MAYOR BY PROXY
Exactly what started this....
How old are you Pete? Really?! This is exactly what we are talking about. You started firing shots over the bow months ago, and it has been obvious. We just let it go. You said nothing, as we outted Lewis, and stated why Colon should not be mayor, but the minute we share a post, you put up about Pedrotty, you lose your shit over it. How much more obvious does it need to be Pete? For years we have called this administration out over their culture of playing victim, after being scrutinized, and called out. What do you do? You cry that you were threatened! Please detail the threat here? You, along with everyone else were told about personal agenda in this. We did not start our blog after deciding not to run for mayor of Albuquerque. No… we started this blog way back in 2006. You were around back then right? We know you were, because the photos below are the crew that worked directly under you.
As we have said before, this is our house, and our rules. If this page said Pete Dinelli Facebook, or Pete’s Eye on the Eye on Albuquerque, it would be Pete Dinelli’s house rules, but it is not. You came into our back yard, so don’t cry when you get bit.
Now getting back to our reasoning for things… you just proved it. Thank you for that. You were part of this shit, in its adolescent stages. Please say you called for Schultz to be fired. Please say you called for his prosecution, because you did not. No, you and a whole lot of others stood by while a frat boy mentality took over APD, turning it into what eventually destroyed it. It was allowed to fester. Your memory may be selective, and short, but ours is not.
Your childish counter accusation again shows where your mind is. We could care less about a spot anywhere. We want an administration that has the pure goal of doing what is right. We want a chief who does not lie to the media, under oath, or to the public. We want a mayor who has a set of balls to stand shit up like a man and explain to people what happened if something goes sideways without using everyone and everything around him as an excuse. We want to be able to support our administration, and say good things about them as frequently as we have to trash this corrupted one. We want the opposite of the shit that is going on right now. We want the children of this city to be able to ride in a car with their parents without getting shot in the face, or crashed into and killed. How’s that for what we want? Is that ok with you Pete, or is it not… because it is not all about Pete Dinelli.
Is it too much to ask for our officers to be happy to go to work, because they know the administration will have their back, and be fair should they screw up. You dullards have been told time and time again that it is not about the money, or the incentives, but you continue to be politicians, while you bribe and entice your way into office with false statements of why officers are fleeing here like it is on fire. You have no clue what the problem is because you say what you think people want to hear. If it is ALL about money or incentives then the wrong candidates are being selected… PERIOD. It’s about honor, dignity and fairness.
As for your snide comment on us checking with anyone for approval about what we say, you know where to go with that. We will speak our mind, and we are beholden to nobody. We have been doing this for years, in case you have not noticed. You are the one who has had handlers. You are the guy who has been beholden to those who would have you do something against your grain. We have not been, and never will be. The Eye and Tim Keller may disagree with nothing, or we may disagree with many things, but we do know that Keller is the type of person who would listen like a man as would we, unlike the way you do things, from your conduct here, and this administration has been doing for years. You see Pete, the fix here is far from what you are used to. It involves compromise, a resolve, and manhood beyond what has been going on for years. The lashing, out and vindictive retaliatory butt hurt baby antics are over.
We chose to back Keller, because he has experience in what needs to be done. He has been around, and has the life,and professional experience to stand up the plans he has. He also has a young family that lives in Albuquerque. We are not playing games to split votes like some of the underhanded scum bags out there. We are not putting out lies, and horse shitting our readers with false promises. We are not leading anyone down a path blind. We are not setting up anyone for failure. We are the truth.
This city has been submerged in a culture of institutional public corruption, stemming from way back when you worked for the city. It has led to the criminal enterprise we have here today. You, nor James Ginger, nor Brandenberg, nor anyone in the DOJ has called them out as one before we did. We have. We have, for years, and neither you, nor anyone else has called for anything to be done about it until you wanted something, so please mister hand out, please tell us what we gain by what we do? Please do! We do this because we are sick and fucking tired, and we represent those who feel the same. You feel you need to bash those people by calling them conspiracy theorists, with active imaginations. Please back that one up. Did we imagine Victoria Martens being murdered, and the lies? No, we have been calling them liars a decade before this. Have we imagined the Tazer scam with Ray Schultz? No, we nailed that too. Maybe you should ask the media how many of them read us. Let us tell you. All of them.
No standup individual with doing the right thing on his mind has anything to fret from us. It is the self servers, and clouded minds, the unjust, and criminals, the perverts, scum bags, dishonorable, the liars, the cheats and frauds, and the cowards and greedy bastards who have destroyed this place, and continue to do so. We just say don’t be one of them. If you think that is a threat, your man card needs to be revoked, and you need to go get some thicker bark on your tree, because it is going to take some balls and grit to clean this place, and feel good dog shit will take things nowhere. People understand that action needs to be taken, they just do not want to be lied to, and they want to know their administration, instead of being treated like mushrooms, fed shit and kept in the dark.
Please ask your candidate about the below photos. Ask him is he remembers them, because he was probably just taking the training wheels off of his twelve inch bike at the time. We are sorry Pete, nothing against him. He is a nice guy, with good intentions, but he will be walked on by these hardened public corruption engineers, who have been at it for decades. Maybe after a few years of learning about law, public corruption, the evil that permeates the place, the treachery around every corner, and how to deal with it all, but not now. Not now, when most responsible for this shit have been at it before he was born. This is not the place for coloring books and science experiments. It is time to knuckle down, and deal with the problems bluntly with the gloves off and the trust of the public without politics, agendas.
One more thing. Keller choosing to run for mayor is not abandoning his position. If he feels he can make a bigger impact as the mayor, it is noble. Would you fault someone for taking a job then promoting to better a situation? We think not, because it would be sour grapes, and you sound like sour grapes. This will not be a mayor by proxy, because people just want more than they already have, when so many have nothing. We hope we have made ourselves abundantly clear.
No hard feelings Pete, it's just the way it is. And please keep our readers out of it. They have done nothing to anyone.

Quote Roof Perry Now Unquote
Back in the summer of 2012 the city kicked Quote Unquote, a 30 year old community access center for public programming out of their offices and studio. This organization had provided a public television access platform to those in the Albuquerque community for all of these years. You may ask why now Eye? Well, sometimes it takes a while to see the full picture. Sometimes it takes a little while to see why people do what they do. We see it on this one now.
These people were kicked out, and their audio and video library was taken wrongfully. You see, at times they were critical of the wrongdoings within the city administration and the forum they provided to those with evidence of this intimidated corrupt city officials who would have the light shined on them in such a forum. They can't have citizens voices be heard if it will expose them. In true tyrannical fashion their property was locked up, and their things were wrongfully taken.

You see, another unexplainable no bid type competitive contract was awarded to this new company called Upublic, and someone is their staunch supporter without a leg to stand on in light of their deficient performance; our very own mister tough guy Rob Redfaced Perry, the bloated tick. Rob is buddies with Metz.

We all know this loose cannon's penchant for threatening media outlets with information cutoffs for negative publicity stories, his arrogance in extorting hearing officers to change personnel board hearing officer decisions in favor of the city, then firing them and violating their contracts and civil rights when they don't cave in to his felonious behavior, his out of control, drunken behavior at police shootings, as he has his family members drive him to the scenes, his erratic behavior while petting puppies at the pet shelter, his unexplainable presence at the Han crime scene, threatening Fire Department protestors, his baiting and escalation of anti-corruption protestors, the tens of thousands of dollars in exponentially multiplying raises, and his intimidating of citizens at city council meetings. This coward is actually a defendant in a lawsuit when he was involved with another city attorney in the parking garage of Civic Plaza, where they accosted a citizen who had attended a city council meeting that day. The list and pattern of this racketeering, mob like behavior goes on and on. Now we have this. Now we know why some people can do whatever they want, and nothing is done. It is because they do the dirty things for the filthy who call the shots. You see Mark "office masturbater" Shepherd was the enforcer on this one; the one sent to do the dirty work to Quote Unquote, and fat Rob is all about extortion.

There is a lot more to this scheme than meets the EYE. NOT OUR EYES THOUGH!
This scam involves making the bandwidth that cable channels operate on look as if its worth a fraction of what it really is, while Perry sells these channels to Comcast for pennies on the dollar. The Comcast proposal for purchase of 6 of the 9 public access channels from the City of Albuquerque was for a total of $250,000. These channels are worth an estimated $1.3 million EACH! No surprise this was done behind closed doors. Who is getting rewarded? Who's family member will all of the sudden get an executive position with this company? We saw all of thus with Taser and Schultz.
On top of all of this, we are being told that three very important pieces of production equipment, worth tens of thousands (called tricasters) each are unaccounted for, but may be being lent to to hollywood studios that are here in Abq., Why? Who is getting their back scratched on the back end of this one? A favorite church of the Abq. police department may have one too. We will let you guess what that one is. Someone is trying to leave a Legacy of corruption here folks. Also, the property that Perry's buddies at Upublic moved into was renovated, and no permits were filed with the city. Of course. Maybe Perry's buddy Metz knows what's up?
Here's the back story:
Someone needs to be launched out of this city and into a prison cell. The feds need to open up an investigation into this, and add it to the festering pile called Albquerque Corruption.

THE ALBUQUERQUE URINAL (JOURNAL), OUR OWN LITTLE HANOI HANNAH: Jackson Felony Fight Edition
During World War 2 we had Tokyo Rose. During the Vietnam war, we had Hanoi Hannah. Here, we have a little yellow stained rag, known to us as the Albuquerque Urinal (Journal). The epitome of free speech should be the people's source for fair, and balanced information. This information should be objective, and without agenda. If any single entity knows the value of the 1st amendment, it should be a newspaper. With this in mind, a newspaper should be the one putting out facts about what is truly happening, and supporting the fight for transparency, and freedom of speech. Instead we have the Albuquerque Urinal, and their Editorial board of whores, providing cover, by any means necessary, for a corrupted, and criminal city administration..... AGAIN... Our own little Hanoi Hannah.
It has been a while since the last story was posted, but a lot has come to our attention.
Pure evil, and perversion knows no bounds when it comes to protecting itself. One of the most heinous acts perpetrated in conflict, is the use of citizens, and innocent children to hide behind. In Iraq, the insurgents hid behind the populace. In Vietnam, the Viet Cong used women and children to hide behind, and in all of these conflicts, there were the voices of propaganda and lies, intentionally misinforming the masses for their benefit. Through the years, nothing has changed, because we still have perverts right here in Albuquerque, promoting the violation of people's civil rights, while using children to hide behind, in the ongoing conflict against public corruption; they are the Mayor Richard J. Berry, and his coward CAO Robert Perry. These two have orchestrated every leak to the media that benefitted themselves, while threatening an information blackout to any media outlet that dares to report on their misconduct. This is being done in order to obstruct justice by distracting, misleading, lying, and delaying, to protect themselves, and promote their agenda. They have attempted to influence the outcomes of trials, hearings, and government decisions by calling their contacts at the Urinal, just prior to these actions coming to fruition, just like they did days before the Hindi hearing, until they got caught. They are the problem here. They are the wrong, and there are no limits to their parasitic behavior, or the behavior of the infrastructure that supports them, namely the editorial board of the Albuquerque (Journal) Urinal, as seen in the below piece of trash recently written by them.
Dan Lewis commented that the Boy Scouts had to leave the city council meeting without having their say, because of "drama and delay" and the Urinal decided to use this to further their agenda by tugging at the heart strings of readers, and painting city government the victim for playing tit for tat with citizens who have served this country more than they ever have, or will. There is no drama in standing silently, and holding an American flag, but since a few city officials had their feelings hurt, they feel the need to create drama. These same city officials could choose to remain quiet, and act like the public servants they are supposed to be, but they decide to play cowardly juvenile games, out of their own personally driven animus. This is what creates the drama. If the usual city government suspects did not arrogantly taunt citizen attendees by smirking at them, insulting them, and threatening them, there would be no drama. If there was accountability for the blatant corruption, there would be no outrage or drama. If certain city council members did not blow off citizens concerns with bored looks, and an attitude of "next," there would be no drama. If citizens actually had a say that mattered, and there were actions taken on their concerns, there would be no drama. City council decided to end a meeting, because one old Military Veteran known as Silvio Dell'Angela, decided not to be bullied, and because of that decision by City Council, those Boy Scouts did not get their chance to speak. Make no bones about it, the problem is personal. Looking at it as the Urinal looks at things, one could conclude that those boy scouts were denied their right to free speech, because of the ongoing corruption within city government, and those Boy Scouts are collateral damage of that very same public corruption. They were caught in the middle of a fight between right and wrong, just like those innocent women and children. No, the Urinal sees this as a way to vilify those speaking out against the corruption, and to blame them for the lack of progress. They blame one old man with a flag, to cover for dozens of criminals who walk on everyone, while continuing to fill their pockets. One needs to look no further than the seats filled in city council meetings, by malfeasants like the APD upper command staff, sitting there with their arms crossed, looking at their cell phones not caring, the city attorney, smirking at citizens in order to provoke them, or the Chief Administrative Officer sitting there drunk, to see what the real problem is here. But perhaps the most evident, is that which is never there, the worthless mayor of this city in meltdown, Richard J. Berry.
The Urinal's behavior is collusion with this corrupt administration. With every cowardly, anonymous article, the editorial board publishes, they prove their agenda, and do a disservice to society. It is no better than a tabloid. They are dishonorable, and now they use children for their agenda. We are not surprised.
While we were writing this article, we were advised that funding to the Police Oversight Committee has been cut in direct retaliation for their findings in the Brachle case. We all know the city's penchant for retaliation, in remembering the termination of Zane Reeves for the Perea decision, the vindictive behavior exhibited towards the media for exposing the corruption, by cutting them off from information, and the retaliatory acts committed every day, towards employees and citizens, by overgrown criminal crybabies, who are unfit for the positions they hold. Robert Perry committed extortion, when he threatened Professor Reeves to change his verdict in a personnel board hearing case. He was never held accountable for that, despite judge Nan Nash's decision that the termination of Reeve's contract was illegal. John Corvino was retaliated against, and pushed out of a department he loved by a retaliatory lying group of thugs. This conduct only stops when they know they are caught, and they are facing a losing battle. THEN they throw your tax money at it. Although the DoJ is present, the city administration continues to lie, and conceal, as with the recent in custody death cover up at the Pho Restaurant, that violated the APD MOU with the District Attorney's office, causing DoJ reform alarms to sound.
The conflict of interest, CIT INC. no bid contract gig is up, because they got caught. These people commit blatant acts, and are arrogant about it. Imagine what it would be like with the office in charge of accountability in the pockets of the culprits responsible for this mess. Thank God Robin Hammer was not appointed to the ABQ Inspector General position.
If we all do our part, No more Boy Scouts will have their rights violated by a corrupt administration, and the future will be safer for all of our children. Keep shining the light. Boycott the Albuquerque Urinal. Do not buy it. Speak out about the perverts there who would have you believe that old men, and children are a threat to our 1st Amendment rights. Read the Albuquerque Free Press, and keep fighting.

For instance, when a police department seeks out new training curriculums, these curriculums must meet state mandated guidelines, so that there is uniformity across the board with what officers are, and are not allowed to do. NOT HERE FOLKS. Even under the DoJ consent decree, those within APD continue to do whatever they want, whenever they want. APD tactical units have been training at Jackson's MMA. Nothing against Jacksons, but if something seems odd, we here at the Eye shine light on it. Our eyes have told us that Joe Christman (you remember him from the former APD Sgt/PIO Pat Ficke incident where Christman drove Ficke home when he was intoxicated? This lead to Fickey being indicted for felony domestic violence charges, after his wife sustained a broken face, and allegations of a gun being involved, when he was accused of putting one into his mouth during this reported incident. This could have caused serious bodily injury or death to everyone in the home including the children, as could the strikes to the head, as the victim has claimed. Ficke was accused of the beating that caused all of this. See the later article, with the posted police report ~edited 6/16~) has been seen scouting out new places for APD tactical units to train at. He was seen at Jackson's, and several APD tactical units have been seen training at Jacksons. The problem here is the same problem that APD training at Department of Defense installations poses. It is not the military, nor are the streets a cage. And just who is paying for this training? It does not end there folks. There is an appearance of impropriety and leniency. It has come to the Eye that several professional fighters at Jacksons are convicted felons. Not just any convicted felons, but violent convicted felons. Jackson's MMA, and UFC fighter Diego Brandao was recently arrested for attacking bouncers in Knockouts strip bar, then pointing a gun at them. Willie Parks, another fighter from Jackson's, just got sentenced to 10 years in prison for felony domestic violence. In 2013, fighter Melvin Guillard was convicted of aggravated battery, and his sentence was deferred. He dodged over 300 days of jail time for that 2010 case involving a bar fight. Previously he received probation in 2007 for drug charges, and was arrested in 2008 for violating that probation in Houston. The list goes on. Fighter Cody East was indicted for felony domestic violence, and several other charges over the years, including resisting, and obstructing an officer, domestic violence, aggravated battery, and probation violations. Tyler East's record is just as long; trafficking in controlled substances, Aggravated Battery, probation violations, kidnapping, aggravated burglary, false imprisonment, and other charges, up until 2015.
We all remember fighter Jon Jones's contacts with law enforcement, but lets look closer at it. Has he learned, or has a blind EYE been turned to his behavior, because of the appropriate contacts within the system, and the value of the almighty dollar connected to his ability to be viable. Jones faced charges of leaving the scene of an accident, after striking a vehicle with a pregnant woman inside of it, and running away. While on probation for that, he gets caught driving illegally AGAIN. His charges get deferred in that case, and within 24 hours, he is stopped again, and issued more citations. Any one of those is a probation violation, that would result in jail time, but it is wiped away without any consequences, or the bare minimum, because we all know how the corrupted system bows to the almighty dollar. People need to start to ask some serious questions, and connect the dots to the usual suspects, who are constantly connected to what is going on around here. If you don't believe us, just look everything up on NM Courts. Maybe Darren Knows? After all, he can't get enough of being a hang around over at Jackson's MMA, despite his painful bad back, and severe need to be a medical marijuana user. Maybe someone could answer why the officer, who was doing his job that day, would be accused of being racist for stopping Jones, when he himself is Native American, and tolerated Jones's condescending, disrespectful mouth? Why would this officer face ANY scrutiny at all, considering the sources who have gotten so many free passes at the expense of society. Maybe we can ask if there is an MOU signed between APD, and Jackson's MMA for this training, and is there still a rule about officers consorting with known felons? We all know that tactical considers themselves above the "meager" field officer. Maybe they have the answer for why they feel the need to train outside of APD curriculum, considering the fact that APD actually has it's own use of force and ground control training. Maybe Bob Huntsman can explain this, because we already know Gordon "YouTube" "I don't think do" Eden will take the fifth, or just play stupid.
Folks, there are several ongoing investigations into this administration, and we will do our best to keep shining the light. Stay tuned. It is going to get very interesting, and this corrupt administration is in for more unhappy camping.

Who is Watching the Watchers Watchers?
***Breaking News..Our Eyes tell us certain command personnel are saying FBI agrees with APD's investigation that Boyd shooting was justified....
But in the spirit of promoting Rob and Rich's transparency, we thought your loveable Eye should weigh in on the matter. Because an SOP that covers how officers "shall" use body cameras really isn't complete unless it truly is a comprehensive SOP. And with so much talk about officers, isn't it time that the leaders of APD step up to the plate and be required to model appropriate behavior? We mean, with so much questionable behavior by those wearing stars-n-bars, shouldn't they be required to have their own special set of SOPs as well?
Such additions we recommend to the Command Staff Body Camera Policy, free of charge we might add, are:
1. All officers SHALL operate their body cameras at all Chief's staff meetings.
2. All officers SHALL operate their body cameras when meeting with subordinates.
3. All officers SHALL operate their body cameras when sending text messages.
4. All officers SHALL operate their body cameras when in presence of TJ Wilham.
5. All officers SHALL operate their body cameras when in presence of Rob Perry.
6. All officers SHALL operate their body cameras when in the presence of cadets.
7. All officers SHALL operate their body cameras when in the presence of APD Academy director Joe Wolf.
8. All officers SHALL operate their body cameras when in the presence of city legal personnel.
You see the reasoning for these policies for command staff and above is simple. If these SOPs had been in place we wouldn't have had the department exposed to lies about crime rates & staffing issues, sexual harassment upon female officers, the sending of text messages with images of male genitals by lieutenants, the general embarrassment of TJ Wilham, the drunken rages of the city's highest paid employee, the hazing and sexual harassment of cadets, the endless misconduct of the city's academy director, and of course the gross lies of the city's legal office.
In short, and as we've been told by our friends on patrol, it's not the officers out taking calls that have caused the mess APD is in......it's its leaders.
So, here's some advice Rich-n-Rob....be the transparency model you advertise yourself to be, video it ALL!

On the Eve of a Consent Decree, Not a Creature was Stirring...
Our Eyes tell us that in the not too distant future, the fate of the state's largest police department in the state's largest city will be presented before all who have been waiting since last April. Ironically, or maybe not so, what comes forward of the consent decree between the City of Albuquerque and the United States Department of Justice will have been negotiated by outsides. As much as our good buddy Jerry Walz likes to brag about his influence on things, what the reality is APD's fate has been decided by a duo from Cincinnati and a crew from Washington D.C.
Which makes us wonder is there anything that could happen where the people in power here in Albuquerque, or Santa Fe for that matter, will EVER be held accountable?
A year ago during the mayoral race we were told the city's economic struggles were all but over. Yet here we are and things are worse.
We were told APD was one of the best department's in the country, a place where people come to learn from. In reality it's an example of what not to do.
We were told that candidates Dinelli and Heh were naysayers about the city and that all was great. Yet the only thing Albuquerque has led is it's national recognition as place the preceded Ferguson, Missouri, in police violence and a place where the city's CAO shows up at shooting scenes drunk.
We were told that crime was down and was continuing to fall. Yet in reality its continued to rise.
We were told that Richard Berry loved his city employees. Yet he hires temps faster than permanent employees and cuts the workforce.
So many promises have been broken and so much scorn has been thrown at those who dare challenge the status quo of such hypocrisy, it makes one wonder if it truly is not time for change in Santa Fe for simply the sake of change.
Folks like the disgraced former Public Safety Director Darren White love to do nothing but point out the lint on the shoulders of others while disregarding the nakedness of host. We've not been impressed by AG King during his tenure in office. But we've been sourly disgusted by the rank and foul conduct by the current occupant of the governor's office. But hey, we're the Eye, tell us how you really feel.
One thing is for certain, once this consent decree comes out, not much is gonna change.

AFSCME: Refusing to Lay Down
LAST PERSON STANDING
Last Friday, the spokesperson for all-but criminal gang occupying the 11th Floor of Albuquerque's city hall issued an edict to the members of AFSCME Local 2962. In the words of Rob "Thug Life" Perry, "the City will IMPOSE its Last Best Offer made to the Local 2962 on July 31, 2014."
In essence the negotiations are over. Not that there ever were any negotiations because in dealing with Berry/Perry, there are no negotiations. There is only their way. And as we've seen with the fire and police unions, the Perry plays only to win. So while Berry went on the news Friday touting how the 500+ clerical members of AFSCME are getting a 3% raise, let's take a look at what they are losing. And these incidentally are the things our eyes at AFSCME tell us were the sticking points that the City refused to negotiate on:
1. A 1 year contract as desired by the City as opposed to the 3 year contract desired by AFSCME. Why bother securing a multi-year contract so that you can plan the city's budget for multiple years when you can pay your contract union buster John Martinez another several hundred thousand dollars next year?
2. Removal of the "evergreen" clause as opposed to keeping it. Why bother respecting to the terms of an agreed upon contract when it expires when the City can just call it void and do whatever it wants?
3. Denial of any binding arbitration as opposed to respecting it. Why bother risking getting called on the city's deceitful and deceptive negotiation tactics with a binding third-party?
and of the course the big deal breaker:
4. Require all union members contribute to their local union reps rather than have them compensated by the city for "union time".
But like all things Berry/Perry, there are a lot of hidden details that are conveniently omitted from their press parties. For instance:
5. Disciplinary action my now initiate when management believes such action is necessary. Who needs any due process when you got Rob Perry deciding such matters. (24.1.1.1)
6. Investigation into employee misconduct will in many cases be conducted without any disclosure to the target employee. (24.2.1)
7. Denial of any appeals where the disciplined employee may be "made whole". (25.1.5)
And of course we have the notion that under Mr. "Thug Life" Perry, the city can just arbitrarily implement such changes despite their being a collective bargaining agent for these 500 employees. This should be interesting....
Let's see if AFSCME turns out to be the most committed labor union for their members. Oh and if anybody has any questions, feel free to call the city's chief labor czar, John Martinez, at 505-228-1360. Since he's taken several hundred thousand dollars on behalf of the city, we're sure he's fine hearing from some of the folks he's been working over. Ooops, an "eye" slip, we me for.

Goodbye Albuquerque, Land of Violence; Hello Days of Wrath
In case our fellow readers missed this weekend's New York Times Magazine article on our beloved little gem of a city, we thought we'd republish it here. And we thought we'd tip our hand a little bit and say, we had our "eyes" full of it before it was published. It seems the author was a frequent reader of your loveable Eye. But alas, here it is by former UNM faculty member Justin St. Germain:
TWO
weeks ago, in a vacant lot on the west side of Albuquerque, a few
teenagers beat two homeless men to death. I read about the attack in a
hotel room in Nebraska, en route to a new job, hours after leaving New
Mexico for good. I wish I could say the news surprised me. But after
three years of living in Albuquerque, I’d gotten used to hearing stories
about arbitrary violence, especially against the homeless.
I
had a hard time describing Albuquerque to outsiders, who usually knew
it only from the TV show “Breaking Bad.” I tried comparing it to Tucson,
a city of similar size and climate where I’d previously lived, but that
didn’t convey how Albuquerque felt. Other times I’d compare it to the
Mission District of San Francisco, with its large homeless population.
But neither of those cities prepared me for Albuquerque, the sense of
threat, the air as thick with tension as it often was with dust.
The
rate of violent crime in Albuquerque is nearly double the national
average. The homelessness rate, though harder to quantify, is similarly
high. In San Francisco, I was used to homeless people sleeping in every
storefront, but they were largely ignored, or, at worst, taunted. In
Albuquerque, it was different. The homeless and mentally ill were
victimized to a striking degree
, even by the very people responsible for protecting them: the police.
In
March, Albuquerque Police Department officers shot and killed a
homeless man named James Boyd. The shooting wasn’t unusual. Albuquerque
police are notorious for using excessive force. They’ve killed 27 people
since 2010, and their rate of deadly shootings is eight times that of
their counterparts in New York City. The Department of Justice recently
released the findings of an investigation that revealed a pattern of
civil rights violations, unjustified use of force and lack of
accountability. Many of the victims had histories of homelessness and
mental illness. The only difference with Mr. Boyd’s death was that the
shooting was caught on video by cameras mounted on the officers’
helmets.
The
videos, which are widely available on the Internet, show Mr. Boyd
saying he’s afraid the officers are going to shoot him. As he picks up
his bags, they shoot stun grenades and sic police dogs on him. He draws
knives, presumably to defend himself from the dogs, and turns away as if
to flee. Then the officers open fire with assault rifles.
Defenders
of the Albuquerque Police Department pointed out Mr. Boyd’s history of
mental illness and noted that early in the encounter he had threatened
to kill the officers. (“I’m almost going to kill you right now,” he
said. “Don’t give me another directive. Don’t attempt to give me, the
Department of Defense, another directive.”) But it’s hard to watch the
video and see anything but sanctioned murder.
A
few weeks later, an officer with a history of being accused of using
excessive force shot and killed 19-year-old Mary Hawkes, claiming she
had pointed a gun at him. His lapel camera yielded no video; after
analyzing the device, the manufacturer said it had either malfunctioned
or been shut off. She later tested positive for methamphetamine. Less
than two weeks after that, officers shot and killed a military veteran
with a history of mental health issues and a gun who had barricaded
himself in his home. The department later released only a brief segment
of video.
Protests
erupted in response to the killings, including one I watched from my
front porch that shut down Central Avenue for hours, spilled onto
Interstate 25 and ended in the early morning, when police shot tear gas
into the streets of downtown. Protesters later disrupted a City Council
meeting.
At
first it seemed as if the rest of the country didn’t much care that a
metro area of nearly a million people had become a powder keg. But in
the two weeks since the brutal beating by the teenagers, people have
started paying attention. They are asking how something that terrible
could happen, what kind of place breeds violence like that. The
teenagers reportedly confessed to randomly beating dozens of other
homeless people in the last year. A police department spokesman, Simon
Drobik, has been quoted expressing his horror and lamenting the fact
that the police received no reports of the other attacks.
Coming
from this department — which has shown how little value it sets on the
life of Albuquerque’s most vulnerable citizens — that seems
hypocritical. No wonder homeless victims aren’t coming forward, when
they know what kind of treatment they might receive.
Before
seeing the Boyd video, I had frequently called the police because of
situations involving the homeless: for the woman I found lying
unresponsive in my front yard, the ranting man trespassing on my
neighbor’s porch who refused to leave, the drunk who climbed the fence
into my back yard at 3 in the morning, lit all the burners on my propane
grill, and fell asleep next to it. After the video, I stopped calling. I
was afraid they’d show up shooting, and I didn’t want blood on my
hands.
If
the police officers themselves set an example of violence against the
homeless, they shouldn’t be surprised if others follow it.
One
Christmas Day, I came home to find my street cordoned off, news vans
parked by the abandoned taqueria. A shivering reporter told me that a
homeless man had been found dead in the Dumpster, and that it might have
been a homicide. I never heard the results of the investigation, if
there were results, if there was an investigation.
This
June, a truck swerved onto the sidewalk near a homeless shelter and ran
over four people sleeping there, killing one and injuring the others.
Surveillance footage suggested it was intentional.
Why
wouldn’t the people who committed these crimes believe they could kill

While the nation gasps in what to think of our little gem of a city, we at the Eye are left wondering what if all the other little nasties that our fair city holds were to really brought before the city. You remember those Mr. Berry, Mr. Perry, Ms. Martinez right? You know, things like:

CABQ's Mayor's little gig's with ladies who leave thongs at his office?

CABQ's scapegoating of its own officers including John Doyle and Robert Woolever?
APD's fabrications and distortion of crime statistics to falsify crime trends for political gain?
APD's in-house walking political operative TJ Wilham (and endless eating el gordo grande)?
APD's coverup of the West Mesa Murders until even Ray Schultz couldn't hid it?
Ray Schultz's continued manipulation of current chief Gordon Eden (watch what your family says Gordo, we got ears everywhere...)

Surging Storm: Mary Han
Our Eyes forwarded this excerpt from what we are told is an explosive segment of KNME's New Mexico In Focus that is going to be aired this evening.
You see, in the midst of all the protests and controversies involving APD, there's been a quiet but very dark shadow looming over the city's leadership. For those that don't remember, very prominent and outspoken civil rights and criminal defense lawyer Mary Han was found deceased on November 18, 2010. At that death scene, virtually all of then APD's brass and much of the city's civilian leadership showed up, flooded, and tampered with the scene so that no effective investigation could be done to determine what had happened. In fact, the allegations that department brass were so ghoulish in their behavior is only compounded by the fact that they were aided and abetted by the likes of current CAO Rob Perry and then Public Safety Director Darren White and their minions, TJ Wilham and Chris Huffman-Rameriz.
If you recall, in 2010 people were then calling for DOJ to investigate APD. Then upon Ms. Han's suspicious death, all reins on APD and Albuquerque seemed to break loose and now look at the mess we are in.
In this interview segment, we see that the family's attorney, Rosario Vega-Lynn is present, the chief counsel, David Pederson, for the NM Attorney General, and two former officers from APD: Thomas Grover (former APD sergeant and friend of Ms. Han) and Brian McCutcheon (former APD crime lab lieutenant).
Now we know the Susana'ites and haters will come out and try to justify or distract the happenings at the scene on November 18, 2010 by attacking those that dare speak out against the misconduct of those there at the scene.
Misconduct like, as we are told, the taking of cell phone images, trespassing, destroying evidence, tampering with evidence, and the mere presence of civilian personnel who had no business whatsoever at a crime scene. So instead of attacking those that step up, go ahead and defend the actions of Rob Perry, Allen Banks, Paul Feist, Beth Paiz, Darren White, TJ Wilham, Chris Huffman Ramirez, Marc Adams, Trish Hoffman, and Mike Muniz....
Mr. Perry recently stated he goes to high-profile APD scenes so that he can provide dissemination of information. Well perhaps he can step out of his hovel and disseminate some information about why he was at this scene doing things that so many cops have been fired for while he gets a $30,000 raise? Perhaps Mr. Wilham could put the burr-eat-oh down and answer a few questions without breaking into a cold green sweat?
As one of our more frequent commentators says, this should be "very interesting"....

Welcome to TASERtown
The
above link is for the City Council meeting of May 19 2014. Richard Berry’s two heroes, Scott Greenwood
and Tom Streicher addressed the city council at this meeting. Questions have swirled regarding just who
these two are, how did Berry find them, what is there connection with Schultz,
what will they do for Albuquerque and what is their track record.
Starting at
minute 24:00, Scott Greenwood makes some very disturbing comments. First, Greenwood states that he and Streicher
opened their business “a couple of years ago”. Well checking
online with the Secretary of State of Ohio we see that Greenwood &
Streicher LLC was opened on April 19, 2013.
That’s thirteen months, not a couple of years. (entity number 2192938,
document number 201311200624).
Next
Greenwood talks in detail about their “experience”, but an online search shows
that Greenwood & Streicher have only reviewed one police department,
Hamilton County Sheriff, located in Cincinnati, Ohio. (Streicher was police chief of Cincinnati). http://www.hcso.org/.
Reviewing
a police agency is a lot different than being the target of an investigation,
as Streicher’s Cincinnati Police Department was. So were these guys the most experienced team
that Berry could find? We won’t know
because it was not opened to competitive bid.
Apparently Greenwood & Streicher LLC was the only company contacted.
Sounds a lot like the Taser Axon Lapel

Then
at 25:40 things get really interesting.
Councilor Rey Garduno asks Greenwood how they were contacted. Greenwood
says that “the city called twice. First was from our (Albuquerque) old
chief (Ray Schultz) when the city received the Department of Justice
letter. Ray called them and asked, “What happened? What happened?”
This is a strange way for
Schultz to phrase his phone call to Greenwood, “What happened?” Could it be
that Greenwood & Streicher had already been working behind the scenes with
Schultz? Was the DoJ investigation not
supposed to happen? And Schultz was surprised when it did? Could this be another “greased” moment?
We deserve to know why and
when did Schultz first contact Greenwood & Streicher. And the connection
between Schultz and Greenwood & Streicher has a very disturbing common
denominator: Taser.
Was Taser involved in any of
this? Who first put Schultz in touch
with Greenwood? Schultz, Greenwood and
Streicher all have very strong ties to Taser, was it these ties that brought
Greenwood & Streicher LLC to Albuquerque?
We are hearing they worked together at a Taser conference,,,,,,,
Consider this, Greenwood
& Streicher LLC did not open until April 19, 2013. The Department of
Justice announced their investigation into APD in November 2012. Did Greenwood & Streicher LLC decide to
open their company because they already had the inside track for a lucrative
contract with the city of Albuquerque? I
would surmise that Albuquerque taxpayers will be on the hook to Greenwood &
Streicher LLC for well over a million dollars by the time this is all finished,
and everyone is saying this is going to take years.
The
questioning by Garduno continues and Greenwood says this to him in response,
“That was the recommendation of the Department of Justice, that they
(Albuquerque) reach out to us.” Really? The Department of Justice
told Schultz / Berry to call Greenwood & Streicher LLC? If this is
true there would be a paper trail and I believe all of us would like to see
those documents and emails. I find it hard to believe the DoJ would tell
APD / Albuquerque to call a private attorney and his pal from Cincinnati at the
beginning of the investigation. Or even at the end of the investigation.
Since when does the DoJ recommend legal counsel to the police departments they
are investigating? This makes no sense
and the Department of Justice needs to come forth and explain. If they did direct Albuquerque business to
Greenwood & Streicher LLC, why? Is
that ethical? Legal? If they did not
then what is Greenwood saying? What is
the real story?
Greenwood
then says they did not hear anything for a year and a half. Then suddenly
he gets a phone call from the mayor (Berry). So
Schultz still had Berry’s ear (just like he promised Taser he would) and he
told Berry to call Greenwood. This is the entire vetting process?
We are about to spend probably millions for these two guys from Cincinnati and
the entire background is Schultz telling Berry to call them. I feel very
sick to my stomach that we might not have the best counsel money can buy, but I
am sure they are going to make us pay, dearly. Who does business like
this? Would you spend your money this way? Would Berry spend his own money without
checking around first? Oh it’s not his
money, it’s ours.
Greenwood
does say they work for the city of Albuquerque. What is not asked is
Greenwood and Streicher’s ties to Taser and was it those ties that put Ray
Schultz into contact with them? If the
DoJ demands that Taser guns be removed from APD or moved back up the Use of
Force Continuum, will Greenwood & Streicher LLC agree or will they fight
this because this means less money for Taser?
Have Greenwood & Streicher severed all ties with Taser? If not, why?
And what capacity is their employment?

should concern all of us with how deep the Taser influence is in
Albuquerque. It should also make us
wonder what happened to Greenwood & Streicher LLC regarding the New Orleans
Police Department.
Demand that the city council and
Berry publicly ask these questions!

We could go on and on with links connecting Taser with Schultz,
Greenwood and Streicher but I think you get the point. There is nothing wrong with these guys liking
the Taser product, where the problem comes in is that they appear to be selling
the Taser product. At a time when Taser
abuse in Albuquerque received special notice in the DoJ report. This also goes hand in hand with the Taser Axon
Body Camera no bid contract that Schultz handled for Taser while he was still
chief. Now we have Taser people,
Greenwood & Streicher being the only folks contacted to defend the city in
talks with the DoJ. Can these people
serve Albuquerque citizens and serve Taser? Is there a conflict of interest?
Are there other departments that Taser International is
corrupting?
It certainly seems that there is a very cozy relationship between
Taser and Rialto Police Chief Farrar and Salt Lake City Police Chief Burbank,
both of whom are speaking on Taser’s behalf at upcoming Taser Technology Summit
June 6, at Taser Headquarters in Scottsdale (along with recently retired APD
Chief Ray Schultz). Burbank, in the
article linked above, went so far as to stress that he does not work for
Taser. Now why would he say that? Is he and Farrar being paid by their towns
while selling Taser products in Scottsdale?
Is Taser providing the airfare, food and lodging for them while in
Scottsdale? Working for Taser or being
compensated by Taser or being provided gifts by Taser, what is the
difference? Both of these chiefs are walking
down the same road that Taser and Ray Schultz have done in Albuquerque. Maybe the Department of Justice needs to
review these two chiefs of Police and Taser’s relationship with them. It is one thing to say body cameras should be
used by law enforcement, it is entirely different to have active members of law
enforcement selling a certain type of body camera. Add to that that these members of law
enforcement are chiefs of police who have the final say in approving
multi-million dollar contracts and you can see where this activity has crossed
the line.
Albuquerque certainly looks like it is owned by Taser
International. Towns like Rialto,
California and Salt Lake City, Utah look like Taser has its prongs into them as
well. Is it illegal for these chiefs of
police to be working on Taser’s behalf, while still working for their
community? I hope the Department of
Justice decides to investigate and answer this question. Is it ethical? Not by anyone’s standards.

P.S. We found it very interesting that on June 12, 2013, Schultz REDUCED
the use of a taser in APD’s use of force procedure to that of pepper spray (check APD Procedural Order 2-52-9 G). We
all know what that means, lower justified use of force means MORE use of that
particular weapon…..
