TASERGate Grows...ARAPA'Scam on the Horizon....

In the aftermath of Friday's story on disgraced former Albuquerque Police Department chief Ray Schultz's opportunistic, and seemingly criminal, actions with Taser, we thought we'd do a little digging of our own. I mean, we hate to be a free party "Stingaree"

You see, if there's one thing we know about Herr Schultz, it's that not only does he like to tell everybody what to do, but he likes to remind us how smart he thinks he is. "One of the things..." was always a great Schulzian remark that always preceded something totally distorted. You know, he'd say something like, "One of the things we're doing is connecting with the community." And what that meant was anybody's guess. But regarding Tasers, we found some interesting comments...


1. “With the number of encounters we’ve been having recently, we decided that we have this good tool (Tasers) and we want to make sure that every officer will have that option available to them as a measure to de-escalate a situation short of the use of deadly force” Ray Schultz, 6-8-11, Abqjournal


2. Albuquerque police officers are required to carry a Taser, a rule enacted by a special order on May 26, 2012.  Ray Schultz, 7/23/12, KOAT


3. Schultz sends a note to Taser salesman Grayson about his last day with APD on September 6, “FYI. I will still have the ear of the Mayor/CAO on department issues. As for the TRC (Technical Review Committee) meeting, everything has been greased so it should go without any issues. If there’s anything I can do for you or Taser, especially to talk about my/our experiences, please let me know  Ray Schultz, 8/28/13 in emails to TASER.


4. "After testing and evaluating several different systems we decided on the AXON flex Camera System and EVIDENCE.com service as our video management platform." Ray Schultz in 10/7/13 TASER press release on 10-7-13 (http://investor.taser.com/releasedetail.cfm?releaseid=795149)

5. “I’ve had a chance to go out and talk about technology and how it’s changing the face of law enforcement. I actually started after I retired so I started talking in October. After I retired, they asked if I’d be willing to come and share some of our experiences so I agreed to do that. I’m not in sales. Retired APD sergeant Paul Heh, offered this quick response when asked about these comments by the former chief. He told us:

I'm not just pretty sure if this were presented to Schultz in an IA interview he'd be fired for untruthfulness, I'm very sure. It's very very clear to me, especially with this new information, this whole things HAS to be investigated. I spent a lot of time looking at city, state, and federal statutes and this thing stinks of scandal. Many of the following laws seem to apply:


• Solicitation and offering of kickbacks             • Abuse of public resources
• Conflicts of interests                                        • Excessive benefits
• Favoritism & preferential treatment                • Forfeiture of office
• False public voucher issues                             • Unlawful interest in a public contract
• Public records tampering                                 • Conflict of interest disclosure violations
• Unlawful acceptance of honoraria                   • Confidential information violations
• Self-dealing                                                      • Procurement/contracting improprieties
• Fraud                                                                • Solicitation
• Contract violations involving current/former public employees

Without this $2 Million contract to Taser, would Ray Schultz have gotten his position with them? 

Then there's this little gem of an article from the March 2014 issue of FBI-LEEDA, written by none other than Ray Schultz...


Of course it is nothing but a promotional piece for Taser and their AXON cameras. Hey Ray ruined the Albuquerque Police Department, he's on his way to ruining Taser International as well.

But you see, things don't stop there with Schultz. He's a creature of his own habit. And as we've seen him feather his nest with what he did on the public time clock with Taser, so seems to be the case with ARAPA. You know, it was the brain child of Ray Schultz and....um.....coworker Karen Fischer. Also known as the Albuquerque Retail Asset Protection Association. A few years ago, Schultz wrote an article for them as well. And in it, he said some rather self-revealing words:

Criminals are opportunists. Whether they steal from a store, break into a car, burglarize a house, or steal copper from a construction site, we can best detect their crime through collaboration. Public-private partnerships provide for a more effective means to solidify public safety. As law enforcement, the challenge is to change the way we engage our community, and to be willing to let you join our crime fighting strategies  Ray Schultz and Karen Fischer, 4/1/12

We'd say its time for some collaboration between the State Auditor and the FBI to fully investigate Ray Schultz....and Karen Fisher too.

To the person wanting DoJ to take over APD. Your petition isn't worth the time. There is no federal statute (law) that allows for this. The law which the DoJ works under when MONITORING a police department does not allow for a complete takeover.

Therefore the Feds will do nothing with your waste of time petition. Here in point is one of our problems, our own citizens don't take the time to know the law that governs them.

Now you can and should write to the DoJ and City Council demanding that the DoJ investigate Schultz and Taser for Pay to Play kickbacks. That would be a good use of everyones time and energy.

Schultz is not only a pure coward. He does what cowards do. He retaliates and blackmails. Just think about how bad a chief of police can abuse his position in order to obtain information on his targets to use against them for his purposes and profit. This is Schultz. His mob lawyer Levy provided cover for him on all of this. Here we have a criminal enterprise complete with legal advisement personally getting rich all paid for with tax dollars. Nice, isn't it?!? This is just one example of why these scum bags did whatever they could to obstruct the DOJ investigation. People murdered, lives ruined, a police department and city disgraced, citizens and families victimized and disrespected, employees civil rights violated, all for a few worthless criminal officials who should be in prison. Notice one thing, it is the usual suspects.

This absolute horse crap about CIT has kicked off I see. I retired 06 and was on the board many years before that. I don't think anyone at your union knows what's going on so as a general helpful hint for you, be aware that the city will try to use your contract against you as a raise for officers. The agreement calls for payment to CIT types. I realize this down the list of problems but don't let them take one more penny from you. They are coming for major overhaul to your contract and I don't think you're current president is capable of managing this.

ha d a conversation with a good friend within the pst week. he said the isue of APD came up in a conversation with the mayor and he got the impression that the mayor just does not care what goes on at APD. That has been the problem with the mayor for since he was elected. Looks like the political choice of picking Eden ahs not worked out either.

I pulled up the presentation on RTC what a joke. It is self serving for Schultz but I don't know who got more face time Schultz or that stupid dog.

Presentation dated May 2013 it said 854 sworn and 94 re rehires for a total of 948 Officers.

According to the PowerPoint in May of last year there were only 854 sworn and 98 rehires, including those on terminal leave.
Whoever posted this link thank you for proving that we have been grossly lied to about the current level of staffing.
952 officers including command staff of 4 in the fifth floor, 12 commanders, x number of lieutenants, x number of sgts. So let's just claim that gives us 850 officers, of which half are inside. 425 officers divided among six commands, leaves us 70 officers per command.
70 guys to cover the three shifts seven days a week. So if every single officer worked every day of the week you would have 23 guys at most available to respond, if no one ever went to court, had to assist with a perimeter, called in sick, or was on terminal leave.
Tell me again how this 425 guys on the street are taking approximately one million CFS a year, are going to court, are setting up non stop perimeters for accidents, investigations, swat call outs.,.. And the mayor says they don't deserve a raise and should be fully capable of handling this volume just like they did when there were less CFS and 700 guys on the street.

These slides are a gold mine of evidence of wrongdoing by APD


The slides say if it isn't in writing it didn't happen!!!! IPRA everything and prove what really happened that they conveniently didn't document.

And why does the slide say that the RTCC will be at dispatch? Did TJ spend over a million dollars to outfit a room he had no intention of staying in? According to the slide that's exactly what he did.

And what laws were broken when City Council explicitly voted against funding the RTCC and yet APD did it anyway?

Other than just Taser what contracts worth additional millions were given as no bid? Motorola? Open Eye? We know TJ shot an endorsement video for open eye inside the real time crime center. Since when does the PD explicitly endorse certain software?

And why was QueTel brought in? The slide says evidence management? Is this acknowledging that TJ was in charge of evidence handling? Or does this acknowledge that the Crime Lab has had issues with evidence? Or both?

How was the TDY Detective selected? Why was a Detective with a history of drunk driving in his city vehicle on the clock give such a important assignment?

What is the RTCC Log? How long is it kept? And why is it not part of the CAD system? If I IPRA my dispatch when does the RTCC log not come with it?

What the hell does this slide where they are monitoring tweets mean? What does a kid at a concert have to do with safety in Albuquerque? Is a duck face selfie now a crime too?

Lastly I really love the slide that says per the chief test these and shows A LAPEL CAMERA and says all video goes to evidence.com

I seriously dislike Berry. He doesn't give a rats ass about APD or any other dept for that matter. For me, no raise in 5 yrs. increases in med.& Pera contribs...I'd make more taking retirement, & collecting SSI. At least I get a raise on both every year. This Mayor needs to be recalled, he will bust unions and we will never see a raise as long as he is in power .

Let's talk about APD CIT. The Ellis family would have settled their case for a fraction of the judgement they ultimately won if APD had agreed to one basic requirement: mandatory CIT training and certification for all cops. Levy, Perry, and Schultz told them to suck it. Now look at the results they got: $8Million in judgement, DOJ up the ass, and oh yeah CIT for everybody. Way to go Ray, Rob, And Kathy. You guys all airtight or what?!? Should be fired.

Overheard last night at town hall. Feds have three main witnesses who have provided most of the info about the corruption from inside. Steroids, cover up, and glossing over use of force reports in IA and fifth floor to bolster tazer. Apparently we haven't seen the iceberg yet.

I realize that Huntsman and everyone else is tied up with DOJ but they need to be watching openings. They are still picking and choosing how long openings stay posted and not going by the rules. The TDY stuff has to stop. FSB 34s are not allowed to go TDY because of man power. I don't know who is in charge of openings but that was part of the "the boys" system.

Coleman's Journal article on the Feds militarizing of APD was disgusting and seriously undermined because of how much ink, coverage and credibility it gave to Darren White who left the City in disgrace. It looked like Coleman and the Journal were trying to rehabilitate White's image.

White has always had a shoot them first and ask questions latter mentality, even as Sherriff. When he first was appointed Chief Public Safety officer, he told a reporter he was a "lock em up and throw away the key kind of guy", reflecting ignorance of our Constitution and Judicial system as if an arrest was a conviction.

Do not forget that under White's watch as Albuquerque's Chief Public Safety Officer there were some 24 officer involved shootings with 18 fatalities. After the shootings, White would appear before City Council to justify the shootings. White's failed leadership is one of the biggest reasons DOJ is here today. White was also the one that aggressively went after the homeless authorizing APD to "take the gloves off" and make arrests to "clean up" downtown. The City recently paid out over $800,000 in settlement money over the treatment of the homeless by White and his APD.

Just seeing Darren Whit's disgusting smug photo on A-3 turned my stomach. Surely Coleman could have found better federal law enforcement people to quote for his story. But no, the Journal just had to go for comment from a GOP disgraced operative

Saw a preview on 13 that Doyle and Woolever are bringing the fight to Schultz and gang. I also heard through the grapevine that one of them recorded Peck telling one of them to change their story and is sitting on it until the city lies about it. This is going to get interesting. I wonder what the Levy had to say. Everyone knew when Buckner got involved the whole thing was filthy. Looks like Schultz is caught in all directions.
