting at Dee's for hours, etc.

I am waiting to see if Banks puts all of you back in FSB shagging calls after the first of the year. APD is in a manpower crisis, but how many of the rehires would go back to FSB?

I am ashamed of how the rehires have been treated and I am ashamed of how some rehires have only wanted cushy jobs. The whole thing makes me sick.

You have to ask yourself, what is the difference between this class of cadets and previous classes, that they are dropping like flies one month into the Academy? Let me give you a clue, 60 college credit hours. These cadets realize that auto burglaries being committed by Academy staff, the hazing, etc. are "unethical" and in some cases, "illegal" so they are out of there! Who would want to work for a band of thugs? In short, it's the same BS at the Academy under the guise of a new director but still the same 'ol song. Thugs teaching future thugs. My hats off to those who had the honor and integrity to quit working for Another Pathetic Denial!

Dear DoJ,

While you are looking into APD please take a look at Detective Kevin Morant and why the APD Command Staff protects him.

He was involved with keeping Robert Gonzales in jail for over 2 years, even though DNA cleared him of the murder within months of his arrest. Apparently Morant and others hid this information from the judge and the defense. Yet Morant (and the other APD officers involved) were not charged with a crime and they all kept their jobs. Then he was involved with the exact same thing a year later when Rowley and Lee were kept in jail for over 15 months. Even though DNA evidence cleared them of the murders they were arrested for. Once again the APD Command staff, Morant and others hid the DNA information from the court and from the defense. Yet they all kept their jobs and no charges were filed against them.

Now we have Morant keeping information secret in another murder trial. This time his actions have freed a man who probably did do a murder. Morant had the murder weapon 2 years ago and allowed it to be destroyed. Then he said nothing about it until October 2013 when in Judge Whitaker's courtroom he admitted that he did not tell the defense about the gun. Then he went on to accuse the District Attorney of telling him to lie on the stand!

Whitaker had no option but to toss the case. A murderer walks free. Morant, keeps his job. No Internal Affairs investigation, no charges. The DA's were accused of telling him to lie but no investigation there either.

Criminal Justice in Bernalillo County and Albuuquerque has fallen apart. Our only hope is the Department of Justice will right these wrongs. Please look into this.

Going into a vehicle that you do not own, whether it is unlocked or not, is auto burglary. It doesn't matter if there is city property in it. When I was at the Academy we would do a vehicle check and if we found an unlocked vehicle we would make an exampe out of that cadet, but we would not enter the cadets vehicle. WE KNEW WHAT THE LAW SAID. We wanted to lead by example.

You are the ones wrong with the department now. The new breed of officers who are scared of their shadows and shooting anything that moves. Ever notice the rehires and officers with more than 15 years on aren't involved in shootings? Your probably the same ones who got your feelings hurt when they yelled at you and made you do more than 10 push-ups as discipline in the academy.

During my academy the staff went through our cars, our lockers, and even our lunches! OMG!!!! the HORROR!!! We accepted it and learned from it! We didn't get all sad, teary eyed and sue and say its "burglary" and unfair. We wanted to be police officers who were part of the APD and didn't care about petty shit like who our academy director was sleeping with. We only cared about being proud of our profession, the uniform we wore, and citizens we protected.

Get back to basics people and do your damn jobs and let the staff run the academy and let the officers on the streets do what they do best.

As far as director Wolf i've met him on a couple occasions during MOE and he seems like a very knowledgeable man and intelligent. I heard so many rumors that he changed some things around the academy but from what I saw nothing changed(other than wearing a collered shirt in class) Imagine having to look professional at work?. Maybe someone from the staff knows more than I do because they are out there daily and i'm not, but they must not be that miserable out there because the only way they ever leave the academy is if they get promoted. Recent cases in point Ivan Varela, Shawn Lockey, and Judy Bazan.

Ref K. Mordant post. You are correct on your assessment, however, some cases you mentioned are off just a bit. The two salesmen that were origionally charges with the Yi murders should have been sentenced to death for their role with CB. They confessed and gave specifics of the horrific crimes they were involved with. I know this because I saw the interviews. That case was turned on it's head because of KM's incompetence and negligence. CB put those two at the crime scene in a statement..however...that statement was not recorded and CB recanted a short time later because KM was not being a man of his word, so to speak. The only statement that KM had on tape was CB stating that they were not involved. This wad the "evidence" that the defense stated would clear their clients name. The DNA or lack thereof was not the overwhelming factor in their release...the DNA issue in that case was simply why was the DNA not sent in for analysis?? Had DNA been sent in in the other cases involving CB the Yi's would still be alive and so would the man that was shot in his home after the Yi homicide. The excuse homicide will give you is lack of funding. I guess I would have to ask the then homicide Sgt why he gave back $16,000 to the feds earmarked for DNA analysis?? It's a calm shame....all of it.

A fellow 34 took a suspect to the Crime Lab to be fingerprinted and identified Saturday morning and the only person working didn't know how to fingerprint so the 34 was forced to do it as best they could. This is bullshit and unacceptable. Isn't that Eric Garcia's area? Looks like he needs to stop the brown nosing and go down there and see why his Manager Nickolas Dodge doesn't have a handle on his unit. Officers need those civilians to know their job when they need assistance. Shows every department has gone to shit, people need to get shit canned already.

Morant has ZERO credibility. After what happened in Whitaker's courtroom I don't think anyone believes him. But where is Banks? Accusing 2 DA's of telling you to lie should be an automatic Internal Affairs investigation. But not at APD, it is just business as usual. The person who posted about the cadet handbook & the fact that we all have to sign it pretty much shut up that conversation. I agree with 9:41PM the officers or cadets wanting to sue and claim burglary have no place on our department.

As far as the few rehire officers who are suing because they cant transfer anywhere are worthless. I GUARANTEE any of those officers that want to transfer to the streets may do so without any fight from the fifth floor. Problem is they don't want to work the streets and be held accountable for everything they do. They are upset that they cant go from their hidden away positions into an even more hidden away position.

Banks just send all rehires to the streets and see what happens. THEY WILL QUIT! Guess what? no one will care if they quit. No one cares when anyone quits. Officers quit or retire weekly and no one even notices. We used to get a memo letting us know who quit & got hired but those lists were BANNED by top administrators when they discovered that more officers were quitting than being hired. LMFAO

The letter to the editor in the Journal makes a great point about polygraph and the entire recruiting system. Why isn't there an investigation into why Begaye got hired? He was into child porn before he applied and not one, not the background investigator, not the polygraph, not the shrink caught it. And Begaye is no brain surgeon. So how many really devious people have gotten hired at APD? Why is it only the field officer is second guessed on his job? Why isn't Banks investigating everything in the recruiting process and holding those people accountable?

On the Yi's homicide the DNA results got lost on Carlos Argueta's desk and the DA helped covered this information. I don't think Morant played a part in the whole mess. The stuff of Carlos got covered up.

However, the rest of your post concerning former "nobodies" who believe that they transformed into a "somebody" by being awarded a badge and a gun after passing the piddly shit "inconveniences" of their girl scout training program is totally right on! I don't know the specifics of what happened but there is a big difference between a transient and a staff member teaching you a lesson for leaving a car unsecured with dept property in it. A little thing called "intent." I swear some officers complain for every little thing. "Don't send crap officers out into the field", and now "don't stress the cadets by teaching them lessons." Make up your damn minds.
