Corruption comes in all sizes. Sometimes it's big (see the State Investment Council and Manny Aragon). Sometimes it's small. Eye readers overwhelmingly said that corruption was the major issue in the city's October 6th election. An overwhelming 49% of readers said corruption was the major election issue, 21% said crime, 13% the economy, 8% each said term limits or change, and 1% didn't know.
Crime was certainly an issue - one that the Berry administration would do well to remember - but the Eye readers are more worried about the criminals in government than those on the streets.
The new mayor will have his opportunity to clean house and restore trust in government. He'll have to do it despite his predecessors attempts had hiding a few nasty newly classified surprises. It's important that the new administration clean house and do so publicly.
In politics, public perception is reality. The way to change perception is to get rid of those who've created the reality.

ITS A NO BRAINER THAT YOU HAVE TO GET RID OF WHATS BROKEN AND ISN'T WORKING AND THAT IS THE CHAIN OF COMMAND. When you have corruption in the upper chain of command including the mayor you have more crime in the streets.
Please look into the city security unit because:Mark Shepherd is an at will employee, as well as his 4 LT's. With him, 10 sgts, 4 lts and 83 actual employees to do the work, there is obviously something wrong there. That is 5 employees to one supervisor! Especially when they are all driving brand new cars, trucks and in Mark's case, SUV... Why would he need an SUV? Must be for the weekend since he takes it home. During the day, it's never off the pavement. He traded in the one with shrink wrap for a plain unmarked one, why would that be? He doesn't do a lot of driving during the day, maybe just to City Hall and back, so maybe someone needs to check the mileage on it.
Why are the other city facilities paying for twice the officers than they actually have working at their facilities? Where is that money going? Why have the officers not had any training for the last 3 years, and yet all are carrying asps that are supposed to be re-qualified with every two years? Why have officers been given this equipment without ever having been trained at all? Why has there not been any training in street survival, verbal judo, cpr, first aid, or any of the skills these officers need?
Why, when it was proven that Mark lied on his application, Nick Bakas was a reference and on his hiring board, that he had none of the qualifications that he said he did, and there were two other candidates that scored higher than he did (even with his faked credentials), why, did the city (Marty) pay the other two off and keep him? That is our taxpayers money folks, (over 30k), pissed away on complaints that would have resulted in the firing of anyone else. Lying on your application is a biggie, and then continuing to lie about your qualifications in hearings? Perjury.
He is dirty. His Lt's that he has surrounded himself with are dirty. From time sheet fraud to harassment and creating a hostile work environment, it is something well worth looking into, and dismantling, from the top down. The officers do a great job considering what they have to work with, lack of training, lack of staff, (except management), lack of equipment, and being harassed, spied upon, (cameras in the two offices that have union officers working in them?) underpaid, and unappreciated. Promote from within, train, thin the management down to less than half of what there is, and hire more of the people that actually do the work. They are classified as public safety, should be hired as such, treated as such and paid as well. Give them the tools to do their jobs, they do a hell of a job now, can you imagine how well they would do if they had training, and equipment? Their management is dragging them under. Morale has never been lower, and the unit has never been this thin. Rather than call overtime they work the officers alone, jeopardizing their safety, "because we don't have the budget for OT". Yet, the departments are paying for more officers than they are getting, and each and every supervisor has their own car. That is 15 vehicles for a dept with 83 workers. Brand new. Not to mention the remodeling they did on their offices, and new office furniture computers etc for each one. Something is dirty there, and it starts at the top, and spreads from there.
Another lie about the required 2 DWI arrests. Yes they are min standards and they are quotas. The Sgt in the DWI was going to place officers on performance improvement plans if they did not get their two DWI's a night. So John Walsh gets on TV and says that they are not disciplined if they dont meet the two. This is a load of BS. It just goes to show how the administration of the 5th floor will continue to lie and skirt the truth. Again the 5th floor chooses which laws, regulations they choose to abide by. While everyone else abides by them all. Wow the entire 5th floor needs to be removed so we get some integrity back in this department.
Please Mr. Berry look into the Security Unit.

Do backround checks on all city employees and get rid of the ones that are criminals, drunks, sex offenders and drug addicts. Re-do the HR Dept. Clean house.
They need more supervision in the security dept. I saw one of the security guards sleeping at the desk at city hall. They get paid to sleep. Contract the whole dept out. IT WOULD BE CHEAPER FOR THE CITY
The city should look at contracting out alot of the work done by the city. It would be cheaper and the public would get better service.

City hall is one of the posts that have a camera in the office watching the officers, so if that was true, the officer would have already have been disciplined.
And really, if they were asleep? Probably because no one can get a day off because the unit is so short, all supervisors, no officers. 1 Supervisor to every 5 officers? And you think they need more? Of course you would....trying to keep your job?
Maybe the security guard watching the camera was a sleep too. Or drunk, I hear there is a drinking problem going on with some of the officers.
I'd drink too if I had their management.
Nope, it's not the officers who watch the cameras in the offices, it's the supervisors, and there's a lot more than drinking going on with the supervisors, and not a damn one of them have been brought in for a whiz quiz in years.....
Contract it out, and get rid of all you rejects.
Mr. Berry, PLEASE contract out the City's Fleet Management Division. You can walk thru the garage and no one is working. I had my car in for a front brake job for two days, and it came back.
One area that RJ needs to look into is Police Records. Ask how many years of traffic accidents are waiting to be entered. How about the County, when is their reports going to be entered. Oh and how about the crime stats and supervisors getting overtime while they watch cable tv. Thats where you need to start.
Mr Berry, with regards to the city garage at Pino, you need to look into closing it. At least for police work. It's based on the model of the autoworkers. Only so much work done per day, and retirement and benefits. Sneak in there sometime (every time I've been there) and you'll find 5 of the 6 mechanics huddling "on break." The 6th is near a car, but not working. I have numerous memos written about the lack of work, yet it continues. Going to one of the private mechanics (Galles, Bob Turners, etc) yields quick service, and the work is {SHOCKER} actually done! The people at Pino are just counting days til they retire, and expect to be bribed with food if they are to work quickly. By the way, the civilian fleet manager needs to go! His job is supposed to support officers by having vehicles for them. He does not accomplish that.
Get rid of Chief Schultz and his Deputy Chief's they are not good for APD!
Morale went up when you were elected, Mayor Berry. Now it's starting to go down as everyone thinks White is going to let Schultz stay a bit! Please fire that corrupt man!
From reading the blogs It would appear that in the city security unit many of the employees feel they were hired to sleep and take time off. Maybe they don't have enough supervision.ZZZZZZZ.
schultz lies they all lie. all his boys like boys like hudson and mccabe. they walk around like no one can touch them and they right after dec 1 no one will touch them. i would be surprise if any dept would hire one of them butter face hudson dont have any credintials except mccabe ass kisser in that area he is an expert. guess kissing with a butter face counts for something and someone even if it is part man mccabe likes it
Please Mr. Berry, read this blog. Our fleet stinks from the repair, to Randy P.O.S. CHAVEZ. He calls himself the APD fleetmanager! Why does he get a one ton diesel truck to take home and hide. The truck is also unmarked. I could see if he had tools in it or something to support our fleet. PLEASE investigate this TURD!
